NAME. This organization shall be known as the ATHLETIC ASSOCIATION OF THE OHIO STATE UNIVERSITY. ARTICLE, II. OBJECT.. The object of this Association shall be to promote all the legitimate interests of the Ohio State University. ARTICLE III. MEMBERSHIP. All Faculty and Alumni Members of the Athletic Board as hereinafter provided for, and all students and Varsity "O" men hold- ing membership tickets issued by the Athletic Board shall be members of the Association for the period covered by their tickets. ARTICLE IV. MEETINGS. Meetings of this Association shall be called by the president of the Association at the re- 4 quest of the Athletic Board or of fifty mem- bers. Public notice of such meetings must be given not less than three days in advance' of said meetings. ARTICLE V. QUORUM. Fifty members shall constitute a quorum. ARTICLE VI. OFFICERS. The officers of this Association (to be elected as hereinafter provided) shall consist of a president, secretary, treasurer and the athletic board, composed of three members of the Uni- versity faculty, three resident alumni, the secretary of the Board of Trustees and four students, three of whom shall be respectively, the student managers of the football, base- ball and track athletic teams. The fourth student member shall be secretary of both the Association and the Athletic Board. ARTICLE VII. ELECTION AND APPOINTMENT OF OFFICERS. Section 1. Eligibility. — Only members of the Association shall be eligible as candidates for office. Lapse of membership in the Asso- ciation during term of office shall be consid- ered as a resignation from such office. (Any 5 interim between the running out of tickets for one term and the placing on sale of tickets for the next shall not be deemed lapse of member- ship.) Section 2. Hoiv elections to be conducted. — All elections shall be by ballot and shall be under the control of a committee consisting of the President and Secretary of the Associa- tion, together with as many members of the Association as there are fcandidates, each can- didate being entitled to appoint one member. Notices of all elections shall be posted ten days in advance by the Secretary of the Asso- ciation. Nominations of candidates for the vacant offices must be handed in writing to the Secre- tary of the Association not later than five days prior to the election, said nominations to be signed by not less than 25 members of the Association. The official list of candidates and the hours and place of balloting, signed by the President and Secretary of the Associa- tion, shall be posted three days prior to the election. The polls shall be open not less than two hours. The Secretary snail keep a list of the names of those voting. Any question as to the eligibility of voters shall be re- ferred to the Treasurer of the Athletic Asso- ciation for decision. A plurality vote shall elect. The result of the ballot, signed by the President and Sec- retary of the Association shall be posted as 6 soon as the votes are counted. In case of fail- ure to elect, the vacancy shall be rilled by the Athletic Board. Section 3. The President. — The President of the Athletic Board shall be u ex-officio" President of the Association. Section 4. The Secretary. — The Secretary of the Association shall be elected annually in the month of May. Section 5. The Treasurer. — The Treas- urer shall be a resident alumnus, appointed annually by the Board, either from its own members or from other resident alumni. Be- fore assuming his duties he shall be required to give bond to the Board of Directors in the sum of $1,000 with sureties to the satisfaction of said Board. Section 6. Faculty members of the Ath- letic Board. — The Faculty members of the Board shall be elected by the Faculty. Section 7. Alumni Members of the Ath- letic Board. — The alumni members of the Board shall be elected by the Alumni Associa- tion. Section 8. Student Members of the Ath- letic Board. Student members of the Athletic Board shall be elected by the student members of the Association. Any vacancy among the student members of the Board shall be filled at a meeting of the student members of the Association, public notice of the date and object of which meet- 7 ing must be given one week in advance. The student elections thus made shall be subject to the approval of the Athletic Board. ARTICLE VIII. STUDENT MANAGERS. Section 1. Track Athletic Team. — An as- sistant student manager of the Track Ath- letic Team shall be elected annually by the student members of the Association, In the month of October; said assistant student manager upon approval of the Board, to be student manager for the ensuing year, assum- ing his duties as student manager on the Sat- urday preceding Commencement. Section 2. Base Ball Team. — An assistant student manager of the base ball team shall be similarly elected in the month of January, and shall upon approval of the Board, be- come student manager for the ensuing year, assuming his duties as student manager on the Saturday preceding Commencement. Section 3. Foot Ball Team. — An assist- ant student manager of the foot ball team shall be similarly elected in the month of May, and shall, upon the subsequent approval by the Board become student manager, assuming the duties of student manager on the first day of December next following. Section 4. Graduate Manager. — The Ath- letic Board shall have the power to appoint as Graduate Manager of any of the teams such an individual as in their judgment is capable of performing the duties belonging to the po- sition and to pay for services well rendered, an equitable compensation. When such a manager is appointed both the student and as- sistant student managers shall act as assist- ants to the graduate manager. (See Note.) ARTICLE IX. POWERS AND DUTIES OF OFFICERS. The President, Secretary and Treasurer of the Association shall perform, such duties as usually devolve upon such officers. The Treas- urer shall keep separate accounts for each of the branches of athletics. He shall also have sole charge of the printing and selling of tickets and the receipt of same at all contests on the home grounds. Note: The duties to be performed by the Grad- uate Manager under this section are now under the supervision and general control of the Director of Physical Education for men. ARTICLE X. THE ATHLETIC BOARD. The Athletic Board shall have absolute control of all matters pertaining to athletics in the University, provided that their action shall not conflict with the rules established by the University Faculty. It shall have power to frame its by-laws governing time, place and conduct of meet- ings and all matters delegated to it by this constitution. If a quorum is not present at any meeting regularly called, The Athletic Board shall have power to transact the business for which the meeting was called, provided that all the business so transacted shall have been posted with the notice of the meeting. ARTICLE XI. AMENDMENTS. Amendments may be made to this constitu- tion when proposed by seven members of the Board or by fifty members of the Association and ratified by a two thirds vote of all eligible voting members present at any regular meet- ing of the Association, such proposed amend- ments to be printed in the college paper at least one week previous to the meeting. This constitution shall go into effect im- mediately upon its ratification. 10 BY-LAWS. ARTICLE I. OFFICERS. Section 1. The officers of the Board shall be a President, Vice-President, Secretary and Executive Committee. The Executive Com- mittee shall consist of the President of the Athletic Board, the Secretary of the Board of Trustees and a third member chosen by the Athletic Board. Section 2. Election of officers shall be by ballot and shall take place at the regular an- nual meeting of the Board. ARTICLE II. DUTIES OF OFFICERS. Section 1. The duties of the President, Vice-President and Secretary shall be those usually devolving upon such officers and such other duties as may be hereinafter designated. Section 2. It shall also be the duty of the Secretary to secure and to preserve records of the time, place, score, guarantee, expenses, contestants and paid attendance of all events participated in by the University teams ; these to be kept in a book to be provided for that purpose. U Section 3. It shall be the dtuy of the grad- uate manager to prepare and present to the Board, at least four weeks before the first public event of the season, a schedule of con- tests, also to present to the chairman of the Faculty Committee, at least ten days before each game, a list of the contestants and substi- tutes who are to take part. In case a graduate manager is not appointed, said duties shall devolve in the case of Foot Ball, on the Foot Ball Committee; in the case of Base Ball, on the Base Ball Committee; in the case of Track Athletics, on the Track Athletic Com- mittee. Section 4. The Assistant Manager shall account to the Board for all property pertain- ing to his team and it shall be his duty to keep the same in order in the Association Room and to talce receipts for any and all ar- ticles that may be taken from the gymnasium. (Note.) ARTICLE III. ELECTION OF CAPTAINS. Section 1. The captain of the foot ball team shall be elected by a majority vote of the foot ball players who have played three full schedule games or six full halves in schedule games. The captain of the base ball team shall be elected by a majority vote of the base ball players who have played not less than fifteen full innings in three games. The • 12 captain of the track athletic team shall be elected by a majority vote of the athletes who have won one point in an inter-collegiate track athletic contest. The election of cap- tains shall be approved by the Athletic Board and in case of failure to elect the Athletic Board shall appoint the captain. The captain of the foot ball team shall be elected the first Wednesday of December and the captains of the base ball and track athletic teams shall be elected on the date of the last scheduled game or meet. Note: The duties to be performed by the As- sistant Manager under this section are now under the supervision and general control of the Director of Physical Education for Men. ARTICLE IV. COMMITTEES. Section 1. Besides the Executive Commit- tee there shall be the following standing Com- mittees ; Faculty Committee, Auditing Com- mittee, Field Committee, Foot Ball Committee. Base Ball Committee, and Track Athletic Committee. Section 2. The Faculty Committee shall consist of the Faculty members of the Ath- letic Board. The Field Committee and the Auditing Committee shall each consist of one Student member and one Faculty or Alumni member of the Board. The Foot Ball, Base Ball and Track Athletic Committees shall each 13 consist of the student manager of that branch and a representative of the Faculty or Alumni member of the Board. Section 3. It shall be the duty of the Fac- ulty Committee in connection with the Presi- dent to examine and decide all questions re- lating to the eligibility of the participants in any contest. Section 4. The duties of the Executive Committee shall be to act upon all matters that shall require attention between the meetings of the Board. Also to examine monthly all bills and to approve such as have been duly authorized and the Treasurer shall pay no bills unless approved by said committee. Section 5. It shall be the duty of the Au- diting Committee to audit the accounts of tne Treasurer twice each year, during the months of June and December. Section 6. It shall be the duty of the Field Committee to have general control of the field and all permanent fixtures. Section 7. It shall be the duty of the Foot Ball, Base Ball and Track Athletic Commit- tees to further the interest and have imme- diate control under the direction of the Ath- letic Board, of all matters pertaining to their respective branches. Section 8. Whenever the Athletic Board shall employ a graduate manager for any of the teams, he shall, during the time of his appointment, perform the duties herein as- U signed to the Committee controlling that branch of athletics. ARTICLE V. APPROPRIATION OF MONEY. Section 1. The Board may upon request of any Committee appropriate specified sums to be spent under the supervision of said Com- mittee, but no amount of said sums shall be spent except by the approval of all the mem- bers of said Committees. All purchases made by said Committee shall be on order blanks signed by all the members of said Committee. ARTICLE VI. SUBSTITUTES ACCOMPANYING TEAMS. Section 1. The number of substitutes ac- companying the teams in a contest involving absence from the city shall be fixed by the Board upon recommendation of the appro- priate committee. ARTICLE VII. THE TRAINING TABLE. Section 1. Such players as have been rec- ommended by the proper committee shall upon approval of the Board be assigned to the I raining table. ARTICLE VIII. MEETINGS. Section 1. The regular annual meeting of the Board shall be held on the Friday evening of the opening week of each College year. Other meetings shall be held at such intervals as the Board may from time to time decide. Special meetings may be called at any time by the President. Section 2. Notice of special meetings shall be sent to all the members of the Board at least six hours before the time of the meeting, and shall state the object of the meeting. Section 3. Assistant Managers and Cap- tains of teams are entitled and expected to be present at all the meetings of the Board ex- cept when requested to withdraw by vote of the Board. Section 4. A quorum of the Board shall consist of a majority of its members. ARTICLE IX. CONTRACTS, PAYMENTS, AND CORRESPONDENCE. Section 1. All contracts shall be in forms prescribed by the Board, and shall be imme- diately filed with the Treasurer. Section 2. Payments shall be made by check, whenever possible, and receipts shall be taken for all cash payments. Section 3. At the end of each season, copies of all letters writen on business of the Board, together with all letters received, shall be filed with the Secretary. X6 ARTICLE X. ATHLETIC FIELD. Section 1. The field may be used by all University organizations in so far as such use does not interfere with the 'Varsity Teams, but written applications must be made to the Chairman of the Field Committee, and such use approved by him. Section 2. The following are entitled to free admission to the Field : Members of the Board and the Assistant Manager, Officers of the day and of the visiting organization, mem- bers and substitutes of the teams participating, representatives of the press. Complimentary tickets may be granted at the discretion of the Athletic Board. ARTICLE XL RESERVE FUND. Section 1. There shall be a reserve fund which shall be as rapidly as possible built up to five thousand dollars, and shall be in- vested as the Board may decide. This fund shall not be drawn upon except by unanimous action of the members of the Board, and in case of unavoidable deficit, the securities in which such fund is invested, may by a two- thirds vote of the members of the Board, be used as collateral for a loan. 17 ARTICLE XII. THE 'VARSITY "o". Foot Ball. Section 1. The 'Varsity "O" may be awarded at the discretion of the Athletic Board to such men as shall have played five (5) full games or the equivalent in halves, of the the last eight games scheduled for the season ; or for participating in the Michigan game and the last game of the season. Base Ball. Section 2. The 'Varsity "O" may be awarded at the discretion of the Athletic Board to such men as shall have played a number of full games equal to one-half of the games played in the same season ; provided however that the 'Varsity "O" may be awarded to pitchers and catchers for playing 25 innings in five games during the same season, in their respective positions. ' Basket Ball. Section 3. The 'Varsity "O" may be awarded at the discretion of the Athletic Board to men who have played six full games or the equivalent in halves in the same season. Track. Section 4. The 'Varsity a O" may be awarded at the discretion of the Board to men who have won one first or two seconds in a Meet with a college of the Ohio Conference 18 or the Western Conference, or a college, which in the judgment of the Athletic Board, is en- titled to the same athletic prominence as the colleges above described, and in addition have started in an event in the Annual Meet of the Ohio Conference Colleges in the same season, or, to men who have won two firsts or four seconds in not fewer than two meets with a college or colleges of the above description in the same season, or, to men who break an Ohio State University record in any meet. Section 5. The 'Varsity "O" may be awarded for especial superiority in athletics by a vote of three-fourths of all the members of the Athletic Board, to any one not included within the foregoing provisions of Article XII, Sections 1, 2, 3, and 4. ARTICLE XIII. AMENDMENTS. Section 1. These By-Laws may be amended by a two-thirds vote of all members of the Board, notice of such amendment having been given at a previous meeting. 19 REGULATIONS FOR ATHLETICS. (1) SUPERVISION AND CONTROL. 1. The supervision and general control of athletics is under the Director of Physical Education for Men. 2. The duties of this official, which pertain to athletics, are : (a) Arrangement of all schedules. (b) Supervision of all coaching, training,, and athletic contests, (c) Charge of the athletic field and all athletic equipment, (d) Making of all purchases and ap- proval of all bills of expense con- nected with the athletic field, ath- letic equipment, and athletic con- tests. 3. The assistant coaches, trainers, etc., whose salaries are paid from the funds of the Athletic Association, shall be appointed by the Director of Physical Education for Men on the approval of the Athletic Board of said Association. (2) FACULTY RULES REGARDING ATHLETICS. Athletic games are forbidden at any time before 4 P. M., except on Saturday. (61) 20 No person shall represent this University as a contestant in any intercollegiate athletic game or other public event, who is not a bona fide student of the University, doing full work, and not delinquent in his studies. (62) No student of this University shall play in any intercollegiate athletic contest until after he has been in regular attendance during six consecutive months. (63). . No student may engage in any intercollegi- ate contest until he has passed a physical ex- amination satisfactory to the Director of the Gymnasium. (64) Intercollegiate games shall be played against bona fide students only. (65) RULES OF THE OHIO ATHLETIC CONFERENCE. 1. No one shall participate in any inter- collegiate sport unless he is a bona fide under- graduate student, doing full work in a regular or especial course as defined in the curriculum of his college. 2. No student shall so participate until he shall have been in attendance in his college for one full collegiate year subsequent to at- taining the equivalent of Freshman rank in the 21 liberal arts course, or in a four year's engi- neering course. 3. No student shall participate in intercol- legiate athletics upon the teams of any col- lege or colleges for more than three (four years until the fall of 1907) years in the ag- gregate ; and any member of a college team who plays in any part of any intercollegiate contest does hereby participate in athletics for the year. (Interpretation : — Students who play in the first contest after the opening of the respective season, shall not be considered as having participated. 4. No student shall be permitted to partici- pate in any intercollegiate contest who is found by the faculty to be delinquent in his studies. 5. No student shall play in any game under an assumed name. 6. Any person participating in any athletic contest as a member of a college team, when not a student in the institution represented, is hereafter debarred from participation in any intercollegiate contests conducted under these rules. 7. A student who participates in intercol- legiate athletics and does not complete the work of that term or semester, shall not be permitted to compete in the same sport in his next year of residence. 8. No person shall be admitted to any inter- collegiate contest who receives any gift, re- 22 numeration, or pay for his services on the college team. 9. No student shall participate in any in- tercollegiate contest who has ever used or is using his knowledge of athletics or his athletic skill for gain. No person who receives any compensation from the institution for services rendered by way of regular instruction shall be allowed to play on any team. 10. Participation of college students in athletic sports as members of professional or semi-professional teams, shall render such students ineligible to membership in college teams ; a semi-professional team being one which contains one or more members who are engaged for the whole or part of a season for pecuniary compensation. 11. Athletic Committees shall require each candidate for a team to represent the institu- tion in intercollegiate contests to subscribe to a statement that he is eligible under the letter and spirit of the rules adopted. 12. All intercollegiate games shall be played on ground either owned by or under control of one or both of the colleges participating in the contest, and all intercollegiate games shall be played under student or college manage- ment, and not under the control of any corpo- ration or association, or private individual. 13. The_ election of captains and managers of teams in each college shall be subject to the approval of the faculty committee on athletics. 23 14. College foot-ball teams shall play only with teams representing educational institu- tions. 15. Teams other than the regular college or "varsity" teams in all branches of athletics shall play only with teams of their own insti- tutions. 16. Pre-season training (in the sense of or- ganized training of the foot-ball team during the summer vacation) shall not be permitted. *17. The maintenance of a training table (in the sense of a table conducted, wholly or in part, at the expense of others than the board- ers) shall not be permitted. 18. Before every intercollegiate contest the respective chairmen of the athletic commit- tees of the institutions concerned shall submit to each other certified lists of the players eligible under the rules adopted to participate in said contest. It shall be the duty of the captains of the respective teams to exclude v' players from the contest, except those certi- fied. *Note — As rule 17 has been rejected by one institution, under the privilege of the "White Resolution," and the action defining the date of application of Rule 3 has been similarly re- jected by four institutions, these two rules will not become operative unless reaffirmed by the Conference. 24 3 0112105794900
