INTERCHURCH WORLD MOVEMENT OF NORTH AMERICA WORLD SURVEY CONFERENCE ATLANTIC CITY JANUARY 7 to 10, 1920 PRELIMINARY Summary and Budget Tables of the Foreign Survey with Protestant Cooperative Agencies in Foreign Lands PREPARED BY SURVEY DEPARTMENT-FOREIGN DIVISION T HIS Survey statement should be read in the light of the fact that it is preliminary only, and will be revised and enlarged as a result of the dis¬ cussions and recommendations of the World Survey Conference. The entire Survey as revised will early be brought together in two volumes, American and Foreign, to form the basis of the financial campaign to follow. The “Statistical Mirror” will make a third volume dealing with general church, missionary and stewardship data. Summary of THE FOREIGN MISSION FIELD Statement and Budget I N PRESENTING the tables which summarize the proposals for a great program of advance in the mission fields of the world, the Foreign Survey Division desires to direct attention to certain considerations of paramount importance: I. The relation of the Program and Budget to Present Missionary Enter¬ prise. (a) It has been fully recognized that the proposed program provided for in the budget presented, is to be carried out through denominational agencies or the joint action of the existing boards. In this connection, the Division desires to express conviction, which has grown in strength with the progress of the survey, that these agencies have utilized the forces and funds at their disposal with the utmost wisdom and ability, and that a fundamentally sound missionary policy has been developed on the field—a policy which furnishes an essential basis for a great general advance on all fronts. The Division believes, moreover, that, were missionary enterprise as it has been hitherto conducted by these agencies, subjected to a thorough and impartial investigation, its competency to carry out a program far greater than anything previously planned or undertaken, would be clearly demonstrated. (b) The necessity for cooperative action first promulgated and carried out on the foreign fields, augurs unquestionably for the sanity and wisdom of the proposed cooperative action among agencies at home. These two facts are closely, almost inseparably related, for, on many of the most important foreign fields, no adequate provision for certain types of work can be made, without harmonious understanding and definite cooperation at the home base. II. The Significance of the Statement and Budget. As the study of present-day missionary enterprise through denominational agencies on the field has progressed, three significant facts have been unmistakably revealed. (a) Insufficient forces; (b) Incomplete equipment; (c) Inadequate funds. 2 Summary : FOREIGN MISSIONS Supporting testimony may be found to the effect that on practically all fields existing provision does not meet with either the present opportunity or the present need. Various conditions growing out of the World War have by the removal of limitations hitherto existent, greatly increased the responsibilities of missionary agencies. Political relationships have undergone tremendous changes, social barriers have been broken down. Intimate contact effected between the different races during the World War has greatly enlarged the opportunity for bringing about a better understanding among the peoples of the earth, while an intensified racial sensitiveness has deepened the necessity of presenting the gospel of Christ as the one great solvent of racial differences and antagonisms. Economic changes have accelerated the movements for closer and more vital relationships between the Eastern and Western world, and shown with greater clearness, than heretofore, the interdependence of nations and the need for a genuine international comity. A significant instance of what has transpired during recent years, may be cited in the growing cordiality noticeable between the government and people of the United States and those of Latin America, bringing to the churches of the former tremend¬ ously enhanced opportunities for larger service. Some entirely new problems have appeared on the horizon of the world’s mission fields. Others, already existent, have been deeply intensified. On the whole, little doubt exists that we stand at the beginning of a new era. In certain areas and forms of work it is possible to outline definitely how a united and effective movement can be effected by the present existing work carried on by the various agencies. Other activities, of which the printing and publishing of missionary literature is a concrete example, cannot properly progress along necessary lines save through cooperation which precedes activity. This program involves all major fields; it involves a large number of distinct types of work; it presents a definite responsibility for practically all American mission boards. Furthermore, in view of its complexity and urgency, it is of the utmost importance that the agencies represented in the World Survey Conference face the issue squarely, and realize their respective and collective responsibilities before a final determination regarding the budget is reached. The survey reveals afresh to the churches of America, the tremendous responsibilities growing out of the existence of large areas of unoccupied territory. This state of affairs, of course, was set forth quite fully in the reports of the Edinburgh Conference FOREIGN MISSIONS: Summary 3 of 1910. Yet the significant fact facing us, today, is that during the period which has elapsed since that great gathering, little or no provision has been made for remedying the situation. The conclusion forcing itself upon us, therefore, is that the only method of effective occupancy for such areas lies in the immediate acceptance of a definite responsibility, expressed in terms of men and money, by the several denominational agencies. Such responsibility can be accepted without any definite allotment of territory, while the allocation of new fields to be entered by the several agencies may be made in consultation with the Committee of Reference and Counsel. Such a course would permit a full consideration both of the responsibility and plans of the various boards, together with those of missionary agencies other than American. III. Reasonableness of the Budget Proposals (a) They are adequate to the needs of the fields since they provide for meeting existing denominational responsibilities, insure a world-wide cooperative movement for the accomplishment of tasks which belong specifically to the church as a whole rather than to any one denomination, and include or contemplate bringing all unoccupied areas within the scope of the missionary enterprise in a reasonable period of time. (b) They are commensurate with the resources in men and money of the evangelical churches of the United States. In assessing the responsibilities of the American church, due consideration must be given to existing world conditions. The German missionary societies cannot, for the present, be regarded as a factor of importance; it is doubtful at the best whether other continental societies can make much advance in the near future. Hence, the burden of the missionary enterprise must, for a decade or more, be borne by the British Empire and the United States. Furthermore, not¬ withstanding the fact that the British churches will unquestionably fulfill their obligation to the limit of their strength, yet, in view of the larger sacrifice both in men and money which the World War required of Britain and her colonies, it is evident that the major part of this vast responsibility must be assumed by the Protestant churches of the United States. (c) They involve a program which can be accomplished in five years. In this con¬ nection, certain unusual circumstances with reference to the missionary situation must be taken into consideration. Foremost among these is the important fact that, during the past five years, there has been no normal expansion of the missionary enterprise. But for the war, this period would, in all probability, have witnessed a remarkable expansion in staff, equipment, and current funds. Consequently, the 4 Summary : FOREIGN MISSIONS expansion proposed in this budget really covers the advance of a decade rather than of five years. At the same time, the efficiency of the present mission organization on the fields and of the central administrative agencies makes possible a much more rapid expansion than has been attempted at any time in the past. Moreover, reports from the fields indicate that careful consideration has been given to the question as to whether the large number of native workers called for can be secured. There is a consensus of opinion expressed in group judgments from the fields that, in view of the present Christian constituency, the schools and other training facilities, and the new spirit arising in the native churches, this part of the program can be fulfilled. In view of these considerations, the budgets are presented to the foreign missionary agencies of the Protestant churches as a reasonable program to be set before the churches for accomplishment within the next five years. This exhibit is only partial because the Survey is not yet complete, and the greatest difficulty has been experienced in securing accurate data. Furthermore, this is the first attempt to compile a list of these enterprises. Cooperation in missionary, educational, medical and other forms of religious and philanthropic endeavor is a principle accepted by a majority of the denominational agencies. The further application of this principle to a multitude of specific oppor¬ tunities is certain to be made in the near future. Competition, at least in the conduct of hospitals and schools, represents economic waste. In the work of each agency mentioned two or more religious organizations are represented. In some cases the combination is based upon formal agreement and there are legally established boards of trustees appointed by the cooperating denomi¬ nations or their mission boards. In such instances the boards generally appoint field representatives as a joint committee to direct the union activities. At other times the arrangement among the workers is purely voluntary, in which case the missionaries form the organization for the mutual benefit of themselves and their work. The following list is arranged by countries and by places where enterprises are located. The number in parentheses after a name on the map indicates the number of agencies in that place. The number in parentheses after the name of an agency in the list represents the number of religious bodies cooperating in that agency. In addition to those named there are many other agencies, controlled by individual boards, which are being used by the representatives of other denominations con¬ veniently located and hence are cooperative in that they serve the common cause.
