Membership, Directory and Statistics of the Home Missions Council and Council of Women for Home Missions 156 Fifth Avenue New York City Constitution of the Home Missions Council Adopted March 6th, 1908 Article I. This organization shall be called the Home Missions Council. Article II. Its aim shall be to promote fellowship, conference, and co- operation among Christian organizations doing missionary work in the United States, Canada and their dependencies. Article III. Any missionary organization of any religious denomination, do- ing work of general scope in the territory above specified, may become a member of this Council by application to and approval of the Executive Committee. It may be represented in the Coun- cil by any or all of its officials or members of its official boards whose scope of responsibility is co-extensive with that of the organization they represent. Individuals having peculiar relationship to the work of National Home Missions, denominational or interdenominational, may be made Honorary Members of the Council, on the recommendation of the Executive Committee, with privileges of the floor, and membership on committees, but without vote. Article IV. Section 1. The officers of the Council shall be a President, six Vice-Presidents, an Executive Secretary, a Recording Secretary and a Treasurer. Section 2. The affairs of the Council shall be under the direc- tion of the Executive Committee. The Executive Committee shall consist of the officers of the Council, the chairman of standing committees, and not more than six other members of the Council. Section 3. There shall be an Administrative Committee composed of the officers of the Council. The Administrative Committee shall have charge of the business details of the Council and the carrying out of its policies. Article V. On request of two members of the Council, the vote on any subject shall be taken by organizations, each organization having one vote. Article VI. The Executive Committee may call a meeting of the Council at any time. It shall call the annual meeting of the Council in January of each year, to elect members of said Committee and to consider the general interests represented by the Council. Article VII. The Executive Committee shall determine its own times of meeting, and shall make its own rules and by-laws. It shall have power to fill vacancies in its number, such appointees to hold office until the next annual meeting of the Council. Five members shall constitute a quorum. Article VIII. Constitution Council of Women for Home Missions Article I. Name The name of this organization shall be the Council of Women for Home Missions. Article II. Object The object of the Council shall be to unify the efforts of the National Women's Home Mission Boards and Societies by con- sultation and by cooperation in action. Article III. Membership There shall be two classes of membership: Voting and Consulting. VOTING a. Such National Women's Home Mission Boards and Societies as shall agree to cooperate in the purposes and work of the Council may become Constituent members of the Council. Each Constituent Board or Society having an annual income of $50,000 or more, shall be entitled to nine representatives in the Council; each Constituent Board or Society having an annual income of less than $50,000 shall be entitled to three representatives in the Council. Representatives of Constituent Boards only, shall be eligible to hold office. CONSULTING b. Organizations which are in full accord and sympathy with the aims and methods of the Council, but which by their Constitutions and methods of work do not come under the provisions of Article III. a., may become Consulting organizations. Such affiliation shall not include the right to vote in the meetings of the Council or involve financial obligation; but representatives appointed by these organiza- tions may sit with the Council at its meetings and be members of such Standing and subcommittees as the Executive Committee shall decide, with the full right to vote in such Committees. c. An interdenominational School of Missions which has three or more coooperating denominations whose Women's Boards are Con- stituent Boards of the Council of Women, may become affiliated with the Council upon the recommendation of the Committee on Schools of Missions. d. Schools of Missions duly affiliated with the Council shall be represented in the Council by the Chairman, who shall have the privilege of the floor. Article IV. Officers The officers of the Council shall consist of a President, two or more Vice-Presidents, a Recording Secretary, an Executive Secretary, and a Treasurer, and shall include at least one representative of each Constituent Board or Society of the Council. Their duties shall be those usually pertaining to such officers. Article V. Elections Two months before the Annual Meeting, a Nominating Committee of five shall be appointed by the Executive Committee, not more than two of whom shall be from its own membership. This Com- mittee shall present to the Annual Meeting a list of nominees for the offices of the Council. This shall not preclude nominations from the floor. Elections shall be by ballot. CONSTITUTION 25 Article VI. Executive Committee a. The Executive Committee shall consist of the officers of the Council, the chairmen of Standing Committees and three members- at-large. b. The officers shall elect the chairmen of Standing Committees and the members-at-large. c. The President and Secretaries of the Council shall be the Chair- man and Secretaries of the Executive Committee. d. Five members, representing at least four Constituent Boards or Societies, sTiall constitute a quorum of the Executive Committee. _ e. At its first meeting held after the Annual Meeting, the Execu- tive Committee shall elect a Vice-President-at-Large from among the Vice-Presidents. A nominating ballot shall be taken, the three receiving the largest number of votes to be considered the nominees. A majority vote of those present and voting, by a written ballot, shall be necessary to elect. f. It shall appoint the time and place of its own meetings, and shall meet at least once a year in connection with the Annual Meet- ing of the Council. Meetings may be called in the interim by the President and Recording Secretary, suitable notice being given by the Recording Secretary, or on request of three members of the Council representing at least two Boards or Societies. g. It shall decide upon the eligibility to membership of organiza- tions which apply for admission to the Council, and shall determine the form of membership to be accorded to them. h. It shall arrange for the auditing of the books of the Treasurer. i. It shall be the duty of the Executive Committee to have general oversight of the work of the Council and in emergencies to take all necessary action. Article VII. Standing Committees The Council shall have such Standing Committees, such Joint Standing Committees, and such Special Committees as are deemed necessary. The officers shall decide the number of such committees and shall name the chairmen of such committees as are not otherwise pro- vided for. Article VIII. Meetings The Annual Meeting of the Council shall be held in January of each year, the time and place to be determined by the Executive Committee. Special meetings of the Council may be called by the President and Recording Secretary, or on the request of five mem- bers of the Council representing at least four Boards or Societies. Suitable notice of all meetings shall be given by the Recording Secretary of the Council, who shall state the business to be con- sidered in the case of special meetings. Seven members, representing at least five Boards or Societies, shall constitute a quorum. Article IX. Amendments This Constitution may be amended by a two-thirds vote of the members present at any meeting, provided the amendment proposed has been presented in writing at a previous meeting of the Council, or is recommended by the Executive Committee. In either case, it must be stated in full in the call for the meeting. Bg-Laws I. The President shall appoint the members of all Committees unless otherwise ordered. The President shall be, ex-officio, a member of all committees. // All bills shall be approved by the Chairman of the Committee incurring the expense and by the Executive Secretary, before pay- ment by the Treasurer. /// All expenses necessary for administration incurred by the officers shall be paid by the Council. IV. There shall be an annual membership fee from each Constituent Board or Society. Boards or Societies having an annual income of $50,000 or more for Home Missions shall pay an annual member- ship fee of $75 ; those whose annual income is less than $50,000 shall pay an annual membership fee of $25. V. a. In case any member of the Council is unable to be present at a meeting of the Council a proxy may be appointed by her Board or Society, or by the Secretary thereof. b. Any member of the. Executive Committee who is unable to attend a meeting of the Committee may appoint as her proxy for that meeting any other representative of her Board or Society who is a member of the Council. Such appointment shall not carry with it official position. The Executive Committee may elect its own Secretaries in the absence of those officers. c. The chairman of any Standing Committee unable to be present at a meeting of the Council shall appoint a substitute from her own committee, and such substitute shall have full powers. d. Any member of a Standing Committee who is unable to attend a meeting of the Committee may appoint as her proxy for the meet- ing one of the representatives of her Board or Society in the mem- bership of the Council. VI. a. The chairmen of such Standing Committees as care only for the work of the Council of Women for Home Missions shall be appointed by the officers of the Council of Women for Home Mis- sions, the members of such committees to be appointed by the Execu- tive Committee. b. The chairmen of such Standing Committees as can function best as Joint Standing Committees with corresponding or similar com- mittees of the Home Missions Council shall be appointed by the Joint Administrative Committee of the two Councils, the members of such Joint Standing Committees to be named by the Executive Secretaries on nominations received from the Boards. c. The chairmen of such Standing Committees as can function best as Joint Standing Committees with corresponding or similar com- mittees of agencies other than the Home Missions Council shall be appointed by the officers of the Council of Women for Home BY-LAWS 27 Missions, the members of such committees to be appointed by the Executive Committee. VII. The Standing Committees shall perform the following duties : 1. It shall be the duty of the Committee on Study Courses and Literature to plan, as far as possible, for two years in advance, the interdenominational courses of Home Mission Study for Women's Societies and affiliated organizations (including the selection of authors for textbooks), and these plans shall be presented for approval at the annual meeting of the Council. This Committee shall provide a program for the interdenominational Day of Prayer and approve such other literature as is suitable for interdenomina- tional use. It shall have power to act in emergencies without con- currence of the Council. 2. It shall be the duty of the Committee on Schools of Missions to cooperate in the work of Schools affiliated with the Council of Women by suggesting! leaders for the various activities, and by assisting in the advancement of all the interests of the Schools in every possible way. Each School shall be independent in the manage- ment of its meetings and in the provision of its programs. The Committee shall encourage the establishment of interdenomina- tional Schools in such strategic centers as shall be approved by the Council. The Committee shall procure and keep on file in the office of the Council a record of the organization and affiliation of each affiliated School of Missions, and shall provide annually for the files of the Council a list of the officers of each School. The Committee shall present in writing at the Annual Meeting of the Council a full report of the work of the Committee and of the affiliated Schools. The Committee shall be the channel through which the Council shall function in all matters concerning affiliated Schools of Missions. 3. It shall be the duty of the Committee on Women's Church and Missionary Federations to promote the formation of local Feder- ations in order to deepen spiritual life and to further the establish- ment of the Lord's Kingdom through cooperation in meeting the great opportunities and needs which confront the Church, and to quicken community consciousness and Christian responsibility. It shall procure and keep on file in the office of the Council, a list of such Federations. VIIL Standing Committees may appoint such subcommittees as are deemed necessary or desirable for the work of the Committee. The members of such subcommittees shall be duly nominated and voted upon in a Committee meeting. Vacancies shall be filled by the Chairman of the Standing Committee. Of Committees consisting of eighteen or more members one third shall constitute a quorum. Of Committees consisting of nine mem- bers five shall constitute a quorum. IX. These By-Laws may be amended by a two-thirds vote of the members present at any meeting of the Council, provided at least twenty members, representing five Boards or Societies, are present. Apart from the ordinary difficulties of preserving and reporting accurately and fully the data of all expenditures in large and diversi- fied operations, difficulties due chiefly to the personal equation, especially in cases involving much voluntary service, the difficulties in the Home Mission field are multiplied and intensified by the fact that the field itself is divided. 1. Denominational Home Mission Societies, technically so named, are but a part of the agencies employed. 2. In addition to Home Mission Societies, and distinct from them, some denominations have Church Erection Boards, Publication and Sunday School Societies, Freedmen's Bureaus, Social Service Commissions, Boards of Education, and other organizations doing denominational Home Mission Work. 3. Each denomination has also, in lesser areas than the nation, organizations supplementing the work of the larger Home Mission agencies, as in states, dioceses, synods, con- ferences, conventions, districts, associations, presbyteries, counties, cities, towns, villages, and parishes. 4. Every local church, in proportion as it seeks to minister broadly to its environment, is a Home Mission agency, and those parts of its expenditures which are local and yet are not for self-maintenance, are essentially Home Missionary in character. 5. Then there are great interdenominational agencies in the Home Mission field, the Young Men's Christian Associa- tion, the Young Women's Christian Association, the Bible Societies, the Tract Societies, the Salvation Army, and similar bodies. 6. A host of organizations, charitable, philanthropic, edu- cational, and civic, supplement the work of the church. 7. The Government itself, of nation, state, and municipal- ity, also contributes to efforts supplementing the Home Mis- sion work of the Church. For a complete statement, the expenditures and activities of all these varied agencies would need to be assembled. This has never been done.
