Dear Sir : — I have to acknowledge tlie receipt of a copy of an order of the House of Representatives, dated January 6, 1911, as follows : Ordered, That the Director of the Bureau of Statistics be requested to fur- nish the House with a tabulation of the population of the cities and towns of the Commonwealth as determined by the United States Census of 1910, arranged alphabetically and by political divisions, inckiding congressional districts, and with such comparative figTires and descriptive matter as he may deem desirable. In compliance therewith 1 beg to submit the accompanying tabula- tions and statements. Table I gives the population of Massachusetts at each census for 145 years, or since the Provincial Census of 1765. On April 15, 1910, the population of the Commonwealth was 3,366,416 as com- pared with 3,003,680 on May 1, 1905, the date of the last census taken under state auspices, and 2,805,346 on June 1, 1900, the date of the preceding United States Census. The gain in 1910 over 1905 was 362,736, or 12.1 per cent, while the gain in 1910, as compared with 1900, was 561,070, or 20.0 per cent. In the 10 years ending in May, 1905, the population of the Commonwealth increased 20.1 per cent, the percentage of increase being almost identical with that made in the decade 1900-1910. Table II is a division of the population of the Commonwealth by censuses from 1875 to 1910, inclusive, into gi'oups showing the in- creasing concentration in places of 5,000 and 30,000 respectively. Table III gives the population of the cities and towns of the Com- monwealth by the United States Census of 1910, arranged alpha- beticallv. 6 THE POPULATION OF MASSACHUSETTS. [Mar. Table TV gives the population of the counties of the Common- wealth by the United States Census of 1910, arranged alphabetically. Table V shows the population of cities and towns by counties at each census since 1880, with a recapitulation by counties. The coun- ties, with the exception of Barnstable, Dukes, and Nantucket, showed an increase in population in 1910 as compared with 1900 ; and. with the single exception of Dukes county, they increased between 1905 and 1910. Tables VI, VII, and VIII give the cities and towns in order of size in 1910, with the population for 1910 and 1900 and the increases and decreases during the 10 years in numbers and percentages. In Table VI the cities of the State are given ; in Table VII, the towns having more than 5,000 population in 1910 ; and in Table VIII, the towns having less than 5,000 population in 1910. Table IX gives the population of the i-4 existing congressional districts of the Commonwealth as the same were comprised by Chapter 511, Acts of 1901, classified by counties, cities, and towns, with com- parisons of population comprised in the same territory in 1900. Table X gives the population by the United States Census of 1910 of the cities by wards and precincts. Table XI gives the population of Metropolitan Boston at each census since 1880. Table XII gives the population of each of the several geographical subdivisions of the city of Boston from 1790 to 1910. Following the population tabulations there is presented a com- pilation of notes, with statutory citations relative to changes that have occurred since the Census of 1900 in annexations, boundary lines, place names, etc. Comparative statistics, whether of population or other data, should always be used with the fact borne in mind that conditions under which information may be obtained can never be identical in all places and at widely separated intervals of time. In noting or draw- ing inferences from increases or decreases in population as recorded from census to census, therefore, we should guard against placing too great significance upon apparent differences in population, especially where these are comparatively slight one way or the other, appreciat- ing that if it were possible to enumerate the people in a given commu- nity at each recurring census period under precisely the same condi- 1911.] HOUSE — No. 1650. 7 lions, some of the differences that now appear might not he so marked. The most important factors which may legitimately tend to modify absolute comparisons are: 1. Differences in changes of boundary lines between censuses due to the setting off of portions of the territory of a city or town and its annexation to adjacent municipalities. In the period between the United States Census of 1900 and that of 1910, the territory of seven cities and towns was decreased, the territory set off being incorporated as a separate town in one instance (Plainville set off from Wren- tham) ; and being annexed to other cities and towns in the other six instances (territory set off from Cambridge and from Watertown and annexed to Belmont ; from Northampton and annexed to Holyoke ; from Tewksbury and annexed to Lowell ; from Sandwich and an- nexed to Mashpee; and from Williamstown and annexed to l^orth Adams). 2. Differences in the census day. Thus, the United States Census of 1900 was taken as of June 1, while the State Census of 1905 was taken, in accordance with our State Constitution, as of May 1 ; and by the act under which the United States Census of 1910 was author- ized, it was taken as of April 15. The number of persons who may be found in a given locality is likely to vary in many cases for numer- ous obvious reasons according as the count may be made at one period or another of the year, 3. Differences in the rules, or in the interpretation thereof, which define who shall be enumerated. For example, the United States in its census enumerates the people according to their usual place of abode, but wide latitude has sometimes been shown in determining exactly what may be a person's " usual place of abode," for this pur- pose. In the recent census this phrase was much more explicitly defined and its intent made clearer to the enumerators than was the case 10 years ago. In certain communities, therefore, the transient population was probably not included in the count at the recent census to the extent that it has been in former United States censuses. The Commonwealth, on the other hand, has not followed the practice, to the same extent as has the United States, of limiting the enumeration of the inhabitants of a given place to those who make it their usual place of abode, but, with certain exceptions, has generally permitted the count to include all persons who claimed a residence in the State 8 THE POPULATION OF MASSACHUSETTS. This difference in rule or practice has had a very noticeable effect upon the recorded population of numerous commu- nities, being especially marked in the case of college towns in which thousands of students, temporarily sojourning there but whose real homes were elsewhere, were omitted from the enumeration in the United States Census of 1910, while the same class was counted in the State Census of 1905, and many more of this class having been counted in the United States Census of 1900 than in the recent census because of the more rigid interpretation of the rule last year. It is an adage of census taking that " no census can be better than the enumerator." By this is meant that the supervising census au- thorities have reached the limit of their ability to lay the foundations for reliable population statistics when they have obtained the best enumerators possible to be procured under existing conditions in each locality. The enumerators for the recent census — about 1,900 in Massachusetts — were selected, Avherever there was a sufficient num- ber of applicants in any locality, by a competitive examination, and not an appointment, whether of enumerator or inspector or office clerk, was made by the Supervisor for any reason save merit alone, the best available person in each case being chosen. There were about 7,000 applicants for enumerators' positions in Massachusetts, but only about 3,500 appeared at the examinations which were held simultaneously on February 5, 1910, at about 90 places throughout the Commonwealth; and of these about 1,500 passed satisfactorily the test for the 1,900 positions. In numerous localities, however, there was a surplus of eligibles, but these could not be used to make good deficiencies elsewhere because the compensation allowed, in most cases moderate enough to cover services actually rendered, while pre- sumed to be sufficient to cover all necessary expenses, was not enough to pay for travel and support of enumerators away from their own homes. Because of this lack at the outset of a sufficient supply of com- petent enumerators, properly placed geographically, the actual enu- meration, which was supposed to begin everywhere simultaneously on April 15 and to be completed within 30 days, was unavoidably delayed in several districts, and the shipment of the schedules for the last of the 1,956 enumeration districts was made to Washington on August 31. The public, naturally desirous of ascertaining the popu- 1911.] HOUSE — No. 1650. 9 lation figures as speedily as possible, was, in general, very patient in awaiting the results, though it could not know the magnitude of the task involved in examining approximately 100,000,000 entries made on many thousand different schedules by over 1,900 individ- uals, nor appreciate what it meant to undertake to check back the house numbers on thousands of schedules to every street, avenue, alley, and court on the map of every city in the Commonwealth in order to ascertain whether the enumerators had properly covered the districts assigned them and in order that means might promptly be taken wherever necessary to enumerate omitted population. Had this supplementary office work, requiring the highest order of technical clerical skill, unlimited patience and aptitude for tedious detail, not been attempted, the schedules might have been forwarded to Washington much sooner and the population of Boston, for ex- ample, might have been announced in June instead of early in Sep- tember. But its importance as a necessary incident of any proper supervision of the census may be judged from the statement that as a result of these checking-up processes some 13,000 names were added to the schedules of the State by the supplementary canvasses of special agents after the regularly appointed enumerators had osten- sibly completed their work; and of this number 5,000 were added in Boston alone, which would not have been included in the final figures ofiicially announced in September had a mere addition of the enumera- tors' first returns been accepted as indicating the population of the city and given out as such at the earliest possible moment in May or June. The Supervisor felt that a delay of two or three months in the announcement of the official population figures was of slight conse- quence as compared with the duty of exhausting every reasonable means of assuring as complete and honest a count of the population, and as complete economic data, as possible ; and in this view he was sustained generally by the press and public of Massachusetts. The Bureau of Statistics is the Census Office of the Commonwealth, and under the Constitution and the statutes the State's own decennial census has been taken by this department since 1875 ; and since 1880 the federal decennial censuses in Massachusetts have been placed by the government under the immediate supervision of the head of the Bureau, who is authorized by act of the Legislature " to supervise the taking of the United States censuses for Massachusetts and to co- 10 THE POPULATION OF MASSACHUSETTS. [Mar. operate with the federal authorities in all respects possible and feasi- ble, so far as is consistent with the interests of the Commonwealth, for the purpose of promoting economy and efficiency in the gathering, compilation, and publication of statistical matter." The co-operation thus made possible between this Bureau and the United States Bureau of the Census has always proved not only of mutual benefit from the standpoint of administrative efficiency, but has given to Massachu- setts a recognized distinction among the States of the Union for the completeness, honesty, and general accuracy of its census returns. The population of each city and toivn of the Commonwealth at each census from the Provincial Census of 1765 to the State Census of 1905, with notes on annexations, changes in names, etc., is given in Vol. I of the Reports of the Decennial Census of 1905, pp. 807-902. The Commonwealth of Massachusetts covers part of the territory originallyfgranted to the Plymouth Company of England. It grew out of the consolidation of the colonies of Plymouth and Massachusetts Bay. The settlement at Plymouth began with the landing of the Pilgrims, December 22, 1620. The colony of Massachusetts Bay originated with the settlement under John Endecott at Salem, in 1628. In 1643, a confederacy was formed consisting of the colonies of Massachusetts Bay, Plymouth, Connecticut, and New Haven. In 1692, under a new charter given by William III, the colonies of Massachusetts Bay and Plymouth were consolidated as a royal province, including also Maine. In 1780, after the Revolution, the present State Constitution was adopted. In January, 1788, the Constitution of the United States was ratified by Massachusetts. The colonists in New Hampshire, in 1641, as a measure of protection and defence against the Indians, allied themselves with the colony of Massachusetts Bay and remained part of said colony until 1679, when New Hampshire was made a separate royal province, Massachusetts thereby losing part of its territory, January 1, 1680. The territory now comprising the State of Maine was set off from Massachusetts by an Act passed March 3, 1820, taking effect March 15, 1820. By the Province Charter of 1692, certain islands now comprising the county of Dukes County and Nantucket County were ceded to Massachusetts from New York (see county of Dukes County). Certain common lands in Berkshire County, known as the District of Boston Corner, were ceded to the State of New York May 14, 1853. By a settlement of a boundary controversy between Massachusetts and Rhode Island, certain exchanges of territory were made between these States April 10, 1861. Yeahs AND Census. [Mar. Table IL — Urban Concenteation of Population. The increasing tendency of the human race to concentrate in cities or to seek life in what may he termed urban conditions, is one of the striking phenomena of the last hundred years. This is nowhere more notable among American states than in Massachusetts, where at this time there are probably more people living under these conditions than in any other State of the Union except Rhode Island. In 35 years this percentage had been reduced to 12.4, and by the same computation it appears that 87.6 per cent of our popula- tion now live in places of 5,000 or over. In 1875, 632,671 persons in Massachusetts, or 38.3 per cent of the total population of the State, dwelt in places of 30,000 and over. The population of the 33 cities in the State is shown in the follow- ing table, the figures being given for 1910 and 1900, with the in- creases or decreases for the decade in numbers and percentages. The aggregate population of the cities in 1910 was 2,295,889, or 68.2 per cent of the total population of the State, as compared with an aggregate population of 1,880,087 in 1900, an increase of 22.1 per cent in city population during the decade. The ratio of city population to the population of the State in 1900 was 67.0 per cent. Of the 33 cities, three, Chelsea, Gloucester, and North Adams, show a decrease in population in 1910 as compared with 1900. In 1900 there were three cities, Boston, Worcester, and Fall Eiver, having over 100,000 population each. Two others, Lowell and Cam- bridge, passed the 100,000 mark during the decade. The aggregate population of these five cities, in 1910, was 1,146,999, or 34.1 per cent of the total population of the State. The population of Boston alone was 19.91 per cent of the total as compared with 19.99 per cent of the total in 1900. The aggregate population of cities of over 100,000 in 1900 was 784,176, or 28.0 per cent of the population of the State. Table VII. — Population of Towns of more than 5,000 in 1910, COMPARED WITH 1900 ; ARRANGED IN OrDER OF SiZE, 1910 (71 Towns). Of the 71 towns of more tlian 5,000 population, 66 increased dur- ing the decade and five decreased. The greatest numerical increase, 7,857, was shown by Brookline, while Eevere showed the next greatest numerical increase, 7,824. The total population of towns of over 5,000 was 653,322, or 19,4 per cent of the population of the State, as against a percentage of 17.2 for towns of over 5,000 population in 1900. Of the 250 towns of less than 5,000 population, as shown in Table VIII, 119 decreased in population between 1900 and 1910, while 130 increased and the town of Granby showed no change in population. The total population of towns under 5,000 was 417,205, or 12.4 per cent of the population of the State, as against a percentage of 15.8 for towns under 5,000 in 1900. The aggregate population of the towns of the State in 1910 was 1.070,527 as compared with 925,259 in 1900, an increase of 15.7 per cent. The aggregate town population is 31.8 per cent of the total population of the State, while in 1900 the corresponding percentage was 33.0. Brookline, with a population of 27,792, remains the largest town of the State ; and New Ashford, with a population of 92, is the smallest. Sixteen towns have over 12,000 population, their aggregate population being 244,384, or 7.3 per cent of the total population of the State. There are 39 towns having less than 500 population, their aggregate being 13,020, or 0.4 per cent of the total population of the State. The greatest percentage of increase shown during the decade was 103.4 per cent for the town of Maynard in Middlesex county. One city and seven other towns increased more than 50 per cent during the decade, namely. Revere, Suffolk county, 75.3 per cent; AYinthrop, Suffolk county, 67.2 per cent; Marion, Plymouth county, 61.9 per cent; Saugus, Essex county, 58.3 per cent; New Bedford, Bristol county, 54.8 per cent; Methuen, Essex county, 52.4 per cent; East- hampton, Hampshire county, 52.1 per cent; and Carver, Plymouth county, 50.6 per cent. Cities and Towns showing Decrease. The 127 cities and towns showing a decrease in population in 1910 as compared with 1900 were distributed by counties as follows: Barn- stable, 9 ; Berkshire, 17 ; Dukes, 6 ; Essex, 8 ; Franklin, 17 ; Hamp- den, 10; Hampshire, 12; Middlesex, 8; Nantucket, 1; Norfolk, 4; Plymouth, 4 ; Suffolk, 1 ; and Worcester, 30. The greatest percent- age of decrease during the decade, 55.4 per cent, was shown by the town of Wales, Hampden county, the next largest percentage of de- crease, 47.7, being shown by Boylston, Worcester county. A decrease of more than 20 per cent was shown by each of 19 other towns. The total number of towns showing decrease during the decade ending May 1, 1905, was 123, a number slightly smaller than shown for the decade ending April 15, 1910. The population of 27 towns has shown either a decrease or failure to change at each census, state or. federal, since 1890. These are Blandford, Brewster, Brimfield, Brookfield, Chatham, Cummingion, Dennis, Egremont, Harwich, Heath, Hinsdale, Holland, Hopkinton, Hubbardston, Monterey, New Ashford, New Braintree, New Marl- borough, Sandisfield, Shutesbury, Tolland, Truro, Warren, Wash- ington, West Boylston, West Brookfield, and Westhampton. Of these, five are in Barnstable county ; seven, in Berkshire ; two, in Franklin ; four, in Hampden ; two, in Hampshire ; one, in Middlesex ; and six, in Worcester. Ninety-one other towns and one city (Gloucester) show a smaller population in 1910 than in 1890, although the decrease has not been continuous. In 16 instances the decrease was due to the setting off of territory for the establishment of new towns or for annexation to other towns or cities. One new town was incor- porated between 1900 and 1910 and three in the preceding decade. Table IX. — Population by Congressional Districts, 1910, COMPARED WITH 1900. The population of the State by congressional districts is given in the following table. In 1910 there were 14 congressional districts (es- tablished by Chap. 511, Acts of 1901), while in 1900 the number was 13. The table gives the figures for 1910 by districts as they existed in that year, together with the population in 1900 for the same cities and towns, and the increases or decreases in numbers and percentages during the decade. The territory of District 1, comprising Berkshire county and parts of Franklin, Hampden, and Hampshire counties, was not changed by the re-districting of 1901 following the Census of 1900, and hence was the same in 1910 as in 1900. All the other districts having been changed by Chap. 511, Acts of 1901, the comparison of totals as given in these tables merely shows the increases in population of the several districts as they existed in 1910. The population of the districts as at present constituted varies from 226,829, in District 6, comprising a part of Essex county, to 261,335, in District 7, comprising parts of Essex, Middlesex, and Suffolk coun- ties. By the Census of 1910, the average population of the 14 con- gressional districts as established by Chapter 511 of the Acts of 1901 was 240,458. If the Commonwealth is to be divided into 16 districts as a result of the Census of 1910, the average population for each district will be 210.401. 1911.] HOUSE — No. 1650. 31 District No. 1. In this table is given the population of Metropolitan Boston at each census, State or Federal, since 1880. The Metropolitan Dis- trict, as presented here, comprises the 13 cities and 27 towns em- braced within the several districts considered as Metropolitan Boston at various times. The aggregate population of the district in 1910 was 1,423,429, or 42.3 per cent of the total population of the State; while in 1900 it was 1,168,788, or 41.7 per cent of the population of the State; in 1890, 892,414, or 39.9 per cent of the population of the State; and in 1880, 674,021, or 37.8 per cent of the population of the State. At each census since 1880, the aggregate population of the district has shown an increase over the figure for the preceding census, the per- centages of increase being 11.5 in 1885, 18.8 in 1890, 14.8 in 1895, 14.1 in 1900, 8.6 in 1905, and 12.1 in 1910.
