DEC 1 t9ir THE LAW '^ An act to regulate the puUic service of Stal- lions in Illinois. Section 1. Be it enacted by the People of the i State of Illinois, represented in the General Assemhly: Every person, firm or company standing or offering any stallion for public - service in this State shall cause the name, de- scription, and pedigree of such stallion to be enrolled by a stallion registration board herein- after provided for and secure a license from said board, as provided in Section 3 of this Act. All enrollment and verification of pedi- gree shall be done in the office of the Secretary of the Illinois State Board of Agriculture. All license certificates for stallions issued under this Act shall thereupon be presented to and re- corded by the register of the deeds of the county or counties in which said stalllion is used for public service. >5 2. In order to carry out the provisions of this Act, there shall be constituted a Stallion R^gistration Board, whose duty it shall be to verify and register pedigrees; to pass upon certificates of veterinary examination; to pro- vide, when necessary, for veterinary inspection; to issue stallion license certificates; to make all necessary rules and regulations; and to perform such other duties as may be necessary to carry out and enforce the provisions of this Act. Said board shall hoild meetings at the office • of the Secretary of the Illinois State Board of Agriculture the first Tuesday and subsequent days of February, May, August and November of each year, and such other meet- ings as may be necessary. The Stallion Registration Board shall be composed of five members, consisting of the Secretary of the Illinois State Board of Agri- culture, who shall be, e.r-officio, secretary and executive officer of this Board; the State Vete- rinarian, who is a member of the State Board of Live Stock 'Commissioners; the President and Secretary of the Illinois Horse Breeders' Association, who shall not be one and the same person; and the President of the Illinois Farm- ers' Institute. §3. In order to obtain the license certificate herein provided for, the owner of each stallion shall iforward an affidavit signed by a licensed veterinarian to the effect that he has personally examined such stallion and that to the best of "his knowledge and belief said stallion is free from hereditary, infectious, contagious, or trans- missible disease or unsoundness. The owner of said stallion shall also furnish to the Stallion Registration Board the stud book certificate of legistry of the pedigree of the said stallion when said stallion is registered, and all other necessary papers relative to his breeding and ownership. Upon verification of pedigree ami certificate of breeding (in case of pure bred stallions) and receipt of veterinarian's affidavit, as provided for in this Act, a license certificat
