 Sectiox 2. And be it further enacted and ordained. That Henry Tyson, Esquire, be, and he is hereby, 
 authorized and requested, as author of the plan for the improvement of Jones' Falls, which was adopted by 
 the Ordinance to which this is a supplement, to prepare and, within thirty days from the passage of this Ordi- 
 nance, to file with the said Board of Commissioners, and with the Register of the City, in duplicate, all such 
 detail drawings, designs, plats and specifications as in his judgment shall be necessary, requisite and proper for 
 the execution and carrying out of the plan for the improvement of Jones' Falls in all of that part of said 
 improvement of Jones' Falls between Madi.son street and the Basin, mentioned in the Ordinance to which this

 Gentlemen — 
 
 In compliance with tlie request contained in a late resolution of your Honorable Body, I respect- 
 fully present to you my views in regard to the Improvement of tlic Channel of Jones' Falls and drainage 
 of the adjacent portions of the city. 
 
 On the 31st of July last, at the request of the Committee of Property Holders of the district inundated 
 by the flood of the 24th of that month, I handed to them the plan I had long entertained for the accomplish- 
 ment of this desired end. Since that time I have taken advantage of the opportunities afibrded, and the facts 
 developed by the late flood, to thoroughly revise this plan, and as revised it is now presented to you. 
 
 The accompanying plat exhibits the outlines of the proposed improvement for the entire course of the 
 stream through the city ; but the detail drawings, with the estimates presented, are for that part of the channel 
 situated between Eager street and the Basin, which is the section demanding immediate attention : looking to 
 the completion of the other portions as the growth of tiic city may require it. 
 
 From Eagar street to the Basin it is proposed to widen and straighten the channel, and enclose it with 
 water-tight masonry in tlie manner following. 
 
 The present course of the stream to be but slightly changed on the West side between Eager and Centre 
 streets. The addition to the width to be made from the East side, so as to give a clear channel one hundred 
 and twenty-five feet wide at tlic top of the walls. [See Sec. 14 of Ordinance.] 
 
 From Centre to Baltimore street a new channel is proposed, maintaining a straight line between these 
 points, also one hundred and twenty-five feet in width. The top of the walls of these two sections will be 
 made to conform very nearly to the jiresent surface of the ground, except between Fayette and Baltimore streets, 
 where they will require to be raised, at Fayette street three feet, and at Baltimore street two feet — no part of 
 these walls to be less than thirteen feet six inches above mid-tide. 
 
 Between Baltimore street and the Basin it is proposed to follow very nearly the course of the present 
 channel on the West side, the addition to the width to be taken from the East side to make the channel one 
 hundred and fifty feet wide. The walls of this section will be gradually reduced in height from thirteen feet 
 six inches above mid-tide at Pratt street, to nine feet at the Basin. 
 
 These walls to be built of Rubble Blue Rock Masonry, laid in cement ui)on pile foundations where 
 required ; their thickness to be seven feet at the foundation and four feet at the top. Tlie channel to be excava- 
 ted, so a.s to afford six feet water at low tide to a point in the vicinity of Madison street, where the solid rocky 
 bed of the stream will be encountered. 
 
It is proposed to open Avenues fifty feet in width, bounding citlicr side of the proposed improvement, 
 whenever it may be deemed proper to do so. It will only be necessary to finish the portion of the Avenue on 
 the West side between Second a«d Gay streets, as the work progresses; this part will be required to support 
 that portion of the wall. 
 
 It is not contemplated to allow any of the sewerage of the city to pass into the channel, and the drain- 
 age must be jirovided for by sewers constructed on either side to carry otf the ordinary rain fall, with the sewer- 
 age of the entire water-shed. Where the grade of the streets will permit, a portion of the water from exces- 
 sive rains can be allowed to flow into the channel, so as to prevent the possibility of overcharging the sewers. 
 
 When the system is extended to the limits of the city, it will be required to provide in this matnicr 
 for the flood waters of Cold Stream and Friek's Run, which tlmv into the Falls near the Northern Bouudarv. 
 
 The sewer on the East side will be constructed under the Avenue for its entire length, and discharge 
 near the City Dock. It will drain an area of two thousand six hundred acres, and its grade will-be in no 
 place less than one foot in seven hundred and fifty. On the West side the sewer will follow the Avenue ti> 
 Holliday street, and from thence by Holliday to the intersection of Pleasant street, and crossing the square bv 
 a straight line to Frederick street; thence fi)llo\ving Frederick street to the Dock. A portion of this sew;T 
 will pass through the lowest section of the city, and will require to be constructed of semi-circular form, ^vith 
 an iron top nearly flat securely bolted through to the foundation. It will be necessary to raise the grade for a 
 short distance on Holliday street, near Bath street, two feet; and on Frederick street, commencing with three 
 feet at the Dock, and ceasing a short distance above Second street. This portion of Frederick street must be 
 paved with either Wood, Asphaltum or Concrete, as there will not be sufiicicnt space above the top of the sewer 
 to properly secure stone. The section and fidl details of this sewer will be found on the plat; its minimum 
 grade will be one foot in one thousand, which will give a current, when the sewer is three-fourths fidl of 
 water, of three feet per second ; the area to be drained is one thousand acres. It is not contemplated to extend 
 cither sewer, at present, further North than Monument street. 
 
 To fully exemplify the capacity of these sewers, and demonstrate their fitness, with the gradients given, 
 to drain the districts for which they are intended, without making it necessary to raise the grade of any por- 
 tion of the city, to the injury of property, I have given upon the plat, sections of the out-fall sewers which 
 drain London, and the principal sewer of the city of Brooklyn. Many similar evidences of success in this 
 branch of engineering could be presented, to further demonstrate, if necessary, the practicability of this 
 system of drainage. These have been selected as works of magnitude constructed within a k'f! years past. 
 Their caiiacity has been fully tested, and they have proved entirely successful. 
 
 A sewer will also be rocpiircd from Gay street, following Harrison street and Centre Market Space, to the Dock. 
 
 It is proposed to erect bridges of single span, provided with suitable road and fi)ot ways, presenting no 
 obstruction to the free flow of the water, at Madison, Monument, Centre, Hillen, Gay, Fayette, Baltimore, 
 Lombard, and Pratt streets, Canton avenue, and at the mouth of the channel, and an additional arch of masonry 
 at Eager street. [See Sec. 15 of Ordinance.] 
 
 The lowest part of these bridges will not be less than thirteen feet six inches above mid-tide — this will 
 permit small steamboats, mastless vessels, and all vessels the mast'^ of which can be lowered, which draw less 
 than six feet of water, to proceed (even at low tide) to the centre of the city, and to such vessels more than two 
 miles of wharf will be aiforded. 
 
The class of iron bridge, which is included in the estimate here jircsented, is exjjensivc but durable; it 
 has been niucli used in Europe. The plan which is shown in the section at Baltimore street, is copied from 
 the design of the bridge built over the river Arno, between Leghorn and Pisa, in 1849. 
 
 During the late flood all of the water entered the city between the abutments of Charles street bridge, 
 through a space containing fourteen hundred sipare feet. The smallest section of the channel 2)roposed, con- 
 tains, for the jrortion above Baltimore street, one thousand six hundred and eighty-seven square feet ; between 
 Baltimore and I'ratt streets, two thousand and twenty-five ; from this point the area is gradually decreased by 
 reducing the height of the walls, a much less depth of section being rc([uired as the channel approaches its out- 
 fall. This channel will void fifty per cent, more water than passed through the city at the height of the flood 
 of the 24th of July last. 
 
 I do not consider it necessary to enter into any argumentative statement to convince you of the advan- 
 tages to be derived from utilizing the channel of "Jones' Falls," excluding all sewerage, with its polluting 
 influences, from it ; and placing on either side Avenues which would be amongst our most useful highways. 
 Secure against future inundation, and the unwholesome exhalations of the present insufticicnt and loathsome 
 channel, this now avoided district would present advantages, forming the luicleus around which an increasing 
 mercantile and manufacturing interest would at once concentrate — benefitting not only this immediate district, 
 but adding greatly to the general wealth and prosperity of the city. 
 
 I estimate that the cost of this improvement, with all that is required to complete it, upon the most 
 liberal scale, with Avenues fifty feet \\ide, extending on each side from Eager street to the Basin, Avill be three 
 millions two hundred and fifty thousand dollars ($.'5,2oO,()00). Omitting the Avenues, except the portion on 
 the West side, between Second and Gay streets, the cost of the improvement will be two millions four hundred 
 thousand dollars ($2,100,000). In either ca>e the work can be completed, under favorable circumstances, in 
 eighteen months.

 General Specifications.

 material to be removed as fast as Excavated to some proper place provided for its reception by the Contractor. 
 
 The Contractor will in no way interfere with the progress of tlic work ujion the Retaining Walls, the 
 erection of the necessary coffer dams, and the free communication with that work by all vessels conveying 
 materials, rafts, &c. 
 
 Xo charge shall be made by the Contractor for hindrance or delay for any cause during tlu^ progresij of 
 any portion of the work embraced in this si)ceification. Nor shall any claim be allovvr<l for EXTRA WORK, 
 unless the same shall be done in pursuance of a written order from the Engineer in charge; and claim made 
 at the first settlement after the work is executed. 
 
The Contractor shall not ASSIGN, underlet or make a sub-contract for the execution of any portidn 
 of the work, other than the delivery of materials, without the sanction in writing of the Board of Commis- 
 sioners.

 and should he fail to employ a sufficient force of competent men to cdniplete the work by the time specified,

 relative to the EXECUTION of any portion of the work herein specified. 
 
 TSE CO.]\tT'EACTQB shall execute in a masterly and workmanlike manner, the whole of 
 the work comprised in the drawings and this specification. They are intended to include whatever may be 
 requisite to render the work complete, but should any thing be accidentally omitted, which might fairly bo 
 implied as included in the contract, the same shall be executed at the expense of the Contractor. TIIK 
 
 TIME fixed for the completion of the work, is months from the date of th;' 
 
 contract, and the Contractor shall pay to the INIayor and City Council of Baltimore, 
 
 dollars for every day that any part of said work, by his default, shall remain unfinished after that time. 
 
 — Xo work will be PAID FOR unless accepted by the Engineer or some other 
 person appointed by the Commissioners for this purpose. Payments of per cent, in cash will 
 
 be made monthly on the approximate estimate of the amount due the Contractor — and the remaining 
 
 per cent, will be retained until the completion of the work, as surety in part for its faithful

 Description.

 extending from tlie liead of FreiU'rick Street Dock to tlic centre of Monument Street, in eartli excavation, 
 tliorougli cut, as per profik', with a length of four thousand three hundred and thirty-nine feet [4,339 feet]. 
 The invert to rest uj)on a foundation or cradle of rubble masonry for its entire lengtii. Wherever treacherous 
 or made ground is encountered, the foundation siiall be laid upon a platform of tind)er; tiiis platform to be 
 supported upon i)iling and grillage for a distance of one hundred feet [100 feet] from the head of Frederick 
 Street Dock. 
 
 The section of the Sewer from Frederick Street Do.'k to Bath Street will have a semi-circular invert of 
 brick, nine inches [9 inches] thick, with a radius of four feet [4 feet]. The si<le walls of brick, backed with 
 masonry, will extend vertically from the line of the semi-circle eight inches [8 inches]. From this point the 
 top of the Sewer is f)rmed Ijy riblieil cast-iron plates, resting njion the side walls, to whic'i they w'ill be secured 
 by iron bo!ts passing under the foundation. Tiiis section will have a gradient of one foot in one thousand, 
 with a length of thirty-two hundred fl-et [3200 feet]. 
 
 The section of the Sewer from Bath Street to ^Mnnnment Street will be of circular form, six feet [0 feet] 
 in diameter, with brick arch and invert nine inches [9 inches] thick. The spandrils of the arch to be sup- 
 jiorted by rubble masonry. This section will have a gradient of eight feet in one thousand, with a length of 
 one thousand one hundred and thirty-nine feet [1,139 feet].

 head of the City Dock to the centre of Monument Street; in earth excavation, thorough cut, as per profile, 
 with a length of six thousand and eighty-three feet [6083 feet]. The invert to rest upon a foundation or 
 cradle of rubble masoury for its entire length, ^yhcrever treaciicrous or made ground is encountered, the 
 foundation shall be laid upon a platform of timber; this platform to be supported upon piling and grillage, for 
 a distance of fifty feet [50 feet] from the head of the City Dock. 
 
 The section of the Sewer from the City Dock to Low Street will have both arch and invert of Brick, 
 which will be in form the segments of circles. The arch with a radius of five feet [5 feet], and the invert 
 with a radius of nine feet [9 feet], with a width of ten feet [10 feet] at the springing line Tiie brick wall of 
 the arch to be fourteen inches [14 inches] and of the invert nine inches [9 inches] thick. The spandrils of the 
 arch to be supported by rubble masonry. This section will have a gradient of one foot [I foot] in seven 
 hundred and fifty feet [750 feet], with a length of four thousand and fifteen feet [4015 feet]. 
 
 The section of the Sewer from Low Street to Monument Street will l)e of circular form, six feet [6 feet] 
 in diameter, with brick arch and invert nine inches [9 inches] tiiick. The spandrils of the arch to be sup- 
 ported by rubble masonry. This section will have a gradient of three feet [3 feet] in seven hundred and 
 fifty feet [750 feet], with a length of two thousand and sixty^eight feet [2068 feet].

 Description.

 extend from Eager Street to the Basin, on the east side, omitting tlie opening into the City Dock ; and on the 
 west side from Eager Street to tlie Basin ; and they will also extend for seventy feet [70 feet] along the harbor 
 front on each side of the mouth of the Channel. The total length of the Walls will be fifteen thousand four 
 hundred and seventy feet [15,470 feet]. Their height will vary from nine feet [9 feet] to twenty-two feet 
 ['22 feet]. Their width at the foundation, from seven to eight feet [7 to 8 feet]; at the top, four feet [4 l(?et].

 TMM J^a^JTM^Tiaj^g wbere the structure passes over alluvial or made 
 stand upon piles, driven to a depth wliich shall be satisfactory to the Engineer appointed by the Board to 
 superintend the work. These piles shall be straight yellow pine or hemlock sticks, barked, and not less than 
 eight inches [8 inches] in diameter at the small end. They shall be driven at such angles and at such dis- 
 tances from centre to centre as shown in the Drawings, unless otherwise directed by the Engineer. The piling 
 will be cut off and grillage platform constructed [as shown in the Drawings] of either pine or hemlock, 
 fastened with locust or white oak treenails. 
 
 Where the Foundation -will rest upon the natural earth, it will be formed by excavating the trench 
 to the depth of seven feet [7 feet] below the line of mid-tide. In the l)ottom of this trench will be placed 
 a mass of concrete, as shown in the Drawings, upon which the Wall will be started. If sloping rock is met 
 with for a Foundation, it will be benched off to such level surfaces as may be directed by the Engineer. 
 
 ^£ll8&J\'Mr« — Thc walls will be of liubble Masonry, built of Granit' or Gneiss Stones of 
 large size, and in quality agceptable to the Engineer ; generally not less than three feet [o feet] long by two 
 feet [2 feet] wide, and eight inches [8 inches] thick, laid flat in such bond of header and stretcher as to bind 
 the Wall most effectually. The Walls will be capped with flagging not less than eight inches [8 inches] thick, 
 and large enough to extend entirely across the top, four feet [4 feet]. The flagging will have to be drilled 
 when necessary for the passage of tl>c bolts required to secure the Timber (Juard. 
 
 The Bridge Piers and Landing Steps will be built with and form a portion of llir Walls. Each step 
 and platform must be in one piece, of good smooth stone, hammer-dressed to size. 
 
The Mooring Rings and Housing will be built in the Walls at intervals of one hundred feet [100 feet], 
 and the Iron Bolts for securing the Timber (Jnards at intervals of six feet [6 feet], as shown in the 
 drawings. 
 
 The entire Masonry is to be laid in Hydraulic Cement Mortar, and grouted throughout, so as to form a 
 solid mass. 
 
 The Walls on each side of the Channel will be pierced with circular drains two feet [2 feet] in diameter 
 on both sides of Madison and Monument Streets, so as to allow a portion of the water of excessive rains to 
 tlow directly into the Channel. 
 
 WMM ^^QMT^^ used upon all portions of this work sliall be made by thoroughly incorporat- 
 ing two part.'; of clean, sharp sand, with one of the best (juality American Hydraulic Cement, mixed in a 
 dry state; then adding just water enough to give it a proper consistency ; and used as soon as practicable after 
 being mixed. 
 
 All excavation necessay to prepare the Foundation, whetlicr Earth, Gravel, Mud, or Old Wharfing, 
 shall be done at the prices given in the Schedule. And Piling, Grillage and Timber Guards for the Walls, the 
 Concrete Foundations, the Mooring Rings and Housing, and all required Iron Bolts and Washers, will all be 
 furnished by the Contractor antl placed in the structure, as shown in the Drawings, at the price given in the 
 Schedule. The Timber will be measured after it is in its jilace, and no allowance made for waste. Should 
 any Rock Excavation be rei|uired in the Foundation, it will be made at such prices as shall be agreed upon 
 iietwccn the Contractor and the Board of Commissioners.

 particularly exhibited upon the DBA WINGS on file in the office of the Board of Commissioners, which draw- 
 ings constitute a part and portion of this specification. 
 
 Gsneral Spscifications.

 material excavated to be deposited on the side of the channel and beyond the reach of slides. All water or 
 gas pipes, of whatever kind or size, to be carefully supported and protected from injury by the Contractor. 
 
 Tn no rase, without special permission from the Superintending Engineer, appointed by the Boiird of 
 Commissioners, shall the excavation bo made more than <ine thousand feet [1,000 feet] in advance of the 
 completed Wall. 
 
 As soon as possil^le after the Wall is completiid at any point, the back-filling is to be put in carefully in 
 layers of not over one foot each; and each layer, before the next one is put on, to be thoroughly rammed, to 
 prevent cfluctually all injury from scuttling.

 I^QM GlBffE'E ^MIMGES of single span will be erected at Madison, Monument, Cen- 
 tre, Hillen, Gay, Fayette, Baltimore, -Lombard and Pratt Streets, and Draw-bridges, if so required by the 
 Mayor and City Council, at Eastern Avenue, Canton Avenue, and at the mouth of the Channel. 
 
 These Bridges will be of such spans, and stand at such angles to the direction of the Piers, as are 
 shown upon the general }ilan. 
 
 They will be constructed entirely of Iron, except the floor and the floor joists, which will be of either 
 white or yellow pine. 
 
 The portion of the Girders which is to receive the force of compression or impact, may be either of 
 Cast oz' ^^^rought Iron ; the bottom chord will be Bars of Wrought Iron, wliich must not be required to 
 receive a strain of more than one-fourth of their capacity. 
 
 In each of the Bridges the Girders will be placed 32 feet from centre to centre, and the foot-ways on 
 each side outside of the Girders will be 9 feet wide. 
 
 The Wrought Iron Bars which form the BOTTOM CHORD must be sufficiently strong to sustain 
 a weight of 100 pounds upon each square foot of road-way, and 50 pounds upon each square foot of foot-way 
 in addition to the weight of the Bridge, without being subjected, as before stated, to a strain of more than 
 one-fourth of their ultimate strength ; and the portion of the Girders subjected to compression or impact must 
 be strong enough to resist five times the force to which it will be subjected, and must be properly flanged to 
 prevent buckling. 
 
 Full and comprehensive details of the work here specified will be found in the drawings on file with 
 the City Register. 
 
 It is not intended to confine any Bridge builder, who may desire to bid ibr tliis work, to this 
 PARTICULAR CHARACTER OF GIRDER, but lie will be permitted to substitute any acceptable 
 design of Girder or Bridge without over-head bracing, which will not extend below the top of the Piers, and 
 will have the strength and general details here provided for. 
 
The Contractors will be required to commence the erection of each Bridge as soon as the Piers are 
 ready to receive it, and to complete it within sixty days from that time. 
 
 The Bridges shall be erected under the superintendence of an Engineer appointed by the Board of 
 Commissioners, whose decision shall be final in regard to the quality of material used, and the execution of 
 any portion of the work. 
 
 The Iron Work will receive three coats of paint, of such description and color as may be directed by
