C., May 17, 1904. ■i H cr in ci AL- MA Y, 1904.] 393 The Commission for Work among Coloured People met at St. Augustine's School, Raleigh, N. C, Tuesday, May 17, 1904. Present : The Bishop of Washington, Chairman ; the Bishop of North Carolina, the Rev. Drs. McKim and Tucker, Rev, Messrs. Niver and Delany, Mr. John Wilkes and Mr. Joseph Bryan — being a quorum of elected members. Excuses were received from the Bishops of Ohio and Georgia and the Bishop Coadjutor of Pennsylvania, from the Rev. Dr. Stires, from Judge Davis and Mr. Pellew. The minutes of the last meeting were read and approved. The Secretary presented a communication from the Board of Managers, announcing a special appropriation of $1,000 for the Bishop Payne Divinity School, and $1,000 for the St. Paul Industrial School, and a regular appropriation of $65,000 for the year beginning September 1 1904. The report of the Secretary, giving a review of the work, was read. The Bishop of Texas reported that by reason of a temporary vacancy at Tyler, he had an unexpended balance of his grant, and asked that he might be allowed to use it for the erection of a schoolhouse in connection with the work at Tyler. On motion of Dr. Tucker, the request was granted. On motion of Mr. Bryan, the Secretary was directed to express to^Mr. George C. Thomas their appreciation of his personal in- terest in the work of the Commission, and to express the hope that he will soon be completely restored to health. The Commission, on motion of Bishop Cheshire, proceeded to consider the appropriations for the year beginning September 1, 1904. On motion of Mr. Bryan, the appropriations to the twenty- four Dioceses and Missionary Districts were made for the first quarter of the year beginning September 1, 1904, at the annual rate in force February 24, 1904, as follows: 394 [May, 1904. 1 Alabama annual rate of 2 Arkansas • " 3 Asheville " 4 Delaware " 5 East Carolina " 6 Florida " 7 Georgia 8 Kentucky.. C annual rate of $3,200 St. Paul's School, Lawrenceville, Va " " 2,000 Bishop Payne Divinity School, Petersburg, Va " " 1,500 King Hall, Warden's salary " " 1,700 $8,400 The appropriation for expenses of the Secretary of the Com- mission was renewed for the year beginning September 1, 1904, at the annual rate of $500. On motion of Mr. Bryan, the making of the appropriations for the Archdeacons' salaries was deferred until the next meeting of the Commission. The Secretary was directed to write to the Archdeacons, re- questing a full report of their work. May, 1904.] 395 Dr. McKim offered the following : Resolved, That the Secretary be directed to send to the Arch- deacons and Missionaries copies of the following resolutions, to be found on pages 303, 340 and 364 of the Minutes of the Com- mission. (Adopted) : "Resolved, That the Secretary be directed to send to the Arch- deacons and Missionaries copies of the following resolutions, to be found on pages 303, 340 and 364 of the Minutes of the Com- mission : " Whereas, it is evidently desirable that the Commission, at each regular meeting, should receive, in a compact form, all needful information regarding Coloured Work from each Diocese connected with it : therefore — "Resolved, That the several Archdeacons are requested to send, through their Bishops, to the Secretary, within a fortnight pre- ceding each meeting, a special report containing the principal items of interest, and all changes among the workers in this de- partment of Missionary Labor." "Resolved, That the Secretary send to the Bishops of the Dio- ceses to which appropriations are made a notification that, in the judgment of the Commission, the stipends ought not to be paid unless the workers in the field make out and send to the Secre- tary their quarterly reports." "Resolved, That it is essential to intelligent action by this Com- mission that the Missionaries in the several Dioceses should send to the Secretary of the Commission quarterly and annual reports of their work with promptness and regularity, and that the Com- mission would be grateful to the Bishops if they would kindly see that their missionaries to the Coloured People send the reports as above suggested and for the reason stated."
