KENT, JUN. - RULES OF THE DIOCESAN BOARD OF EDUCATION, For the County of Lincoln . I. That the obiect of the Diocesan Board of Edu- The Object . . of this cation is to give increased emciency to the means em- institution, ployed throughout the Diocese, for the Religious Edu- cation of the People according to the principles of the Established Church, by bringing all Schools already formed or hereafter to be formed, for the purpose of giving such an Education, into connexion with itself and with each other, and thus introducing a unifor- mity of System and Operation. The means, which it proposes to employ, are the establishment of aSchool for Training Masters to be under its own immediate control, and the formation of subordinate Local Boards, 'with which it will be in frequent communication, and from which it will receive reports at stated times. II. That the Diocesan Board of Education do Constitution consist of a President, Vice Presidents, Treasurer, g f G ^.^ cesan and Secretaries, together with the Subscribers and Donors hereinafter defined, and a certain number of Members to be elected by each Local Board, being all Members of the Church of England. III. That the Lord Bishop of the Diocese be President. President. 8 Clerical Vice Presidents. Lay Vice Presidents. Vice Presi- dents ap- pointed for Life. Members of the Diocesan Board, to be elected by the local Boards. Vacancies in Diocesan board in Mem- bers elected by local boards. Annual General Meeting. IV. That the Dean, Precentor, Chancellor, and Subdean of Lincoln Cathedral, the Archdeacons of Lincoln and Stow, and the Rural Deans in the County of Lincoln be ex officio Vice Presidents; and that six other Clergymen be appointed Vice Presidents by the President. V. That the Lay Vice Presidents be elected by the Diocesan Board. VI. That the Vice Presidents be appointed for life ; and that any vacancy occurring by death or resignation, where the appointment is vested in the President, be filled up by him ; and be filled up by the Diocesan Board, where the appointment rests with that Board. — All such vacancies to be supplied at the Annual General Meeting. VII. That three Members of each local Board be by such Board annually elected Members of the Diocesan Board ; and that the names of the three Members, so appointed by each local Board, be transmitted to the Secretary of the Diocesan Board, immediately after their election. VIII. That any vacancy in the Members elected by any local Board, occurring by death or resig- nation, be filled up by that Board, at its next Meeting. IX. That the annual general Meeting of the Diocesan Board do take place on the fourth Thursday in October, and that two other Meetings be holden, viz. on the Tuesday in the Spring Assize week, and and on the Tuesday inthe Midsummer Assize week, and that such general Meetings be held at the Vestry 9 room of the Cathedral, or at such other place, as the Diocesan Board shall from time to time appoint, at the hour of 12 at noon — that the President of the Institution, if present, do take the Chair ; and that in his absence, one of the Vice Presidents, or other Members present, be appointed Chairman by the Meeting ; and that the Chairman have the Casting Vote, in addition to his Vote as a Member of the Meeting. X. That the President, or any five Vice Presi- dents, or the Committee of Management, to be ap- pointed as hereinafter directed, have power to call a special Meeting of the Diocesan Board, provided that a month’s notice of such intended Meeting, and of any special matter, intended to be brought for- ward at such Meeting, be duly given to the Diocesan Secretary, and by such Diocesan Secretary forthwith forwarded by letters through the Post to the Sec- retary of each local Board, who shall communicate it to such Members as are resident within his District. XI. That the general and special general Meet- ings of the Diocesan Board be adjourned from time to time, to such time and place, as may be deemed expedient. XII. That at the annual general Meeting of the Diocesan Board be appointed a Treasurer, and one or more honorary Secretaries, and that such Treasurer and Secretaries be, ex officio, Members of the Diocesan Board, and of the Committee of Management, and of every Committee, appointed by the Committee of Management: That a vacancy in the office of Treasurer, or Secretary, occurring Special General Meetings. Meetings may be adjourned. Treasurer and Secretaries to be appointed by the Diocesan Board. 10 Assistant Secretary with a Salary may be appointed. Subscribers and Donors Members of the Diocesan board. Who may be Members of the Diocesan Board. Powers of Diocesan Board. by death, resignation, or otherwise, be tilled up temporarily by the Committee of Management. XIII. That at the annual general Meeting of the Diocesan Board, if it be deemed necessary, an assistant Secretary with a competent salary be ap- pointed, and that any vacancy in his office by death, or resignation, be temporarily filled up by the Committee of Management. XI V . That all annual S ubscribers to the Diocesan Board of not less than two guineas, be Mem- bers of that Board during payment ; and all Donors of not less than twenty pounds, in one or two sums, be Members of that Board during life ; and that annual Subscribers of not less than one guinea, also paying a donation of not less than ten pounds, be Members of the Diocesan Board during the payment of the annual Subscription. XV. That all annual Subscribers of twenty shill- lings, or more, and all Donors of not less than £10. to the Diocesan Board, and also all Members of local Boards be eligible to be Members of the Diocesan Board. XVI. That the Diocesan Board has the super- intending controul of all matters and things relating to, or alfecting this Institution ; and may at any general Meeting make such rules, standing orders, and regulations, for the good government of such board, or of the Committee of Management, or of the local Boards or the local Committees, and in every other respect, as shall be found expedient ; that previous to the enactment of any such rule, standing order, or regulation, such rule, order, or regulation, be 11 reduced into writing, and signed by three Mem- bers of the Diocesan Board, and be copied into the minutes of the Diocesan Board, at a general Meeting previous to the annual general Meeting, at which it is to be proposed for adoption ; and that a copy of such proposed rule, standing order, or regulation, be transmitted by the Secretary of the Diocesan Board to the Secretary of each local Board, by the post, and also to the President; and that such rule, standing order, or regulation, be not adopted, unless it be consistent with the principles of the National Society, and have the consent of two thirds of the Members pre- sent at the general Meeting ; but that when passed it be binding upon the respective Boards belonging to this Institution, and upon all parties to whom such rule, standing order, or regulation shall relate. Pro- vided that this be not construed to interfere with the power of the Diocesan Board to make Bye laws for the regulation of its proceedings. XVII. That the Diocesan Board have the con- troul of the training School with power to make Bye laws for its regulation, and the disposal of all the F unds subscribed to the general purposes of such Board ; and in order that the general purposes of this Insti- tution may, by means of the Diocesan Board, be effectually supported, that each local Board be invited annually to contribute towards the support of the training School. And that each local Board, which shall annually contribute towards the support of the training School, be entitled to send to it a certain number of young persons intended for teachers, or as scholars ; and that such sum, as may be annually contributed for that purpose, be taken in part Diocesan Board to have exclusive con- troul of train- ing school and of general funds. 12 Inspectors to be appointed by Diocesan Board. to report to the Diocesan Board. Diocesan Board may assign Dis- tricts to local Boards and may alter the same. Diocesan Board to pre scribe forms of statistical returns of Schools. and transmit such forms to local Boards. or in whole (according to its amount) of the pay- ment of all the Establishment charges. XVIII. That the Diocesan Board do appoint at the annual general Meeting, Inspectors, to be approved of by the Bishop of the Diocese, and to be Clergymen of the Church of England, and Graduates of one of the Universities of Oxford, Cambridge, or Dublin, who shall be authorized to inspect all the Schools in union with the Diocesan Board ; and that such Inspectors do make a report to the Diocesan Board of the state of every School, which they shall under such authority inspect ; and that such report be in the form from time to time prescribed by the National Society. XIX. That the Diocesan Board do from time to time divide the District, belonging to such Board, into Districts for local Boards ; and may also from time to time alter and vary the limits thereof, at any quarterly Meeting of the said Diocesan Board ; but that the District of any local Board be not altered, or varied, without one month’s previous notice of the alteration proposed, to be given by the Secretary of the Diocesan Board, by letter through the Post Office, to the Secretary of the local Board, of which the limits shall be affected thereby. XX. That the Diocesan Board at the general Meeting in the Midsummer Assize week, do pre- scribe a form, in which the statistical returns of the Schools, in union with the Board, shall be re- quired to be made from each Parish, within the District ofsuch Board ; and that within one month after such Meeting the Secretary of the Diocesan Board do transmit to the Secretary of each local Board, such a number of such forms, as shall be requisite for the supply of the Parishes within the District of such local Board; and that the Secretary of each local Boal Board do make out an abstract of the returns from the Parishes within the District of the local Board, of which he shall be Secretary, and transmit such abstract to the Secretary of the Diocesan Board, a fortnight before the annual general Meeting of the Diocesan Board in October. XXI. That at every annual general Meeting of the Diocesan Board, a report be made of the pro- ceedings during the last year, the audited accounts of the Treasurer presented, and such other business transacted, as may be directed by, or be not incon- sistent with, the regulations of the Diocesan Board. XXII. That all annual Subscriptions to the Funds of the Diocesan or local Boards be considered to be due on the first of January, in each year ; and be paid in advance, for the current year. XXIII. That there be a Committee of the Diocesan Board consisting of the President, the Dean, Precentor, Chancellor, and Subdean of Lincoln Cathedral, of the Archdeacons of Lincoln and Stow, of the Rural Deans within the County, of seven other Members, to be elected at the annual general Meeting of the Diocesan Board, of four Clergymen to be named by the President, and of the three Members of each local Board, deputed annu- ally to the Diocesan Board. XXIV. That the said Committee do meet, at the Vestry Room in the Cathedral, or at such other place, as they may from time to time appoint, on the Local Boards to make Abstracts of returns in their Districts and transmit them to the Diocesan Board. Trustees of Diocesan Funds. Other money to stand in the name of the Treasurer. Accounts of Treasurer to be laid before the Commit- tee of Management. Auditors. second Wednesday in every month, at the hour of twelve, and adjourn from time to time, to such time and place, as may be deemed expedient. And that the duty of such Committee be to carry into execution the regulations of the Diocesan Board, and to manage, superintend, and direct the training School. XXV. That the Committee of Management have power to divide itself into any number of Sub Com- mittees, which it may deem desirable. XXVI. That the Bishop of the Diocese, and two other Members of the Diocesan Board, elected at the first Meeting in 1839, be Trustees of such portion of the Diocesan fund, as may be di- rected from time to time to be invested ; the pro- perty to be held in trust for the purposes of the Dio- cesan Board, as defined in the first rule, and upon no other trust, nor for any other use, intent, or purpose whatsoever ; and that in case of a vacancy occurring in the number of the said Trustees, the Board do proceed at its next Meeting to fill it up. XXVII. That all other monies do stand in the name of the Diocesan Treasurer, and that no pay- ment be made by him without an order of the Diocesan Board, or the Committee of Management, certified by the signature of one of the Secretaries, XXVIII. That at each monthly Meeting of the Committee of Management, the Treasurer do lay on the table a general account of the funds of the Diocesan Board. XXIX. That two Auditors be annually elected by the Diocesan Board at the general annual 15 Meeting, whose duty it shall be to audit the Trea- surer’s accounts to be laid before the following general annual Meeting. XXX. That each local Board do consist of the Archdeacon of the Archdeaconry in which the larger part of the district of the local Board shall be situate, of the Vice Presidents of the Diocesan Board resident within such District, of all Incumbents or Curates, having the sole charge of Parishes, within such District, and of all other persons, Members of the Church of England, Subscribers and Donors to the local Board, to such amount as the rules of such local Board shall appoint. XXXI. That each local Board do, at its annual general Meeting, appoint a Treasurer and Secretary or Secretaries, who shall ex officio be Members of such local Board and of the Diocesan Board ; and that any vacancy, occurring by death, or resignation, be temporarily filled up at a monthly Meeting of the Board. XXXII. That the Members of the Diocesan Board, elected from each local Board, be chosen at such time as such local Board shall determine upon. XXXIII. That the Secretary of each local Board do transmit to the Secretary of the Diocesan Board, the names of the three Members deputed by such local Board to the Diocesan Board, and of the Treasurer and Secretary or Secretaries, as soon as may be after their appointment. XXXIV. That each local District have an annual general Meeting at least one month, and Constitution of local Boards. Persons eligible to local Boards. Treasurer and Secretary of local Boards. Names of delegates to the Diocesan Board, and of the Secretaries and Treasu- rers of the local Boards to be trans- mitted to the Secretary of the Diocesan Board. 16 Annual and other Meet- ings of local Boards. Powers of local Boards. Terms of Union of Schools with Diocesan Board. Local funds under the control of local Boards. not more than six weeks previous to the annual gen- eral Meeting of the Diocesan Board, and that it hold monthly Meetings — and that such annual general Meeting and such monthly Meetings be held under the above limitation at such time and place, as each local Board shall direct. And that such local Board adjourn its Meetings from time to time, and hold such other Meetings, as may be found necessary, and as the Secretary of the local Board shall give notice of. XXXV. That the several local Boards, subject to the rules, orders, and directions of the Diocesan Board, do endeavour to bring into connection with themselves all Schools already existing in the Dis- trict ; and have power to establish new Schools, and to adopt existing Schools, and to assign to such new, or existing Schools the District which is to comprise the children, who are to attend at such Schools respectively. XXXVI. That in inviting Schools, already established and hereafter to be established, to unite themselves to the Diocesan Board of Education, no condition of union be prescribed excepting the use of the Holy Scriptures and of the Church Catechism. XXXVII. That the local Boards have the collection and distribution of all funds within their respective districts, except such as shall be directly contributed to the Diocesan Board, or the general purposes thereof ; subject likewise to such a contribution towards the general purposes of the Diocesan Board, as is heretofore mentioned. 17 XXXVIII. That the local Boards may subdivide their districts, and appoint a Committee to superin- tend each subdivided district, to collect the funds, and to perform such other acts, as the local Boards may prescribe ; * but that such Committees be under the direct and immediate control and direction of their respective local Boards, and under the super- intending control and direction of the Diocesan Board. XXXIX. That Reports of the number and state of the Schools, in union with the Diocesan Board within the District (in the manner above mentioned, and in such form, as shall be from time to time prescri- bed by the Diocesan Board) and of the amount and application of the local Funds, together with such general information, on the subject of Education, as maybe desirable, be transmitted, annually, to the Di- ocesan Board, a fortnight before the annual general Meeting in October. XL. That subject to these general rules, and to the rules, orders, and regulations, to be from time to time made by the Diocesan Board, each local Board have the power, with the approval of the Diocesan Board, to form such regulations for its own guidance, and to adopt such measures, as it may deem most conducive to the ends of its institution ; provided there be nothing therein, inconsistent with the general rules and objects of this institution, or with the principles on which it is founded. XLI. That the Diocesan Board be empowered previous to the Meeting of the Board in the Spring Assize Week, 1840, to make such temporary regula- tions for facilitating the formation of the local Boards as may be found necessary. Local Boards may subdivide their Districts and appoint Committees to superintend them. Report of Schools in Union and state thereof to be annually made to the Diocesan Board.
