NOTE— The Signals Flags, displayed in this programme are taken, by permission, directly from the "U. S. Naval Signal Book," and are correct. Many combination of flags have been shown as being the historic signal: "REMEMBER THE MAINE." Without authority no one has access to the Naval Signal Book and in every instance, the "International Mer- chant Code" was employed. This code is never used by naval vessels of the same nationality in intercommunication. The differences that have been found in two signals that were supposed to convey the same information, has been due to the that in some instances the International man-of-war sig- nal "G. Q. T. F." meaning the "U. S. S, Maine" was displayed while in others the International Geographical Signal "B. Q. K. J.," signiiyiug the State of Maine was presumed to have been hoisted. The Blue and White checkered flag is called in the navy the "Telegraph Flag," which when dis- played with other flags means: "Use Telegi-aphic Dictionary in deciphering this message." The signal shown is No. 7820 "Remember." The Red and White checkered flag is called the "Cornet.'- When displayed by itself means: "Every- body repair on board at once." When hoisted in conjunction with other flags, means; "Below this flag is hoisted the Oflfic- clal U. S. Naval Number of the vessel indicatetl, which list consult." He was a son of Frederick and Annie (De Vey) Bogan. His education was derived from the public schools. He was a graduate of the Old Winthrop School in the Charlestown District. In 1878 he entered the City's Architects' office and in 1885 he was transferred to the Public Buildings Department, filling the position of assistant to the late Supt. Tucker. At the latter's death in 1893 Col. Bogan was appointed acting superintendent, and the following year received the appointment of Superinten- ent of Public Buildings. He was for many years identified with the militia of the Commonwealth, joining the 5th Reg- iment as a private, advancing grade by grade until he held the position of Colonel of the 9th Regiment. His dying message was an index of a noble character: ''My God, bring those brave men of my Regiment home from that place, or they will die before Sunday." In the last throes of the result of that dreadful campaign, in the tender ministration of his own family and closest friends, in the privacy of his own fireside, there was not a word of himself or his affairs but the tender solicitude of a father for his whole command from the highest officer to the lowest private. When President McKinley made his first call for vol- unteers for the army to invade Cuba, Col. Bogan went to the front with the Ninth Massachusetts Volunteers. At the battle preceding the surrender of Santiago he was with his regiment although he had been sick from the time the regiment left the state camp at South Framingham. He would not consent to leave his regiment until he was so wasted by malarial fever that he could hardly stand and was peremptorially ordered home by the regimental surgeon. Everywhere are our national colors and our dear old flag and as you pass from tent to tent filled with the pro- ducts of yankee skill, and mingle with the soldiers, sailors, daughters of the regiment and Red Cross Nurses, you be- come retrospective and the soft strains of music add to your mood. You have but to raise your eyes and there through the ionic marble column?, witn a master hand is portrayed the action which brought about the results you are anticipating in to-day. ADMIRAL GEORGE DEWEY DKAVKY'S GRKAT VICTORY The whole world rings with the plaudits for Commodore Dewey and his Asiatic Fleet which crept into the har- bor, Sunday, May ist under cover of darkness, not waiting for the removal of torpedoes or submarine mines, and at day break was ready with his challenge for Spanish forts and fleet. He silenced the forts and completely annihilated the fleet. This was the first naval battle in the world since the advent of the modern iron clad, and it was well for America that so brave, strategic, and skilfull a commodore was in command, and such officers and sailors. Dewey's fleet consisted of seven vessels. It was a fight both on land and sea, thus making the victory of the brave commander, officers and sailors one of the most notable in the annals of our navy. This is just as the Vizcaya turned out to sea to attack the Brooklyn and let the Colon pass between her and land, the Oregon to rear and the Brooklyn to the side of Vizcaya, the two torpedo boats, and the "Maria Teresa" and the *'Oquenda" are burning on the shore. This was at 10.38 on the morning of July 3d. At 1 1.06 the Vizcaya lowered her colors, and at 1.15 o'clock the last ensign of Spain had been hauled down and the wonderful run of Admiral Schley's Flag Ship Brooklyn and the Oregon had closed a victory which was "big enough for all", to quote gallant Admiral Schley, who had by his steering a circle toward the enemy instead of away from him, had saved his ship to make that superb run and the magnificent victory possible. While Old Glory was being raised, inside the building was taking place the last act in the surrender, General Shatter was receiving the sword of General Toral. The freedom of the Island and a protecting and guiding hand for an oppressed people. This grand galaxy of scenes are sketches from photographs and personal thoughts by John G. Ohnimus, perfected and finished under his direct supervision. One of the great attractions of the Exposition is the interesting and distinguished James P. Cummings of Hyde Park, Mass. He was one of the U. S. Marine Battalion, Co. D, and was ordered to Key West immediately upon his return from China on the Machias. He has many very interesting and valuable relics secured by his own bravery which he tries to conceal in relating his right to their possession. One of the many is a section of a Spanish nat- ional flag which was captured by him on May nth at a point called Diora Key at the entrance to Cardenas Harbor, the attacking party under command of Ensign Willard was carried ashore in a small launch. As they neared the shore they were met by a shower of bullets from the Spaniards, who were concealed behind the signal station, they landed, drove back the Spaniards and captured the Spanish national flag and also the signal flags, connected with the station and planted the first American flag on Cuban soil. He was wounded and passed through that terrible siege of fever. He was aboard the Texas during the naval battle and was an eyewitness to the destruction of Cervera's fleet. He and other fever patients were placed aboard the Texas preparatory to transportation to Key West. He has just returned from the naval hospital in Brooklyn. One of the surviving heroes of that terrible campaign of blood and fever in Cuba, is young private Allen Mcintosh, member of Troop F, 3d Regt. Cavalry Sharp Shooters. He has relics taken from the bodies of two of the enemy, shot by him, one an officer and one a sharp shooter, also a Mauser Rifle, taken from the wreck of ''Maria Teresa." It was grappled for with four fish hooks, the ship was in flames at the time. $24,000 in Spanish gold was found on board. A Haversack used for carrying field rations, carried from Chick- amauga, Ga. to El Caney, Cuba, was stolen by Cubans on the morning of July ist, while going into action, recovered July 2d.
