JOHN Director A Revision of the “Home Base” Statistical Plan of the Foreign Missions Conference of North America General The purpose of the “Home Base” statistics is to measure the con¬ tributions in men and in money from Canada and the United States for the propagation of the Gospel and the establishment of a Christian community in areas outside these countries; and to indicate in general the extent of the endeavor with the methods employed, as exhibited by the results obtained from this outgo. It is desired to present the facts so as to make possible scientific comparison from year to year as well as comparisons with similar reports from other countries. It is planned not only to gather statistics for the current year and for succeeding years, but also that data beginning with 1901 be gathered on identical lines. Time Basis For the current year and for each succeeding year, data are to be gathered for each society for the year of that society ending previous to November first. This will make possible the preparation of the report in its final form so that it may be sent to delegates “at least four weeks before the assembling of the Conference,” as required by the Constitution. It also will permit the publication of the report in its final form in the January issues of such magazines as desire to use it. In the preparation of the statistics for former years the calendar year will be used. This will not invalidate a comparison of the results because very few reports of societies are printed during November and December. The printed reports of the society will be the basis of investiga¬ tion i.e., for the current year and for succeeding years the report last published by the society before the first of November; and for previous years the report published during the calendar year under survey. Finance Basis The money raised at the “Home Base” will be reported under two headings: (1) From living donors. (2) From other sources; such as legacies, lapsed annuities, and invested funds. All monies raised on the mission field or from other constituencies outside the “Home Base” areas will be entered separately. Annuity funds will not be considered as part of the income until these have lapsed. Area Basis Only areas outside the “Home Base” territory will be considered in the field reports. Alaska and Hawaii will be excluded. Porto Rico will be included, however, since it is clearly a part of the Latin America area. For the purpose of increasing the value of the report the areas in¬ cluded will be grouped as follow^: (1) Europe—All of Europe, excepting Turkey in Europe. (2) Latin America —The West Indies, Mexico, Central America, South America. (3) The Non-Christian World —Turkey in Europe, Asia, Africa. Oceania. (4) Anglo-American Communities —All Anglo-American com¬ munities within the three regions indicated above. Excepting for the financial data the statistics are to be exhibited separately for each of these areas. The entry for each society will show the countries or special areas where that society has work. Organization Basis Societies will be grouped by ecclesiastical families. These groupings probably will follow that of the Federal Council of Churches. “Home Mission’’ societies working in the areas included within the survey will be reported in the same detail as other societies, but a clear notation of their distinctive character will be made. Headings other than Home Finances In addition to the financial report the following items will be indicated: (1) Foreign Staff (a) Ordained men. (b) Unordained men. (c) Wives. (d) Unmarried women. The entire foreign staff will be included in the above headings and the following analytical items will be noted: (a) Physicians—men. (b) Physicians—women. (c) Educational staff (giving a majority of time to educational work)—men. (d) Educational staff (giving a majority of time to educational work)—women. (e) Short term workers. (f) Additions to staff during the year. (2) Native Staff (a) Ordained men. (b) Unordained men. (c) Women. (3) Church (a) Communicants. (b) Other Baptized Christians. (c) Those under instruction for baptism. (4) Education Total under instruction in institutions of all grades. (5) Medical (a) Hospitals. (b) Dispensaries. (c) Total treatments.
