This assembly was organized April 21,1885, and is known and entitled Hopeful Assembly No. 780, and is at¬ tached to National Trades Assembly No. 135. Sec. 2. This assembly shall meet once a week, on Monday nights at 7:30. ARTICLE II. Sec. 1. Any officer having any keys in his charge and failing to have the same sent or brought to the assembly in time to permit the meeting to open with all books, papers, documents and other paraphernalia requisite for hold¬ ing a meeting of this assembly shall be lined the sum of one dollar ($1.00.) Sec. 2. It shall be the duty of each officer of this assembly to commit to memory their respective portion of the ritual in opening and closing the as¬ sembly, and in the instructions of can¬ didates within three (3) weeks after / \TG> 4 BY-LAWS. being installed to office, and on failure to do so the office may be declared va¬ cant and his successor elected. Sec. 3. Any officer of this assembly who shall fail to be present at any meeting, shall for the first offense, be fined the sum of twenty-five cents (25c), for the second offense fifty cents (50c), and for the third offense shall be fined one dollar ($1.00) and the office declared vacant and his successor elected or both, as the assembly may direct, unless a satisfactory excuse be given. This section shall also apply to the officers of the court. ARTICLE HI. ©2a H^erriloerslnip. Sec. 1. Any person over the age of seventeen <17) years (except chose ex¬ cluded by sections 127 and 128 of article 17 of the constitution) shall be elegible to membership in this assembly. Sec. 2. Any member in proposing a candidate for membership shall see that the initiation fee, which is one dollar and a half ($1.50), accompanies the proposition, otherwise he will be held responsible for it and the same debited to his account. Sec. 3. Any member or other person BY -LA.WS. 5 who shall knowingly cause the dis¬ charge of any brother or other person by offering his services at a less rate per day or otherwise, or who shall offer to perforin or accept the work hereto¬ fore performed by two (2) men, or one (1) man and a boy for one man’s pay or otherwise, shall be considered an enemy of labor and cannot retain membership or become a member of this assembly (except as provided in section 131 arti¬ cle IT of the constitution.) Sec. 4. All resolutions passed in this assembly shall be binding on each member unless otherwise specified in the resolution, and failure on the part of any member to comply therewith shall be considered a violation of obli¬ gation and shall be dealt with accord- iugiy- Sec. 5. The monthly dues of miners and mine laborers shall be forty cents (40c) and all others shall be twenty-five cents (25c) per month. ARTICLE IV. ©m. Corsarrilttees. Sec. 1. The M. W. shall appoint on the first meeting night in each quarter a Committee on Entertainment, whose duty it shall be to select members to BY-LAWS. 6 deliver lectures on relation to labor' and capital, co-operation, and such other subjects as in their judgment would be of interest to the assembly. Sec. 2. The M. W. and W. F. shall appoint all committees unless other¬ wise ordered by the assembly or con¬ stitution. The M. W. appointing the majority thereof. Sec. 3. At the second meeting after the election of officers of each year, the following standing committees shall be appointed, to-wit: On Good of Assembly, to consist of three (3) members; on Legislation, to consist of three (3) members; on Boycotts and Appeals, Etc., Etc., to consist of three (3) members. Sec. I. Any member of a committee failing to report when instructed, with¬ out a reasonable excuse, shall be fined the sum of one dollar ($1.00) or remov¬ ed from such committee, or both, as a majority vote of the members present at any regular meeting shall decide. It shall be the duty of the almoner to look after the sick and dis¬ tressed brother and use such mea^s as BY-LAWS. he may deem necessary for their relief. Sec. 2. The almoner shall have pow¬ er to appoint aa almoner pro tern in case of his inability to act, he also shall have power to appoint members to sit up with sick brothers and give such other assistance as lies in his power. Sec. 3. Any member refusing or fail¬ ing to give such assistance after having due notice from the almoner, shall be lined the sum of two dollars ($2.00) un¬ less he gives a satisfactory excuse. ARTICLE VI. Can. Puneral. Sec. 1. In case of the death of a member the M. W. shall cali a special meeting if necessary for the purpose of making arrangements for the funeral and to attend the same in a body. Sec. 2. Any member failing to at¬ tend the funeral of a member of this assembly, upon being properly notified to do so, shall be lined the sum of five dollars ($5.00) unless a reasonable ex¬ cuse be given. ARTICLE VII. Can. 3=£-u.les of Order. Rule 1 . When a member desires to speak to the assembly he shall use re- 8 BY-LAWP. spectfully address the M. W., and on being recognized, shall confine himself to the question, avoiding personalities. Rule 2. No member shall speak twice on the same subject without per¬ mission of the M. W. Rule 3. Any member coming into the assembly in a state of intoxication or using profane language during the business of the assembly shall be fined for the first offense, fifty cents (50c); for the second offense, one dollar ($1.00); for the third offense suspension for the term of six months. Rule 4. No member allowed to re¬ tire while the assembly is in session, without the permission of the M. W. and complying with all other laws of the order. Rule 5. No member shall enter or retire during ceremony of initiation. ARTICLE VIII. • Sec. 1. All fines imposed shall be charged against the member or mem¬ bers on the first meeting at which they may be levied, and no member shall be relieved of such fine, unless upon a sat¬ isfactory excuse or by a majority vote of the members present at any regular meeting. * 9 . f 4 * * I % * . i y * 3 0112 105208786
