This is the fourth of four bulletins containing food balances for 82 free world countries for the 3-year period 1959-61. These reports provide data needed for establishing and implementing U.S. policies. This bulletin represents an effort to update and improve balances for 1958, published in FAS-M-108, February 1961. Basic data for constructing food balances vary greatly in adequacy, from country to country and from product to product. In some instances, production of subsistence crops is based in large part on estimated consumption per capita. Because of numerous shortcomings in the data, the margin of error in these food balances is obviously much greater than in similar balances for countries with well developed statistical systems. The need for data to guide policy decisions on food production and trade in Africa and West Asia may nevertheless be as great as in other parts of the world and it is hoped these food balances will contribute to a meaningful analysis of regional and world food supplies. March 19^5 FOOD BALANCES FOR 30 COUNTRIES IN AFRICA AND WEST ASIA, 1959-61 1/ INTRODUCTION West Asia and Africa comprise some 75 political entities which include 47 independent countries. The estimated population of the combined regions reached 385 million in 1964, roughly 11 percent of the world’s total. Agricultural data available for the area permit the preparation of food balances for only 30 countries in West Asia and Africa, The thoughtful reader will realize that statistics of food production and utilization for some of the 30 countries covered by these food balances are only marginally better than statistics for some of the 45 political entities not covered. Although the agriculture practiced throughout the area is mainly of the subsistence type, there is a significant commercial sector. This part of the world is the major source of such important internationally traded commodities as oil palm products, cocoa, long staple cotton, and dates, and an important source of coffee, peanuts, rubber, tobacco, citrus, and filberts. Food consumption per person, in terms of calories, is generally low. In most parts of the region the diet is characterized by a heavy dependency on inexpensive starchy foods, with consequent protein deficiencies. Agricultural production occupies the major part of the labor force and accounts for a large part of the exports of the region. Food production, however, is supplemented slightly by imports, mainly of wheat and wheat flour, sugar, canned meat, and milk. Average per capita income for the region ranges from a low of about $40 in several African countries to a high of $450 in the Republic of South Africa. It averages about $100 for Africa as a whole and about $200 for West Asia. This relatively low level results in small purchases of food commodities, especially imported food, relative to what must be produced by the average person. West Asia had a population of about 85 million in mid-1964. The average daily diet in this area for th^ 1959-61 period contained 2,410 calories and was made up chiefly of cereal products, which contributed about 60 percent of the caloric value of the food supply. Israel is the only country in this area where the average diet of the people is fairly high in livestock products and fish along with a liberal amount of vegetable oil and sugar. The consumption of fruits and vegetables is relatively high in nearly all West Asian countries. The adequacy of food production in West Asia depends to a large extent on weather conditions. Much of the area is susceptible to drought. When these con¬ ditions prevail, domestic production must be supple¬ mented with imports. In goodyears, exports may exceed imports. Syria, Iran, Iraq, and Turkey are traditional exporters of grains. Jordan, Israel, and Lebanon regularly import grains, even during good crop years. Most of the countries import sugar and vegetable oil. Northern Africa has a population of 93 million people. This area is similar to West Asia in physical and economic conditions as well as in the composition of the usual diet. However, the people of Northern Africa consumed 200 less calories daily on the average than people of Western Asia (2,210 vs. 2,410). Grains supply about 65 percent of the calories consumed; of these wheat is the most important. Most of the countries, especially the northern tier, must import grains to supplement domestic production. Population growth in this area is estimated at 2.2 percent per year and food production barely keeps pace with this growth, but at a level below self- sufficiency. As in Western Asia, Northern Africa is susceptible to drought and the grain crop suffers greatly when dry weather comes. Egypt, the most populous of the North African countries and also the greatest food deficit area, depends almost completely on irrigation water from the Nile for agricultural pro¬ duction and is largely immune from drought-induced variations in production. Some additional land will be brought into production after the Aswan High Dam is completed. Northern Africa will probably need to import increasing amounts of food products in the future, since self-sufficiency in food production is not expected to be attained. Southern Africa, which includes the area south of the Sahara, had an estimated population of 207 million in 1964. Kampe. 1 area contains about 2,470 calories daily, somewhat higher than that for either Northern Africa or Western Asia. However, the composition of the diet differs con¬ siderably, Because a large part of this area is tropical, roots and tubers (mainly cassava and yams) are an important source of calories and in some countries are more important than grains. Root crops contribute little to the protein supply in the diet. In many countries the principal grain is sorghum, millet, corn, or rice. The production of livestock products in the tropical countries is small, resulting in diets low in animal proteins. However, some countries, notably the Republic of South Africa, have diets containing much more than the minimum amounts of protein needed for good health. METHODOLOGY AND PROCEDURE The food balances were prepared using average figures for the years 1959 through 1961 to minimize annual abnormalities. They represent a national average and thus do not attempt to expose diet variations within the country. The balances do not include the consumption of imported alcoholic beveragesor of locally made wine. However, no effort has been made to exclude locally made beer or the grain and bananas used to make it, partly because statistics on the production of such beverages are lacking and partly because the residue grain, which contains important nutrients, is often consumed. Total calories are rounded to the nearest 10 calories. To aid in interpretation of the food balances, some brief notes follow relative to the form in which some of the food commodities are shown in the food balance sheets. Rice refers to paddy or rough rice. Cereal products include macaroni, breakfast foods, bakery goods, malt, and flour and meal of minor cereals not mentioned separately. Sugar is shown as raw centrifugal sugar unless otherwise indicated. If not shown separately, yams, cocoyams, and sweetpotatoes are grouped together and appear under the name of the most important of the three. Cassava production is in terms of fresh cassava and refers only to that portion of the crop that is harvested. Potatoes refer to white potatoes. Peanuts are shown in terms of shelled peanuts. Pulses include edible nuts, soybeans, and other beans and peas if these commodities are not mentioned separately. Bananas and plantains, in most cases, are combined under one name. Fruits and vegetables are shown as fresh unless otherwise indicated. Oilseeds shown in the industrial column are crushed for oil and, in many cases, this oil is combined with oil pressed from other oil-bearing materials, such as olives or palm fruit, to make up the vegetable oil production. Trade in vegetable oil refers specifically to oil. Trade in oilseeds or oil-bearing materials is shown under the individual oilseed. The figure shown on the total fats line in the per capita per year column is the kilograms of actual fat contained in the products shown. Fish refers to the landed weight. Meats are in terms of carcass weight and unless otherwise listed include edible offals, Asa general rule, in those cases where slaughter fat is shown as a separate item, the production figure refers to the edible portion only. It was not always possible to separate edible from in¬ edible slaughter fat in import statistics. Figures on milk production refer to all milk used for human con¬ sumption, including the amount used in making dairy products; they usually do not include the amounts fed to livestock. Eggs refer to eggs in the shell. In the summary table (table 1), the cereal pro ducts item includes all grains and products. Starchy crops include potatoes, sweetpotatoes, yams, and cassava in all countries, plus bananas and plantains in producing countries. Pulses include edible nuts, beans and peas, peanuts, and cocoa. Fats and oils include butter and ghee. Population figures shown on the food balances and used to determine per capita data are estimates for mid-1960 supplied by the Agency for International Development.
