A. 156 Fifth Avenue, New York City JUN 2 8 192« ACTION OF THE PRESBYTERIAN BOARD OF FOREIGN MIS¬ SIONS WITH REGARD TO ITS BUDGET FOR 1920-1921, TAKEN MARCH 1, 1920 I The Executive Council laid before the Board the financial require¬ ments of the Missions for the fiscal year 1920-21, and it was voted to make the following appropriations: Classes I and II, Missionaries now in service, furloughs, children’s allowances, etc. (see attached list A). $2,071,831.29 Classes IV to X (exclusive of Class VIII) for the actual present work of the Missions (see attached list A). 1,009,607.66 Class III, New Missionaries . 100,000.00 Emergency Health Return Fund . 20,000.00 Special Fund for Study During Furlough. 2,500.00 Special Relief and Emergency Fund.. ..... 15,000.00 Administration charges ordered by the General Assembly and Mission expenditure in the U. S., including the administration of the new united Women’s Board of Foreign Missions. 275,000.00 $3,493,938.95 The item for Classes I and II for the year 1919-20 was $1,415,364.85. The increase is due in part to the increase in field salaries and home al¬ lowance and travel on furlough, and in part to exchange. It will require $491,750 to meet the exchange losses on the salaries in China, Persia and India, where the Mexican dollar is now 1.10, the toman 1.75, and the rupee .48. The item for Classes IV to X will provide at the increased rates of exchange only the same amount of native currency for the work which the Missions received in the initial appropriations for 1919-20. Not only will this not provide for any advance whatever, but because of the increased costs in almost all the mission fields it will not support the already existing work. The Missions are asking for an addition of $686,- 902.23 to the grant of the last year for Classes IV to X. It was voted to increase the grant approximately 25 per cent, thus adding $250,000 to the item of $1,009,607.66. In addition the deficit, if any, for 1919-20 will have to be provided for. The obligation thus assumed and authorized by the Board for 1920-21 will be as follows: Appropriations as outlined above. $3,493,938.95 Additional grant Classes IV to X (see attached list A). 250,000.00 Estimated deficit March 31, 1920. 190,000.00 $3,933,938.95 This amount is in excess of the corresponding obligations assumed for the year 1919-20, just closing, which were $3,479,496.66, but the in¬ crease is due to increased costs and to exchange and is unavoidable. Leaving out of account the deficit items a year ago ($477,559 est.) and now ($190,000 est.), the increase in the obligations for 1920-21 over 1919-20 is $731,901.29. The appropriations a year ago contained an emergency item of $298,037 covering expenditures due to war necessities 3 of the Syria Mission for the preceding three years. Eliminating this item the appropriations for 1920-21 show an increase over the appropria¬ tion for corresponding items in 1919-20 of $1,029,938.29. II This increased grant provides barely for the continuance of the pres¬ ent work of the Board. It provides nothing for property, for the union educational institutions in which the Board is obligated, for the enlarge¬ ment of the mission force, for the development of new work, for the sup¬ port of the unallotted types of common work and the unoccupied areas urged upon the Board by the Interchurch World Movement on the basis of the surveys which it had made and of the reports of the missionaries of our own and other Churches. The total budget proposed to the Board by the Interchurch Movement for the foreign mission work of the Pres¬ byterian Church for the coming year, was over $25,000,000. The Board felt that it could not recommend to the Budget Committee of the Execu¬ tive Commission of the General Assembly more than $21,227,064, includ¬ ing the present work of the Board. The Budget Committee was not pre¬ pared to approve so large a sum as this but authorized the inclusion of the sum of $7,318,303 in the amount to be apportioned to the churches through the New Era Movement, and $11,037,626 additional to be sought through the combined appeal of the churches participating in the Interchurch World Movement. Ill It is desirable to indicate the objects for which these funds are needed and to which, if given, they will be applied, bearing in mind the action of ^ the Board on February 2nd, 1920, as follows: “It is understood that the funds furnished through this campaign will be ap¬ plicable first to the regular budget of the Board including the union institutions and agencies in which it bears a share of the responsibility, second to other items of the character of the proposed allotted types of work, third to the Board’s share in providing for unoccupied areas, and fourth to the assistance of such inde¬ pendent or undenominational agencies as the Board may decide upon. (See list G.) “It is understood further that the Board reserves the full right and duty to apportion and assign the funds which are to be raised in accordance with what it finds to be the changing needs of the work, although in the development of co¬ operative and union activities and in the occupation of unoccupied fields it will of course consult with other Boards or appropriate committees, such as the Com¬ mittee of Reference and Counsel, the Committee on Cooperation in Latin America, or the Committees on Cooperation in the various fields. “It is understood of course in the entire campaign that designations by donors of gifts which are acceptable toward the proposed budget will be authoritative, but the missionaries and all other workers in the campaign are requested to direct all obtainable gifts first toward the regular budget of the Board, and, after that is assured, to the other sections of the Budget in their order.” IV The amount to be apportioned for foreign missions in the New Era Budget for 1920-21 is $7,318,303. Of this the prior and immediate obliga¬ tions of the year as already described are $3,933,938.95. This leaves $3,384,364.05. It is proposed, subject to the reservations of the Board action of February 2nd, to expend this as follows: 4 Native work, being balance of $686,902.05 asked by the Missions (see attached list B). $ 436,902.05 Immediate enlargement of the foreign missionary force. 100,000.00 New Property Urgently needed (residences, schools, hospitals, churches, land, etc.) (see attached list C) . 1,222,462.00 Higher educational institutions, both Presbyterian and union (see at¬ tached list D) . 1,175,000.00 Opening of new stations . 50,000.00 Aid to European Foreign Missionary Societies which are unable to sustain their work . 200,000.00 Aid to Union Church Buildings in Anglo-American Communities in Asia and Latin America. 100,000.00 Special forms of service, literature, newspaper evangelism, etc. 50,000.00 More adequate field and home administration. 50,000.00 V $3,384,364.05 The amount of $11,037,626, sought in the interdenominational co¬ operative campaign is needed for the following purposes, its expenditure also being subject to the principles laid down in the Board’s action of February 2nd: Enlargement of the Missionary force, foreign and native, being one- fifth of the amount asked by the Missions of the Board through the Interchurch Surveys and providing for less than 200 new missionaries . $ 500,000.00 Extension of the work, evangelistic, educational, medical, etc., being one-fifth of the amount asked by the Missions of the Board through the Interchurch Surveys . 300,000.00 Further necessary betterments and equipment of the work (see at¬ tached list E) . 3,983,037.56 Higher educational institutions, both Presbyterian and union, (see attached list F) . 3,973,595.00 Other forms of cooperative and interdenominational work (see at¬ tached list G).. 963,854.00 Occupation of unoccupied areas (see attached list H) . 1,012,139.44 Special items of undenominational work, essential to the mission work of the Board, e. g., Mission to Lepers, etc. (see attached list I) . 305,000.00 VI $11,037,626.00 All of the expenditures under the appropriation of $3,933,938.95 are unavoidable, and are also recurrent, with the exception of the deficit. Approximately one-half of these expenditures are chargeable to direct evangelistic work, one-third to educational work, one-eighth to medical work, and the rest to the various necessary forms of missionary service, literature, industrial work, maintenance, administration, etc. Of the expenditure under the second item of $3,384,364.05, approxi¬ mately $600,000 would be recurrent. The remainder would represent permanent improvements of equipment or non-recurring grants or ex¬ penditures. Of this item approximately one-third would represent direct evangelistic work, one-half educational, one-eighth medical and the rest the other forms of service. Of the expenditures under the third item of $11,037,626, approxi¬ mately $1,000,000 would be recurrent. The remainder would represent non-recurring expenditures or additional equipment and facilities. Of this entire item one-fourth would represent direct evangelistic work, one-half educational, one-eighth medical, and the rest the other forms of service. 5 If the second and third items are provided it will mean, accordingly, and it is most desirable that it should mean, an increase in the annual running needs of the work. It is estimated, however, that this will fall well within the amount of annual expenditure contemplated in the resolu¬ tions of the Omaha Convention in 190? and approved by the General As¬ sembly, involving an average annual contribution for foreign missions in the Presbyterian Church of Five Dollars per member. Furthermore, the campaign of this spring is for one year only. Some of the other denominations have already carried through five year cam¬ paigns and others are asking this spring for subscriptions on a five year basis. The Presbyterian budget, however, is for one year only, in the hope that there may be future interdenominational campaigns which will enable the Board to present further needs not covered this year, but which must be covered in case the foreign missionary obligation of the Church is to be fully and faithfully discharged. Finally the attention of the Missions is called to the fact that the im¬ mediate expenditures authorized are $3,933,938.95, and that no expendi¬ tures are to be incurred in connection with the items listed under the sums of $3,384,364.05 and $11,037,626, except as moneys are actually re¬ ceived and regularly appropriated by the Board. Notes 1. The total sum of $18,355,929, which is included in the New Era and Interchurch Budgets, is two-thirds of the amount for which itemized estimates and requests are before the Board. The question is properly asked whether the Board really needs and is prepared to appropriate as large a sum as $18,355,929. The answer is that the Board is asked for $27,572,414.74, and that detailed specific figures can be given for this total. The Missions are asking now for $6,905,499.56 for land and buildings and equipment. This does not cover all their needs. Only $5,205,499.56 of this is included in the total of $18,355,929. The educational institutions connected with the Board, through which alone Christian leadership can be raised up, are asking for $12,461,397 from the Board. Only $5,148,- 595 of this is included in the present budget. Less than one half of what is asked for unoccupied fields, unallotted and special types of work and institutions such as are named on List I, is included in the budget. 2. This budget does not attempt to provide the endowments needed for the higher educational institutions. Approximately one million and a half of the $5,148,595 asked for higher education is for endowment. Four times this amount should be provided in future campaigns. 3. The Presbyterian Campaign is for one year, not five years. The amount needed for subsequent years may not be as much as is needed this year, but that will depend upon whether the Church really under¬ takes to provide for its share of the unoccupied fields of the world and whether it proposes adequately to establish the educational institutions which the Christian Church in the mission field requires and has a right to ask of us. 4. This budget omits relief work in Turkey and Persia. That is left to the Near East Relief Committee. This work is indispensable to the interests of humanity, which are the primary concern of Christian missions in these lands. Only $200,000 is included in the budget for aid 6 to the European Foreign Missionary Societies. Many other items might have been included in Lists G and I. 5. Rehabilitation and development work in Persia and Syria is in¬ cluded to the extent of $594,394 for Persia, and $244,894 for Syria, ex¬ clusive of List E. The total needed for these purposes in the next three years is $1,000,000 for Persia and $420,000 for Syria. In Persia the Uru- mia station, our largest station in the Near East, was practically wiped out during the war, and in the outrages which followed the war. 6. The Board has joined with all other Mission Boards at work in Latin America in a comprehensive program, calling for $11,406,646 of which the Board’s share is $2,448,461. Of this amount $862,674 is asked for in this budget, exclusive of List E. 7. The Presbyterian item in the Foreign Mission Division of the total budget which the Interchurch World Movement has published is $18,530,929. This differs from the Presbyterian Foreign Mission Budget provided here, which is $18,355,929. The difference is due to classifica¬ tion. The former includes $175,000 for the American Bible Society, and $200,000 for Churches for American residents in Europe, and excludes $200,000 for work for Chinese and Japanese in America. These amounts for the American Bible Society and the American Churches in Europe are included in the apportionment of the New Era Movement to Presby¬ terian Churches in addition to the $7,318,303 apportioned directly to them for Foreign Missions, and payments on these accounts will go to the American Bible Society and to the General Assembly’s Committee on Churches in Europe. 8. The attention of all is called to the action of the Board on March 1st, 1920, as follows: “It was voted that in response to inquiries from various missionaries with re¬ gard to appeals for special objects or institutions, and the manner in which these appeals may be most effectively made, the Board reply that it is very desirable that all the missionaries interested in such objects and members of the missions generally should unite with the missionary forces in the home church in securing the total budget for the year 1920-21, seeking first of all to cover the actual ap¬ propriations for the year, second, the remainder of the sum of $7,318,303, included in the New Era budget and, third, the $11,037,626, making up the balance of the Presbyterian Foreign Mission’s share in the Inter-Church World Movement Budget.
