Receipt at this office of a copy of an order adopted by The Senate on February 6, 1961, and by the House of Representatives on February 7, 1961, is respectfully acknowledged. The referenced Order is as follows: Ordered, That the Secretary of the Commonwealth be requested to furnish the General Court with a tabulation of the population of the cities and towns of the Commonwealth as determined by the United States Census of 1960, arranged alphabetically and by political divisions and with such comparative figures and descriptive matter as he may deem desirable. In compliance with said directive, the accompanying tabulation and statements are herewith respectfully submitted. Table 1 shows the population of the entire Commonwealth of Massachusetts at each census period from the Provincial Census of 1765. As of April 1, 1960, the population of the Commonwealth as computed by the Bureau of the Census, United States Department of Commerce, was 5,148,578, as compared with a population of 4,837,645, shown by the Decennial Census conducted under the auspices of this office in 1955 and as against a figure of 4,690,514, on April 1, 1950, the date of the last preceding United States Census. The increase in population recorded in 1960 over that recorded in 1950 is 458,064, or 9.8 per cent for that ten-year period; while the increase shown by the 1960 census over the 1955 State Census is 310,933, or 6.4 per cent for the five-year period. Table 2 indicates the population of the Commonwealth at the time of each census taken from 1875 to 1960, and indicates the number of persons and the percentage of population living in com- munities of less than 5,000 in population, 5,000 to 24,999 in popu- lation, or 25,000 in population. Table 3 indicates the population of the cities and towns of the Commonwealth arranged in alphabetical order in 1950 and 1960. Table 4 indicates the population of the 14 counties of the Com- monwealth in 1960 arranged in alphabetical order. Table 5 indicates the population of the 39 cities of the Common- wealth, by wards, as shown by the 1960 Federal Census. 6 THE POPULATION OF MASSACHUSETTS. [Jan. Table 6 indicates the population of the 39 cities and 312 towns of the Commonwealth, by counties, for each State and Federal Census from 1930 through 1960, with a recapitulation by counties for the same period. Table 7 indicates the population in 39 cities of the Commonwealth in 1960 as compared by the population recorded in 1955 and 1950, indicating the numerical increase and decrease in population of each city and the percentage of gain or loss in population for the five- year period from 1955 to 1960 and the ten-year period from 1950 to 1960. Table 8 indicates the population of 141 towns with more than 5,000 population, as compared by the population recorded in 1955 and 1950, indicating the numerical increase or decrease in popula- tion of each town and the percentage of gain or loss in population for the five-year period from 1955 to 1960 and the ten-year period from 1950 to 1960. Table 9 indicates the population of 171 towns with a population of less than 5,000, as compared by the population recorded in 1955 and 1950, indicating the numerical increase or decrease in population of each town and the percentage of gain or loss in population for the five-year period from 1955 to 1960 and the ten-year period from 1950 to 1960. Table 10 shows the population of the 43 cities and towns which make up Metropolitan Boston, so called, at each census from 1930 through 1960. This table indicates the percentage of loss or gain during each five-year period. As a supplement to this table, there is appended a schedule of the cities and towns which make up the Boston Metropolitan District for park, sewerage, water supply and transportation purposes. Table 11 indicates the 1960 population of the judicial districts covering the area served by existing district police and municipal courts. Table 12 indicates the population of the 14 existing congressional districts of the Commonwealth, showing the population of each city and town, or the wards of divided cities in each congressional dis- trict and the counties in which these cities and towns are located. Table 1. — Population of Massachusetts for 195 Years, as determined by Census Enumerations, 1765-1960. [The Commonwealth of Massachusetts covers part of the territory originally granted to the Plymouth Company of England. It grew out of the consolidation of the colonies of Plymouth and Massachusetts Bay The settlement at Plymouth began with the landing of the Pilgrims, December 22, 1620. The colony of Massachusetts Bay originated with the settlement under John Endecott at Salem, in 1628. In 1643, a confederacy was formed consisting of the colonies of Massachusetts Bay, Plymouth, Connecticut and New Haven. In 1692, under a new charter given by William III, the colonies of Massachusetts Bay and Plymouth were consolidated as a royal province, including also Maine. In 1780 after the Revolution, the present State Constitution was adopted. In January, 1788, the Constitution of the United States was ratified by Massachusetts. The colonists in New Hampshire, in 1641, as a measure of protection and de- fence against the Indians, allied themselves with the colony of Massachusetts Bay and remained part of said colony until 1679, when New Hampshire was made a separate royal province, Massachusetts thereby losing part of its territory, January 1, 1680. The territory now comprising the State of Maine was set off from Massachusetts by an act passed March 3, 1820, taking effect March 15, 1820. By the Province Char- ter of 1692 certain islands now comprising the county of Dukes County and Nantucket County were ceded to Massachusetts from New York (see county of Dukes County). Certain common lands in Berkshire County, known as the District of Boston Corner, were ceded to the State of New York May 14, 1853. By a settlement of a boundary controversy between Massachusetts and Rhode Island, certain exchanges of territory were made between these States April 10, 1861.] Years. Population. Authority. The official population count of Massachusetts as of April 1, 1960, reported by the Bureau of the Census of the U. S. Department of Commerce, was 5,148,578. This is a gain of 458,064 or 9.8 per cent over the 4,690,514 inhabitants of the State in 1950. 8 THE POPULATION OF MASSACHUSETTS. [Jan. To ascertain the movement of the population, we must consider two factors, the natural increase or the balance of births over deaths, and, the migration of persons to and from a community. There- fore, in order to determine whether a municipality has had a net in or out-migration during the period between the two censuses, we must subtract from the increase in the total number of inhabitants the balance of births over deaths. If the total increase is greater than the balance of births over deaths, the result is a net in-migra- tion. If the total increase is less than the balance of births over deaths, the result is a net out-migration. Further, if a municipality showed a decrease during the 10-year period, then the balance of births over deaths is added to this decrease and the result is a net out-migration. The map preceding this page clearly indicates the continued movement of our population from many of the large industrial cities to the suburbs of these areas. Communities along Route #128 which have experienced major industrial growth showed extensive in-migration. Highlights of this report are as follows: State of Massachusetts — Inasmuch as there were 546,069 more births than deaths, there was a net out-migration of 88,085 persons during the decade 1950-1960. Comparable figures for the 1940- 1950 decade showed a total increase of 373,793. Since there were 343,871 more births than deaths the result was a net in-migration of 29,922. On the county level, 8 counties showed an out-migration while 6 indicated a net in-migration. Norfolk County showed the largest net in-migration and Suffolk County had the largest net out-migration. Of the 39 cities, 11 experienced net gains while the remaining 28 showed net losses. The 11 with the net in-migration are as follows: Attleboro, Beverly, Brockton, Chicopee, Marlborough, Melrose, Newton, Peabody, Waltham, Westfield and Woburn. Of the 351 municipalities, 239 showed a net in-migration while the remaining 112 had a net out-migration. Of those showing a net in-migration 11 showed gains of over 5,000 with Framingham showing the largest gain of 10,430. On the out-migration side, 17 municipalities showed losses of 5,000 or more with Boston showing the greatest loss of 173,750. As may be expected the 17 municipalities showing losses of 5,000 or more are all cities. Population groups showing the highest percentage gains through migration during the 1950-1960 decade were as follows: first, two 1962.] HOUSE — No. 3152. 9 groups, the 5,000 to 9,999 and the 10,000 to 14,999 were even with 17.4 percent; second, the 2,500 to 4,999 group, and third, the 15,000 to 24,999 group. The reduction of 37.6 square miles was occasioned by a taking by the Metropolitan Water Commission, under chapter 240 of the Acts of 1938, for Metropolitan water supply purposes.
