Report of the Secretary

The Lines of Effort Have Been Numerous and Widely Varied

Upon assuming the duties of Secretary of the Raleigh Chamber of Commerce and
Industry September 15, 1906, it was felt that the task begun was one whieh, if at all
well done, must needs greatly benefit this city, and so all the people of Raleigh were
asked to give their co-operation, influence and sympathy. It was found necessary
to promptly issue a booklet setting out the facts about Raleigh in time for distribu
tion at the Boston Food Fair and a very attractive one was prepared, the edition
being 5,000 copies, and it was well distributed by Secretary Thomas K. Bruner, who
was in charge of the North Carolina Exhibit. Later another booklet, covering com
pletely all the enterprises in Raleigh, together with very valuable information re
garding the city's life and growth in every way, was issued and was given wide
circulation. The matter of securing as settlers Scandinavians from the Eastern States and the
great Northwest was taken up, and upon invitation a representative man came here
from Minnesota to look into this matter, but there seems to be, for some unknown
reason, lack of any general movement to bring these people here, though their thrift
and money-making powers make them particularly desirable settlers.
THE TOBACCO MARKET
It was found that the leaf tobacco market needed stimulus and development and
active steps were taken to promote it. It was decided that if the people of the city
would give $400 in money and prizes this organization would give $300. All was
provided, prizes were arranged and a great deal of literature sent out regarding the
market, both by newspapers and posters, and there was liberal advertising in several
counties. The prizes were promptly paid and gave great satisfaction, as letters from
several counties show, some of which have been printed. The warehousemen state
that the market has been greatly benefited in every way.

MASONIC TEMPLE

HOW RALEIGH CAN BE MADE A WINTER RESORT
Very particular attention has been given by your Secretary to the matter of
railways and public schools. All the schools were personally visited and special trips
were made over two important railway lines, the Raleigh & Pamlico Sound and the
Raleigh & Southport Railways, special articles about these being written for Raleigh
papers and the railway people expressing their appreciation of the interest shown.
In every way it was sought to make Raleigh better known. A series of articles about
the city was prepared for and published each week during the winter in the Pinehurst
Outlook, these stories causing numbers of visitors from the North to stop over in
Raleigh. A Country Club and golf links would bring many people from the North
and would make Raleigh a winter resort, for people from the North will not go
to any place which does not provide out-door amusements of the kind they like,
and they are always ready to pay for these handsomely. Such places of amusement
would not be only of value to outsiders but useful to the home people as well. A
special trip was made with manager H. H. Carr, of the Raleigh Street Railway over
a territory very suitable for a club, links, etc.
MAKING VISITORS AT HOME
Very particular attention has been given towards making visitors to the city
comfortable and in finding homes for them. During State Fair week a Bureau of
Public Information was established in the Union Passenger Station; it provided
with quarters, etc., all the numerous visitors. In past years there had been no little
complaint by members of the Legislature and visitors to the city during the legis
lative sessions as to lack of accommodations to their taste, and so information was
secured as to all the boarding houses and private houses which would take boarders,
this being put in a, circular which was sent to all the members and officers of the
Legislature. In this way over 250 persons were provided with quarters entirely to
their satisfaction, and many callers at the office expressed their appreciation.
STREET RAILWAY EXTENSION
Personal inspection has been made of the best building sites in the city and
immediately around it; from Walnut Creek on the south to Pamlico Junction on
the north, and from the Soldiers' Home on the east to Pullen Park on the west, and
notes made of all." The South Park Company offers free sites to manufacturers. Very
active work was done in the matter of the extension of the street railway and many

petitions were typewritten and placed in good hands, while a special man was also
employed to secure the signatures of all leading business and professional men.
Over 3,000 signatures were obtained. Conferences between representatives of this
organization and the Street Railway Company and Mr. J. H. Cutler were also factors
in bringing about the notable extension of the railway which has so marked the year.
A SPECIAL LECTURE COURSE
Arrangements were made for a series of lectures by Governor Glenn, Presidents
Poteat, of Wake Forest College, Kilgo, of Trinity, and Smith, of Davidson, and four
of these were given at the City Hall and one at Raney Library, while the City Hall
was also used for three very handsome and effective illustrated lectures by the
National Cash Register Company, whieh very kindly co-operated in this matter.
The attendance at the last-named lectures totalled 1,800.
COURTESIES TO GUESTS
Particular information has been given to leading papers, magazines and encyclo
pedias, almanacs and annuals regarding Raleigh, and many erroneous statements
they have contained were corrected. Every attention possible was shown to the Grand
Lodge of Masons at its annual session, a, cloak room with attendant being provided,
and courtesies of a like nature were paid to the North Carolina Cotton Manufac
turing Association, the Association of City School Superintendents and Principals
of City Schools and also to the Executive Committee of the North Carolina Mer
chants' Association, while your Secretary showed the city and its leading buildings
to the delegates attending the State Convention of Architects.
ADVERTISING RALEIGH
The leading cities of the State were allowed certain space for advertising by the
Jamestown Exposition Commission, and 24 very handsome photographs, illustrating
Raleigh, were made and sent to the Exposition, where they are well displayed, these
to be later framed and shown here.
By special invitation the Secretary delivered an address before the Woman's
Club upon the necessity of cleaner streets and other matters of vital importance.
There was a conference with the President of the industrial Club in regard to a
merger, but the latter organization decided by vote to continue its separate existence.

THE WINNING OF GREATER RALEIGH
The question of the extension of Raleigh's very contracted limits assumed very
large proportions early in the year. This organization took the ground that the ex
tension should make city limit boundary one mile north, south, east and west from
the center of the Capitol Square. There was opposition, but the Chamber of Commerce
pressed the question home and won in the Legislature, thus bringing about "Greater
Raleigh," the event being duly celebrated July 1st by a barbecue, speeches, etc., at
the State Fair Grounds, this movement being inaugurated by our organization, and
several hundred gentlemen living within the new territory, being the guests of resi
dents of those within the old limits. All feeling in regard to the extension seems
to have fully subsided and the merit of the movement is clearly shown.
SPECIAL RAILWAY RATES FOR HOME-SEEKERS
< The matter of securing special rates to Raleigh for home-seakers from the North
and West was taken up with representatives of the Southern, Seaboard Air Line
and Norfolk & Southern railways, the purpose being to get a low rate to this city
and section. Mr. M. V. Richards, of the Southern Railway, stated that special rates
for parties can be secured from the Northwest.
A GREAT LIFE INSURANCE COMPANY
The offices of the Chamber of Commerce became the birthplace of a new life
insurance company, the Jefferson Standard, which began business during the year
with a paid up capital and surplus of $500,000; an amount greater than that with
whieh any other company in the United States began. Thus this organization can
lay just claim to its potentiality in bringing about three very notable things, any
one of whieh might well be considered worth the work of a year; these being Greater
Raleigh, the City Railway Extension and the Jefferson Standard Life Insurance Com
pany, not to speak of the improvement of the tobacco market and of many minor
things. No effort has been spared tc put Raleigh berore the public, and the develop
ment of the city has never been so marked as during the current year, this being
the subject of mention, not only by residents, but by all visitors. The year has in
truth been full of successes.
A LOOK AHEAD
There are ahead many things which mean much'for Raleigh. The Raleigh &
Southport Railway will soon, by the building of a link between Fayetteville and

Lumberton, now well under way, be put in touch with Charleston, S. C, by the
shortest line, while the completion of the Raleigh & Pamlico division of the Norfolk
& Southern Railway puts Raleigh in a hundred miles of deep water at Washington,
N. C, and gives special advantage; added to this being the fact that the country
between here and Washington is largely undeveloped, very fertile and full of fine
timber, and with so progressive a railway as the Norfolk & Southern traversing it.
THE MEMBERSHIP
There were originally on the membership roll of the Chamber of Commerce
somewhat over 200 members, but a number of these have dropped out, this at a time
when the strength of every man was needed by the organization, and not only all of
these but even more were desired to stand by in the great movement for Raleigh's

THE CHAMBER OF COMMERCE A VITAL FORCE
The experience gained during the year has been of high value in every way, and
the organization has come to be regarded as a vital force by everybody, having no
axes to grind and being animated entirely by the one desire to do anything and
everything which makes for Greater Raleigh. The wages of laborers have advanced -
to a marked degree, the city has grown surprisingly, all the manufacturing plants
have been enlarged, more or less, a better class of houses is being constructed, new
schools have been added, and the story of Raleigh for the twelvemonth ending
August 31st is one calculated to arouse and deepen pride in every citizen. The
Chamber of Commerce is deeply gratified at its own part in what has been done, and
its efforts are only an earnest of what they shall be for the coming twelvemonth.

A Succinct Statement of How the City
HAS GROWN AND PROSPERED

Never before in all the history of Raleigh has such progress been made in every
way as during 1907. The story of growth and development is one well calculated
to deepen the pride of the people, not only of Raleigh, but of the State, in the Capital
City of North Carolina. A year ago the Chamber of Commerce issued its first book
let, designed for circulation at Boston and in the far Northwest. It was followed by
one intended to answer every question about Raleigh, and whieh covered not only
every industry here but every phase of the city's progress, and whieh told in the most
succinct and clear way of the advantages the place offers to the home-seeker and the
investor alike. In the spring, for the use of the thousands of excursionists to the
city, a leaflet was prepared by the Secretary to show the attractions whieh Raleigh
presents to the casual visitor, this being a story of a day spent in Raleigh by a
visiting boy and the sights he saw here. This was sent to Sunday school superin
tendents and others within a radius of 100 miles, and bore good results, for more
excursions made Raleigh their objective point this year than ever before.
The business expansion of Raleigh is well illustrated by the receipts of the post-
office. During the past ten years the office revenue has increased 250 per cent. It
was $21,000 in 1885, and in 1895 was only $27,000, while in 1905 it leaped to
$63,129. This growth continues, this year the figure being $74,563; a ten per cent
increase. The office now pays 40,000 money orders annually, drawn in favor of
Raleigh merchants and business men. The fact that the number paid very largely
exceeds the number issued shows that money is coming to Raleigh and not leaving
it. Raleigh is the paying office for all the rural mail carriers in the State and has
this year been made the depository of the postal funds for all the fourth-class post-
offices in North Carolina, these deposits totaling $160,000 annually. Many other
post-offices also remit their surplus money order funds to Raleigh. This money was

necessary to assist the postmaster in paying $800,000 to the rural carriers during
the year ending June 30th; this expenditure during the following twelve months to
be a million dollars, owing to an increase in salary; all paid by checks on a Raleigh
bank. During the year the mail service and equipment of the post-office have been
greatly improved. New dispatchers and separating cases and other furniture have
been installed; postal clerks have been placed on the Raleigh & Southport trains
and on two new trains on the Southern; and mail service will be established very
soon on the Raleigh & Pamlico Sound Railway. The postmaster is now arranging
for the expansion and improvement of the city delivery service. The Raleigh office
now receives and dispatches mail to 43 trains daily, besides twelve pouches on star
routes. The survey of Greater Raleigh was completed September 1st. The center of
the Capitol Square (Union Square) was taken as a basis, the Capitol building
being incorrectly placed, and its center being two and a half feet south of the true
center of the square. The lines run 5,285 feet north, south, east and we^t. On the
east the boundary is 316 feet east of the Soldiers' Home, taking in the rectory and
St. Agnes' Hospital at St. Augustine's Normal School. To the northward Greater
Raleigh takes in a fourth of the Pilot Mills building; includes about 65 acres of
Glenwood and most of the Methodist Orphanage property. To the westward the
line crosses the intersection of Park Avenue and the Hillsboro road, and includes
much of the Cameron property, all the Penitentiary and the Hospital for the Insane
except the engineer's house. To the southward the Holman Mills are included and
a good deal of the South Park extension. The acreage of Raleigh before the ex
tension was 1,124, while the area of Greater Raleigh is now 2,560; the territory
added by the extension thus covering 1,436 acres. This new territory includes the
Seaboard Air Line yards, the Mordecai farm, the Myatt farm, Oakwood Cemetery,
Idlewild and other points which heretofore have been merely suburbs.
Every section of the city has been visited repeatedly by the Secretary of the
Chamber of Commerce and close touch kept upon everything in the way of develop
ment. On the 10th of September a review of the work done was made, which showed
in a very practical way the growth. At Shaw University additions to the value of
$5,000 are being made to the Estey building for women, the house of the principal
and the industrial building, whieh is a memorial of the founder of the university,
Rev. Dr. Henry M. Tupper, has been completed at a cost of $15,000. At St. Augus
tine's colored Normal School much work has been done on the $15,000 St. Agnes'
Hospital, of granite, quarried on the premises. At St. Mary's female school the Eliza

Pittman Memorial Auditorium has been completed and was first used during com
mencement, its cost being $20,000. Peace Institute, under new management, it now
being owned by the Presbyterians of Raleigh and the State, has been re-fitted
throughout with new furniture, etc., at a cost of $5,000. The Raleigh High School
is to be occupied January 1st, the cost of this spacious and handsome structure
being $16,650. The Thompson Public School has been finished and occupied, its
cost being $10,000.
The South Park extension of the city has been opened, the streets laid out and
122 lots sold. One industrial plant, that of the American Veneer and Box Company,
has been built there, the company owning three acres of land and having a building
150 by 60 feet thereon, costing $5,000. During the year 24 dwellings have been
erected in this new addition to Raleigh, where half the property is yet unsold, besides
40 acres available as free sites for industrial plants.
The northern suburb, Glenwood, has been developed remarkably. During the
year 100 lots have been sold out of a total of 500, of whieh less than half have been
so far put on the market. Contracts have been made for 26 residences, none to cost
less than $1,500, and these are built or under way. Water mains and sewerage have
been provided and granolithic walks laid.
The tour of the city September 10th showed that during the twelvemonth then
ending 161 dwellings exceeding $500 in cost had been erected and about 90 which
cost less than that sum. In addition to these were the following buildings : Colored
Methodist church. Addition to Robbins' stable, 200 x 40 feet. First colored Baptist
church completed and occupied. Addition 80 x 40 feet to Evans' Carriage Manu
factory. Improvement of building of Royall & Borden. Two stores by W. W. Vass,
$5,000. New dining-room and kitchen for the hospital at the Soldiers' Home and
electric lights for the buildings and grounds. Bakery, Fred Staudt. Colored
Masonic Temple, brick, South Blount, two stories, with hall and stores; built of
material from the site of the Masonic Temple on Fayetteville street. Constructing
shops, W. C. Cram. Raleigh Veneer Company, veneer plant. W. A. Myatt, whole
sale grocery, E. Martin street, cost $12,500. J. W. Barber & Sons, carriage reposi
tory, E. Martin street, $12,000. Improvements in the interior of the post-office
building aggregating $9,000. The Capital City Telephone building, $6,000, W.
Morgan street. Freight warehouse for the Norfolk & Southern Railway, N. Saunders
street, 30 by 220 feet, cost $20,000.
There has been a great demand for flats for residential purposes, and Albert
Murray completed two of these at a cost of $8,000, and will build others; Fred

Mahler has built two stores with flats above, cost $7,500; and Mrs. Florence Tucker
one. An apartment house has been erected on South Dawson street by W. H. Hughes,
cost $6,000.
Very important developments in the building way are the spacious and admir
ably equipped public printing and binding house of the E. M. Uzzell Company, the
cost being $30,000; the News and Observer building adjoining, cost complete being
$40,000; the printery and bindery of Edwards & Broughton Printing Company, up-
to-date and complete in every particular, cost $27,500; the Albert Murray building,
occupied by the Raleigh Electric Company, Jefferson Standard Life Insurance Com
pany and the Postal Telegraph Company, and costing $25,000; Gierseh's European
Hotel and Cafe, the latter building owned by Jerome Rosenthal, cost $20,000.
The most important of all the buildings begun during the year in the city or
in the State, and the costliest of all the structures of its kind in North Carolina is
the Masonic Temple, of reinforced concrete, seven stories high, cost $132,500.
The State arsenal, for many years an eyesore, was in May removed from the
Capitol Square, the grounds laid out where it stood and the granolithic walkway
completed. In the way of church improvement the most notable event of the year was the
extension and alterations of the First Baptist church, at a cost of $32,500, much
enlarging the seating capacity both of church and Sunday school rooms. The Bap
tist Tabernacle has purchased property on New Bern Avenue and will later erect a
church with the largest seating capacity in the State. The John W. Jenkins'
Memorial Chapel has been completed at Glenwood by the Methodists at a cost of
$5,000. An addition has been built to the jail and other improvements made at a total
cost of $10,000.
A $5,000 express warehouse has been built at the Union Passenger Station.
The Boylan property, on the west side, has been purchased by a syndicate and
is being developed as a residential suburb.
At the Agricultural & Mechanical College many improvements have been made,
these including a new power house, with lighting and heating plant, to cost $50,000;
a sewerage system, connecting with the city mains; the re-fitting, re-painting, etc.,
of all the buildings.
At the State Fair Grounds new and permanent buildings have been erected for
use in place of the old shacks which had so long been occupied by renters. The

street railway has built a loop line so that ears may enter the Fair Grounds and a
quicker service be given.
At the penitentiary the buildings have been all re-painted and many improve
ments made, including an artesian well. At the Hospital for the Insane a
great deal of work has been done and a $65,000 annex for use by male patients is
under construction; while contracts are soon to be awarded for numerous buildings
for the colonies which are to provide for more than 500 epileptics and other mental
deficients. Improvements of the plant have been made at a cost of $5,000.
The Raleigh Cotton Mill has installed combing machines at a cost of $10,000,
to make fine-combed yarns, mainly to supply knitting mills in the State, and has
also during the year made other improvements costing $18,000. The Pilot Cotton
Mill has erected fifteen new dwellings to take the place of those burned last winter.
The Wake Water Company has made some extension of mains and will have to
make large improvements in this direction to cover the new and greatly enlarged
territory of Greater Raleigh. It now has 25 1-2 miles of main and 170 hydrants
for fire service. Its pumping capacity is four million gallons during 24 hours, the
daily filtering capacity being two million gallons. The average daily consumption
is one and a quarter million gallons. The number of employees is ten.
Standard Gas Company, capital stock $100,000; improvements this year $15,000;
mains laid in various parts of the city connecting existing mains and opening new
territory; six-inch main laid from McDowell street to the agricultural building of
the Agricultural & Mechanical College opposite the State Fair Grounds ; small mains
laid in all the side streets in West Raleigh, connecting with Hillsboro street. Em
ployees 27; weekly pay-roll $600. Capacity of plant 450,000 cubic feet daily;
annual output 25 million cubic feet. Process Lowe and coal. Number meters in
use 1,600, and of gas stoves 800. Number miles of main 20.
The Raleigh Electric Company, operating the street railway and lights, has
218 employees, ten miles of track and 25 ears; value of plant $350,000; cost of im
provement of property and extension now in progress $200,000 additional, this year's
extension of track being four miles. The number of lights, 16 candle-power equiva
lent, is 21,000.
In a few months there will be an ample supply of electric power for Raleigh,
this coming from the great plant at Buckhorn Falls, on the Cape Fear River, 35
miles away. This will give opportunities for very cheap operation of a great num
ber of industries. The Secretary of the Chamber of Commerce will be glad to corre
spond with any persons intending to establish such plants, and will give personal
attention to them when visiting Raleigh, and all available sites will be shown.

Another feature of Raleigh is the excellence of the water supply. Taxes are
low, the city rate being only $1, and insurance is very cheap. Ice is sold at a lower
figure than at any other place of its size in the country. Free sites for industrial
plants are offered, convenient to the railways and in the suburbs of the city. There
is a complete sewerage system.
Raleigh is in the field for industrial plants, and no better opening for them
can be found.
SCHOOLS
At the Baptist University for Women the enrollment is 390; value of plant
$200,000; invested funds $37,000; expended in improvement of property and addition
to equipment $6,000; number in faculty 34.
Peace Institute — Value of property $100,000; number officers and teachers 21 j
number of students 180.
State Agricultural & Mechanical College expended on improvements during the
year: for sewerage $7,500, repairs $10,000; value of plant $400,000; number students
436; number teachers 42.
King's Business College — Average daily attendance 240; new students enrolled
during the year 396; an increase of 100 over the previous year.
St. Mary's female school has 140 boarding pupils and 80 day pupils; value of
plant $110,000; amount expended for improvements during the year $22,500.
The State School for the Deaf and Blind has expended during the year for fire

Thompson, three teachers, 150 pupils; Brooklyn, two teachers, 200 pupils; Pilot

teachers, 2,300 pupils. The colored schools are the Chavis High School, two teachers,

The News & Observer. — New building, cost $18,500, with perfecting press costing
a like sum; pay-roll $18,000 annually; number daily papers printed 12,000; also
two weeklies, the North Carolinian and the Farmer & Mechanic, 8,000 each. The
daily circulation 12 years ago was only 2,500. The plant equals that of any paper
in a place of 100,000 population, and no morning paper in the country makes a
better showing as to daily circulation increase.

THE LEAF TOBACCO MARKET
The sales of leaf tobacco during the season in the two warehouses were 1,800,000
pounds, the average price being 11 1-2 cents. The sales during the previous season
were 1,500,000 pounds, the average price being 9 1-2 cents.
THE COTTON MARKET
The sales during the year which ended August 31st totalled 18,976 bales, against
16,724 during the previous season, the increase being over 10 per cent.

INCREASE IN PROPERTY VALUATION
This year's re-assessment of property showed that Raleigh had made an increase
of $387,781; the total valuation being now $9,164,630.
THE RAILWAYS
At a great outlay the Norfolk & Southern Railway has entered Raleigh by
means of its Raleigh & Pamlico Sound division. It has made extensive purchases
of land between Pamlico Junction and the city, has built a trestle nearly a third of
a mile in length from Glenwood to its freight warehouse, this trestle having branch
tracks. The trains on this road will use the tracks of the Seaboard Air Line in
entering the Union Passenger station. All the work is of a most substantial char
acter. The company has general offices here. Has thirty officers and employees, and
the value of its investment at Raleigh is $250,000. It puts this city in touch with
water transportation at Washington, N. C, distance 104 miles, and opens to
Raleigh's trade a new territory, rich in tobacco and other agricultural products,
timber, etc.
The Seaboard Air Line has here repair shops and round-houses, freight ware
houses, very extensive yards, cotton compress, etc., the value of its plant being over
$500,000; has three hundred officers and employees and its weekly pay-roll is over
$6,000. Many of its engineers reside here.
The Southern has yards and freight station; has 80 officers and employees and
its weekly pay-roll is over $1,000.
The Raleigh & Southport has yards and warehouses and has 25 employees.
During the year safety crossings have been provided by the railways in the city,
and the railways in the county have co-operated in eliminating two of the most
dangerous grade crossings.
The Seaboard Air Line is arranging for increased warehouse and track delivery
facilities here.
The Raleigh & Southport is building shops in the southern portion of the city,
on the site formerly occupied by the Mills Wood-working Plant, which was burned
two years ago.

Raleigh Cotton Oil Company. — Value of plant $100,000 ; output 4,000 tons cotton
seed meal, 360 gallons of oil, 2,000 tons of hulls annually; gin operated, with daily

The Raleigh Milling Company, making flour, meal, etc., has improved its plant,
which has a daily capacity of 100 barrels of flour and a thousand bushels each of

1,000 barrels sugar used annually; value of product $40,000.
Gill's Iron Foundry, 35 men employed, doing iron work for mills, having
equipped eight cotton mills during the year; also doing special work for the Raleigh
& Southport and the Norfolk & Southern Railways and the Raleigh Electric Com
pany, and manufacturing plows, cotton planters, guano distributers and structural
iron work.

North Carolina Building & Supply Company, 30 employees; operating two saw
mills, one at Neuse, employing 20 men, and one at Moncure, 15 men; value of
