RULES AND REGULATIONS GOVERNING STREET TRAFFIC CITY OF ST. LOUIS 4* Compiled and issued by the Street Department and Police Department Copies may be obtained at Room 322, City Hall, or Police Headquarters on Twelfth Street FOREWORD These regulations were compiled by the Police * and Street Departments after several conferences with representatives of the Retail Dealers' Asso- ciation, Team Owners' Association, Automobile Club, Traffic Committee of the Business Men's League, Traffic Committee of the Civic League, United Railways Company, and others concerned in the proper regulation of street traffic. These conferences were called in the hope that the various citizen interests might co-operate in an effort to reduce to a minimum, the accidents and embarrassments due to reckless driving on the streets, and lack of attention on the part of pedestrians while walking on the sidewalks, and while crossing the streets. The regulations devised may, at times, bring ^ hardship or inconvenience to a few, but will be ^ of the greatest Benefit to all. r* The subject is of vital concern to all and prompt 35 compliance with these regulations and with the ^ direction of Traffic Officers will assist the De- partments greatly in this part of their duties. It is desired to bring about this public benefit by regulation and courteous intervention, rather than by embarrassing arrests and legal procedure. The major portion of these regulations is a condensation of the ordinances now in effect in this City. They are put in this shape in order * to make them more easily and quickly under- stood. * A— DEFINITIONS 1. The word "Vehicle" includes equestrians, animals that are led, and everything on wheels or runners. i 2. The word "Horse" includes all domestic draft animals. 3. The word "Driver" includes the rider and driver of a horse, the rider of bicycles and motor- cycles, and the operator of motor vehicles, or any other vehicle. 4. The "Congested District" shall include the area between the north side of Washington Avenue and the south side of Market Street, and the east side of Fourth Street and the west side of Twelfth Street. 5. The word "Street" shall include all thor- oughfares used by automobiles or other vehicles. 6. The word "Curb" means the lateral boun- daries of the roadway of any street. B— AUTHORITY 1. Drivers of vehicles shall at all times comply with any direction of any member of the Police Force, by voice or hand, as to placing, stopping, starting, approaching or departing from any place; the manner of taking up or setting down pas- sengers, loading or unloading goods in any place. 2. Ignorance of these rules shall furnish no excuse for disregarding them. C— REGULATIONS 1. Vehicles in the service of the Police and Fire Departments, the United States Mails, Li- censed Ambulances, Vehicles of Physicians bear- ■ ing the Red Cross Emblem in plain view when proceeding to an emergency call, shall have right- of-way over other vehicles. 1 2. Every bicycle, motorcycle, automobile, am- bulance or emergency vehicle driven in any street shall be equipped with a suitable signalling device to warn pedestrians or other vehicles when neces- sary. 3. Pedestrians have the right to cross the street in safety, but the streets are primarily for traffic, and by observing the rules, pedestrians will facilitate the movement of traffic and mini- mize the danger to themselves. 3-A. Pedestrians, before stepping from the curb to the street, should look in both directions for vehicles. 3-B. Pedestrians should cross the streets at the regular crossings and at right angles and should not cross in the middle of the block, or diagonally at intersections. 3-C. When waiting for a street car, stand on the sidewalk until the car approaches. 4. No vehicle shall pass a street car on the side on which it is taking on or letting off pas- sengers while it is so doing. 5. All drivers shall have due regard to the safety of pedestrians and operate their vehicles accordingly. 6. In the congested district, drivers will stop their vehicles back of the building line, when sig- nalled to stop by the traffic officer, thus leaving the crossing clear for pedestrians to move with the traffic. 7. No vehicle will be allowed to stand on any street nearer than forty-eight (48) feet from the building line of intersecting street where street cars take on or discharge passengers. 8. A vehicle turning into another street to the right shall turn the corner as near the right-hand curb as practicable, T/iUS 1 | 1 IT 9. A vehicle turning into another street to the left shall turn around the intersection of the center lines of the two streets, Thus —3? J L 1 i 10. A vehicle wishing to cross from one side of the street to the other, on streets where there is two-way traffic, shall head in the same direc- tion as the traffic on that side, and shall go to the next intersecting street before making the turn, The i j \Noi this way | j r i i i r 11. In the congested district, the drivers of vehicles shall designate the direction in which they wish to proceed. This may be done by signal or word of mouth. f 12. The driver of a vehicle, on the approach of a fire engine or other fire apparatus, shall imme- diately draw said vehicle as near as practicable j to the right-hand curb and parallel thereto, and bring it to a stand-still. The driver of a street car shall immediately stop the car between inter- secting streets and keep it stationary upon the approach of a fire engine or other fire apparatus. 13. Slow moving vehicles shall keep to the right and as near the curb as practicable. Rapidly moving vehicles shall keep to the right and such distance from the right-hand curb as will allow them to pass slow-moving vehicles. 14. Vehicles meeting shall pass each other tP the right. 15. Vehicles overtaking others shall pass to the left. 16. In slowing up, or stopping a vehicle, the driver shall signal those behind by holding out the hand, arm extended horizontally; ample warn- ing shall be given before backing, and constant care shall be exercised to avoid a collision with person, vehicle or animal. 17. The driver of a vehicle shall not obstruct * the path of pedestrians while awaiting signals from the traffic officers. 18. No vehicle shall be left unattended within r twenty feet of a fire-plug. 19. Taxicabs and other vehicles regulated by special permits will comply strictly with the regulations as set forth in their respective per- mits. 20. No motor-vehicle shall be left upon any > street unattended while any portion of the ma- chinery is in motion. 21. No vehicle shall so occupy any street as to 4 interfere with or interrupt the passage of street cars or other vehicles. 22. East or west bound vehicles shall have the right-of-way over north or south bound ve- hicles. TRAFFIC RULES FOR SIXTH ST. AND SEVENTH ST. Sixth and Seventh Streets, between Washington Avenue and Market Street, are designated as one-way traffic streets between the hours of 7 A. M. and 7 P. M. Sixth Street, from Washington Avenue to Market Street: Between the hours mentioned, vehicular traf- fic will move south on the east side of the street. Waiting vehicles will stand on the west side facing south and at an angle of 30 degrees with the curb. Seventh Street, from Washington Avenue to Market Street: Between the hours mentioned, all vehicular traffic will move north on the west side of the street. Waiting vehicles will stand on the east side, facing north, and at an angle of 30 degrees with the curb.
