Sib OB -Madam, Tou wiU remember that after Dr. Congreve's death I undertook, with great reluctance, to fill the vacancy thus caused. I did so in deference to the earnest wish of both Mr. Sulman and Mr. Westbrook. Before the end of the year I was taken ill and incapacitated for the time, and the Annual Address, which I had written, was read by Mr. Sulman on 1st January, 1900. Later on I was able to resume my work and to preach a consider- able number of Sermons. Mr. Sulman and myself were resolved to carry on the rehgious observances, following the lines upon which Dr. Congreve had instituted, both the Public Worship and the Administration of the Sacraments. To this course there was no objection raised on the part of any subscriber, except in so far as the Liverpool and Newcastle subscriptions, which had come as collective con- tributions, were withdrawn the year of Dr. Congreve's death (1899). Towards the close of the year 1900 Mr. Sulman's lamented death deprived us of an inestimable strength and sup- port ; but with the valuable and loyal assistance of Mr. Westbrook and Mr. Haggard our difficulties, which my delicate health in- volved, were satisfactorily overcome. In no degree have we fallen away. The attendances at our Services and other meetings have distinctly improved, and we have had a few new and valuable adherents. Without the help that Mr. Westbrook and Mr. Haggard afforded me, I could not have carried on the work so effectively, and we all owe them much gratitude for their help. Mr. West- brook has, I am sorry to inform you, suddenly resigned the ^ ^ tFeasurersliip and secretaryship, and therefore a reorganisation has become necessary which necessitates my addressing you. In looking towards the future and having regard to the fatali- ties of life, I have thought it wiser to resign the office and duty of provisional Head of our Church ; not because of ill health, for in* some respects I am better and stronger, though not sufficiently so for the work which under these circumstances would have fallen upon me. I therefore nominate and hereby appoint Mr. Alfred Haggard a« my successor. It is incumbent upon me to tell you that in my opinion Mr. Haggard is eminently calculated to fulfil those important duties. He is a man of middle age and has studied Positivism deeply and continuously for many years. He is fully in accord with the views, not merely of the congregration, but of those who have for many years followed Br. Congreve's teaching; and he is fully competent to preserve that which has already been accomplished by the ministration in this Church and from this centre. I need only remind you of his valuable Annual Address of this year (1901), and I may add that his Memorial Service on Dr. Congreve in July of this year was acknowledged on all hands as well worthy of the occasion. I trust that the confidence I feel in him will be shared by all, and I hope that we all shall rally round him and give him that complete trust, without which a leadership is almost an impossi- bility. I myself shall henceforth occupy a subordinate position as an Elder of the Church, giving to him all the help and assist- ance that I can, but the responsibility and guidance of the movement will rest upon him. If he desires it I will administer Sacraments. I shall preach the Annual Address for 1902, and such other addresses as I can manage and Mr. Haggard may wish. My son, Mr. David Crompton,. has — as at present advised — accepted the duty of Treasurership, and Mr. Crabb will continue the management of the meetings of our Positivist Society. With respect to the financial account, that will come in due time, the Circular containing the financial statement being gener- ally late in appearing, owing partly to the difficulty in getting in either bills or subscriptions. It is very desirable that subscriptions should be paid in due time, and it is a duty for those who subscribe to pay as soon as they conveniently can, and not to oblige the treasurer to write for them. > '
