 Sir : In reply to your commuuicatiou of June 17, with inclo- 
 sure referring to the International American Congress called 
 to meet in Washington, D. C, October 2, 1889, I have the 
 honor to transmit herewith the action taken thereon by the 
 Chamber of Commerce of Pittsburgh.

 INTERNATIONAL AMERICAN CONGRESS. 
 
 At a meeting of the Chamber of Commerce held this day the 
 committee on legislation, to which was referred communication 
 of Secretary of State James Gr. Blaine, with regard to the 
 meeting of the International American Congress in Washing- 
 ton, October 2, 1889, to consider the following propositions : 
 
 1. Measures to promote the geueral prosperity of the several American 
 States ; 
 
 2. Formation of an American customs union ; 
 
 3. Regular and frequent communication ; 
 
 4. Uniform system of simplified customs regulations; 
 
 5. Uniform system of weights and measures, and protection of trade- 
 marks, patents, etc. ; 
 
 6. The adoption of a uniform silver coinage ; 
 
 7. The arbitration of all differences between American states, 
 
 made report as follows, which was unanimously approved, viz: 
 1st. That the objects of the congress, which are in the inter- 
 est of peace and prosperity, uniformity of customs dues,

 money standards, and other measures, to promote a closer 
 union and enlarged business relations with tlie governments 
 of the American continent, are deserving of highest commenda- 
 tion. 
 
 2d. We recommend, in order to carry out the purposes out- 
 lined as above, that foreign members of the proposed congress 
 should be encouraged to visit the various parts of this country, 
 and be shown, as much as possible, the extent of business and 
 manufacturing resources in the United States, and also that a 
 special invitation be extended from this chamber to the mem- 
 bers to visit Pittsburgh and its surroundings. 
 
 3d. That a copy of this report be forwarded to the honor- 
 able Secretary of State in answer to his communication.
