COMMUNICATION FROM THE COMPTROLLER TO THE COMMISSIONERS OF THE SINKING FUNDS, TRANSMITTING BELONGING TO THE CORPORATION OF THE CITY OF NEW-YORK, NEW-YORK : PRINTED BY ORDER OF THE COMMISSIONERS OF THE SINKING FUNDS. 1860. M At a meeting of tlie Commissioners of the Sinking Funds of tlie Citj of New- York, held at the Comp- troller's Office, on the 28th of December, 1859, the following resolution was adopted :— " Resolved, That the Comptroller be authorized and directed to cause to be prepared, in a fonn con- venient for reference, a statement or account of all the Eeal Estate owned by the Corporation, wherever situated, giving location and terms of purchase, volume and folio in which the conveyance is recorded in the Register's Office, purpose for which the property is used, and if rented to others, the names of the lessees, and the dates and terms of the leases ; said statement or list to be accompanied by diagrams, showing the form and dimensions of each lot or separate parcel of property : and that 2,500 copies of the same be printed under the direction of the Comptroller." W. H. DIKEMAN, I Clerk to Cominrs of Sinking Fund. I CITY OF NEW-YORK: DEPARTMENT OF FINANCE, { I COMPTROLLER'S OFFICE, July 25, I860. i tSh the Commissioners of the Sinking Funds of the City of New - York : — I In pursuance of the resohition adopted by your Board, on the 28th December, 1859, the Comptroller respectfully reports that he has performed the duty assigned to him, and herewith submits Iwelve lists and maps, which are believed to embrace all the real estate owned by the Corporation, with the Exception of that exclusively used by the Croton Aqueduct, extending from 85th Street to and including the \!Iroton Lake, which has not been included in the present statement, because the extent of it would almost or quite forbid its arrangement in form corresponding with the present, and also because the time which would be required to examine and arrange so long and varied a set of titles, would delay the publication of the more important part of the subject for several months. It appears pi'oper here to remark, that there is other property belonging to the Coiporation, not included in this list, because it is not properly real estate, as it consists of ungranted ground below high-water mark along various parts of the shores of the city, which is subject to the pre-emptive rights of the adjacent owners, and also some estate in tlie old roads on the island, which have been closed, or soon will be, by the progress of improvements. The hist List of Corporation real estate, with Maps annexed, was published in the year 1838, and since that time an immense property has been purchased, and much of what was then owned has been sold To examine lists and prepare maps, has required all the time which has elapsed since the resolution was passed ; and it is confidently believed that the result of the work will be a saving to the city of many thousands of dol- lars' worth of property, which might otherwise, by the frequent changes of officials, be lost sight of The property subject to leases, " Map No. 1," is much loss than formerl}'', owing to the large amount sold oft' since 1844, and the Common Lands, " Maps Nos. 2 and 3," are veiy much reduced from the same cause, and the absorption of much of it by the Central Park. It is discovered by the investigations made for this purpose, that a valuable portion of what remains is in the possession of other parties, against whom suit was commenced by the Corporation nearly twenty-three years since, but lias not yet been detei'mined, and special directions will be given that the question be vigorously prosecuted for the city. In tlic preparation of List and Map " No. -4" of Sundry Lots, property at Williamsburg, acquired in 1852, wortli at least $50,000, was discovered, which bad never before been entered on the lists of real estate. Map and List " No. 5," embrace all the property in use by the Alms House Department, ami Nos,, 6 and 7 that in use by the Board of Education. The latter has been wholly added to the real estate list, since the year 1843, and is now very extensive. Nos. 8 and 9 of property in use by the Fire Department, has been very extensively added to within a few years. The Market property embraced on List and Map No. 10, has not been increased since 1838, except' by the West Washington Market ground, and the purchase of land from R W. Lowber, between IGth Street and 17tli Street, and Avenue C and the East Eiver, and which yet remains unoccupied. With the exception of Lots 5, 7, 11 and 17, on List and Map No. 1 1, all the property there shown, in use by the Police Department, has been acquired since the year 1838 ; and Central Park, Manhattan Square, Mount Morris, Reservoir Square, Madison Square, and the small parks at Grove and Christopher Streets, also at -Ith Avenue, 7th Street and 3d Avenue, and at Broadway, 25th Street and 5th Avenue, have Vjcen added to the list of Squares and Parks, Map No. 12, since that time. The property known as "Fort Gansevoort " has not been included in the foregoing List, for the reason that the question of the validity of its conveyance by the Corporation has not been finally determined. In the preparation of the following Maps and Diagrams, the Comptroller has availed himself of the professional services of Mr. John J. Serrell, long and favorably known as one of our pi-incipal City Surveyors, whose former connection with the Department of Finance, and familiar acquaintance with the real estate of the Corporation, eminently qualified him to perform the work, which has been executed in a highly creditable manner. The Lists facing the Maps, showing the location and size of lots, dates of conveyance to the Coi-pora- tion, and by whom, the consideration paid for the same, and the volume and folio where the deeds are re- corded in the Register's Office, have been prepared by Mr. A. S. Cady, who has long been connected with and is still an officer of this department. Respectfully submitted, ROBERT T.
