Sec. 1. This Organization of Rowing Clubs shall be known as the Schuylkill Navy. Sec. 2. ■ The object of the Navy shall be to secure united action among the several clubs for the promotion of Amateur Oarsmanship on the river Schuylkill. Sec. 3. "We define an Amateur Oarsman, to be one who does not enter in an open competition, or, for either a stake, public or admission money, or entrance fee, or compete with or against a professional for any prize, or who has never taught, pursued or assisted in the pursuit of athletic exercises as a means of livelihood or has not been employed in or about boats or in manual labor on the water." ARTICLE II. government. Sec. 1. The Government of the Navy shall be vested in a Naval Board, to which each club shall appoint two delegates selected from its members. ARTICLE III. OFFICERS. Sec. 1. The OflScers of the Navy shall be Commodore, Vice- Commodore, Secretary, Treasurer, and Log-Keeper, to be elected annually by the Naval Board. Sec. 2. All officers must be active members of clubs belonging to the Navy. ARTICLE IV. NAVAL BOARD. Sec. 1. It shall be the power and duty of the Naval Board from time to time to prescribe and publish, through the Secre- tary, rules for the government of the Navy, and to enforce all penalties provided by the By-Laws. Sec. 2. The Board shall act as one of Arbitration, to hear and decide all disputes between the clubs, except upon such questions arising during races as may be subject to the decision of the Umpire. Sec. 3. The regular meetings of the Board shall be held monthly. Special meetings may be held at the call of the Commodore. Sec. 4. Delegates from a majority of the clubs shall con- stitute a quorum for the transaction of business. ARTICLE V. commodore and vice-commodore. Sec. 1. The Commodore shall preside at all meetings of the Board, enforce a proper observance of the Constitution and By-Laws and all Rules, promptly report to the Board and re- quire its action upon all violations of the same, and shall be an ex-officio member of all Committees, but shall have no vote in the Board or in Committees, except when appointed thereon by the Board. Sec. 2. He shall call special meetings of the Board upon -the written request of delegates from at least two clubs. Sec. 3. He shall take command of the fleet upon all public displays of the Navy, and shall have power to call out the fleet at his discretion. Sec. 4. The Vice- Commodore shall act as the assistant and under the direction of the Commodore, and in the absence of the latter shall assume all the duties pertaining to the office of Commodore. ARTICLE VI. SECRETARY, TREASURER AND LOG-KEEPER. Sec. 1. The Secretary shall keep the minutes of all meet- ings of the Board, shall read and file all communications, and shall perform generally all the duties pertaining to the office of Recording and Corresponding Secretaries. Sec. 2. The Treasurer shall receive and disburse all moneys due to or from the Navy, shall keep correct accounts of such receipts and disbursements, and present to the Board monthly and annual statements of accounts. Sec. 3. The Log-keeper shall keep a full and correct record of all races and events of general interest affecting the Navy and submit a report of the same at the annual meeting of the Naval Board. ARTICLE VII. CLUBS. Sec. 1. The unanimous vote of the delegates present at a meeting of the Naval Board shall be necessary to admit any club into the Navy. Sec. 2. Any club seeking admission shall present, through the secretary of the Board, an application in writing, with the sum of Ten Dollars as an initiation fee, a statement of the date 6 of its organization, number of members, a list of its ofl&cers, and a detailed description of its property. This statement shall, unless objection is offered and sustained, be submitted to an investigating committee of three, which shall at the next meeting present a written report of the information it has obtained, and the sources from which procured, and upon the presentation of such report shall the vote of the Board be taken. Sec. 3. A club rejected by the Board shall not be again proposed for membership within six months thereafter. Sec. 4. Every club admitted to membership shall be forth- with notified of its admission, and furnished with a copy of the- Constitution, By-Laws and Rules, and shall be entitled to rep- resentation at the next meeting of the Board. Sec. 5. Each club shall pay into the Treasury of the Navy such dues as shall be prescribed by the By-Laws. ARTICLE VIII. ELECTION OF OFFICERS. Sec. 1. All officers of the Navy shall be nominated at a stated meeting of the Board and elected by ballot at the following or a subsequent stated meeting. Vacancies shall be filled in a like manner. Officers shall serve for the term of one year or until the election of their successors. ARTICLE IX. PENALTIES. Sec. 1. -For any cause determined to be sufficient, resolu- tions of censure or expulsion may be passed at any stated meeting, against any officer of the Board, or against any club of the Navy, by a two-thirds vote of the whole Board, provi- ded, that such officer or club, as well as the representatives of the several clubs, shall have received due notice of the accusa- tions and of the meeting at which such resolutions are to be acted upon. ARTICLE X. AMENDMENTS. Sec. 1. The articles and conditions of this Constitution shall not be amended or altered except by the affirmative vote of two-thirds of the whole Board. Sec. 2. Amendments or alterations shall be submitted in writing at a stated meeting of the Board, and may be acted upon at the next or a subsequent stated meeting, after due notice has been given to the several clubs of the nature of the pro- posed amendments or alterations, and the time and place of the meeting at which they are to be acted upon. BY-LAWS. ARTICLE I. MEETINGS. The stated meetings of the Naval Board shall be held on the first Monday in each month at 8 o'clock, P. M., and special meetings at the call of the Commodore. ARTICLE II. ORDER OF BUSINESS. Sec. 1. The order of business at regular meetings of the Board shall be : 1. Calling the Roll. 2. Reading the Minutes of Previous Meeting. 3. Reading of Communications. 4. Reports of Officers and Committees. 5. Collection of Fines and Dues. 6. Balloting for the admission of Clubs or Election of Officers. 7. Unfinished Business. 8. New Business. Sec. 2. At special meetings of the Board the special busi- ness shall be proceeded with immediately after roll-call, and none other be transacted. Sec. 3. At all meetings of the Board each club shall be entitled to one vote, and no proxies shall be allowed. ARTICLE III. EXPULSION. Sec. 1. Any club in arrears for dues for one year, or failing to be represented in the Naval Board for the same length of time, may, upon motion, be expelled. ARTICLE IV. DUES AND FINES. Sec. 1. Each club shall pay monthly in advance, the sum of two dollars into the Treasury of the Navy. Sec. 2. Any club failing or neglecting to be represented at any meeting of the Board shall pay a fine of one dollar. ARTICLE V. election of officers. Sec. 1. The annual election for officers shall be held at the January meeting or as soon thereafter as possible. Sec. 2. , All officers shall, upon leaving office, at once deliver to the Naval Board all funds, papers, and property in their hands, belonging to the Navy. ARTICLE VI. amendments. Sec. 1. Amendments to or alterations of these By-Laws shall be presented in writing at a stated meeting, and may be acted upon at the next or a subsequent meeting of the Board, provided due notice is given the several clubs of the proposed amendments or alterations, and the time and place of the meeting at which they are to be acted upon, and a two-third vote shall be necessary for adoption. Sec. 2. The order of business declared in Article II, Sec- tion 1st, maybe suspended for the time being by a two-thirds vote of the delegates present at any meeting, but no other by-law shall be suspended. 10 RULES AND REGULATIONS. ARTICLE I. GENERAL PROVISIONS. Sec. 1. It shall be the duty of the representatives of each club to present on the first Monday in March of each year, to the Log Keeper of the Naval Board, a written report, setting forth the number, names and classes of the boats owned by his club, and the number of its members and a list of its officers, &c. Sec. 2. There may be two regular Reviews of the Navy in each year, to be held at such dates as the Naval Board shall determine. Of these reviews at least two weeks notice shall be •given to the several clubs. Sec. 3. An Annual Local Regatta shall be held at such date as the Naval Board shall determine, and the several clubs shall receive at least six weeks notice of the date and course of such Regatta. Sec. 4. An Annual Regatta open to all Amateurs shall be held in June of each year. The arrangements for such Regatta shall be made at the January meeting of the Board, or as soon thereafter as possible. Sec. 5. In all public displays of the Navy, except Regattas, the order of precedence as to the position of the several clubs "in line," shall be regulated by their relative seniority as mem- bers of the Navy. 11 Sec. 6. Each club shall provide itself with designating flags for boats and boat-house, the character of such flags to be re- ported to the Naval Board. Sec. 7. Boats belonging to clubs of the Navy shall, after night- fall carry on their bows an orange light. ARTICLE II. RULES GOVERNING LOCAL REGATTAS. Sec. 1. Racing for money is positively prohibited. Sec. 2. For racing purposes boats shall be classified aa follows : 1st Class — Shells. 2d Class — OuTRiGGED Open Boats. 3d Class — Inrigged Open Boats. Sec. 3. . All races provided for in these rules shall be between boats of the same class. Sec. 4. In all races the coxswain and crew of each contest- ing boat shall be Amateurs, and bona fide members of the club which they represent. Sec. 5. No changes shall be made in any crew during a race. Sec. 6. Clubs intending to enter for the Regatta must give Qotice to the Secretary of the Naval Board on or before the day for closing the entries, which shall be two weeks before the Regatta. Sec. 7. Objections to any entry may be made at any time previous to the race. Such objections shall be made in writing to the Secretary and be submitted to the decision of the Naval 12 Board. If such objection be made, however, just before the start, and the boat or crew objected to shall win the race, no prize shall be delivered to it unless the objection raised shall have been decided in its favor. Sec. 8. A committee shall be appointed by the Commodore at least one month prior to the date of holding the Regatta, which shall have entire charge of the Regatta, and shall at least one week before the 1st day of the Regatta, notify the clubs of the order and time of the races. Sec. 9. Heats and Stations shall be drawn for by the Committee in presence of such competitors or their representa- tives as may attend after due notice has been given of the meeting of the Committee for that purpose. Sec. 10. An Umpire, Starter, Time-keeper, and Judge, shall be appointed at least one week previous to the 1st day of the Regatta. Sec. 11. The winners of the Champion Flags in the Annual Regatta, shall hold them until such time prior to the next Annual Regatta as the Naval Board may require their return, to be again rowed for, and this rule also applies to the Cham- pion Belt for Single Scull Races. 13 RULES OF SCHUYLKILL NAVY REGATTA, Open to all Amateurs. 1. This Regatta shall be open to all Amateur Clubs which have been duly organized two months prior to the holding of the Regatta. Entries from individuals will not be received. 2. No club shall be allowed to enter any person who has not been a member of that club for at least two months pre- ceding the Regatta. 3. I. Any club intending to compete for any of the prizes, must give due notice to the Secretary of the Navy on or before the appointed day for closing the entries, which shall be two weeks before the 1st day of the Regatta. II. In all cases of entries for four-oared races, a list of not more than eight names, and in all cases of entries for pair- oared or double scull races a list of not more than four names shall be sent to the Secretary, and from these names the actual crew shall be selected. III. The name and address of the Captain and Secretary of each crew or club entering for any race shall be sent at the time of entrance to the Secretary. lY. The President or presiding officer, or Secretary of each club entering, is required to certify on honor, in writing, that each member of the crew entered is strictly an amateur, and is not paid directly or indirectly for his services as a member or by reason of his being a member of the club. 14 4. No assumed names shall be given. 5. No one sliall be allowed to be entered twice for the same race. 6. The Secretary shall not declare any entry nor report the state of the entrance list until such list shall be closed. 7. Objections to any entry shall be made in writing to the Secretary of the Regatta Committee within seven days from the declaration of the entries, when the Committee shall inves- tigate the grounds of objection, and decide thereon forthwith. 8. No entrance money shall be required in any race. 9. All races shall be one and a half miles straightaway. 10. A meeting of the Regatta Committee shall be held im- mediately preceding the Regatta, at which the Captain or Secretary of each crew or club entered shall deliver to the Secretary of the Regatta, a list of the names of the actual crew appointed to contend in the ensuing races, to which list the name of one other member may be added in the event of illness or accident, subject to rule 11. 11. No member of a club shall be allowed to be substituted for another who has already rowed in a heat; nor shall any member of a club be allowed to row with more than one crew in any of the heats for the same prize. 12. In the event of a dead heat taking place, the same crews shall contend again after such interval as the Regatta Commit- tee may appoint, or the crew refusing shall be adjudged to have lost the race. 13. In the event of there being but one boat entered for any prize, or if more than one enter and all withdraw but one, the crew of that boat must row over the course to be entitled to such prize. 15 14. Heats and Stations shall be drawn for by the Regatta Committee in the presence of such competitors or their repre- sentatives as may attend after due notice has been given of a meeting of the Committee for that purpose. 15. An umpire shall be chosen by the Regatta Committee, and his decision shall be final. 16. The judge at the winning post shall be appointed by the umpire, and his decision shall be final. 17. The laws of boat racing as herein following shall be observed at this Regatta, and the definition of an amateur oars- man as adopted by the Schuylkill Navy shall govern the quali- fications of each competitor. 18. The prizes shall be delivered at the conclusion of the Regatta to their respective winners, who in case of a challenge prize shall receipt for the same as may be required by the Naval Board. 19. All questions of eligibility, qualification or interpreta- tion of these rules shall be referred to the Regatta Committee, and their decision shall be final. 16 LAWS OF BOAT RACING. 1. All boat races shall be started in the following manner: The starter, on being satisfied that the competitors are ready, shall give the signal to start. 2. If the starter considers the start false he shall at once recall the boats to their stations, and any boat refusing to start again shall be disqualified. 3. Any boat not at its post at the time specified, shall be liable to be disqualified by the umpire. 4. The starter shall be under the control of the umpire. 5. Each boat shall keep its own water throughout the race, and any boat departing from its own water, will do so at its peril. 6. A boat's own water is its straight course parallel with those of the other competing boats from the station assigned to it at the starting to the finish. 7. The umpire shall be sole judge of a boat's own water and proper course during the race. 8. No fouling whatever shall be allowed ; the boat commit- ting a foul shall be disqualified. 9. It shall be considered a foul when after the race has commenced, any competitor, by his oar, boat or person, comes into contact with the oar, boat or person of another competitor, unless in the opinion of the umpire such contact is so slight as not to influence the race. 17 10. The umpire may, during a race, caution any competitor •when in danger of committing a foul. 11. The umpire, when appealed to, shall decide all questions as to a foul. 12. A claim of foul must be made to the judge or the umpire by the competitor himself before getting out of his boat. 13. In case of a foul, the umpire shall have the- power — A. To place the boats, except the boat committing a foul, which is disqualified, in the order in which they come in. B. To order the boats engaged in the race, other than the boat committing the foul, to row over again on the same or another day. C. To re-start the qualified boats from the place where the foul was committed. 14. Every boat shall abide by its accidents. 15. No boat shall be allowed to accompany a competitor for the purpose of directing his course or affording him other assistance. The boat receiving such direction or assistance shall be disqualified at the discretion of the umpire. 16. The jurisdiction of the upmire extends over the race and all matters connected with it from the time the race is specified to start until its final termination, and his decision in all cases shall be final and without appeal. 17. Any competitor refusing to abide by the decision or to follow the directions of the umpire shall be disqualified. 18. Boats shall be started by their sterns and shall have completed their course when the bows reach the finish. 19. In turning races each competitor shall have a separate turning stake, and shall turn from port to starboard. Any 18 competitor may turn any stake other than his own, but does so at his peril. 20.
