CATARACT. _ _ __[ —._ PHILOMATHEAN SOCIETY. 41 OF THE OF UHi ON COLLEGE ARTICLE I. SECTION 1. This Association shall be known by the name of THE PHILOMATHEAN SOCIETY. SECTION 2. The objects of this Society shall be the acquirement of literary knowuledyce, the promotion of virtue, and the cultivation of social harmony and friendship. SECTION 3. The ordinary business of this Society shall consist of Declameation, Composition and Extemporaneous -Debate. ARTICLE II. SECTION 1. This Society shall meet weekly dlring the collegiate term at their Hall or such other place as they shall determine. SECTION 2. Special meetings shall be called by the President upon a written application of one-fourth of the attending members. SECTION 3. A mcjority of the attending members shall constitute a quorum for the transaction of business; but a less number shall be empowered to adjourn from time to time and call delinquents to account. ARTICLE III. SECTION 1. The Officers of this Society shall be a President, Vice President, Secretary, Treasurer, Librarian, Advocate, and a Censor, -with three Councilors; the three former to continue in office during six, and the remainder during twelve U U / 48 FPHILOMATHEAN SOCIETY. regular meetings, except the Librarian who shall continue in office. one year; all of whom shall be respectively elected according to law. SECTION 2. It shall be the duty of the PRESIDENT, to preside at all meetings of the Society, to regulate its business, execute its laws, appoint committees, deliver an address at the expiration of his term of office, to call for criticism upon composition, etc., to put to vote all questions submitted to the decision of the Society, and to call special meetings. SEcTIoN 3. The President shall be empowered, subject to the laws, to impose fines upon any member who shall become obnoxious to the laws of the Society; to grant leave of absence, provided it be not more than ten minutes; to take the voice of the house upon any question he may wish to propose previous to any that may be pending, and without being seconded. SECTION 4. He shall not vote except on admission or expulsion of members, but shall have the casting vote on any question upon which the Society is equally divided. He shall not be called to account for any misdemeanor committed during his term of office, until the expiration of the same, except for openly and avowedly refusing submission to the Constitution and Laws. SECTION 5. In the absence or indisposition of the PRESIDENT, the VICE PRIESIDENT shall perform his duties and possess his powers. SECTIoN 6. It shall be the duty of the SECRETARY to keep regular minutes of the transactions of the Society; preserve all books and papers committed to his charge; call the roll; read the minutes of the last meeting; announce the duties of each division for the succeeding meeting, note down the votes taken, whether by ballot or viia voce, upon all questions submitted for decision; announce the result, and make a just return of all delinquencies to the Censor, at the close of every regular meeting. SECTION 7. It shall be the duty oi the Secretary to notify newly elected attending members of their election, which notice shall be given within six days from such election; to carry notifications to absenting members, when ordered by the Society; deliver to the Treasurer at the close of each meeting, an account of all the fines imposed; give general notice of all special meetings; and when called upon, to write and deliver certificates of Non-Attending and Honorary AIembes. SECTION 8. It shall be the duty of the Treasurer to keep the funds, collect the dues and make disburlsements, under the direction of the Society; to keep an account of all monies received and expended by the same; a book of debt and credit between the Society and its members; to keep the seal; to report to the Society such members as shall neglect or refuse to pay their dues within the time specified by law; and to keep or cause to be kept in afit condition the Hall of the Society. U WJ) PHILOMATHEAN SOCIETY. 49 SECTION 9. It shall be the duty of the Librarian to keep the keys of the Library; preserve its books, manuscripts and stationery; to be in the Library every Wednesday and Saturday from half past eight until nine o'clock, A. M., and at such other times as the Society may from time to time order, for the purpose of delivering and receiving books; and to keep an account of all books delivered and returned. SECTIoN 10. It shall be tile duty of the LIBRARIAN, to keep a Catalogue of all the books open to the inspection of the members; to record the names of the benefactors of the Society together with the amount of their donations; to report to the Society all members with-holding a book or books longer than the lawful time or in any way damaging the same, and to hand the amount of the fines to the Treasurer. SECTION 11. The LIBRARIAN shall be empowered to appoint three assistants removable at pleasure. SECTIoN 12. It shall require a majority of all the votes polled to elect a person to either of the offies of President, Vice President, Secretary, Treasurer, or Librarian. SECTION 13. If on balloting for either of these officers a choice shall not be made, the Society shall proceed to ballot from the three candidates having the greatest number of votes, and if on thile second ballot no choice shall be made, they shall choose the officer from the two having the highest number of votes. SECTIO.N 14. The ADVOCATE shall consider himself bound by honor and morality, to defend when called upon, to the best of his ability, the CONSTITUTION, LAWS, interests and character of the Society. SEcTIoN 15. It shall be the duty of the Advocate when a member is brought before the Society, for trial, to take upon himself the management of such trial on the part of the Society, to state'the charges, examine the witnesses, explain the laws, and elucidate and apply the evidence. SEcTIoN. 16. It shall be the duty of the CENSOR and CouNcIL, to present two questions for debate at each regular meeting, and in case the Society rejects them, to immediately present two more, and repeat the same as often as the Society rejects; to report to the Treasurer the names of all individuals fined with the amount of the fines. SECTION 17. The CENsoR and COUNCIL shall be empowered to cite before them any member who shall be reported to them as having transgressed the Laws, or any member whom they shall have discovered to have transgressed the same; to give private admonition when they shall deem it necessary, to examine into deficiencies, of members, to judge whether the excuses offered, if any, be satisfactory, and subject to the laws, to impose fines. SEcarTo 18. If the Censor and Council in the discharge of their duty, find a v U~~~ ( ~ 50 PHILOMATHEAN SOCIETY. member guilty of violating the laws, or in any way injuring the character of the Society, they shall be empowered to fine him a sum not exceeding fifty cents,; but if they shall deem him worthy of a greater punishment, it shall be their duty to report him to the Society. ARTICLE IV. SECTION 1. No person shall be elected a member of this Society unless at least two members become vouchers for his virtuous deportment, nor shall he be balloted for unless he has been proposed one week previous. SECTION 2. It shall require two thirds of the votes polled to elect a person a member of this Society. SECTION 3. Every person elected an attending member of this Society, shall be entitled to all its immunities and privileges, and after three regular meetings shall be obliged to perform its duties. SEcTIoN 4. Gentlemen whose talents and reputation may add to the respectability of the Society, may be elected HoNORAaRY MEMBERS. SECTION 5. The President and Professors of Union College shall be ex-oficio Honorary Members of this Society. ARTICLE V. SECTION 1. No member of this Society except a Councilor, shall hold two offices at the same time. SECI'ION 2. No person shall be eligible to the same office twice in succession. SECTION 3. No Honorary or Non-Attending Members shall be eligible to any office of the Society, nor have the privilege of voting; but shall have the privilege in common with other members of delivering their sentiments on any question before the Society: they shall also have the use of the Library, for which Non-Attending members shall pay twenty-five cents per term in advance; to the Treasurer. ARTICLE VI. SECTION 1. The punishments of this Society shall consist of Fines, Admonitions, Suspensions, Dismissions, and Expulsions, according to the nature of the offence. SECTION 2. No member after having once been punished for, or acquitted: of a crime, shall ever again be called to account for the same offence. SECTION 3. Every member in regular standing and not indebted to the Society, may at his request receive an honorable dismission. ARTICLE VII. SElCTON 1. It shall require thre-fonaruh of all members present to find a member guilty of a crime for which the punishment is expulsion, and twothirds to find him guilty of a crime for which he may be disgracefully dismissed -/X PHILOMATHEAN SOCIETY. SECTION 2. It shall require three-fourths of the members present to find any officer guilty of a crime for which he may be dismissed from his office. SECTIoN 3. The Society shall not have the power of passing ex-post facto Laws. ARTICLE VIII. SECTION 1. The property of this Society shall be considered as belonging to it as a body only, and if any member be suspended, dismissed or expelled, his right to any portion of the common property shall be forfeited to the Society. SECTION 2. If any member in virtue of his office have anything belonging to the Society, in his possession, he shall deliver the same to the person appointed to succeed him. ARTICLE IX. Any Article -of this CoNsTITUTINTUT may be altered or amended by a vote of three-fourth of the members present, provided three weeks previous notice be given.
