Section I. — A Secretary shall be chosen at every General Council, by ballot, by a majority of the voters, after viva voce nominations. If but one person is nominated, the balloting shall be dispensed with. The Secretary shall continue in office until the meeting of the next General Council, and until his successor is chosen. He shall attend at the time and place appointed for the meeting of the General Council ; shall receive the testimonials of those who shall there attend as mem- bers of the House of Deputies ; shall record the names of those who present testimonials ; and when such list is made, shall take the votes of those named in it for a Tresidcnt. The insertion, by the Secretary, in the list so made by him, of the name of any person who has pre- sented a testimonial of his appointment as a Deputy, shall be prima facie evidence of the right of such person to a seat ; but as soon as the House is duty organized, a Committee on Elections shall be appointed, to whom the testimonials of all those claiming to be members shall be referred. The Secretary shall keep full minutes of the proceedings of the House ; transcribe them with all Keports into a book provided for that purpose ; preserve the Journal and Records of the House ; deliver them to hig successor, and perform such other duties as may be directed or assigned to him by the House. He may, with the approbation of the House, appoint an Assistant Secretary. If, during the recess of the General Council, a vacancy should occur in the office of Secretary, the duties thereof shall devolve upon the Assistant Secretary, if there be one ; if not, or if the Assistant Secretary shall die or resign, a Secretary shall be appointed by the Standing Committee of the Diocese in which the next General Council is to meet. Section II.— In order to aid the Secretary in preparing the list speci- fied in the preceding section, it shall be the duty of the Secretary of the Council of every Diocese, to forward to him, as soon as may be prac- ticable, a copy of the Journal of the Diocesan Council, together with a certified copy of the testimonials of members aforesaid. Morning Prayer was read by the Rev. Paul Trapier, of the Diocese of South Carolina, and the Rev. C. P. McRae, of the Diocese of Georgia, the Right Rev. Stephen Elliott, D. D., the Bishop of the Diocese of Georgia and Presiding Bishop, pronouncing the Declaration of Absolution. The 107th of the Psalms in metre was announced by the Rev. W. H. Clarke, of Georgia, and sung by the choir and congregation. The Right Rev. R. H. Wilmer, D. D., Bishop of the Diocese of Alabama, proceeded with the Ante-Com- munion service; the Right Rev. W. M. Green, D. D., Bishop of the Diocese of Mississippi, reading the Epistle, and the Right Rev. John Johns, D. D., Bishop of the Diocese of Vir- ginia, the Gospel. The Holy Communion was administered by the Presiding Bishop, assisted by the Right Rev. Drs. John&, Green and Wilmer. AUem I x: JOINT RULES OF ORDER. 1. At the opening of the Council, the House of Deputies, after orgnnizin shall inform the House of Bishops that they have elected a President and Seer tary, and are ready to proceed to business ; and the House of Bisliups, afte electing a Secretary, shall communicate such fact to the House of Deputies. 2. Messages may be conveyed by a Committee or by the Secretary of either body. The Secretary of the body to which such message is sent shall announce- "A message from the House of Bishops," or, "A message from the House of Deputies;" whereupon, proceedings shall be suspended until the message is de- livered to the President. If the message be in writing, the President shall order it to be read by the Secretary, and it shall then be laid on the table, subject to the order of the House. ^. At the close of the session, the House of Deputies shall announce to the House of Bishops that they have concluded their business, and are ready to receive the Bishops. The House of Bishops shall then designate a time at which they will unite with the House of Deputies in the concluding devotional exer- cisea, and read the Pastoral Letter, if one be issued. 4. Joint Committees, unless the number be speci6ed in the Resolution under which they are appointed, shall consist of three Bishops and five Deputies. The assent of a majority of the Bishops and a majority of the Deputies of the Committee shall be necessary for a majority report. RULES OF ORDER OF THE HOUSE OF DErUTIES. 1 . Each day's session .shall commecce with the Morning Service of the Church. 2. When the President takes the Chair, no Member shall continue standing. or shall afterwards stand, except to address the Chair. 3. When the President shall have taken the Chair, the Boll of Members shal be called, and the Minutes of the preceding day read. 4. The business of the House shall be called up, and disposed of in the fol- lowing order, to-wit : 1st. Communications from the President. 2d. Repor t 42 JOURNAL OF THE GENERAL COUNCIL. from Standing Committees. 3d. Reports of Special Committees. 4th. PeiltionB and Memorials. 5th. Motions and Kesolutions. 5. The nou.''e shall proceed to the Order of the Day one hour after its meet- ing, unless sooner ordered or dispensed with, by a vote of two-thirds of the Members present. 6. All Resolutions shall bo reduced to writing, presented to the Secretary, and by him read to the Hoyge ; and no motion shall be considered before the H -use unless seconded. 7. No Member shall absent himself from the sessions of the lluuse, unless he have leave, or be unable to attend. 8. When any Member is about to speak, or deliver any matter to the Houee, be shall, with due respect, address himself to the President, confining himself ftrictly to the point in debate. 9. No Member shall speak more than twice, in the same debate, without leave of the House. 10. While the President is putting any question, the Members shall continue in their seats, and shall not hold any private discourse. 11. Every Member who shall be in the House when any question is put, Eha'l, on a division, be counted, unless he be personally interested in the discussion. 12. When a question is under consideration, no motion shall be received, un- le-3 to lay it upon the table, to postpone it to a certain time, to postpone it in- definitely, to commit, to amend, or to divide it; and motions for any of these purposes shall have precedence in the order herein named. The motions to lay iil)on the table and to adjourn shall be decided without debate. The motion lo adjourn shall always be in order. 13. All Committees shall be appointed by the President unless otherwise or- dered. 1-i. When the House is about to rise, every Member shall keep his seat until the President leaves his chair. 15. The names of the movers of resolutions shall appear upon the Minutes yf this House. 16. The Report.* of all Committees shall be in writing, and shall be received of course, and without motion for acceptance, until recommitted by a vote of the House. All reports recommending or requiring any action or expression of opinion by the House, shall be accompanied by a resolution for the action of the House thereon. 17. If the question under debate is susceptible of division, the same shall be divided at the request of any Member, and a vote taken separately, except that a motion to strike out and insert shall be indivisible. 18. All questions of order shall be decided by the Chair, without debate; but any Member may appeal from such decision ; and on such appeal no Member (ball apeak more than -once, without express loavie of the House. 19. All amendments «hall be considci^id in the order in which they are moved.
