MESSAGE PRESIDENT OF THE UNITED STATES, TRANSMITTING Reports from the Secretaries of War and JVavy, in answer to a resolution of the House of the 20th December last, relative to the money and property received at the various Mexican ports during the late war, 4'c. January 31, 1849. Referred to the Select Committee on the subject of military contributions in Mexico, and ordered to be printed. To the House of Representatives of the United States: I communicate, herewith, reports from the Secretary of War and the Secretary of the Navy, together with accompanying documents, in answer to a resolution of the House of Representatives of De- cember 20, 1848, requesting the President " to communicate to the House he amount of moneys and property received during the late war witli the republic of Mexico, at the different ports of entry, or in any other way within her limits, and in what manner the same has been expended or appropriated." Sir: The accompanying statements contain all the information in this department relative to " the amount of moneys and property received during the late war with Mexico, at the different ports of entry, or in any other way within her limits, and in what manner the same has been expended or appropriated." Besides moneys derived from contributions, levied under military authority, officers of the army have been required to report to the department all moneys and property received by them from muni- cipal and other public authorities or corporation^ in Mexico, as salaries or compensation for any service whatever, or as gratuities or presents, or from any citizen or public authority, for the per- formance of any service in any way connected with their official duties; and all sums so reported have been embraced in the follow- ing statements, except one or two small accounts yet too imperfect to be cfrried on the books. By far the largest amount of contribution money has been levied upon the external commerce of the enemy in the form of import, export and tonnage duties. The aggregate from this source is $3,434,664 67, while from all others tht amount is but $553,054 65. The sum of $163,572 79 has been derived from captured money, and sales of captured property, belonging to Mexico. From the assessments imposed upon the several States of the Mexican republic, and the special contribution levied upon the city of Mexico, there has accrued the sum of $225,648 96. A considerable amount has been derived from municipal and State revenues, seized on the occupation of such cities and States, and confiscated to military purposes. The whole amount from these sources could not be applied to our service, but only such balances as remained after sufficient suras had been unavoidably applied to the support of the city authorities, and to other indis- pensable objects. It would have "Tseen a more correct mode of stating the account, in. such cases, to have carried the balances only into the aggregate of military contributions, but it has been deemed the most satisfactory course to report the gross amounts which passed through the hands of our officers, where the accounts have been rendered in a sufficiently complete form, and to state, in a dis- tinct shape, the deductions to which they were unavoidably sub- jected before being applicable to military purposes. These appear under the head of city and civil expenses. The sums derived from these revenues, with some other items, are placed under the head of miscellaneous collections, and amount to $163,054 65, The aggregate collected amounts to $3,987,719 32, exclusive of the sums collected after the date of the ratification of the treaty, and paid over to the Mexican government, in pursuance of the third article thereof. The deductions from this gross amount is as follows: The contingent expenses of collection, so far as supported by vouchers, amounting to $72,869 56. Ex. Doc. No. 47. . 3 Drawback allowed to sutlers on goods sold to officers and soldiers, sailors and marines, for their own individual use and con- sumption, amounting to $44,289 22. The disbursements for civil and city expenses, brought into the statements of contribution money, for reason's above stated, amount- ing to $16,247 25. Deducting from the gross receipts the aggregate of the above three items, ($133,406 03,) there remains a nett revenue of $3,854, - 313 29, of which $25,565 23 is still due the Mexican government ior collections at Matamoras, subsequent to the 30th of iMay, 1848, and the balance is applicable to military purposes. Of this nett revenue there was paid over to disbursing officers of this and other departments, and into the treasury, the sum of $3,712,797 70. So much of this sum as w^as paid over to army officers, $3,293,- 721 05, has been mingled with their other public funds, and per- haps, in almost every case, the amounts have been disbursed in the public service. The accounts of these officers, except a few on very distant stations, have been rendered to the accounting officers of the treasury, and are in the process of settlement. In my last annual report^ submitted to Congress at the commencement of the session, it was recommended that the laws regulating the settle- ment of accounts be extended to the suras received from this source by disbursing officers, and that their accounts for disburse- ments be settled at the treasury. The balances in the hands of collecting and receiving officers amount to $141,515 59. It will be perceived that of this the sum of $124,919 16 is covered by claims for expenditures, &c., not ad- mitted for want of vouchers, or for other reasons stated in the proper place, leaving balances unclaimed by them, and not paid over, to the amount of $16,596 43, in their hands. Neither the claims of the officers engaged in the collection, nor those of the disbursing officers, have been finally settled, because there is no authority in the department to allow such parts thereof as are deemed just and equitable. Such as are stated in the ac- counts herewith presented, must not be regarded as claims which have received the approval of the department. The accounts are all considered open, and will remain so until Congress shall con- fer authority on some one to adjust them. For information in regard to the property taken from the enemy in Mexico, I respectfully refer you to the accompanying communi- cations from the quartermaster general and the head of the ord- nance bureau. Sib: In answer to your call of 24th instant, for a report of all property received by officers of the ordnance department in Mexico, during the late war, except such as was purchased and paid for by them, I have the honor to state that the only evidence atForded by the files of this office is as follows: A letter from Major H. K. Craig, of the 14th May, 1846, says, that there was captured in the actions of 8th and 9th of that month (Palo Alto and Resaca,) 8 bronze guns, 9, 6 and 4 pounders, on Ex. Doc. No. 47. 5 old carriages drawn by mules, 8 sets mule harness, 450 muskets, 24 carbines, 18 lances, 5 pistols, 135,000 musket cartridges, 5,000 flints, a few rounds of field ammunition, and a few armorer's and smith's tools. On the 23d January, 1847, he sent copies of the invoices of ord- nance stores taken at Monterey, September 24, 1846, consisting of 33 guns and howitzers, bronze and iron of various calibres, mostly small, mounted and dismounted, 250 muskets, 112 carbines, 43 lances, 1,469, 12 and 18 pounder balls, 247 boxes of artillery am- munition, 352 rounds of ammunition, 350 grenades, 261 boxes mus- ket cartridges, 128 boxes powder, 680 pds. and 6 arobas of slow match, 70 quintals and 400 pds. of lead in balls, and 101 quintals in bars, 10 dozen signal rockets, 60,000 musket cartridges, 2,117 cannon cartridges, 713 canister shot, 112 loaded shells, 2,870 prim- ing tubes, 15 port-fires, and a quantity of tools, materials, and in- complete parts of arms and implements. A letter from Captain Huger addressed to me, 30th March, 1847, after the capture of Vera Cruz, says that there was received on the ground where the enemy stacked their arms, some 3,600 muskets, 180 escopettes, 96 carbines, and 250 non-comm'gsioned officers' swords. In the forts and bastions of the town, 61 bronze cannon, 24, 18, 16, 12, 9, 6 and 4 pounders, and 2 stone mortars, and 12 others not in position; making a total of 73 pieces of bronze ar- tillery. Of iron cannon, 42 to 9 pounders, and mortars 13 and 10 inch, mounted, 52. Old and unserviceable, not mounted, 136, new guns of large calibres, not mounted, 6, making a total of 194 pieces of iron arliUery; and in the castle 130 pieces bronze an. I iron, either mounted or for which they have carriages, and some old and useless not mounted. The letter further says, that the Mexican au- thorities can give, or will give no returns, and what there was could only be found by hunting round. On the 5th of April he writes, " I will, by the next opportunity, be able to send you returns of the captured ordnance; I have al- ready told you the main items. I find in the castle an immense quantity of projectiles and aramunitiy)n, 44,871 solid shot, 18,211 empty shells, 3,716 filled shells, and 434 canister shot. There are 11,356 cartridges filled in line7ihags. The powder in town (18 bar- rels) and castle only amounts to about 300 barrels. A large quan- tity of filled cartridges and shells are also distributed about the town." The official return here promised never came to hand. On the 27th of September, 1847, Captain Huger sent me a return of the ordnance and ordnance stores captured at the various places in the valley of Mexico, including the city. This return embraced 57 bronze mounted howitzers, mortars and cannon, and 16 mounted iron cannon, 16 wall pieces, 5,600 shot, 900 shells' and 1,700 canis- ter of the various calibres, 210 barrels and 17 bags of powder, 4,000 cartridges for siege and garrison cannon, 3,000 rounds of ammuni- tion for field artillery, 6 tons of slow-match, 1,000 port-fires, 15,000 primers for cannon, 5,000 cartridges bags, 1,500,000 musket cartridges, 1,000,000 flints, and 56 barrels of unserviceable powder. The foregoing comprises all the information in this office as to 6 Ex. Doc. No. 47. ordnance stores obtained in Mexico, by capture or otherwise, except wiiat was sent to ordnance officers from the United States; and the files of this office are deficient in enabling me to answer your fur- ther call for a report of how the property was di>3posed of. We know by Lieutenant P. V. Hagner's accounts that he sold in Mexico, after peace had taken place, captured ordnance stores to the amount of $6,847 75; and by an account of Major Bell we know that when the American array were about to leave the valley of Mexico, he sold ordnance stores to various individuals on their own account, to the amount of $15,959 33, and to agents of the Mexican government to the amount of $87,655 93, but what por- tion of the same were captured stores is not shown. The papers accompanying this account also show a large quantity of captured stores delivered up to the Mexican goverament, in pursuance of the treaty of peace. Captain Kendrick, of the 2d artillery, acting ordnance officer, sold at Puebla, about the same time, ordnance stores to the amount of $31,320 54; and Captain Williamson, at Vera Cruz, to individ- uals to the amount of $365, and to an agent of the Mexican gov- ernment to the amount of $21,845; but neither of their accounts "shows what portion of the same were captured stores. In 9^11 instances the sales were public sales, and in pursuance of the orders of the generals in command, and the proceeds duly ac- counted for. A large quantity of the small arms and ammunition were from time to time broken, and the materials used, so far as they were of any value, in the repair and re-manufacture of arti- cles for the use of the American army. Seventy-three of the cap- tured bronze guns, howitzers and mortars, of various calibres, are reported to have been sent to the United States. I am, sir, very respectfully, your obedient servant, G.
