Submitted for the Action of the Fourteenth Con- gress by the Commanderies of MASSACHUSETTS CALIFORNIA DISTRICT OF COLUMBIA WASHINGTON KANSAS I fa/ AMENDMENTS PROPOSED BY THE COMMANDERY OF MASSACHUSETTS Article V, Section i. Strike out the whole of Section i and substitute therefor the following: "Section i. The Companions of this Order shall be elected in the manner hereinafter provided from the classes defined in this Article, and shall be known as Original and Hereditary Companions; but no one having an ancestor eligible, but not a Companion of the Order, shall, during the life time of the ances- tor, be eligible for election." Section 2. Amend Section 2 by striking out the words "of the First Class" in the first and last lines. The rest stands as printed. Section 3. Strike out the whole of Section 3 and substitute therefor the following: "Section 3. HEREDITARY COMPANIONS. The direct male lineal descendants, who shall have attained the age of twenty-one years, of deceased Original and Hereditary Com- panions, of nominees of deceased Original Companions, and of deceased officers not members of the Order, but who were eligible as such, and whose direct descent shall in every case be traced anew from the original founder of the membership in the Order, from the deceased eligible officer or from a nominee of an Original Companion. Those elected under the provisions of this Section shall be designated Hereditary Companions." Section 4. Strike out the whole of Section 4 and substitute therefor the following: "Section 4. Any Original Companion having no direct lineal male descendant, may, by writing, filed with the Recorder of his Commandery, nominate an Hereditary Companion from among the collateral male members of his family, descending only from his own brother or sister, and the person so nominated when he shall have attained the age of twenty-one years shall become eligible to membership, and all Companions heretofore elected as Companions of the Second Class for life are hereby made Hered- itary Companions. Any nomination for membership heretofore filed by an Original Companion shall be valid and effectual as a nomination under this Section." Section 7. Amend Section 7 by inserting after the words "deceased Companion" in the second line the following: "from the nominee of an Original Companion" Section 8. Strike out Section 8 entirely and substitute therefor the following: "Section 8. The sons, and if there be no sons, the grandsons, of living Original or Hereditary Companions who shall have attained the age of twenty-one years, shall be eligible for mem- bership as Hereditary Companions." Section 9. Strike out Section 9 entirely and substitute therefor the following: "Section Q- Companions heretofore elected as of the Second Class are hereby made Hereditary Companions." Section 10. Insert the word "Hereditary" before "Com- panions." Strike out "of the Second Class" in the first line and "of the First Class" in the last line. Section 10 so amended will read as follows: "Section 10. Hereditary Companions shall have the right to vote in all cases except in elections of applicants for membership as Original Companions." Section 11 is to stand as written merely as a record of a past. Article VI, Section 2. Amend Section 2 by striking out the words "of the First or Second Class" in the first and second lines and "of the First Class" in the fourth line. Section 3. Amend Section 3 by striking out the word "military" in the first line and "of the First Class" in the sixth and thirteenth lines and "or for membership in the Second Class" in the second and third lines on page 13. The rest stands as printed. Section 6. Strike out the whole of Section 6 and substitute therefor the following: "Section 6. Each Companion shall be entitled to the insig- nia and a diploma during membership. The right to hold the insignia and diploma of a Companion shall, after his death. remain in his family, provided, he is not represented in the Order; otherwise they shall be returned to the Commandery of which he was a member, and shall be reissued to his eldest representative of the Order only on the surrender to his Commandery of the insignia issued to him. The right to hold the insignia and diploma of a Companion of the Third Class shall, after his death, remain in his family, and in the Commandery through which they were issued, if there be no such family." Article VII. Strike out the words "of the First Class" on page 1 6. The rest stands as printed. Article X, Section 2. Strike out the whole of Section 2 and substitute therefor the following: "Section 2. The form of the Diploma for Original Compan- ions shall be as follows:" Amend the form of Diploma by inserting on page 19 after the words "was received as" the words "an Original" and strike out the words "of the First Class." Section 3. Strike out Section 3. Section 4. Strike out Section 4 and substitute therefor the following: "Section 3. — The form of Diploma for Hereditary Compan- ions shall be as follows:" On page 20 strike out in the form of Diploma the words "of the First Class." Article XVII, Section i. Strike out "of the First Class." Article XXI, Section 4. On page 33 strike out "of the First Class" in the two places it occurs and "and Companions of the Second and Third Classes" in the sixth and seventh lines. Section 5. Strike out "of the First Class" in the two places it occurs and "and Companions of the Second and Third Classes" in the eighth and ninth lines. The rest stands as printed. AMENDMENTS PROPOSED BY THE COMMANDERY OF CALIFORNIA At a stated meeting of the Commandery of the State of California, on February 9, 1921, the following proposed amend- ments to the Constitution of the Order, with recommendation that they be presented for adoption to the next Congress of the Order, were unanimously carried, to wit: — Article V, Section 8. After the word "grandsons" in line 2, add the words, "and nephews." The Section as amended would read: "Article V, Section 8. The sons, and if there be no sons, the grandsons and nephews of living companions of the First Class, whether Original, in Succession or by Inheritance, who shall have attained the age of twenty-one years, shall be eligible to mem- bership. Those elected under the provisions of this Section shall be designated Companions of the Second Class." Amend Article VI, Section i, as follows: After the word "thereof" in the last line add the words, "and provided further, that eligible officers of the army, navy, or marine corps of the United States, may become members in any commandery that they may select." The section would then read: "Section i. Every application for membership shall be made to the Commandery of the State in which the applicant resides, if a Commandery exists therein, and if there be none, then to such Commandery as the applicant may select. Provided, that applicants residing in the District of Columbia shall apply to the Commandery thereof; and provided further, that eligible officers of the army, navy or marine corps of the United States may become members in any commandery they may select." AMENDMENTS PROPOSED BY THE COMMANDERY OF THE DISTRICT OF COLUMBIA At a Stated Meeting of the Commandery of the District of Columbia, held in this City, March 2, 1921, the following Reso- lution was unanimously adopted for consideration by the Four- teenth Quadrennial Congress of the Order to be held in the City of Philadelphia, April 12, 1921, viz: Resolved: That the following amendments to the Consti- tution be submitted for adoption to the Fourteenth Quadrennial Congress of the Order to be held in Philadelphia on April 12, 1921 : Article XXI, Section 4, line 3, strike out the words "For Original Companions of the First Class," and beginning at line 7 strike out the entire paragraph down to and including line 12, so that Section 4 as amended will read as follows: "The Ribbon shall be of watered silk, one and one-half inches wide. The ribbon shall have a red centre eight-tenths of an inch wide, with a border of white and edging of blue, each three-and-one-half tenths of an inch wide." Article XXI, Section 5, line 5, strike out the words "For Original Companions of the First Class," and beginning with line II strike out the entire paragraph down to and including line 16, so that Section 5 as amended will read: "The Rosette of the Order shall be one-half of an inch in diameter, of watered silk, with six sector-shaped sections and a rim with six diagonal stripes on its face and sides. The sector- shaped sections shall be of red, white and blue, the red sections being double the size of those of the other colors, with red loop in the centre. The rim shall be of the same colors, diagonal, the red stripes being double the width of the other colors." AMENDMENT PROPOSED BY THE COMMANDERY OF WASHINGTON CONCURRED IN BY THE COMMANDERY OF KANSAS PROTESTED AGAINST THE ADOPTION BY THE COM- MANDERIES OF MICHIGAN, CALIFORNIA, ILLINOIS AND DISTRICT OF COLUMBIA AMENDMENT PROPOSED BY THE COMMANDERY OF WASHINGTON "BE IT RESOLVED:— By the Washington Commandery, Military Order of the Loyal Legion of the United States, that this Commandery propose to the next Congress of the Order, an amendment to the Constitution of the Order as follows: "To amend Article V, Section 2, of the Constitution of the Military Order of the Loyal Legion of the United States, by adding thereto after the words 'War of the Rebellion,' being the last words of the fourth line from the end of said Section, as contained in the edition of the Constitution of the Order, printed at Philadelphia, 1919, the following: "Also all commissioned officers and honorably discharged commissioned officers of the United States Army, Navy and Marine Corps who served on active duty during the Spanish- American War, the Philippine Insurrection or who were on active duty as such officers of the United States Army, Navy or Marine Corps, between the sixth day of April, 191 7, and the eleventh day of November, 1919." AMENDMENT PROPOSED BY THE COMMANDERY OF KANSAS At the Stated Meeting of the Commandery of the State of Kansas, held in the Commandery Rooms, Topeka, on the Eighth day of September, 1920, the following Resolution was unani- mously adopted: — "Resolved, That the Commandery of the State of Kansas in regular session hereby most heartily endorse and approve the Resolution adopted by the Commandery of the State of Washing- ton on the 2ist day of April, 1920, as follows: "Be it Resolved by the Washington Commandery, Military Order of the Loyal Legion of the United States, that this Comman- dery propose to the next Congress of the Order the following: "To amend Article V, Section 2, of the Constitution of the Military Order of the Loyal Legion of the United States, by adding thereto after the words 'War of the Rebellion,' being the last words of the fourth line from the end of said Section, as contained in the edition of the Constitution of the Order, printed in Philadelphia, Pa., in 1919, the following: "Also all Commissioned Officers and honorably discharged Commissioned Officers of the United States Army, Navy, and Marine Corps who served on active duty during the Spanish- American War, the Philippine Insurrection, or who were on active duty as such officers of the United States Army, Navy or Marine Corps, between the sixth day of April, 1917, and the eleventh day of November, 1919."
