No expenditures of money shall be made nor any indebtedness incurred, nor any contracts be entered into by any officer or sub-committee, without the express approval of the Executive Committee, or its Chairman ; and no indebtedness^will be recognized or paid except for the amount thus expressly authorized. All contracts must be signed by the Chairman of the Executive Committee, and copies of such contracts shall be filed with the Executive Committee before same shall take effect. It is deemed advisable to announce that, while the several committees herein named will spare no pains or exertion to extend to all visitors a hearty welcome and to make every possible provision for their comfort, whether coming as individuals or as associations or military organizations, the free enter- tainment of any portion of them is beyond tt means or power, and that no applications of such a cnaracter will be considered. They hope, however, assisted and sustained by all classes of citizens, to keep prices for every variety of service down to ordinary rates, and can be relied on in every way to prevent extortion or extravagant charges. The Executive Committee shall have general super- vision of all sub-committees ; fill all vacancies ; define their duties ; direct their movements ; authorize all ex- penditures ; and create and appoint additional sub-com- nittees, if found to be necessary, reporting its action f-om time to time to the General Committee, No expendi- ture of money shall be made, or any pecuniary indebted- 'ness incurred, or any contract entered into by any sub-committee v^^ithout its written authority, or until the sum shall have been placed to the credit of the said sub- committee by the Executive Committee. Its Secretary phall open accounts in regular book-keeping form with each sub-committee, and with the Treasurer of the Gen- eral Committee, and shall record the names of all con- tributors to the General Fund, and keep an accurate account of all moneys received from any source, as well as of all disbursements. The Corresponding Secretary of this committee shall have charge of all correspond, ence pertaining to the Executive Committee. They shall have headquarters at No. 1425, New York avenue, and keep a list of obtain- able accommodations with prices for the same. This Committee shall also ascertain, if possible the number of rations that can be furnished by responsible caterers for the subsisting of visiting military or civic organizations ; of what rations are to consist, and the price of same ; they shall at all times furnish the Committee on Military and Civic Organizations any information relative to quar- ters these committees may desire and shall take such other steps as will, in their opinion, rebound to the credit of the city, and insure the comfort of the guests.
