'-^^0^ 0' " o , : ^^<^^ OFFICE OF THE GOVERNOR At the Island of Cebu, on September 7, i8g^, departed this life Cbarlee Xee dollins Captain in the Twenty-third Regitnent of Infantry, Utiited States Army. Captain Collins was graduated from the United States Military Academy at West Poi?it, in 1882, and commissioned a Second Lieutenant of infantry, from which time up to his death he was in active service on the frontier and ifi staff details. In the zvititer of i8g8, while First Lieutenant and Adjuta7it of the Eleventh Infantry, he was ordered to Caracas, Venezuela, as Military Attache of the United States Legation. He remained at this place over a year, discharging the duties of this position in a manner so satisfac- 0' tory to the government of Venezuela that he was decorated with the famous " Order of the Liberator'''' {Busto de Bolivar^. In fuly, i8gg, he sailed from San Francisco upon the U. S. transport ' Ohio " in command of recruits for the Philippine Islands, a?id very soon after reaching Cebu, he died fro7n the effects of a surgical operation. Captain Collins was one of the incorporators and the first Secre- tary of the California Society of Sons of the Revolution, and he was elected to tnembership in this Society on November 4, 1S97. In right of his father he was a companion of the Military Order of the Loyal Legion, and by representation, a member of the Pennsylvania Society of the War of r8j2. He leaves a widow, Emma Byrd Beach Collins, but no children. The San Francisco Chapter is requested to represejit this Society, and to extend all possible assistance to those haviiig charge of the remains upon their arrival at San Francisco. Since his election to this Society, Judge McKinstry has been a gentleman of the G)uncil, and he was the first President of the San Francisco Chapter.
