The Seventeenth Council of the First Synod in the Dominion of Canada of the Reformed Episcopal Church will be held (D. V.) in Christ Church, Barrie, Ontario. The attention of Ministers and Church Wardens is called to the importance of sending their Parochial Reports and List of Delegates at least TEN DAYS before the meeting of the Council. DECLARATION OF PRINCIPLES OF THE REFORMED EPISCOPAL CHURCH. Adopted December 2d, 1873. I. The Reformed Episcopal Church, holding “the faith once delivered unto the saints,” declares its belief in the Holy Scriptures of the Old and New Testaments as the Word of God, and the sole Rule of Faith and Practice ; in the Creed “commonly called the Apostles’ Creed in the Divine insti- tution of the Sacraments of Baptism and the Lord’s Supper; and in the doctrines of grace substantially as they are set forth in the Thirty-nine Articles of Religion. II. This Church recognizes and adheres to Episcopacy, not as of Divine right, but as a very ancient and desirable form of Church polity. III. This Church, retaining a Liturgy which shall not be imperative or repressive of freedom in prayer, accepts the Book of Common Prayer, as it was revised, proposed, and recommended for use by the General Convention of the pro- testant Episcopal Church, A. D. 1785, reserving full liberty to alter, abridge, enlarge, and amend the same, as may seem most conducive to the edification of the people, “provided that the substance of the faith be kept entire.” IV. This Church condemns and rejects the following erroneous and strange doctrines as contrary to God’s Word : First. That the Church of Christ exists only in one order or form of ecclesiastical polity. Second. That Christian Ministers are “priests” in another sense than that in which all believers are “a royal priesthood.” Third. That the Lord’s Table is an altar on which the oblation of the Body and Blood of Christ is offered anew to the Father. Fourth. That the Presence of Christ in the Lord’s Sup- per is a presence in the elements of Bread and Wine. Fifth. That Regeneration is inseparably connected with Baptism. ©fftcera of tbe Council. 19074908. The Sixteenth Council of the First Synod of the Reformed Episcopal Church in the Dominion of Canada held its opening session at 8 p.m. in Emmanuel Church. Evening Prayer was read, the following taking part in the service : Rev. Messrs. A. M. Hubly, Geo. Orman, W. Witten, A. M., Ph. D., Willard Brewing and A. B. Hubly. A sermon was preached by Rev. A. D. Cousins from the text, “For the love of Christ constraineth us,” II. Cor. 5:14. At the close of the service, the Council was called to order by the Vice-President, Rev. A. M. Hubly, prayer being offered by the Rev. E. C. Russell. The roll was called, and a quorum being present, the Council was declared legally opened for the transaction of business. LIST OF MEMBERS. Belleville, May 24th, 1907. Morning Session. After a devotional service, conducted by the Rev. E. C. Russell, the Council was called to order at 9.30 a. m. by the President, Bishop Fallows, D. D., LL. D. Rev. A. B. Hubly was elected to the office of Secretary. The minutes of the previous session were read and approved. Bishop Fallows read his Episcopal Report as follows : REPORT OF BISHOP FALLOWS To the First Synod of the Refor?ned Episcopal Church in the Dominion of Canada, Dear Brethren : The interval of time between the meeting of the Synodical Council, held in Toronto on September 5th and 6th of last year, and the date of the present Council, is so short, that the record of my Episcopal work must be necessarily brief. I have endeavored, during this period, to maintain an active correspondence with the Rectors and Ministers in charge of the several parishes, and thus keep thoroughly informed of the work which is being accomplished by them. Early in the Spring I sent a communication to each of them regarding the feasibility of securing a Bishop who should live within the limits of the Dominion. The consensus of opinion was, that it was not practical at the present time to carry out the idea. I accordingly laid aside many pressing duties to devote, with increasing cheerfulness, the maximum of time and thought and energy demanded, to measur- ably meet the obligation resting upon me by the action of the General Council. Having, however, the ultimate realization of the hope before me that at some future day there might be a distinctively Canadian Bishop, I had an interview, which was arranged by the Rev. Dr. Witten, with our highly esteemed fellow communicant and staunch defender of the faith, the Honorable Sir James Gowan, of Barrie, Ontario. This distinguished jurist and statesman, who has held some of the highest offices in the Dominion, was greatly interested in the plan to endow an Episcopal fund. He gave me the assurance that he would, by request, do all that he consistently could in this direction. He strenuously insisted, however, that the complete Unity now prevailing between the Churches in the United States and the Dominion, should not be marred in the least degree. And this 11 injunction was in perfect harmony with the great and comprehensive idea of the essential unity between the British Empire and the United States of America, which, he maintains, ought ever to exist, and to which he has consecrated his long, and varied and useful life. He is almost the last one living of the great statesmen and progressive thinkers of the Victorian Age, with most of whom he was personally familiar. By his personal influence, his unexcelled judicial decisions, his contributions to literature, he has woven that life into the permanent history of these two great peoples. And, standing on the sunlit summit of almost a century of years, he sees with prophetic vision that, in the coming days, united together they shall permeate all nations with Christian principles, “Hush the tumult of war, And give peace to the world.” On Sunday, April 28th, I preached morning and evening in Christ Church, Barrie, to large congregations and after the evening service confirmed eleven persons, presented by the Rector, the Rev. Dr. Witten. On Monday evening, April 29th, I preached in Grace Church, Alliston, and confirmed one candidate, presented by the Minister in charge, the Rev. A. Worger Slade. Owing to a severe rain storm several persons who were intending % to be confirmed were prevented from being present. On Tuesday evening, April 30th, I preached in Emmanuel Church, Toronto, and administered the Holy Communion, assisted by the Rev. Willard Brewing. I wish to express my earnest appreciation of the attention the Rev. Willard Brewing has given to this parish in the absence of a regular Rector. On Wednesday evening I preached in Christ Church, Toronto, to a congre- gation which filled the Church, and confirmed 14 persons, presented by the Rector, the Rev. Willard Brewing. It gives me the greatest pleasure to state that I found the Parishes above enumerated full of zeal and enthusiasm for our Church and inspired with increas- ing hope for its prosperity in the Dominion. We may truly say, “Hitherto the Lord hath helped us.” And with his continued blessing upon us we can all “Go forward and do a grand work,” as our sainted leader, Bishop Cummins, enjoined us to do with his parting breath. On motion the report was received. It was moved by Rev. E. C. Russell and carried, that the consideration of the Catechism prepared by Dr. Witten, be the first item under the head of new business. The Council adjourned after singing a verse of the National Anthem and the Doxology. The Benediction was pronounced by Bishop Fallows. AFTERNOON SESSION. After a devotional service, conducted by Rev. George Oram, the Council was called to order at 2.30 p. m. by the President. The minutes of the preceding session were read and approved. Rev. A. B. Hubly presented and read the report of the Committee on the State of the Church. On motion the report was received and a prayer of thanksgiving was offered by Rev. Col. Donaldson for the increased prosperity and encouraging growth in membership. A general discussion, by the President and members of the Council, commended the work of the Christian Endeavor Society and the Brother- hood of Andrew and Philip, and also emphasized the value of alternate morning and evening communion services. Cousins read the correspondence received in reply to the Synod’s invitation to Bishop Eldridge. It in- cluded the following resolution : 37 Ouseley Road, Balham, London, S.W. 25th March, 1907. To the General Synod of the Reformed Episcopal Churgh in Canada : Gentlemen, — At a meeting of the General Standing Committee of the Reformed Episcopal Church in the United Kingdom, held on the 15th March inst., the following Resolution was unanimously passed : — 1G “That this General Standing Committee of the Reformed Episcopal Church in the United Kingdom, desire to express their sincere thanks to the Synod of the Reformed Episcopal Church in Canada, for the courtesy and goodwill shown in the hearty invitation given (through the Rev. A. D. Cousins) to the Presiding Bishop in England, to be present and to preach at the forthcoming meetings of the Canadian Synod ; and they further desire to assure their Brethren and Fellow- countrymen in the Dominion, of their fraternal affection, and their earnest prayers that the blessing of Almighty God may ever and abundantly rest upon the labours of the Canadian Churches.” I was directed to forward a copy of this Resolution to you, which I have pleasure in accordingly doing. The Council accepted the invitation from Mr. D. F. Jamieson to hold its next annual meeting in Christ Church, Barrie. Invitations were also extended by St. John’s, Sussex, and Emmanuel, Ottawa. Rev. A. D. Cousins moved that a special committee of three be appointed to consider the Catechism prepared by Rev. Dr. Witten and to report at the next annual meeting. After general discussion the committee was appointed, con- sisting of Revs. W. Witten, A. M., Ph. D., A. B. Hubly and George Orman. The following message was received from Sir James Gowan, K. C. M. G., and read by Rev. Dr. Witten : “Proceed cautiously; move slowly; keep to the old paths, ” The Rev. Geo. Orman then offered the following, which was unanimously carried : Resolved : That the First Synod of the Reformed Episcopal Church of Canada in session assembled, has listened with deep interest and profound appreciation to the wise and weighty, the loving and tender messages from the venerable and well beloved brother Sir James Gowan, K. C. M. G., of Barrie, Ontario. They thank God most heartily for the priceless services rendered by our brother not to the Church at Barrie alone, although what he has under God been enabled to do for that Church cannot be properly appraised in words, however fitting and well-chosen, but the whole Reformed Episcopal Church in Canada and the United States is indebted to him for gifts and advice, weighty, wise and timely. More particularly at this time would they gratefully acknowledge the late proof of his love and care for the future of the Church, as intimated to our esteemed brethren the Rev. Dr. Witten and Bishop Fallows, in his intention to bequeath five thousand dollars as an endowment fund to provide a stipend for a resident Canadian Bishop. They fervently pray that if it be the Divine will, our brother may be spared yet for years to watch over and advise and aid the church of his adoption, love and care. The Auditing Committee, through Mr. A. H. Power, reported the Treasurer’s accounts satisfactory. On motion of Rev. A. D. Cousins, it was ordered that the sum of twenty dollars be given to Emmanuel Church, Toronto, to assist in paying for pulpit supply. The customary votes of thanks were accorded by the Council to its officers, and to the Rector and people of Belle- 18 ville for their hospitality and kindness to visiting delegates. Brief addresses were given in reply by Bishop Fallows, Rev. A. M. Hubly and Mr. J. W. Barlow. A report was received from the Standing Committee through its Secretary, Rev. A. D. Cousins, recommending for ordination to the Deaconate, Mr. Howard A. Lepper, whose application, accompanied with satisfactory testimonials, had been received from Bishop Fallows. The ordination of Revs. Col. J. B. Donaldson, Willard Brewing and E. C. Russell to the Presbyterate was also ordered, they having been duly recommended by their examiners. On motion the Council adjourned. Divine service was held at 8 p. m., a large congregation being present. Revs. J. B. Donaldson, Willard Brewing and E. C. Russell were presented by Revs. A. D. Cousins and A. M. Hubly for ordination to the Presbyterate, and were received and ordained by Bishop Samuel Fallows, D.D., LL.D., the following Presbyters uniting in the laying on of hands : Revs. A. D. Cousins, W. Witten, A. M., Ph. D., A. M. Hubly, A. B. Hubly and George Orman. The ordination sermon was preached by Rev. Dr. Witten from the text, “The battle is the Lord’s,” I. Sam. xvii.: 47. At the close of the service a large number united in the Communion of the Lord’s Supper. The Council was then called to order by the President. The Minutes of the last session were read and confirmed. The President appointed the members of the committee to consider the question of the Canadian Episcopate, as follows : Rev. A. M. Hubly, Rev. Col. Donaldson, Mr. Alex. Hall and Mr. George Coles. On motion of Rev. A. D. Cousins, it was ordered that three hundred copies of the Minutes be printed at Belleville. The request of Rev. Dr. Witten for a better support of the Canadian Recorder by literary contributions, was followed by a general and interesting discussion. 19 On motion of Mr. A. H. Power, a committee on pro- gramme and entertainment was appointed, consisting of Rev. W. Witten A. M., Ph. 1)., Geo. Coles, and Robert J. Gallagher. Upon motion it was ordered that the sermons preached at the council be published in the local press and in the Episcopal Recorder. On motion the Synod adjourned sine die.
