On landing, the Missionary will report her arrival to the Corresponding Secretary, or otherwise as may be directed, with a view to further arrangements as to her journey to her Station. Corresponding Secretary. 10. The Corresponding Secretary shall be considered the Local Representative of the Committee, and has their authority to act for them to the best of his judgment. 3 General Instructions, 11. Subject to any special instructions given to her on her departure, the Missionary shall conform to the arrangements which may be in force in the Mission to which she is appointed, until such arrangements have been altered by the Committee or by the Corresponding Secretary. 12. In all cases of difficulty application is to be made to the Corresponding Secretary in the first instance. 13. In case of difference of opinion on any point between the Corresponding Secretary and the Mis- sionary, the latter is at liberty to appeal to the decision of the Parent Committee ; but she shall, pending such appeal, act in conformity with the Corresponding Secre- tary’s directions. 14. All official communications, proposals for extension of the work, applications for grants, &c., are to be addressed to the Committee through the Corresponding Secretary, who will transmit all such communications, entire and unaltered, with his opinion on the subject ; but it is to be understood that every Missionary is at liberty to address directly the Secretaries of the Society on subjects of a private and confidential nature. 15. Fees received from patients are to be paid to the Society, and all medical books and appliances purchased with the Society’s funds belong to the Society. 16. Measures involving additional expenditure not provided for in the sanctioned estimates, shall not be entered upon by any Missionary of the Society without the sanction of the Corresponding Secretary having first been obtained, even though funds from private sources may for the time be available. Salaries, etc. 17 - The basis upon which the salaries of Missionaries 4 sent out from Europe by the Society are regulated, is as follows : — (a) A salary is allowed, as fixed by the Committee from time to time. ( b ) A house or house-rent is provided at the cost of the Society. One peon, or gardener, or watchman, will be allowed by the Society for each house if actually required. (e) Necessary means of conveyance will be provided and maintained at the cost of the Society. (d) Allowance is made for pandit or munshi , but not for books required for the study of the lan- guage. As a general rule, this allowance will cease in two years from the Missionary’s arrival. Special arrangements will be made for Missionaries working in China. (e) Medical attendance and medicines will be provided by the Society. (/) House and conveyance taxes are paid by the Society, but Income Tax or other personal taxes are borne by the Missionary. (g) A small portion of the Salary, not exceeding £z per month, may be paid in England at par for each Missionary, as a matter of convenience. (/;) Furniture, House Linen and China shall be pro- vided for each Mission House by the Society, and the Corresponding Secretary has the power of authorising replacement or renewal when necessary. Money for the purchase of household necessaries may, at the discretion of the Committee, be advanced before the Missionary leaves England. All articles pur- chased with the Society’s funds are the pro- perty of the Society, and an inventory of them shall be properly kept by the Missionary in charge. They are not to be removed without the sanction of the Corresponding Secretary. (/) The Missionary’s salary and allowances shall commence from the date of her arrival at the Station to which she may have been appointed, and shall cease from the date of her leaving it ; but in the event of her unavoidable detention at the port of arrival or departure, a personal allowance will be granted sufficient to cover necessary expenses. 1 8. Salaries of Teachers and School Expenses should be provided from Grants in aid, or local funds, wherever practicable. Language Examination. 19. The Committee require that all their Missionaries should pass an examination in the Vernacular by the end of the first year, and a further examination by the end of the second year. The Committee would impress on all their Missionaries the urgent necessity of acquiring fluency in the Vernacular. During the first year each Missionary is expected to make the study of the language her first concern, and ordinarily she does not receive full salary before passing the first examination. Reports. 20. Each Missionary is expected to transmit to the Committee a yearly Report of her work, with a separate statement regarding. Bible-women, or other agents em- ployed by her ; and in addition, to address a quarterly letter to a lady appointed by the Committee, for the in- formation of the members of the Working Parties, &c. Change of Sphere. 21. No Missionary is to change her Station or Depart- ment of labour without having previously obtained the sanction of the Corresponding Secretary, or of the Parent Committee through him ; and any Missionary quitting her Station without such previous sanction shall be considered as having dissolved her connection with the Society, and relinquished all claims on its funds. 6 Service. 22. Service shall be reckoned from the date of arrival in, till the date of departure from, the country to which the Missionary has been appointed. Furlough. 23. Each Missionary shall be entitled to furlough as follows : — 18 months after 5 years’ service ; 18 months after 5 years’ further service; and thereafter 18 months for every 4 years’ service. Sick Leave. 24. Any Missionary who is compelled to leave her Station on account of ill-health must first procure a Medical Certificate, unless it be impracticable to refer to a professional adviser ; she must also obtain the sanction of the Corresponding Secretary, except under circum- stances of urgent necessity. 25. When a Missionary proceeds to Europe on furlough or sick leave, her passage home will be arranged by the Corresponding Secretary, and the necessary expenses borne by the Society. In case of sick leave she will bring home a statement of her case from her medical attendant abroad. If the route arranged by the Corres- ponding Secretary is deviated from without sufficient reason, the additional expense incurred shall be borne by the Missionary. 26. During temporary sick leave within the country in which serving, full salary will be paid, and travelling expenses to and from the Station to which the Mis- sionary may be ordered. 27. An allowance at the rate of ^*50 per annum and expenses will be paid to a Missionary when obliged to leave the country for a short voyage on account of ill- health, to commence from the date of quitting her duties ; full salary to re-commence on resuming her work. / Privilege Leave. 28. Eight weeks’ privilege leave in each year is allowed to every Missionary on full salary, but the travelling ex- penses must be borne by herself. The leave may be taken at such times of the year as in communication with the Corresponding Secretary may be deemed most suitable. Allowances on Leave. 29. When a Missionary returns to Europe with the sanction of the Committee, she shall be entitled to receive £\2 iol per quarter as furlough allowance for a period not exceeding eighteen months. Under special circumstances, or when Deputation Work for the Society is undertaken, this allowance may be increased at the discretion of the Committee. 30. When a Missionary returns to Europe on furlough or sick leave she shall report her arrival as soon as possible to the Secretaries of the Society in England. Alteration of Bye-Laws. 31. The Committee shall have power to alter or add to these Bye-Laws from time to time as occasion may arise but a copy of any new Bye-Law shall be sent to each Missionary of the Society effected thereby, in order that she may have an opportunity to object, if she so wishes, to its being binding upon her.
