Q. 366, Supplement No. 5 PLANT QUARANTINE IMPORT RESTRICTIONS OF THE REPUBLIC OF CZECHOSLOVAKIA COLORADO POTATO BEETLE REGULATIONS (Decree of February 2k, 1939.) Definition Article 1. The Colorado potato beetle ( Leptinotarsa decemlineata ) in every stage of development is to be understood for the purposes of this decree. Art. 12. The transit of living Colorado potato beetle through Czechoslovakia and their importation from abroad is prohibited. Art. 13. The importation from foreign countries is prohibited of any living plants and part3 thereof (tubers, trees, shrubs, flowers, plants without woody stems, seedlings, cuttings, bulbs, scions, fresh- fruits, and vegetables) and their refuse (waste) which are infested by the Colorado potato beetle, also their containers (sacks, baskets, containers, etc.) and articles which have been in contact with these living plants or with the soil in which they were grown; this prohibition extends also to frontier traffic. . : ,< Art. Ik. (l) The importation is also prohibited of all living plants, their parts, refuse thereof, and the containers and articles which have been in contact with the living plants or with the soil in .which they were grown proceeding from countries in which the Colorado potato beetle has been determined; this prohibition also extends to frontier traffic. (2) The Ministry of Agriculture, in cooperation with the Ministry for Industry, Commerce and Trade, will publish in the Amtsblatt der Cecho-Slovakischen Republik the names of the countries in which the Colorado potato beetle has been determined. (3) Exceptions from the provisions of paragraph 1 can "be permitted "by the Ministry of Agriculture in agreement with the Ministry of Industry, Commerce and Trade, in individual well-founded cases. Art. 15. Every shipment whose entry is permitted under the provisions of paragraph three of Article Ik must "be accompanied "by a certificate of origin and phytosanitary condition of the living plants, issued by a public plant protection station in the language of the country of origin and that of Czechoslovakia. This certificate may not "be older than one week on the date of delivery of the shipment for transportation and must correspond to the model in the appendix and include: (a) The name of the official plant protection station at the head of the certificate and the official serial number. (b) A declaration by the grower of the living plants, verified by the local authority (a Notary Public) of the place where they were grown. (c) The declaration of the public plant protection station that neither in the place where the plants were grown nor within a radius of 15 km. from that place has the Colorado potato beetle in any stage of development, or any suspicion of it, been found. (d) The declaration of the official of the public plant protection station that the shipment was inspected by him as supervising official, that it was free from the pest in any stage of development and that the containers were new and hitherto unused. (e) A description of the shipment, name and address of shipper, name and address of consignee, marks and numbers of the containers, their contents and gross weight. Note: Due to the widespread occurrence of the Colorado potato beetle in the United States, declaration (c) can not be made. sClsU"i-'\S& '? *
