The amount allowed to be invested by any one depositor cannot exceed £30 in any one year, ending on the 20th November, nor more than £150 on the whole; when the sum amounts to £200 no interest is payable. The rate of interest payable to the trustees and managers is £3 55. per cent, per annum, and that payable to depositors must not exceed £3 Os. 10c?. per cent, per annum. Charitable Societies may invest sums not exceeding £100 per annum, and not exceeding £300, principal and interest included. Friendly Societies, whose rules have been duly certified pursuant to the Acts of Parliament relating thereto, may deposit the whole, or any part, of their funds. The several provisions of these statutes, as far as they relate to the deposits and depositors, will be found in the rules of every Savings Bank. In order further to assist the industrious classes to lay up a pro- vision in advanced age, an Act was passed in 1833, (3 W. 4, c. 14,) intituled '' An Act to enable depositors in Savings Banks and others, to purchase Government Annuities through the medium of Savings Banks, and to amend an Act of the ninth ijear of His late Majesty, to consolidate and amend the Laws relating to Savings Banks,"'' which was amended by 7 and 8 Vict., c. 83. By 3 W. 4, c. 14, s. 1, trustees of Savings Banks may receive money from depositors, &c., for purchase of immediate or deferred Annuities. Annuities to be contracted for by two trustees or managers, on behalf of Commissioners, &c. An^;uities not be gra.Hc^ on the life of any nominee under fifteen years of age, or to exceed £30 per annum. Commissioners, &c., may decline to contract for any annuity; if party be possessed of Annuity exceeding £30, same to be forfeited. Annuity may be granted to husbani and w,fe, s. 3. Amount of fee to be taken on application for pur- chase of Annuity, not to exceed one shilling in the pound on the amount of the Annuity, to be applied in defraying the necessary expense of trustees, s. 4. Payments may be made, and Annuities received at other Savings Banks. &c., than that at which the con- tract was originally entered into, s. 5. Lords of Treasury shall d:rect use of tables of the value of Annuities as approved of by the Treasury, may alter tables, but notice of adoption of other tables to be pubhshed ,n Gazette. (These tables may be obtained, free of ejense, by a„Mn to the Certifying Barrister), s. 6. Purchasers of Annumes for hves or for years, shall be entitled to such Amount of Annuity as shall be specified in the tables, s. 7. The fractional part of annuity less than sixpence not to be paid, s. 8. Life Annuities granted under the Act, shall be carried to a separate account.as a " Annuities for years, s. 9. Any person may purchase a Life Annuity on life of nominees of other Annuitants, without fresh proof of age, s 10 Amount of Annuities from time to time payable shall be certified to the Treasury who shall issue their warrant to the Bank for payment hereof out of the Consolidated Fund, s. 1 1 . Commissioners may reserve a part of such sums, to repay money claimed in case of death. &c., of party purchasing Annuity, s. 25. Commissioners may sell and dispose of Bank Annuities, &c., now standing in their names pursuant to 9 Geo. 4. c^ 92, and 10 Geo. 4, c. 5'; and purchai' other Bank Annuities. &c., in lieu thereof, s. 26. Trustees of Saving Banks may make rules for carrying the provisions of this Act into execution, s. 27. Where no Savings Bank is legally esta- blished, other trustees may establish a society for the purpose of granting Annuities ; and the provisions of 9 Geo. 4, c. 92. are made applicable to any society formed under this Act. A Society established under this Act is for the purpose of enabling ndustrious classes to purchase, by the payment of a certain sum in the hr.t instance, or by weekly, monthly, quarterly, or annual instalments, an Annuity of not less than £4 oLore tL £30 per annum to commence at any age the purchaser may please. The great advantage offered by this Society is, that no person can lose any part of the money contributed, and if the purchasers of an An- nuity live to the age at which it is to commence, he or she will receive an Annuity, payable by the Government, equivalent to the value of all his or her payments, with the accumulation (jf com- pound interest ; in addition to which, at his or her death, a sum equal to one-fourth part of the Annuity will be paid to his or her representatives. The management of the Society is wholly gratuitous, the Managers acting as the Agents of the Government ; the fee paid by each person on contracting for an Annuity, is applied towards defraying the necessary expenses of the Institution. And any party may beloncr to it, whether residing in the parish or not. The Tables have been calculated for every year of age from 15 to 70 ; for deferred terms for every year from 10 to 65.^ It would not be possible to print in this publication the whole of the Tables which have been prepared by the Government for the granting of Annuities by Savings Banks and Parochial Societies, but the same, as well as the form of Rules, may be obtained, free of expense, by application to the Certifying Barrister; the following extracts contain the calculations for those periods which appear to be most practically useful, and show the yearly sum required for an Annuity of £20, payable at the second quarter next following the number of years mentioned, reckoning from the time of purchase. Under that contract the party would receive the first half -yearly payment of the said Annuity on the 5th ^ April, 1864, that being the second quarterly day of payment next following the - expiration of the term for which the Annuity was agreed to be deferred. In this case the party would be required, /rsf, to pay down £4 35. on entering into the contract on the 13th December, 1833, or to have made 12 monthly payments of 6*. 1 \d. previous to that day ; and, secondly, to continue to make the same payments of £4 3,. annually, on or before the 10th of October, in each of the succeeding 30 years ; the last, or 30th annual payment, being to be made on the 10th October 1863. * If the party were to die on the 1st of October, I840,or at that time to become incapable of continuing his payments, the sum of £29 1«., being the amount of what he had paid, would be returned by the Society. mm M-M l^fc 1 w^ id 8 On the 20th November, 1844, there were 578 Savings Banks established in the United Kingdom, &c. viz. :— 502 inGreat Britain, and 76 in Ireland, and the amount of deposits, including interest, was £29,504,861 ; the number of Accounts open 1,012,047, of which 564,642 were those of depositors under £20 each, the average amount being not £7, and the number of depositors exceeding £200 each was only 3,044. If the number of Friendly Societies in direct account with the Commissioners for the reduction of the National Debt be added, the Gross Total at page 24 will show the number of Accounts to be One Million Twelve Thousand Four Hundred and Seventy-five, and the sum invested. Thirty-one Million Two Hundred and Seventy-five Thousand Six Hundred and Thirty-six Pounds. At page 26, &c., will be found the gross amount of all Sums, Stocks, Funds, Annuities, and Exchequer Bills standing in the names of the Commissioners on account of Savings Banks and Friendly Societies ; and at page 25 an account of all sums deposited in the Military or Regimental Savings Banks, on the 31st March, 1844.
