It is {ome confi:>lation, however, that pretty ample materials for it have been difcovered amongft his remains. In particular, there was found a large quarto book, containing his diary or journal from the lit ofjuly I778, to withina few days ofhis death. This invaluable regifter is all written with his own hand, and is the beft and cornpletefi fyflem of what is vulgarly called {late-craft, that the world has yet feen. ’ , At the time the book commences, he was endeavoure- ing to earn his b1‘ead at the bar; and his fuccefs being ‘ I 14 J but indifferent, his notes are full of modefiy. He {peaks of his hard fate being born a younger brother in a poor family, and frequently adverts to the ways and means ne- ceffary for difeliaiging his taylor’s and laundrefs’s bills. In one paflage he regrets thatflhe had not been bred a Ca» vtholic Churehman, his natural temper with regard to wo- men being fo well adapted to re/z'Z>ary. l Under daterof the 14th Augult 1779, he mentions, that he had got up at live in the morning to darn his black fill: fioekings : an example of economy which cannot be fuflicienitly praifed. By and by ‘we fipd him feared in the Houfe of Com~. moms, and his ambition appears wonderliully expanded . -—---,-—-“ J!/[ado rages atgzm z‘cz‘mrcl7a5, Ofimia magna Iaqueizs” “Nothing but the Majeflsy of the People, and the dePrruc- tion of wicked l\/Iinifiers. He is full of projefts, of .re-.- forms, and impeaehments ; and many pages are filled with the proceedings of the Duke of Richmond’s Aflbeiatioxi, to which Mr. Pitt was ehofen a delegate. Then follow many arguments in favour of annual parliaments and uni~ yerfal fufliage, which, as a delegate, he had introduced into his fpeeehes; but thefe (for what reafon we know not) have been {truck out with a pen. The word Delzzgare in particular, is fearcely legible, having been erazed very earefully. 1 He appears next in the charaéter of a miniflscr 5 a .fitua- tion which he did not alliime without Well conliclering how its duties were to be fulfilled, as appears by the following extraél: : V “ 8th Ofiober I782. In fubfequent iketches, however, ~ we find he has unaccountably oznittied both of thofe fzivou.-.— rite places together, [I7] At one time the minifter appears to have entertained the .extraordinary idea‘ that England was joined to France fomewhere, by a neck of land, which it would require fixty thoufand men to defend. But he foon abandons this error for another equally extravagant, namely, that: Paris Hands on a little ifland near Q.iibe1'oz1 point; and, confe- quently, that it might be furrounded and deitroyed by a fleet of gun-boats. We could mention other blunders; but it might feern in- viduous to dwell too minutely on the rniftaltes of fo great a genius. Yet we cannot omit taking notice of one fo fingular as to be quite incredible, if we had not evidence of it under his own hand. The Republicanifm, or Ja- cobinifrn of the French, he aétually confidered to be a. real fubttance, in the fhape ofa large wooden tower; and he has even left a calculation ofthe force requilite t0 ailault it and burn it down; The difficulty was, where this tower was to be found. At one time, it was fuppo ed to be at Toulon; at another, in Dunkirk: now, it appear ed in the" Weft Indies; and now, in England itfelf. H We have already taken notice of the late rninif’ter’s ideas" refpeéling the expediency of frequent wars. It would be improper to overlook what he fays on the pretences for" quarrelling with our neighbours; “ "It may be taken for a general maxim,” he fays, “ that the pretence for hoflilities cannot be too dark and unintel- ligible. This affords a miniiter an opportunity of carrying on the war as long as it fuits his purpofe, becaufe it never can be known when the object of fuch a war is attained. “ If this ruleis obferved, it is indiflerent what nation, or people you go to war with. If you gain vietories, it . is very well. If you are defeated, the worthy bifhops will blame Providence for all. The only difference feems to be that, in the former cafe, the people become proud, and, confequently, dangerous to a minifterz in the latter, they are fubmifliye, and, like a beaten fpaniel, crouch at his feet. In truth, the only formidable enemies of a minifter are the people whom he governs. Let him once fubdue them with the various plagues of war,‘ taxes, and famine; and then he may drive his chariot over their profcrate necks. For me, I difdain pofihinnous reputation: let me feel the extent of my power while I live.” In the clofe of this beautiful quotation, our hero appears to have had his eyes on the following paifage of SiWIFT’s_ lid 13 3 epitaph on the great D ulcc ot'l\/lAz:I,1:c)r-ioucf;H, than which f10tl1il1g,COLllCi be more applicabloto lnmiclf: “ B:-hold! his funeral app:-':;n's:V Nor wi.iows ’ tighs nor orplfims’ tears, (‘Wont at fuch time each hcmjt to pierce) Attend the progrclk of his he:u'lL_*_.
