Auditorium, at 2.30 p.m. Let every Secretary plan to be present at the very beginning of the Conference. Mr. John R. Mott, International College Secretary, will be the Moderator of the Conference presiding at each session. Mr. J. W. Hansel, Chicago, will have charge of the music of the Conference. No time arrangement of the programme has been made. The Executive Committee will announce each session the subjects to be considered. The Section Conferences will be held on Friday, May 4th, at 2.30 p.m. The places of meeting will be duly announced. ‘ The term ‘‘ Secretary,’’ wherever used, includes all Secretaries— General, Physical, Railroad, College, Travelling and Assistant. CRANS PO Raa LION: Owing to the difficulty in guaranteeing a sufficient number in attendance, the attempt to secure a special Railroad Rate has not met with success, and Secretaries are advised to make the best arrangements they can. General Secretaries going to the Conference via St. Louis can secure a ~ half-rate permit by applying to Mr. Geo. A. Coxhead, General Secretary Y.M.C.A., St. Louis. He has kindly consented to answer enquiries fully, and send half-rate orders where needed. -(These reductions will not apply to Physical Directors.) Special sleeper and chair car accommodations will be furnished from St. Louis, if there are a sufficient number to warrant them. General Secretaries can secure half-rate permits to travel on a number of the lines centering in Chicago, as well as from Chicago to Cedar Rapids, by applying, with stamp enclosed for reply, to Mr. L. W. Messer, General Secretary Y.M.C.A., Chicago. It is also possible that Physical Directors and Assistant Secretaries may secure the same rates on some of the lines. The Era has arranged for an excursion to run from Chicago to Cedar Rapids and return, to carry delegates to the Secretaries’ Conference from points north-east, east and south of that city. A rate of one-half fare for the round trip—that is, $6.75—will certainly be made, and possibly a better rate. The party will leave Chicago on the evening preceding the opening of the Conference. NAME. This Association shall be called ‘‘The Association of General Secretaries of the Young Men’s Christian Associations of North America. ca II. OBJECTS. Its objects shall be the union of all brethren engaged as General Secretaries of Young Men’s Christian Associations; conference relating to their work; the publication of pamphlets, circulars, and other matter containing information respecting the duties of the Secretaries, and the work carried on by the Associations. III. MEMBERSHIP. Any General Secretary or other paid agent of an Association, or of State, Provincial or International Committee, who is a male member in good standing of a Protestant Evangelical Church, and a member of a Young Men’s Christian Association, may become and remain an active member, as long as he continues in the Association service, on pay- ment of the membership fee annually, provided he is an officer or agent of an organization which applies the Evangelical test of Membership adopted at Portland in 1869 to its voting membership, and to its Managing Board; or in case of a Branch, to its Committee of Management. This proviso only applies to Associations and Branches organized after this date. but nothing in this article shall be construed to deny the Association the right to elect as active members, men engaged in other lines of Association work, provided such _ persons are members of Protestant Evangelical Churches and of Young Men’s Christian Associations. ; Honorary members may be elected by the conference, but they shall not have the right to vote or hold office. ° The annual subscription shall be one dollar (in advance). IV. OFFICERS. The Offiers shall be an Executive Committee of seven, one of whom shall be the Secretary-Treasurer, chosen from the active membership at the Annual Meeting. V. DUTIES OF \OFFICERS. The Executive Committee shall have power to issue such circulars and publications as may to them seem proper, provided the expense of such publications does not exceed the amount of funds in hand as subscriptions for the current year; shall make arrangements six months previous to the time of meeting for the reading of papers, and shall appoint a chairman for each of the sessions ot the Annual Meeting. The Secretary-Treasurer shall submit an annual report, with statement of money received and expended. ; 7 oo —— VI. ee An Annual Meeting shall be held.#t such time and place as the Association or the Executive Committee.may determine. Admission to the meetings of the Secretaries’ Conference shall be confined to the members of the Secretaries’ Association;“id such others as may be invited by vote of the Association, or by the Executive commaaat but representatives of the press shall not be admitted to its meetings. No question growing out of the aistegen of any topic or subject shall be put to formal vote for record on the minutes, but/this shall not be so construed as to prohibit the ascertaining of facts of the work done by the various Associations, and the informal expression of opinion on these facts. There shall not he held.durine. the hours. when the, Conference is in session, any meetings of special classes of Secretaries or other Agents. VII. SUSPENSION OF RULES. x Any of the preceding rules, except Rule III., may be suspended for one session, at any meeting of the Association, by a three-fourths vote of those present.. VIII. AMENDMENTS.
