A well selected and miscellaneous collection of books and other literature suited to the general reader, has ever been considered by the management of the Home to be an almost indispensable requisite to proper government and control; and therefore early in the history of the Institution, efforts were made to secure voluntary contributions from interested persons, and more recently an annual expenditure has been made from the contingent fund to further the project, which has at length assumed the character and proportions of a Library. It is apparent, from the inscriptions upon many of the volumes which have evidently been longest in use, that the effort to obtain voluntary contributions was, in some degree, responded to by benevolent sympathizers. On the fly-leaves of several books is written: "Eight Wisconsin Battery Library Association;" on a few, " Presented by citizens of Columbus, Wis.; " on others, " Presented by First Unitarian Church Society, Boston, through Rev. Mr. GANNET;" and some two or three hundred volumes contain a slip on which is printed: " The L. B. Schwabe Library, named by the Honorable Board of Managers, July 2, 1869-Major-Gen. B. F. Butler, President; Hon. Lewis B. Gunckel, Secretary." A few months later, as appears from the minutes of the Board, its action naming the Library was rescinded. Additions have been made, from time to time, as the funds devoted to this object would allow; a large and valuable collection of Executive and Congressional Documents have been obtained from Washington through Hon. Alexander Mitchell, and other members of Congress; and complete sets, so far as possible, of Reports of the Adjutant-Generals of the several loyal States, issued during the Rebellion, have recently been obtained. During the past year, nearly eleven hundred dollars were expended for books by the Commandant of the Home, General EDWARD WV. HINCKS, adding many -valuable standard and popular works. -The Library was then classified and a new catalogue made. The new books were purchased of Harper Brothers, and D. Appleton & Company, New York; and the gentlemen last named have manifested their interest in the Library by donating to it the new edition of the American Cyclopedia. G-EO. WA. Hours for obtaining books, eight to eleven A. M., and seven to eight P. M. (Sundays excepted). 2.-Encyclopedias and Books of Reference marked in the Catalogue with an asterisk (*), will not be taken from the Rooms, but may be consulted in the Library. 3.-One Book only will be taken at a time, and retained for a period not exceeding two weeks. 4.-Persons availing themselves of the privileges of the Library will be held responsible, not only for the return of books to the Library, but for all soiling, marking, or other injury of the books while in their care. 5.-Before granting a Furlough or Discharge, the Commandant must be assured, by certificate from the Librarian, or otherwise, that the applicant has returned all books taken by him from the Library. 6.-When through reading a Paper, place the file in proper order upon the rack, with the heading of the paper outward. 7.-No person will be permitted to cut, mark, tear, or otherwise injure books, papers, magazines, or other property pertaining to the Library, nor to remove from the Rooms any article belonging thereto, except by proper authority. 8.-Decorum will be observed in the Library Rooms in respect to dress, removing hats, etc. Loud reading, conversation, and all unnecessary noise, is forbidden. 9.-Willful disregard of' these Rules will be debar the offender from the privileges of the Library Rooms, and render him liable to such other penalty as the Commandant may direct.
