The number of army invalid pensioners June 30, 1874, was 102,457, at a total annual rate of $10,055,654.90. It lost by death, &c., 2,855, leaving a net roll on the 30th of June, 1875, of 105,478, at a total annual rate of $10,961,218. The number of army widows, minors, and dependent relatives, on the 30th of June, 1874, was 107,516, at a total annual rate of $13,537,195.56. There were added to it 4,732 new pensioners. It lost by death, re-marriage, &c., 7,363, leaving a net roll on the 30th of June, 1875, of 104,885, at a total annual rate of $12,835,579.84. The number of survivors of the war of 1812, on the 30th of June, 1874, was 17,620, at a total annual rate of $1,691,520. There were 241 new pensioners added, but it lost by death 1,986, leaving a net roll on the 30th of June, 1875, of 15,875, at a total annual rate of §1,524,000. The widows of the soldiers of the war of 1812 numbered on the 30th of June, 1874, 5,312, at a total annual rate of $509,- 952. There were 416 new jjensioners added, but it lost by death 565, leaving a net roll June 30, 1875, of 5,163, at a total annual rate of $495,648. The navy invalid roll numbered, June 30, 1875, 1,636, at a total annual rate of $183,613.75. The navy widows and dependent relatives numbered, June 30, 1875, 1,784, at a total annual rate of $289,460. GRAND AGGREGATE. The number of pensioners added to the rolls during the year was 11,557, and the number dropped from all causes was 12,977 ; a net decrease of 1,420. The number of pensions increased during the year was 15,561. The invalid roll continues to increase, and, notwithstanding its losses, numbered 3,021 more on the 30th of June, 1875, than at the close of the preceding fiscal year, and for the first time since 1863 exceeded the roll of widows and deiDCudent relatives. APPROPRIATIONS AND DISBURSEMENTS. Army. The amount appropriated for the fiscal year ending June 30, 1875, was $29,500,000. The amount paid therefrom by pension agents was as fol- lows : To invalids, including sm'geons' fees, cost of artificial limbs, and com- mutation therefor, $11,748,433.79. 75 To widows, dependent relatives, &c., $15,525,734.30: to survivors of the war of 1812, $1,355,599.86; to widows, war of 1812, $533,000.21, making a total of $29,162,768.16, leaving an unexpended balance of $337,231.84. Navy. The appropriations for navy pensioners was $555,000. Paid to invalids, $185,675.82 ; to widows, &c., $334,672.65, making a total of $520,348.47, and leaving an unexpended balance of $34,651.53. The appropriations for the present fiscal year, 1875-76, are as follows : For army pensions, $29,500,000 ; for navy pensions, $500,000. CLAIMS RECEIVED. Invalid Pensions. There were received during the past year 12,236 original applications for army and navy invalid pensions, and 17.111 claims for increase At the close of the year there remained upon the pending files 32,228 original and 6,772 increase claims. The number of original claims pending at the close of the year was 33,138, and 1,006 increase claims. War of 1812. There were received during the past year 425 survivors' and 571 widows' applications. The claims of 240 survivors and 416 widows were allowed, and 604 of the former class and 515 of the latter rejected, leaving on the pending files 398 claims of survivors, and 343 of widows. The number of soldiers who served sixty days or more dui'ing the war of 1812 was 269,916. The number who served less than that time was 232,738. Bounty Land. During the year 675 applications for bounty land were received, and 407 warrants were issued, calling for 63,560 acres of land. MEDICAL DIVISION EXAMINING SURGEONS. On the 30th day of June, 1874, the examining surgeons numbered 1,443. During the past year 5 have been dismissed for incompetency ; 18 have been dropped because of change of residence ; 70 have been removed for various other causes, principally neglect of duty ; 1 has been sus- pended ; 49 have resigned ; 23 have died, and 214 have been appointed. The whole number holdkig appointment on the 30th day of June, 1875, was 1,491. The effort to secure thorough examinations and carefully constructed reports has been unrelaxed. The same is true in regard to the appoint- ment of examining surgeons. So far as it is possible, men of high pro- fessional standing have been sought ; but with all the precautions taken it appears to be impossible to secure such medical examinations and reports under the present system as are desu'able for an intelligent adjust- ment of claims before this office. The position of examining surgeon, in many localities, is not sufiiciently remunerative to induce surgeons of high professional character and exten- sive experience to accept the appointment. Even if the fees for examina- tion were so increased as to command the best talent, it is believed that 76 local prejudices and influences would operate to render it almost an impossibility to obtain perfectly fair examinations in all cases. In order to secure greater efficiency and perfect impartiality in examin- ations, it is recommended that the , laws now in force relative to the appointment of examining surgeons be so modified as to authorize the employment of a number of surgeons at a fixed annual salary, equ.al in amount to at least the average earnings of first-class physicians, who shall be assigned to certain defined districts, into which the country shall be divided, subject to changes of location, as the interest of the service may demand. It is believed that sixty will be the number required to perform properly the service designed. It is not desirable at this time that the present mode of appointment and payment of examining surgeons should be entirely superceded by the ap- pointments herein recommended, but that, as far as possible, the examina- tions be made by the salaried surgeons, which will permit a large reduction in the number appointed under the present system, their services being re- quired only in such cases where, for want of time, the salaried surgeons are unable to make the examination without subjecting the claimant for pen- sion to long delay. SPECIAL SERVICE, ETC. During the fiscal year 1,530 claims were investigated by the special agents of this office. Of those cases in which pensions had been paid, 309 were proved to be fraudulent. The names of these pensioners were dropped from the rolls, resulting in a saving of $2,605 per month, or $31,260 annually. Estimating the aver- age duration of a pension at eight years, but for these investigations the payments in those cases would have amoiuited in that time to $250,080. Through the action of the agents in this service during the year $16,898.70 of pension money, wliich had been unlawfully obtained, was refunded to the Government. The average amount of accrued pension paid by the Government in each fraudulent claim is estimated to be $577.29. During the year the agents of this office recommended the rejection of 243 pending claims, supporting the recommendation by sworn testimony, which without such investigation would probably have been allowed. Assuming that adverse action was taken in 80 per cent, of those eases, the saving therefrom would be $112,225.17. The amount of saving to be credited to this service during the past year is as follows : Saved per annum by dropping names from roll $15,928 97 Recoveries in cash 16,398 70 Rejections ^ 112,225 17 Total $144,552 84 Under the present system, and owing to the limited appropriation for the service, not more than thirteen special agents have been regularly em- ployed, and those have been driven to their utmost endurance. A large number of claims are now held for investigation which it has been impossible to order owing to the insufficiency of the force employed. Some of these have been held for this purpose for the past two years, during which time the clamor for speedy action has been incessant, and much ill-feeling has been engendered by the delay. Owing to the fact that the benefits of the pension laws are enjoyed by persons residing in the remotest sections of the country, and that there is 77 so little publicity in the manner of payment of pension, violations of the law in the majority of cases are not brought to the attention of this office until after the expiration of the time within which the guilty parties may be prosecuted. It is suggested that the limitation should be extended to five years, as provided in cases arising under the revenue laws. If Congress would authorize the publication of a printed list of pen- sioners residing in each county to be posted in some conspicuous place — the post office of the shire-town or court-house, for instance — with a re- quest that persons having knowledge of any one upon the list who may not be entitled to pension would report the name to this office, it would result in brmging promptly to notice many cases of fravid which otherwise would remain undiscovered. MAIL DIVISION. During the past fiscal year, in addition to the applications for pension and bounty-land, the number of which has already been stated herein, there were received in this office 51,000 reports from the War Department, (Ad- jutant and Surgeon-General's offices,) relative to service of soldiers and their treatment m hospital; 15,600 communications from the other Depart- ments of the Government ; 81,000 pieces of additional evidence from other than official sources, and 23,400 examining surgeons' certificates in original and increase claims. The rates of pension for total disability are stated in section 4695 of the Revised Statutes of the United States. More liberal provision is made by other portions of the law for higher grades of disability. Sections 4697 and 4698 of the Revised Statutes and act of June 18, 1874. provide that those persons disabled from the causes or in the degree set forth in the following statement, if entitled to a less pension under the law in force prior to the dates given in the table, shall, from and after said dates, be entitled to the rates therein stated : Disabilities. H., February 16, 1812. DESCRIPTION OF THE CAPITOL. The Capitol fronts the east, and stands on a plateau ninety feet above the level of the Potomac. The southeast corner-stone of the original building was laid on the 18th of September, 1793, by President Washington, aided by the Freemasons of Maryland. It was constructed of sand-stone, painted white, from an island in Aquia Creek, Virginia, under the dii-ection of Stephen H. HaUet, James Hoban, Geo. Hadfield, and afterwards of B. H. Latrobe, architects. The north wing was finished in 1800 and the south wing in 1811, a wooden passage-way connecting them. On the 24th of August, 1814, the interior of both wings was destroyed by British mcendiaries, but they were imme- diately rebuilt. In 1818 the central portion of the building was commenced under the architectural superintendence of Charles Bulfinch, and the orig- inal building was finally completed in 1827. Its cost, including the grading of the groimds, alterations, and repaii-s, up to 1827, was $2,433,844.13. The corner-stone of the extensions to the Capitol was laid on the 4th of July, 1851, by President Fillmore, Daniel Webster officiating as orator of the day. Thomas U. Walter was architect, and subsequently Edward Clark, under whose direction the work was completed in November, 1867. The material used for the extensions is white marble from the quarries at Lee, Massachusetts, with white marble columns from the quarries at Cockeys- ville, Maryland. The dome of the original central building was constructed of wood, but was removed in 1856 to be replaced by the present stupendous structure of cast ii-on, which was completed in 1865. The entire weight of iron used is 8,909,200 poimds. The main building is tliree hundred and fifty-two feet foui* inches long in front, and one hundred and twenty-one feet six inches deej5, with a por- tico one hundred and sixty feet wide, of twenty-foui- columns on the east, and a projection of eighty-three feet on the west, embracing a recessed portico of ten coupled columns. The extensions are placed at the north and south ends of the main building, with connecting corridors forty-four feet long by fifty-six feet wide, flanked by columns. Each extension is one hundred and forty-two feet eight inches in front, by two hundi-ed and thirty-eight feet ten inches deep, with porticos of twenty-two columns each on their eastern fronts, and with porticos of ten columns on their ends and on their western fronts. The entire length of the building is seven hun- 81 dred and fifty-one feet four inches, and the greatest depth, including por- ticos and steps, is three hundred and twenty-four feet. The area covered by the entire building is one hundred and fifty-three thousand one hun- dred and twelve square feet. The dome is crowned by a bronze statue of Freedom, modelled by Craw- ford, which is nineteen feet six inches high, and which weighs 14,985 pounds. The height of the dome above the base-line of the east front is two hundred and eighty-seven feet eleven inches : the height from the top of the balustrade of the building is two huudi'ed and seventeen feet eleven inches ; and the greatest diameter at the base of the dome is one hundred and thirty-five feet five inches. The rotunda is ninety-five feet six inches in diameter, and its height from the fioor to the top of the canopy is one hundred and eighty feet three inches. The Senate chamber is one hundred and twelve feet in length, by eighty- two feet in width, and thirty feet in height. Its galleries will accommodate one thousand persons. The Representatives' Hall is one hundred and thirty feet in length, by ninety-three feet in width, and thirty feet in height. The Supreme Court room was occupied by the Senate until December, 1860, the court having previously occupied the room beneath, now used as a law library. The Library of Congress was burned by the British in 1814, and was partially destroyed by an accidental fire in 1851.
