A portion of this sew;T will pass through the lowest section of the city, and will require to be constructed of semi-circular form, ^vith an iron top nearly flat securely bolted through to the foundation. It will be necessary to raise the grade for a short distance on Holliday street, near Bath street, two feet; and on Frederick street, commencing with three feet at the Dock, and ceasing a short distance above Second street. This portion of Frederick street must be paved with either Wood, Asphaltum or Concrete, as there will not be sufiicicnt space above the top of the sewer to properly secure stone. The section and fidl details of this sewer will be found on the plat; its minimum grade will be one foot in one thousand, which will give a current, when the sewer is three-fourths fidl of water, of three feet per second ; the area to be drained is one thousand acres. It is not contemplated to extend cither sewer, at present, further North than Monument street. To fully exemplify the capacity of these sewers, and demonstrate their fitness, with the gradients given, to drain the districts for which they are intended, without making it necessary to raise the grade of any por- tion of the city, to the injury of property, I have given upon the plat, sections of the out-fall sewers which drain London, and the principal sewer of the city of Brooklyn. Many similar evidences of success in this branch of engineering could be presented, to further demonstrate, if necessary, the practicability of this system of drainage. These have been selected as works of magnitude constructed within a k'f! years past. Their caiiacity has been fully tested, and they have proved entirely successful. A sewer will also be rocpiircd from Gay street, following Harrison street and Centre Market Space, to the Dock. It is proposed to erect bridges of single span, provided with suitable road and fi)ot ways, presenting no obstruction to the free flow of the water, at Madison, Monument, Centre, Hillen, Gay, Fayette, Baltimore, Lombard, and Pratt streets, Canton avenue, and at the mouth of the channel, and an additional arch of masonry at Eager street. [See Sec. 15 of Ordinance.] The lowest part of these bridges will not be less than thirteen feet six inches above mid-tide — this will permit small steamboats, mastless vessels, and all vessels the mast'^ of which can be lowered, which draw less than six feet of water, to proceed (even at low tide) to the centre of the city, and to such vessels more than two miles of wharf will be aiforded. The class of iron bridge, which is included in the estimate here jircsented, is exjjensivc but durable; it has been niucli used in Europe. The plan which is shown in the section at Baltimore street, is copied from the design of the bridge built over the river Arno, between Leghorn and Pisa, in 1849. During the late flood all of the water entered the city between the abutments of Charles street bridge, through a space containing fourteen hundred sipare feet. The smallest section of the channel 2)roposed, con- tains, for the jrortion above Baltimore street, one thousand six hundred and eighty-seven square feet ; between Baltimore and I'ratt streets, two thousand and twenty-five ; from this point the area is gradually decreased by reducing the height of the walls, a much less depth of section being rc([uired as the channel approaches its out- fall. This channel will void fifty per cent, more water than passed through the city at the height of the flood of the 24th of July last. I do not consider it necessary to enter into any argumentative statement to convince you of the advan- tages to be derived from utilizing the channel of "Jones' Falls," excluding all sewerage, with its polluting influences, from it ; and placing on either side Avenues which would be amongst our most useful highways. Secure against future inundation, and the unwholesome exhalations of the present insufticicnt and loathsome channel, this now avoided district would present advantages, forming the luicleus around which an increasing mercantile and manufacturing interest would at once concentrate — benefitting not only this immediate district, but adding greatly to the general wealth and prosperity of the city. I estimate that the cost of this improvement, with all that is required to complete it, upon the most liberal scale, with Avenues fifty feet \\ide, extending on each side from Eager street to the Basin, Avill be three millions two hundred and fifty thousand dollars ($.'5,2oO,()00). Omitting the Avenues, except the portion on the West side, between Second and Gay streets, the cost of the improvement will be two millions four hundred thousand dollars ($2,100,000). In either ca>e the work can be completed, under favorable circumstances, in eighteen months. The section of the Sewer from the City Dock to Low Street will have both arch and invert of Brick, which will be in form the segments of circles. The arch with a radius of five feet [5 feet], and the invert with a radius of nine feet [9 feet], with a width of ten feet [10 feet] at the springing line Tiie brick wall of the arch to be fourteen inches [14 inches] and of the invert nine inches [9 inches] thick. The spandrils of the arch to be supported by rubble masonry. This section will have a gradient of one foot [I foot] in seven hundred and fifty feet [750 feet], with a length of four thousand and fifteen feet [4015 feet]. The section of the Sewer from Low Street to Monument Street will l)e of circular form, six feet [6 feet] in diameter, with brick arch and invert nine inches [9 inches] tiiick. The spandrils of the arch to be sup- ported by rubble masonry. The total length of the Walls will be fifteen thousand four hundred and seventy feet [15,470 feet]. Their height will vary from nine feet [9 feet] to twenty-two feet ['22 feet]. Their width at the foundation, from seven to eight feet [7 to 8 feet]; at the top, four feet [4 l(?et]. They shall be driven at such angles and at such dis- tances from centre to centre as shown in the Drawings, unless otherwise directed by the Engineer. These Bridges will be of such spans, and stand at such angles to the direction of the Piers, as are shown upon the general }ilan. They will be constructed entirely of Iron, except the floor and the floor joists, which will be of either white or yellow pine. The portion of the Girders which is to receive the force of compression or impact, may be either of Cast oz' ^^^rought Iron ; the bottom chord will be Bars of Wrought Iron, wliich must not be required to receive a strain of more than one-fourth of their capacity. In each of the Bridges the Girders will be placed 32 feet from centre to centre, and the foot-ways on each side outside of the Girders will be 9 feet wide. The Wrought Iron Bars which form the BOTTOM CHORD must be sufficiently strong to sustain a weight of 100 pounds upon each square foot of road-way, and 50 pounds upon each square foot of foot-way in addition to the weight of the Bridge, without being subjected, as before stated, to a strain of more than one-fourth of their ultimate strength ; and the portion of the Girders subjected to compression or impact must be strong enough to resist five times the force to which it will be subjected, and must be properly flanged to prevent buckling. Full and comprehensive details of the work here specified will be found in the drawings on file with the City Register. It is not intended to confine any Bridge builder, who may desire to bid ibr tliis work, to this PARTICULAR CHARACTER OF GIRDER, but lie will be permitted to substitute any acceptable design of Girder or Bridge without over-head bracing, which will not extend below the top of the Piers, and will have the strength and general details here provided for.
