 Sub-Committee of the Stock-Exchange 
 appointed to inquire into the Circumflances 
 relative to the late Fraud on the Public, have 
 unanimoufly agreed upon the following 
 
 REPORT. 
 
 I 
 
 T appears in evidence, from the examination of 
 various parties, and is already well known to the 
 Public, that a perfon reprefenting himfelf to be 
 Col. R. Du BouRCH, Aide de Camp to Lord 
 Cathcart, came to the Ship-Inn at Dover, about 
 one o'clock, on the morning of the 21(1 of February. 
 He dated, that he had juft arrived from the Coafl 
 of France^ that he brought the intelligence that
 
 ( 4 ) 
 
 Bonaparte had been flain in battle, that the Allied 
 Armies were in Paris, and that Peace was certain. 
 He immediately ordered a poft-chaife and four to be 
 got ready ; and after having difpatched a letter to 
 Admiral Foley at Deal, communicating to him the 
 above information, with a view to its being forwarded 
 to Government by the Telegraph, fet off with all 
 expedition to London. This pretended Meffenger 
 has been traced all the way to town, and it appears 
 that about a quarter before nine o'clock, he arrived 
 ix Marfi-Gate, Lamheth, where he alighted, and got 
 into a Hackney-Coachj in which he was taken to 
 No. 13, Green-Street, Grofvenor- Square, 
 
 It likewife appears in evidence, from the examina- 
 tion of various perfons, that (whilft this grand plot 
 was carrying on from Dover to London) a fort of 
 under-plot was alfo carrying on from North- Fleet 
 to London. For, on the fame morning, a perfon of 
 the name of Ralph Sandom, who had abfented 
 himfelf from the Rules of the Kings-Bench, fet off 
 from North- Fleet, in company with two other perfons 
 dreffed as Foreigners, in a poft-chaife to Dartford. 
 When they arrived there, they got into a poft-chaife 
 ^nd four for London, They decked the horfes with

 laurel, and direfling the poft-boys to drive over 
 London-Bridge and through the City, they cir- 
 culated on their way, the fame news as the pretended 
 Du BouRGH at Dozer. This chaife pafled over 
 Black- Friars-Bridge, and flopped alfo within a fhort 
 diftance of the Marfh-Gate. 
 
 The Sub- Co MM IT TEE, for various reafons which 
 it is unneceffary here to allude to, refrain from 
 making any obfervations on the evidence which they 
 have obtained relative to this fubje6l. They there- 
 fore communicate it without a fingle comment. 
 Their only objeft has been to endeavour to find out 
 the principal agents in this difgraceful and diflionour- 
 able tranfaftion ; and they are happy to flate, that 
 there is every reafon to hope that the chain of 
 evidence which they have been enabled to obtain, 
 will finally lead to a full difcovery of the offending 
 parties ; at the fame lime they have the fatisfaQion of 
 being able to declare, that it does not appear that 
 any Member of the Stock -Exchange has been im- 
 plicated in the knowledge or participation of a 
 rr.eafurc which would have inevitably rendered him 
 liable to expulfion from the Houfe.

 It is unneceffary here to ftate the time and attention 
 which the Sub-Committee have devoted to the 
 inveftigation of this fubjed. They cannot however 
 refrain from noticing the great difficulties and delay 
 which they have experienced in obtaining informa- 
 tion on thofe points, which would have enabled them 
 to have brought their labours to a more fpeedy and 
 complete iffue. For though they have had every 
 means of affiftance voluntarily rendered to them by 
 His Majefty's Governmentand by the Bank of England, 
 in thofe cafes where it was very effential and defirable, 
 yet having no legal power to compel the attendance of 
 perfons whofe evidence would have been of the greateft 
 importance, they have been obliged to refort to a more 
 indire6l mode of procuring the information on which 
 their report is founded. 
 
 Although the Sub- Committee, in thus prefenting the 
 refult of their labours, may be confidered as virtually 
 difTolved, yet they beg leave to ftate, that they are 
 ready and willing to continue their exertions, as long 
 as they may be confidered neceffary. They are in 
 poffeffion of ftill further information on the fubjeft, 
 which it is confidered proper not to difclofe at prefent.

 MINUTES OF EVIDENCE. 
 
 Thomas Shilling ftated, that he is a Pod-Boy 
 at the Marquis of Granby Inn at Dartford ; — that he 
 took up a perfon about halfpaft feven o'clock on 
 Monday morning, February the 2 J ft; — that he drove 
 the wheel horfcs ; — that when the gentleman got into 
 the chaifc, the waiter aficed him if he knew of any 
 news, to which he replied that " it was all over :" 
 — that when the waiter afKcd him what he meant .by

 its being all over, he faid that Bonaparte was torn in a 
 
 thoufand pieces, and that the Coffacks fought for a fhare 
 
 of him : — that, at the time he faid this, he was in the 
 
 chaife; — that he ordered the poft-boys to drive faft, and 
 
 that they accordingly did drive very faft for the firft 
 
 three miles, but when they came to the firft hillat^^A:/<?y- 
 
 Healh he told them they need not drive fo faft ; — that 
 
 he faid his bufinefs was not fo particular now, fmce he 
 
 thought the Telegraphs could not work. Shilling 
 
 replied that he was fure they could not, as he knew 
 
 all the Telegraphs ; — that the gentleman then looked 
 
 out of the chaife-window and faid, " Poft-Boy ! you 
 
 need not mention the news as you go along;" to which 
 
 Shilling replied, " I fhall not. Sir, unlefs you deGre 
 
 it ;" and at the fame time afked him what the news was. 
 
 The gentleman then told him exaftly what he had 
 
 ftated to the waiter, with thefe additional circumftances, 
 
 that he came afhore within two miles of Dover, the 
 
 Frenchmen being afraid to come nearer; — that he came 
 
 from the place where he landed, to the Ship Inn at 
 
 Dover, and left it at Two o'Clock in the morning; 
 
 — that he had fent the intelligence to the Port Admiral 
 
 at Deal, in order that the Telegraph might be worked, 
 
 and that he was obliged to do fo. The gentleman 
 
 then faid no more to the poft-boys till they got to

 Shootfrs-Hill, when they difmounted and willsed by 
 the fide of the horfes. He gave them out of the 
 chaife, part of a bottle of wine and feme bifcuits, 
 and faid to Shilling," Pofl-Boy ! I think I fhall take 
 a Hackney- Coach." Shilling told him that the firft: 
 Hackney-Coach ftand was at the Bricklayers-Arms. 
 He replied, " I fliall not get out there, that wont do ;'* 
 and afked if th6re was not a coach-ftand in Lambeth- 
 Road, and defircd him to drive on to that place, as 
 the chaife would go fafter than a coach. At the fame 
 time the gentleman told Shilling, that he need not 
 mention any thing as he zvent on^ but that on returning 
 he might mention it to whom he pleafed. When 
 they came to the Stags at Lambeth^ there was no 
 coach there. The gentleman then drew up the fide- 
 blind of the chaife (at the corner where he fat) as if 
 to hide himfelf, and the pofl-boys drove on to 
 Marfli-Gate. They flopped at ihc fide of a Hackney- 
 Coach ftanding there, and on the chaifc-door and 
 tlie coach- door being opened, the gentleman got into 
 the coach and drove off, after having given a gold 
 Napoleon to each of the drivers. Shilling afked 
 the waterman zvhere the gentleman ordered the 
 coachman to drive, and he replied, " to Crojvcnor-

 Square'' Shilling defcribed the gentleman as having 
 a large red nofe, large wbiflcers, face rather blotched, 
 and that, when he fpoke, his eyes feemed to catch ; 
 he thinks him about the height of Sayer, the Police- 
 Officer, but not quite fo tall or fo lufty : he had on 
 a brown furtout, and a red coat under it, a brown 
 fur cap with fomething like filver lace on it. He 
 had alfo a fword and a fmall portmanteau, which 
 were laid on the feat of the chaife. He paid for the 
 chaife at Dartford^ and ordered it to drive to 
 Downing-Street. Shilling fays, .he has no doubt 
 but that he fhould know him again. 
 
 William Crane dated, that he is the driver of 
 the Hackney-Coach, No. 890 ; — that he took up, on 
 Monday, Feb. 2 J, at about forty minutes paft eight 
 o'clock in the morning at the Marfh-Gate, a gentle- 
 man who had juft alighted from a Dartford chaife and 
 four; — that he was dire8;ed to drive to No. \o^ Green- 
 Street^ Grofyenor-Square^ where the gentleman alighted, 
 and knocking at the door, inquired for Colonel or 
 Captain — [the coachman did not hear the name] 
 and was told by the fervant, that he was gone to 
 breakfall in Cumberland- Street; — that on receiving this 
 reply, the gentleman afl^ed if he could write a note

 lo him, and on being anfwered in the afiirmativc, he 
 went into the parlour apparently for that purpofc; — 
 that he took his portmanteau and fword in his hand, 
 and laid them down as if familiar with the houfe ; — 
 that on Crane's afking him for more money, he 
 came to the parlour door and gave him another 
 fliilling ; — that Crane then left him in the houfe, and 
 the door being fluit, he drove away; — that he fliould 
 know the houfe again to which he drove, and alfo 
 that he fhould know the gentleman again by his 
 fpeech ; — that he looked like a foreigner, had a cough, 
 and was a red-faced man about the middle fize ; — 
 that he had on a brown great-coat with a red coat 
 under it, and a fur cap with gold lace; — that ^he 
 fervant who opened the door was a fliort man, rather 
 elderly, and drefTcd in black clothes. 
 
 Mr. Sayer, the Police - Officer in attendance, 
 dated, that on Saturday, Feb. 2G, he went with 
 William Crane, the Hackney- Coachman, to Gr^d*;/- 
 Strcct^ in order to identify the houfe. When they 
 arrived there he defircd the Coachman to knock at 
 the door, and (under fome pretence) to inquire for 
 the gentleman whom he had fet down there on Mon- 
 day, lie did lo, but was anfwered from the area,

 that the gentleman did not live diere, that Mr. Du- 
 RAND dtd live there, but that he had juft left it; — 
 that the family now refiding there was Lord Coch- 
 ran e's, and that they came in only on Friday laft. 
 Sayer aflved the Coachman if he had any recolle6lion 
 of the fervant, he replied that it was not the fame foot- 
 man who opened the door here on Monday when 
 the gentleman alighted. 
 
 At a fubfequent examination, Mr. Sayer ftated, 
 that he had obtained information in the neighbourhood, 
 that Mr. Durand left No. 13, Green-Street^ on 
 Wednefday, Feb. 16, and that Lord Cochrane 
 came in a day or two afterwards, 
 
 Mr. Sayer being inftru6:ed to obtain the mofl 
 correft information upon this fubjeft, flated at another 
 examination, that he had afcertained that Lord Coch- 
 rane came into the houfe, No. 13, Green-Street ^ on 
 Thurfday, Feb. 17, but that it is uncertain whether 
 Mr. Durand flept there that night or not; he like- 
 wife ftated, that he had afcertained that Lord Coch- 
 rane, his brother, and three or four more men live 
 in the houfe j — that the man-fervant had been turned 
 off and another hired; — that the fervant who let in the 
 pretended Du Bourgh is fent into the country; — 
 that the maid- fervant is not allowed to be feen or

 fpokcn to ; — that the hoiifc is Mr. Du ran d's, who has 
 let it (fiirniflicd) to Lord Cochrane; — that Mrs. 
 DuKAND has been Icen to wear fuch a cap as the 
 one which the pretended Du Bourgh is laid to have 
 worn. 
 
 Mr. Laurence (Chairman of the Coramittce) 
 ftated, that he had been to Meflrs. Bond 8c Co. 
 Bankers, and had afcertained, that the Four One- 
 Pound Bank Notes which the pretended D u B o u r c h is 
 faid to have paid away to the Landlord of the Ship- Inn, 
 Dover t together with another One- Pound Note which 
 he had paid away on the road, were in their hands 
 between the hours of one or two o'clock on Saturday, 
 the 19th of February j on being afked whether they 
 could tell to zvbojH they had paid away any quantity of 
 One- Pound Notes after that time o;i Saturday, they 
 faid they could not without a great deal of trouble, but 
 that if Mr. Laurence would mention the name of 
 any perfon, they would turn to their account, and 
 endeavour to afcerfain the fact. He requeftcd them 
 to fee if any cheque of Mr. Fearn's was paid on 
 that day, wholly or in part, in One-Pound Notes; 
 but it did not appear that any of his cheques were 
 paid in that way. One of the clerks however ftated,

 that about three or four o'clock on that day, Mr. 
 Thomas Christmas, a clerk to Mr. Fearn, re- 
 quefted to have Fifty One- Pound Notes in exchange 
 for Four Ten-Pound Notes and Two Five- Pound 
 Notes, which were accordingly given to him. 
 
 Mr. Thomas Christmas ftated, that he was a 
 clerk to Mr. Fearn, but could not recolleft having 
 exchanged the notes in queftion ; he however faid, 
 that he would not take his oath he did not. After 
 much hefitation and apparent unwillingnefs, he at 
 length acknowledged that he had exchanged the Four 
 Ten-Pound and Two Five- Pound Notes for Mr. 
 Butt, to whom he delivered the Fifty One-Pound 
 Notes. 
 
 Mr, Glover from the Bank of England, Invefli- 
 gator of Bank Notes, ftated, that the Four Ten- Pound 
 Bank Notes which had been delivered by Mr. Butt 
 to Thomas Christmas, in order to get exchanged, 
 were paid on February IG, by MefTrs. Bond &: Co. 
 in part of the value of a draft for Seventy-Five Pounds, 
 drawn by Mr. Fearn, and payable to Mr. Butt. 
 
 Mr. Joseph Fearn, a Stock-Broker, ftated, that

 he knew Lord Cochrane, the Honourable A. 
 Cochrane Johnstone, and Mr. R. G. Butt; — 
 thai he had been in the habit of tranfading bufinefs 
 for each of them in the public Funds ; — that on the 
 morning of the 2 i ft of February, he fold for various 
 perfons Confols and Omnium to a very large amount, 
 in the whole about ^928,000. Of this fum there 
 were fold for

 it on the morning of the "2 1 ft of February; — that al- 
 though he fold a great deal of Stock on that day, yet 
 (with the exception of the three names above mention- 
 ed) he did not fell for any one perfon above d&5 5,000 ; 
 — that Lord Cochrane bought ^^20,000 of the 
 Omnium above-mentioned, on Saturday Feb. 19, and 
 Mr. Cochrane Johnstone bought ci?60,000 of it 
 on Friday, Feb. 18 ; — that he thinks Mr. Cochrane 
 Johnstone and Mr. Butt aBed in concert on 
 Monday, Feb. 21, although at other times they have 
 occafionally afted different ways in the purchafe and 
 fale of Stock ; that the whole of the above bulinefs 
 ■was done for the next fettling days, and not for 
 money. 
 
 Mr. Hichens, a Stock-Broker, was fentfor; but 
 it being underftood he v/as confined to his bed with a 
 fevere fit of illnefs, Mr. Wakefield (one of the 
 Sub-Committee) waited upon him, and learned from 
 him, that although he had known Mr. Cochrane 
 Johnstone for fome years, yet he had not done any 
 bufinefs for him in the Public Funds before the pre- 
 fent year; — that about the 8th of February he began 
 to make fome purchafes in Omnium, which had 
 increafed to fuch an extent, that on the 14 th of

 February it amounted to £565,000; — that of this fuin 
 £t200,0 00 was fold on February the 16ih and jCI 15,000 
 on February the 17th, — that the remaining fum of 
 ^250,000 was fold on the morning of February the 
 21ft;— that out of this fum ofi?'250,000, it was ftated 
 by Mr. Cochrane Johmstone, that X'50,000 was 
 for a friend of his, and he confcnted to be a guaran- 
 tee for any lofs wliich might accrue; — that he does 
 not know Lord Cochrane, or Mr. Butt. 
 
 Mr. Smallbone, a Stock-Broker, ftated that he 
 had bought (a [e\v days prior to February the 21ft) 
 i?40,000 Omnium for Mr. Cochrane Johnstone 
 and ^40,000 Omnium for Mr. Butt; — that both thefe 
 were fold in the morning of February the 21ft ; — that 
 the bargains were made for the next fcttling-day, and 
 not for money. 
 
 Mr. J. M. Richardson (a Bookfcllcr, but oc- 
 cafionally aBing as a Stock-Broker) ftated, that on 
 the afternoon of Saturday, February the 19th, Mr. 
 Butt applied to him to buy C 1 50,000 Omnium for 
 the next fettling day; — that he had once purchafed 
 i?20,000 Omnium for him and gained ^ths ^ Cent.

 on the tranfaflion; but that he declined entering on 
 fo large a fpeculation as the one now propofed ; — that 
 however he did purchafe ^^30,000 Omnium for him 
 as he requcfled ; and that he fold it on the morning 
 of February the 21ft. 
 
 [From thefe ftatements it appears, that on the after- 
 noon of Saturday, February the 19th, the three par- 
 ties above mentioned may be confidered as having 
 purchafed for the next fettling -days the following 
 fums, viz.

 F. Baldrey ftatcd, that he is a Poft-Boy, at the 
 Rofc-Inn, Dartford; — that on Monday, February the 
 21ft, he took up Mr. R. Sandom and two other pcr- 
 fons at Dartfordy in a poft-chaife and four ; — that he 
 was ordered to drive over London-Bridge, through 
 the City, and over Black-Friars-Bridge, down the 
 New-Cut, towards the Marfii-Gate; — that the men 
 had cocked hats with a white cockade in each ; — that 
 the horfes were decorated with Laurel ; — that they 
 came from Dartford to Loudon in about an hour and 
 an half; — that they all three got out about two hun- 
 dred yards from the Marfli-Cate, where they arrived 
 about twelve o'clock, and tying up their cocked hats 
 walked off in round ones; — that he knows Sandom 
 very well, but does not know the other two ; — that 
 ihefe two others had blue great coats on, one of 
 which was laced acrofs; — that one of them is a thin 
 man, and the other had a roundifh face; — that he 
 thinks he fhould know one of them again, but is 
 not certain of knowing the other. Sandom gave the 
 Poll-Boys twclvc-fliillings each, but did not fettle for 
 the chaife; — that he had fccn Sandom lincc. 
 
 Mr. Wolfe ftatcd, that on the evening of the '21ft 
 of February he was at the Carolina Coffee- Iloufe,

 where he faw Sandom, who fald that he had received 
 an order to bring the two perfons to town with him ; 
 - — that Sandom fhewed him the order, which was 
 written in French; a gentlemen prefent copied it. 
 
 Mr. P. FoxALL, mafter of the Rofe-Inn, Dart- 
 ford, wrote to the Sub- Committee, enclofing Mr. San- 
 dom's order for the chaifc, and at the fame time 
 mentioning that Sandom had not yet called to pay 
 for it. 
 
 Mr. ViNN flated, that on Tuefday, February the 
 15th, he met by appointment at the Carolina CofFee- 
 Houfe, a peribn named Alexander M'Rae, whom 
 he had formerly known; — that Mr. M'Rae pro- 
 pofed to him a plan fimilar in every refpeft to that 
 which was adopted on the following Monday, by the 
 pretended D u Bo u r g h; — that if he would perfonate the 
 MelFenger, he would have all his expences paid, and 
 would be handfomely rewarded for his trouble. Mr. 
 ViNN, however, confidering it to be a dilhonourable 
 tranfa6lion, declined having any thing to do with it, 
 and has fince been very active in endeavouring to 
 find out M'Rae, but hitherto without any efFeft; 
 M'^Rae is confidered as a man in diftreffed circura-

 (lances, as intentionally fecreting himfclf from the 
 Public. 
 
 Mr. Hollow AY, having requefted to attend the 
 Committee, ftatcd, that although he knew Mr. San- 
 do m and Mr. M'Rae, yet he was totally unac- 
 quainted with the plot which was carried into effeft 
 on February the 21ft ; — that he certainly did fell fome 
 Stock on that day, but not fo much as he had been 
 in the habit of doing at other times, when a rife in 
 the Public Funds took place. 
 
 Mr. R. San DOM having requefted to attend the 
 Committee, ftated that he refided at Norib-Fleet ; — 
 that about an hour before day-light on the morning 
 of February the 21ft, two men dreffed like foreigners, 
 and pretending to have come recently from the Coaft of 
 France, landed near his houfe from a fix-oared gal- 
 ley, and having called him up, delivered to him a 
 note, purporting to have been written by a perfon of 
 the name of Paktkidce, whom he had formerly 
 known at Dover^ rcquefting him to take thefe two 
 pcrfons to London, who had great public news to com- 
 municate to Government, but not to fuffer them to 
 be at any cxpence ; — that he accordingly did order a

 chaife from Dartford, and they proceeded (in the 
 manner already defcribed) to Marfh-Gate, where 
 they alighted : — that they then went to Wejlminjler' 
 Bridge and took a boat to Whitehall^ and on entering 
 one of the paffages of that building the two men took 
 leave of him, by faying they had no further occafion 
 for his fervices:' — that he has not feen or heard of 
 them fince; — that he has however feen Partridge 
 and finds that the order fent to him was a forgery. 
 Mr. Sandom flated that he had no account in the 
 Stock-Exchange; — that he difclaimed all knowledge 
 of any of the parties in the Plot, and faid that for 
 fome time he believed the report (which was circula- 
 ted) to have been true.
