The library shall be open to the public every day except Sundays and such holidays as the Board may designate. The hours for the circulating department shall be from 9 a. m. to 8:30 p. m. ; for the reading and reference room, 9 a. m. to 9 :30 p. m. Sec. 2. Any person residing in Oak Park may obtain the priv- ileges of the circulating library upon hilling out and presenting the proper application. Minors must have their applications signed by parent or guardian. Non-residents may draw books on payment of two dollars per year in advance. Non-residents or visitors in the village may take books from the library on depositing with the librarian the value thereof, and paying 10 cents rent per week for each volume. Such deposit shall be refunded on return of the books and all dues and fines paid. Cards may be issued to non- resident pupils of the High School entitling them to draw books from the circulating department of the library, subject to the rules and regulations governing the circulation of such books, upon the presentation of the proper application blank signed by the principal of the High School. Teachers in the public schools of Oak Park are entitled to special teachers’ cards upon which ten books at a time may be drawn for school use. Sec. 3. Each person entitled to draw books from the library shall receive two cards, one general and unlimited, and one special non-fiction card. The card upon which a book is drawn must be presented whenever a book is taken, returned, or renewed. If a card is lost it will be replaced seven days after notice has been given at the library upon payment of five cents. If the lost card be found the duplicate must be returned at once to the library. The registered holder of a card is in all cases responsible for books drawn by means of the card by whomsoever presented and for all fines and damages charged against it. Loss of a card does not affect the responsibility of the original holder. Cards loaned to non-residents are subject to forfeiture. Cards when not in use may be left at the library. Immediate notice of change of residence must he given at the library. Sec. 4. Books may be retained two weeks, and, if not pre- viously reserved for another borrower, may be once renewed for the same period. A book labeled “seven-day book” may be kept seven days only and cannot be renewed. Books are at all times subject to recall for library purposes. A book which is not re- newable is not transferable to any card whatsoever and shall not be loaned rgain to the same person until twenty-four hours after it has been returned. Books may be renewed by application at the library, or by mail, giving the date on which the book was taken, and its author and title. Persons ^wishing to borrow an additional number of books for special study may receive the same by means of a special privilege permit, if such loan can be granted without detriment to the -general interests of readers, and provided that books so issued shall always be subject to immediate recall. Sec. 5. A fine of three cents a day (including Sundays and holidays) must be paid on each book kept over time. When a P 14495 book has been five days overdue the borrower will be notified by postal. The second notice after ten days’ over-detention will add five cents to the fine amount. Messenger service to the amount of twenty cents shall be charged when it is necessary to send for overdue books. Any book retained more than a month after it becomes due will be considered lost, in which case the borrower shall pay, in addition to fines, the cost price of the book, or re- place the book. Fines are sometimes charged to accommodate the borrower. In such a case note of amount due is written on bor- rower’s card, and must not be erased under penalty of forfeiture of library privileges. The card may be used but once while fine remains unpaid. If account is not then settled the card will be held at the library. No claim can be established because of the failure of any notice to or from the library, through the mail or by person. Sec. 6 . All injuries to books, beyond a reasonable wear, and all losses shall be made good by the borrower, or, in case of minor, by parent or guardian who signed application. Books are assumed to be in good condition when issued, and the last bor- rower will be held responsible for any mutilation or defacement unless the same is reported when the book is taken. Marking in books and turning down corners of leaves will be charged for, not to exceed the price of the book. If one volume of. a set is lost the loser will be held responsible for the value of the set, unless the lost volume be satisfactorily replaced. Sec. 7. Any book other than a seven-day book or recent fiction may be reserved upon the payment of two cents for cost of notice, which will be sent as soon as the book is returned to the library. A book will not be held longer than forty-eight hours, after which it will again be put into circulation. Sec. 8. No person having any form of contagious disease in his residence shall be permitted to receive books. If a library book be in a house where there is a contagious disease the li- brarian must be notified and a physician’s certificate, stating that no contagion is to be feared from further use of the book, re- turned with it. In cases where the book is directly exposed to the disease it will not be accepted, and must be replaced under same rule as a lost book. Sec. 9. Readers shall be permitted to consult the shelves, which, with the exception of fiction shelves (closed during the busy hours), shall be always open to the public. Sec. 10. Books of reference, and Ihose deemed by the Board unsuitable for general circulation, shall not be taken out of the library except by special permission. Sec. 11. A collection of duplicate copies of the latest and most popular books is provided, and these books may be rented at the rate of 5 cents a week, subject to same rules as seven-daybooks. Fines at the usual rate will be charged if the books are kept over time. Sec. 12. During the months June, July and August a special vacation card may be issued to any holder of a regular library card. The holder may take out ten books on it to carry away on his summer vacation. These ten books may be kept for a period of two months, after the expiration of which they will be subject to a fine of 3 cents a day. Any books so issued must be returned at the expense of the borrower at any time after the expiration of four weeks, if required. Number of fiction limited to five; non- fiction unlimited to the number of ten. No book in current de- mand or any novel published within the last twelve months will be issued. LIBRARY HOURS: Circulating department, 9 a. m. to 8:30 p. m., legal holidays and Sundays excepted. Reading room, 9 a. m. to 9:30 p. M., legal holidays and Sun- days excepted. July and August: 9 a. m. to 12 m., 2-6 p. m., 7-8:30 p. m. INFORMATION FOR READERS. Fill out on a slip of paper the author, title and number or just the number in the margin of the list opposite the book wanted. Take great care to copy the call number exactly. As books called for may be out, it is well to put ten or fifteen numbers on the call slip. Books having a * before the call number may only be drawn by permission of the librarian. Short stories are indicated by an “s” before the call numbers. As new books are added the titles will be posted in the library and published in the local newspapers. A card catalogue (the only complete index to all the books in the library) will be found in the card case placed in the reading room. To assist readers to a better understanding of the titles as titles brief condensed notes of books have been compiled from various sources and appended as a descriptive note to the titles. No at- tempt has been made to include in these notes criticisms or the rela- tive merits of the books, but simply to give a descriptive note to indicate the setting or general atmosphere of a story; if the novel is historical or even semi-historical, the period covered, the event celebrated, or the important personage introduced is indicated.
