On the eighteenth day of July, 1864, His Excellency, Abraham Lincoln, President of the United States, issued the following call for 500,000 troops, to put down the rebellion existing against the Government of the United States : PROCLAMATION. Whereas, by an act approved July 4th, 1864, it is provided that the President of the United States may call for any number of men as volunteers, for the respective terms of one, two, and three years, for military service ; and that in case the quota or any part thereof of any town, township, ward of a city, precinct, or election district, or of a county not so sub-divided, shall not be filled within fifty days after such call, the President shall immediately order a draft for one year, to fill such quota, or any part thereof which may be unfilled ; and Whereas, the new enrolment, heretofore ordered, is so far com- pleted as that the aforementioned act may be now put in operation for recruiting and keeping up the strength of the armies in the field, for garrisons and such military operations as maybe required for the purpose of suppressing the rebellion and restoring the au- thority of the United States in the insurgent States: •Now, therefore, I, Abraham Lincoln, President of the United States, do issue this my call for five hundred thousand volunteers for military service, provided nevertheless that all credits which may be established under section eight of aforesaid act, on account of persons who have entered the naval service during the present rebellion, and by credits for men furnished to military service in excess of calls heretofore made for volunteers, will be accepted un- der the call for one, two, or three years, as they may elect ; and will be entitled to the bounty provided by law for the period of service for which they enlist. And I hereby proclaim, order, and direct, that immediately after the fifth of September, being fifty days from the date of this call, a draft for troo})S to serve foi* one year shall be held in every town, township, ward of a city, precinct, election district, or a county not so sub-divided, to fill the quota, which shall be assigned to it under this call, or any part thereof Avhich may be unfilled by volunteers on the said fifth day of September, 1864. Ireland, 5 Abner French, $100, (not paid) $3,600 Three thousand dollars have also been deposited, by the Town Treasurer, with the State authorities, for the purpose of recruiting in the Southern States, which will entitle the town to twenty-four recruits, if successful. As flir as reported by the Board of Enrolment, about 10 per cent have already been secured. J. G. Gooch, Esq., has also deposited one hundred and twenty-five dollars for a representative recruit, which Avill be credited to the town. After enlisting a portion of the quota, it was sup- posed that an insufficient amount had been subscribed, on account of the advanced price of recruits ; therefore, a supplementary subscription was opened, which, it was agreed, should be used for the protection of the sub- scribers ; as also the subscribers to the forty-dollar as- sessment, in case the committee should not be able to fill the quota entire; but fortunately, they were able to save the town from a draft, without using the full amount of the following subscriptions, 80 per cent, of which will be refunded to the subscribers who have paid, at the recruiting office, on Saturday evening, Dec. 3d, or at the office of the treasurer- in Boston. Those w^ho have not paid will be called upon for 20 per cent, only, which will leave from one to two hundred dollars in the hands of the committee, for the purpose of correcting the present enrolment, as explained on page 11. If an error is known to exist in the foregoing report, it is hoped that it will be reported to the treasurer; as at some of the meetings, in the confusion of the sub- scriptions and payments, it is possible that the proper credits have not been made ; although the committee have devoted a great deal of time, and have endeav- ored to keep an accurate account of all receipts and payments. The committee would acknowledge their indebted- ness to Messrs. Isaac Robbins, Luther Bent, and Wil- liam Sherman, as sub-committee, for their efforts in so- liciting subscriptions ; and also Messrs. A. F. Fleming, Benjamin Brown, and others at the arsenal, for their kind assistance in collections made by them, and facili- ties rendered us at various times; as also to Messrs. Henr}^ Chase, A. W. Hildreth, and H. M. Wiswall, for assistance in collecting, and particularly to T. N. Hooper, Esq., for his successful efforts at Washington. It is now expected, in case of another call, that the enrolled men who have declined cad at this time (save those who are unable to contribute) will be prepared to respond, by making the same efforts and sacrifices as made by those who have so promptly come forward and answered the assessment levied on them by the committee. The committee now present the corrected enrolment of the town as it ' stands at the office of the provost marshal, Nov. 1st, 18G4. It is known that there are a large number of names which should be struck off; and it is quite important that it should be attended to at once. The committee would therefore request, that if 12 any person, whose name is on the following list, is known to be an alien, a non-resident, over age, or who has a permanent physical disaUlity , to report the case at once to the committee in tvriting, that they can provide to have their names stricken from the roll. It is hoped that the importance of this will be realized hj the enrolled men, for their own protection as well as for the interest of the town. A day will be appointed in each month by the pro- vost marshal, of which the committee will be advised, for examinations. It is provided that further corrections of the enrol- ment lists can be made at any time. The corrections of the enrolment do not cease with its revision, as re- cently completed or now in progress.
