Sir: I have the honor to transmit the information requested and directed to be furnished to the Senate by resolution adopted April 1, 1914, concerning — 1. The relation, if any, of the organization known as the General Education Board of the Rockefeller Foundation to the work of the Department of Agriculture. 2. The name? and positions of all employoe?, if any, of the department whose salaries are paid in whole or in part with funds contributed by the Rockefeller P'oundation. 3. The names and pDsitif)ns of all administrative officers, if any, of the department who are in any way connected with the work of the General Education Board of the Rockefeller Foundation. 4. Salaries, if any, received by them from the said Rockefeller Foundation. The General Education Board is a corporation created by a special actof the Congress approved by President Roosevelt January 12, 1903, having as its object the promotion of education within the United States of America, without distinction of race, sex, or creed. About the time of the incorporation (li the General Education Board a serious emergency was presented in the Southwest by the ravages of the cotton-boll weevil. The Congress on January 15, 1904, made an appropriation which permitted the expenditure of $250,000 for meeting the ravages of the weevil, including demon- stration work. The demonstration work met with immediate suc- cess and attracted the attention of the General Education Board. The board expressed its desire to cooperate and offered to place at the disposal of the department additional funds for extending the work. On April 20, 1906, after a full discussion, a memorandum of under- standing was entered into between the Department of Agriculture and the General Education Board for cooperation in extending the farmers' cooperative cotton demonstration work. The agreement grovided, in brief, that the work financed by the General Education ioard should be distinct in territory from that carried on solely by the Department of Agriculture and that this work should be sepa- rately financed. Under the terms of the agreement the General Education Board undertook to pay the expenses directly and indi- rectly incurred in conducting the demonstration work in the extended territory, and the department agreed to supervise the w(;rk and to appoint all special agents for the extended territory. It was also agreed that the agents should be under the control of the department 'in every respect as fully as any other agents of the department. It was distinctly understood that the department was to be in no way responsible fc-r the handling of the funds provided by the General Education Board, and that the department would under no con- sideration join with the board in payment of salaries of employees except to the extent of a nominal collaborator's salary of $1 per annum, which was necessary and essential in order to secure the franking privilege. The agreement referred to has been the basis of operations since 1906. As director of all the administrative work he has chai'ge of the force of collai)orators who are paid in whole or in part by the General F^dueation Board. He receives no salary from the General Education Board. In March, lOl.'i, the Congress made an apjiropriation for the study of marketing, and it also made an ap|)roi>riation for the study of rural credits in Europe. It apjieared desirai)le tiuit if po.ssible there should be an investigation of the forms of eoojieration in the United States, of the problems of rural organization, and es|)ecially of the facts relat- ing to farm credits. These prol)l(Mns are interwoven with tiie market- ing proi)lems and with the rural-credit incpiiry ai)road. It was sug- gested tiiat it was important that the (le|)artment institute incjuiries concerning these prohlems while it was investigating marketing m this country and rural credits abroad. The department at the time had no funds availahle, and the General Education Board, learning of the situation, offered to extend its financial eoojieration, and the depart- ment entered into an agreement i)y which funds w(>r(* placed at its disposal for tiie study of cooj)erat ion, including rural credits and the general organizati(»n (»f rural communities for economic, social, and educational purposes. The depart m(>nt agreed to have a director in charge of this work who should !>(> ap|)roved by it and whose work should l)e directed by it, and Dr. Thomas Nixon Carver, of Harvard, wa-s selected. The traveling expenses of these men were paid by the general edu- cation board. It made a similar arrangement with Dr. Lillian Johnson, of Mem- phis, Tenn., and Miss Ernestine Noa, of Lookout Mountain, Tenn. If for any reason the Congress should conclude that this farmers' demonstration work carried on in cooperation with the general educa- tion board since 1906 should be discontinued, the work in the South will have to be curtailed accordingly or an appropriation from the general revenues of $250,000 will be required.
