WATERS, PRINTER. 1863. 5^ e?ld by a firm each individual member of the firm shall be required to take the oath; and the same oath shall be requir- ed of all renters of stalls and benches in and at the market- house, and of all persons doing any mechanical or manufac- turing business who sell their own goods; and of every cler- gyman before he can solemnize any marriage, of any lawyer before he can practice in any Court in this District, and of any physician before he can practice in this District; and of each and every school teacher, male or female, and all bank- ers and bank officers; and that any of the named classes of persons who shall violate such oath by uttering any treason- able or traitorous language, or shall in any way countenance the present rebellion by word or deed, shall, upon conviction before any Justice of the Peace, be prohibited from transact- ing any business pursuit or profession within the limits of this District during the rebellion, under a penalty of thirty days imprisonment for each offence. Resolved further, That the Mayor be requested to lay a copy of these resolutions before Gen. Wadsworth and the President of the United States. A RESOLUTION requesting the Mayor to cause the removal of a stable. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown , That the Mayor be, and he is hereby, requested to notify the proprie- tor of the stable erected at the western termination of Pros- pect street, by virtue of a resolution approved March 23d, 1861, to have the same removed within one week after the passage of this resolution, and upon his failure to do so, the Mayor is hereby authorized to have the same removed. Approved September 4, 1862. 29 RESOLUTIONS manifesting the respect of this Corporation for the memo- ry of the late David English, Esq. Whereas it has pleased an all-wise Providence to remove from our midst by death our esteemed fellow-citizen, David English, Esq., for many years a valued member of the Board of Common Council, a Commissioner of the Sinking Fund, a prominent merchant, and largely connected with nearly all the public enterprise in our town : Be it resolved by the Board of Aldermen and Board of Common Council of the Corporation of Greorgetown , That the members of this Corporation deeply sympathize with the be- reaved family of the deceased in their affliction. Resolved , That in respect to the memory of the deceased, the members of this Corporation wear crape on the left arm for the period of thirty days. Resolved , That the Clerk of the Corporation be directed to furnish the family of the deceased with a copy of the forego- ing resolutions. Approved September 16, 1862. AN ORDINANCE for repairing the Foot pavements in Georgetown. Be it ordained by the Board of Aldermen and Board of Common Council of the Corporation of Greorgetown , That all breaches of the pavements on any of the paved or gravelled streets in Georgetown be, and they are hereby, declared an inconvenience and annoyance, and that the Mayor cause no- tice of all such nuisances to be given to the owner or occu- pier of any lot or part of a lot, requiring the repairs neces- sary, to be made within ten days after such notice ; and in case of failure, by refusal or neglect, to comply with the May- or’s requisition, it shall be the duty of the Mayor to order such work to be done, the expense of the same to be charged to the owner of the lot, or lots, or part of a lot, and shall be a tax upon such lot or part of a lot, to be collected in the man- ner prescribed by the charter of the town, and that all ordi- nances or parts of ordinances inconsistent with this, be, and the same are hereby repealed. Approved September 16, 1862. 30 A RESOLUTION making an appropriation to pay certain claims. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown , That the Clerk pay to the order of JEL B. W alker amount of his bill for carpenter’s work to August 5, 1862, sixteen dollars and fifty cents ; to the order of G. W. Wight, amount of his bill for furniture, for police station, approved by Superintendent Webb, nineteen dollars ; to the order of Everett & Brother, amount of their bill of June 12, 1862, for repairing guttering and spouting of Town House, seven dollars and twenty cents ; to the order of Dickson & King, amount of their bill for fuel to April 12, 1862, twenty-one dollars and fifty cents ; and to the order of C. B. Cluskey, in full payment of all claims by him for services in connection with the improvement of the channel of the Potomac river, one hundred and seventy-four dollars and eighty-nine cents. Approved September 15, 1862. A RESOLUTION appointing a Commissioner of the Sinking Fund. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown , That George W. Beall be, and he is hereby, appointed a Commissioner of the Sinking Fund in the place of the late David English, Esq. Approved September 16, 1862. A RESOLUTION in favor of the Orphans’ Court, Henry Polkinhorn, Cle- ment Wilson, and for another purpose. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown , That the Clerk pay to the order of George S. Gideon, nineteen dollars and thirty- seven cents, being one fourth of the sum appro- priated by the Orphans’ Court for records, as per order of May 20, 1862; and to Magruder & Stone fourteen dollars and seventy-five cents, being one fourth of the sum for fur- nishing fuel to the Orphans’ Court, per order of August 16, 1862; and to the order of Henry Polkinhorn thirty dollars, for his bill of February 4, 1862, for printing committee of 31 of ways and means and Clerk’s annual reports ; and to the order of Clement Wilson thirty-three dollars and twenty-four cents, for his bill as scavenger to the station house, from Feb- ruary 10, to September 1, 1862; and the Clerk is hereby in- structed to pay to the order of the Sergeant of the George- town Precinct, Metropolitan Police, D, C., quarter yearly* fifteen dollars, for services of scavenger* upon proper vouch- ers, until otherwise ordered. Approved September 16* 1862, A RESOLUTION giving consent for the ejection of a Hydrant* Resolved by the Board of Aldermen and Board of Com - mon Council of the Corporation of Georgetown , That the Mayor be, and he is hereby, authorized to cause the erection of a suitable hydrant on Fayette street, at such point within the limits of the Corporation as may be selected by the mana- gers of the Catholic Free School, and to defray the expense thereof, the sum of twenty-five dollars is hereby appropriated- Approved September 16* 1862. A RESOLUTION relating to the Stacks at the southern termination of Fayette street.. Resolved by the Board of Aldermen and Board of Com" mon Council of the Corporation of Georgetown , That the Mayor be, and he is hereby, authorized to advertise the ma- terial in the foundry stacks, erected at the intersection of Water and Fayette streets, at public sale y to be removed by the purchaser at such time as may be designated by the Mayor. Approved September 16, 1862. A RESOLUTION in favor of William Whelan. Resolved by the Board of Aldermen and Board of Com ~ mon Council of the Corporation of Georgetown , That the Clerk be, and he is hereby, authorized to pay to the order of William Whelan one hundred and twenty dollars and seventy- 32 two cents, being in full of his bill f< r work and materials from April 1, to July 1, inclusive. Approved September 16, 1862. A RESOLUTION for the relief of Isaac Devenport. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown, That the Clerk pay to the order of Isaac Devenport six dollars, being a portion of a fine imposed by H. Reaver, J. P., for running a cart or wagon without license, in July, 1862. Approved September 16, 1862. A RESOLUTION authorizing the repair of Pumps in a certain contingency. Resolved by the Board of Aldermen , and Board of Com- mon Council of the Corporation of Greorgetown , That whene- ver the High Service Reservoir fails to supply the upper por- tion of the town with water, the Mayor be, and he is hereby, authorized and requested to have the pumps in that part of the town dependent on the High Service Reservoir for water, put in repair so that they can be used; the resolution of this Corporation discontinuing pumps, approved February 8, 1862, to the contrary notwithstanding. Approved October 3, 1862. A RESOLUTION in relation to Taxes on emancipated negroes. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Greorgetown , That the Clerk be, and he is hereby, instructed to pay to the several parties who have paid taxes on slaves for the current year, prior to the emancipation act of Congress, three fourths of the net amount of taxes paid on said slaves since emancipated." And the Clerk is hereby further instructed to credit the Collector of Taxes with three fourths of the taxes assessed on slaves the current year, and since emancipated, which taxes still remain unpaid, said three fourths being hereby remitted by this Corporation. Approved October 3, 1862. 33 A RESOLUTION to pay the expenses of the Poor And Work House for the quarter ending June 30th, 1862* Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown , That the gum of five hundred and forty-one dollars and eight cents be, and the same is hereby, appropriated to defray the expense of the Poor and Work House for the quarter ending June 30, 1862, and that the amount named be paid by the Clerk to the order of the Trustee, he furnishing proper vouchers for the same. Approved October 3, 1862. A RESOLUTION in favor of Joseph Libbey. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown, That the Clerk pay to the order of Joseph Libbey one hundred and ninety-nine dollars and twenty cents, in full for his bill for lumber to June 12, 1862. Approved October 3, 1862, A RESOLUTION in favor of the Mayor’s and Clerk’s contingent funds. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown, That the sura of three hundred dollars be, and is hereby appropriated, one hundred and fifty dollars of the same as a contingent fund for the Mayor, and one hundred and fifty dollars as a contingent fund for the Clerk. Approved October 3, 1862. RESOLUTIONS accepting and disposing of the bequest ef the late Mary Hadersley. Whereas the late Mrs. Mary Iladersley bequeathed to the Corporation of Georgetown, for the use of the Alms House, the residue of her estate after payment of the legal claims against it ; and whereas the amount of said bequest, namely : b 34 two hundred and eighty-five dollars and ninety-one cents, has been received by the Mayor, ($215 91 from the hands of Mrs. Maria Bohrer, and $70 from the hands of Mrs. Eliza M. Mosher,) and by the Mayor deposited with the Clerk of the Corporation : Therefore be it resolved by the Board of Aldermen and Board of Common Council of the Corporation of Creorgetown y That the amount of said bequest ($285,91) be exchanged by the Clerk for stock of this Corporation bearing six per cent interest, on the best terms, and in the name of the Trustee of the Poor and Work House. Be it further resolved , That the said trustee shall, on or about the first day of July 1863, and every year thereafter, draw from the Clerk the interest on said stock, to be by said trustee expended in the purchase of such articles of diet as may be necessary to prepare an extra dinner for the inmates of the Poor and Work House, to be served to said inmates on the 4th day of July in each year hereafter. Be it also resolved , That the Clerk prepare and send to Mrs. Maria Bohrer and Mrs. Eliza M. Mosher copies of these resolutions — one copy to each lady. Approved December 20, 1862. A RESOLUTION in faver of Walter Godey, and to pay a judgment in favor of Christian Krouse. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Gfeorgetown , That the Clerk pay to the order of Walter Godey eleven dollars and seventy-five cents, in full payment for his bill for ice furnished this Corporation to October 15, 1862. Also, that the Clerk pay to the order of Christian Krouse twelve dollars and sixty cents, being the amount of a judgment by the Circuit Court of Washington County, D. C., in favor of said Christian Krouse against this Corporation, for costs — the same being upon an appeal from the decision of Justice Reaver fining the said Krouse. Approved December 20, 1862. 35 A RESOLUTION in favor of J. B. Vanderwetken . Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Greorgetown , That the sum of fifty-five dollars and twenty-five cents be, and the same is hereby, appropriated, to be paid by the Clerk to the order of J. B. Vanderwerken, for altering and repairing the hose reel of the Vigilant Fire Company, per order of the Mayor— the same being in full of his bill to date. Approved December 20, 1862. A RESOLUTION for the relief of Mary Crowley and Joseph Nicholson. Resolved by the Board of Aldermen and Board of Com mon Council of the Corporation of Georgetown , That the Trustee of the Poor be, and he is hereby, ordered to deliver to Mary Crowdey four hogs, and to Joseph Nicholson one hog, owned by them and seized by the police for running at large contrary to law, provided they are taken away in one week from the passage of this resolution, and all expenses incurred by said Trustee in keeping said hogs are paid to him* Approved December 20, 1862. A RESOLUTION for purposes therein named. Resolved by the Board of Aldermen and Board of Com - mon Council of the Corporation of Georgetown , That the sum of two hundred and fifty dollars be, and the same is hereby, appropriated, to be paid to the order of Mrs. Caleb B. Smith, in aid of the fund to be used in providing a Christ- mas dinner for the sick and wounded soldiers of the various hospitals of the District of Columbia. Approved December 20, 1862. A RESOLUTION in relation to the Council Chamber. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown , That the several building associations be, and they are hereby, permit- 36 ted to use the Council Chamber, provided they pay one dollar per night each to the Messenger of the Mayor, for the use of the Corporation, to reimburse the Corporation for gas and fuel consumed by them. Approved December 20, 1862. A RESOLUTION in relation to the Scavenger. Resolved by the Board of Aldermen and Board of Com- mon Council of the Corporation of Georgetown , That the salary of the Scavenger be, and the same shall be, forty dol- lars per month, instead of thirty dollars, until otherwise or- dered, payable to the order of the Mayor, and the increased pay shall commence on the first day of December, 1862. Approved December 20, 1862. # A RESOLUTION in relation to School Taxes. Resolved by the Board of Alderryen and Board of Com- mon Council of the Corporation of Georgetown , That the Collector of Taxes be, and he is hereby, instructed to enforce the payment of the school tax for the year 1861, in confor- mity with the act of Congress and the ordinance of this Cor- poration as soon as practicable.
