The great mystery, in the most occult Books in the Bible, is in the verses of the related numbers in Daniel and Revela- tion predicting the discovery of America; the World War; the acts of the beast — submarine — number 6 6 6, and the fall of autocracy and plutocracy. A comprehensive study of the verses, the numbers therein and relation of combination of the numbers to the World War, the German Empire and the United States would seem to establish the identity of the beast figuratively as the Prussian Kaiser synonym for auto- crat, and the number 666 as being prophetic of his age, and emblematic of the characteristics of autocracy. Further- more, it is established from the verses that forty-two months is to be the duration of the power of the beast, the ending of autocracy to be apparent January-February, 1918, and then the beginning of acceptance generally of the democratic principle in government, for extension throughout all countries. The highest unit factor in the nine Arabic numerals is employed as a symbol to show the correlativity of the records of epochal Biblical history with those relating to momentous issues of the nations at the present time. A series of illus- trations reveal reciprocal association astounding in revelation and meaning. Unfailing correspondence of the Divine with the mortal is in evidence. The days of deception, hypocrisy and crime are considered as numbered and they are to pass from the earth. The inhabitants of the planet are to return to a full comprehension of the Divine ordinances and to live in accordance to law. The mission of this pamphlet is to accelerate peaceful social revolution, through the spirit of universal democracy by creating among the people of all creeds enthusiastic interest generally in a new investigation as to the real meaning of the narrative from Genesis to the Revelation, thereby to assure greater co-operation in hastening the establishing of the King- dom of Heaven on Earth. The theme in this pamphlet is vis- ible from beginning to end. Like some streams it may mo- mentarily wind its wav into subterranean passages only to emerge into the light of the stin. Flag Day address of the President of the United States to the Democracy and Autocracy of the World CHAPTER I HTHE reason for an alliance of prophesy and democracy 1 is to create new interest and service to the cause of democratizing the world. The sovereign destiny of labor is to be fulfilled through a more intimate explanation of profound physical truths, by universality in fellowship and conduct as expressed in the teachings of Jesus and others in accord, and, as a consequence of faithful practice accord- ingly, participation by all mankind in the grandeur of the benefits that are to result. Furthermore, this message is written to urge continued careful examination of history and prophesy in the Bible, thereby to obtain evidence explana- tory of the world politic-economic revolution now in develop- ment, and of the deplorable state of society on this planet — in America as well as in Europe, Asia and Africa — at the end of nineteen centuries of Christian Era. Finally, the remedy — the necessary observance of the basic law — in order to change conditions and to have "Thy Kingdom come on Earth as it is in Heaven." The Utopian visions of the centuries past are to become the realities of the present. The rapidity in transition from evil to good is as of the night to the dawn. In ancient days the admission generally of a truth was the work of a decade, whereas today it is apparent upon announcement. The spirit commonly designated Christianity — the soul of democracy — is knowledge expres- sion and acceptance of the infinite truth that through creation of Divine Law and obedience thereto peace and justice shall prevail among all nations. The governments of the world at the birth of the twentieth century enjoyed a measure of concord, although they were not in accord in respect to the wisdom of agree- ing upon a procedure — the adoption of which, then as now — to lead to establishing a union in interpretation and under- standing of the Divine ordinances, the differences between good and evil, right and wrong. The dynasties of appropri- ation, depredation and plunder, that began the war, were not ready to concede the virtues of the teachings of Jesus and to acknowledge that their application signified the democratiza- tion of the world. The predatory instincts had not disap- peared altogether from all races. As evident in some States, the people submitted to a series of misrepresentations which would have been comic had not the tragic deception led thousands in mass formation to the portals of Verdun as sheep are herded for the slaughter. That which now remains to be achieved by all the Powers, as a condition to the ending of the war, is a tangible alliance or an agreement between leaders in religion and sci- 10 FULFILLMENT OF PROPHESY. ence, and of a nature to receive the support of the world governments to a code of commandments elemental and es- sential in the guidance of men and women.* The basic prin- ciple to be proclaimed by the Council of the Nations should be made mandatory and the several constituent States re- spectively should agree to enact laws to enforce vigorously in- struction among their inhabitants. The process of education, without false modesty, to include a clear description of the deception and hypocrisy heretofore practiced in discussion of fundamental regulations designed by the Creator to govern the creation and the development of life on this planet. The conscription of five million men and women as edu- cators, capable of the same spirit of determination, aggress- iveness and heroism as displayed in war, would remove il- literacy from the earth in the course of a generation. As a beginning has to be made in all things the present is the time to establish an association to facilitate introduction in the schools of all nations militant methods in the instruction of truths relating to creation and life, thereby to insure a complete understanding among the young of the processes of nature and to the procedure necessary to conform to the high- est physical and mental development. Greed and strenuous- ness — falsely presented under guise of valiant, intrepid endeavor and ruthlessness to a degree of brutality hereto- fore unknown — has been thrust into commercial develop- ment to accomplish results regardless of the morality of the practices performed. The time is present in the process of education for those who are concerned with the moral re- generation of the world to exercise equally high stress, if conditions demand — and they may — but guided by superior in- telligence, courage, manliness and chivalry to protect the children and the sphere in which mothers are born to serve. Evidence is available that mandatory methods, effectively so, organized twenty million men under arms and into war at enormous expenditure of life and money. To which is to be added the large sums to be provided annually for the years to come for pensions. Judging from this experience alone, it certainly can be made equally mandatory to pro- vide a fund, insignificant in comparison with the amount ex- pended in war, to be used for the payment of the smaller army to be employed by the several States of the world for the instruction necessary to overcome the causes that hereto- fore made it imperative to establish great armies for military (*) The modern definition of the words religion and science are in close accord. As a question of enforcement, under a banner to fight, or under one to instruct, the latter proposal is by far less chimerical or Utopian than the former as a business propo- sition — the contention notwithstanding of some that there is but little consideration in modern commercial affairs for prin- ciples compatible with morality — nevertheless in respect to the morality of the general procedure there remains no argument. This pamphlet therefore is issued with the prayer that it will awaken renewed enthusiasm, more extended interest in the prodigious enterprise of Almighty God, as seen in the Universe, and especially His purposes as more closely ex- pressed materially in the birth and development of this planet, and spiritually in the formulation of fundamental principles, designed to guide those who were to become the inhabitants. As a means to stimulate greater inspiration and zeal in the study of the Bible, to an understanding of the records therein including interpretation of prophesy; to collocate events of today through the light of new experiences into synthetized analogy and correspondence with scriptural re- ports; to realize a broader conception of the socialism of Christianity, the fatherhood of God, and brotherhood of man, attention is again asked those who believe to influence to the utmost a comprehensive catholicity in the analysis of the word of God, in order to lead all nations into the power of a more discerning vision and thereby into the intimate relation- ship between God and man, to result from a conscientious inquiry as to the significance of the Divine injunctions. Symbolism is employed as an aid in the interpretation of prophesy. The association which the symbol establishes is disclosed with the faith that it will arrest the attention of many to a new study of the Bible, to deeper consideration of certain truths therein, which should be evident, although they appear to be lost temporarily to great hosts of men and wo- men. The truths are so assertive as to call for general recognition. Foremost among them, it should be seen, is the knowledge that the resources of the planet, found in the soil and in the Divine power of labor through freedom and spirituality of thought, are sufficient to enable the generation latest born to establish universally again the Kingdom of Heaven on earth. The resources of the two kingdoms for mind and body, fostered under republican institutions and democratic ideals of liberty, equality, fraternity and intel- lectual development, are to be exploited in a manner to de- stroy forever the conditions which organized, through the physical weaker and less defenceless state of woman, private and public debasement and prostitution as a power to the near destruction of civilized life on this planet. Read reports of the physicians of America and Europe who are qualified by rea- son of many years of scientific investigation and experience as specialists in the science of gynecology.) As already intimated, the object of the endeavor to es- tablish symbolically the identity of the world war with cer- tain Biblical records is to induce deeper study of Scriptural history — to see the handwriting on the wall. Thereupon it will be revealed that to attain nobler exploitation of human life, harmonious progress in moral, intellectual and economic development must become further evident and to all mankind. The transition of society from the severely cruel individually competitive organizations into a state of morally co-operative leadership, now happily under way and near realization, will call for the orderly removal generally of that posing unin- tellectual pretentious sham commonly known as the conceited, bumptious superman. Thus will be pronounced the extinc- tion of the agencies of the oligarchic and plutocratic princi- ple in government throughout the world. Initiative and lead- ership are essential in all things, with the pioneer alone in the heart of the forest of the Amazon, with the superinten- dent in the soul of a great industry. The mistakes in the past, in this respect, are innumerable, and so with the present through false or ignorant declarations that the attributes of leadership are exceptional, especial and superior qualifications of the few, whereas they are common and general. These misleading impressions have given birth to a world of ego- tism, now also in process of extinction. The inhabitants of this planet, called the Earth, are un- dergoing regeneration. The Divine law instrumental in bring- ing this star into existence is unalterable and defines the proc- ess controlling creation, material development, and pro- tection for the specie of the Divine. The regulation of spiritual and physical expansion is correlatively unchangeable. The inhabitants are made in the image and likeness of God. Doomed to failure from the beginning was the project, ap- pallingly audacious and infamous, begun during the period of the first civilization on the planet, to alter physically the handiwork of the specie of God; the sin against the intellect of God — the Holy Spirit or Holy Ghost, according to your preference in classification. The evil professions and cus- toms which have contributed to the decline spiritually, there- fore morally, of the inhabitants to the lowest depths of human degradation, are the result of failure to accept the Divine proclamation that man is made in the image and like- ness of God. Not that God is made in the image and like- ness of man, a distinction some fail to see for the reason they continue to insist in the profanation of the work of FULFILLMENT OF PROPHESY 13 the Creator. Without intending disrespect or denying the honesty of purpose of great numbers of people of all races, religions and creeds : Caucasian, Mongolian or Negro, Mo- hammedan, Buddhist, Jew or Gentile, it is evident today as in the ages past and witnessed in the continued effort (and de- feat of the effort) to prevent the Divine process of heredity forming a basic and normal physical characteristic. The con- sequences of the practice of mutilation have caused in time the normal to reappear, but in the form of the abnormal, as a mark and so to remain until the Divine injunction is again understood and obeyed. The rotation of the earth on its axis, the tremendous force in the whirl of the mass in its orbit changes our position in space day to day fifteen hundred thousand miles. In view of this single momentous daily event is it not difficult to understand that it should be necessary to remind great num- bers of people not to forget the Creator of the Universe, and to insist that they must try to comprehend the laws or- dained for their service, which they have failed to fulfill? Is it not therefore equally a folly to assume that persistent effort wisely directed has not been made by the prophets of ancient times to record the successes and failures, to re- port how stubborn perverseness and contumacy have caused the exceedingly slow germination and small harvest of in- tellectual mortals? These experiences are from Genesis to Revelation. They are found in the inscriptions on stone, pristine in human affairs, deciphered by students of science today. The physical force and attendant evils, which have endeavored to master God, in modern parlance, is material- ism and supermechanism. The cause of the doctrine of ma- terialists some day will be traced directly to a condition re- sulting from a disregard of that injunction which, had it been observed, would have continued the Kingdom of Heaven on this planet from the days of the origin of human life to the present, and the material impositions of the several deadly schemes of life, all now expiring, would have been unknown. The fall in the Garden of Eden resulted from the failure to observe the Divine law. Faithful recognition of that law signified allegiance to the great precept and mandate that intimate conjugal relation was to occur solely to propagate life and for no other purpose. Man is made in the image and likeness of God. The presentation is Divine, reflection will reveal the augustness of the gift. The great plan of creation followed in the constructive design of this planet included a physical and temperamental condition so organized as to prevent the defeat of the Divine will by causing depopulation through failure due to non-con- jugal association. At the same time the injunction was that 14 FULFILLMENT OF PROPHESY observation of the law, unalterably, should be fulfilled. The failure to comply with the law is evident in the present dis- organized social state. The continuous ignoring of the Divine injunctions established heterogeneous aggregations of human life, from which were organized more or less chaoti- cally numerous racial, economic, unmoral as well as immoral associations and political groups, groping more or less blindly to find a way out of this cataclyistic condition of society. Those among the number who were dimly conscious of or could see the light asserted and re-asserted with the strong- est emphasis, that man is made in the image and likeness of God, and that allegiance to the Divine law must be under- stood and upheld universally in order to insure again the coming of the Kingdom of Heaven on the earth. The skeptic fails to- comprehend the immensity of the plan of the universe when he declares that had God the power which the multitude claim they believe He possesses, He should have changed the conditions, "by a wave of the hand," so as to have prevented the domination of evil which had been permitted to endure through long centuries. The earth is but one of uncountable thousands of worlds illumin- ating space : "In my Father's house are many mansions." The Creator has established a plan of creation considered as basic in respect to this planet — from this it does not neces- sarily follow that the system inaugurated here for develop- ment of planetary life is the same on other globes. The plan once established, however, the conditions governing earthly affairs must be fulfilled. If you place your finger in the fire it burns. Shall the conditions which make the fire be changed because fingers are burned? It is true that the intimate relation of the Divine with the mortal introduces remedial agents, nevertheless the fire will burn and the in- troduction of the remedy should not be considered as a ma- terialistic discovery or invention when in reality it is a Divine gift not to be abused. Why were not the miracles of photography, wireless telegraphy, and the flying machine performed a thousand years ago? No intelligent being will deny, in respect to the science of nature, that these miracles, or inventions, if you prefer, were not as possible then as today. The process of regeneration of degenerate man at that remote period was understood by a limited number only, the development of the leaven was slow, re-enlightenment had not become sufficient- ly general as to make it then practical to consider the aboli- tion of frontiers — which the flying machine today suggests. At that time the physical possibilities of the human structure were not fully understood or appreciated in the sense evident more general today. Moreover, it was not then known that FULFILLMENT OF PROPHESY 15 the sinew muscles and frame of man could sustain the energy to fly, without the aid of power in addition to that normally within the mortal. In the process of regeneration of the in- habitants of this planet, the leaven of Bible history has at last been renewed and is found today in all sections of the earth. In some places it may be in bottles, as the virus vaccinus, and doubtless there are great hosts who are yet to understand its power and meaning. The Bible is a synopsis of a number of occurrences from creation to the time of Christ. Should it be regarded as im- possible that the Biblical records could have been compiled so as to present a striking analogy when considered in con- nection with contemporary events?. In the light of the achievements of the Deity, is it not comprehensible that the ancient writers, consciously or unconsciously, followed a plan of recording history and prophesy that would permit the em- ployment, in future centuries, of a factor to assist in a logi- cal interpretation, without regard to the obstacles attributed to changes in languages and epochs? Is it unreasonable to con- tend that the august Council, directed to superintend the de- tails governing the affairs of this planet, could have not fore- seen the development of a language and a symbol helpful in interpretation of the prophesy — of yesterday — in their compu- tation of time. Would it not be considered that the sum of the nine Arabic numerals, for example, which reduce to 9 ; the numeri- cal representation of the letters of the alphabet which total 351 and equal the number of words in the ten commandments which reduce to 9; are records of expression subject to less liability of change during long intervals of time? The number of years is 1495 from the year of the birth of Jesus Christ to the discovery of the New World, and the world war began 419 years later. The numerical representation of the verse of the Symbol is 419. Why 39, the Books in the Old Testament reveal the verse 9? Why 27, the Books in the New Testa- ment, reveal the chapter 13 and the number of the chapter and the verse together equal the number of all the chapters and so designate the Book? Finally, why should it be that from an aggregation of more than three million, five hundred thousand letters in the Bible, there is one grouping only into nine words of that number of letters equal to the. number of the Books of the Prophesy, and that series of twenty-seven letters divided into nine words classified under the number 9? To this the sensualist, the advocate of the doctrine that the senses are the sole source of knowledge — and his progeny, the materialist, will reply frigidly that it is a juggling of figures to delude and to establish a chain of coincidences, and at once dismiss the subject, or proceed to formulate analogy equally 16 FULFILLMENT OF PROPHESY interesting from the point of view of the materialist and un- believer. Let it be noted it is offensive and inexcusable on the part of an intellectual to become unconscious of the Divine in the Universe — a postulate doomed to disappear. Transition from the temporary to the permanent existence awakens the conscience, that has denied its creation, as it is reflected in the mirror of destiny — desperation and despair. Further evidence of the great truth to democratize the world is in the last section of this pamphlet. Those who see the hand of God in prophesy will ponder, reflect and pray that the inhabitants of the world who are endeavoring to extricate themselves from the existing state of moral de- cadence caused by world-wide prostitution of talent and abili- ties in human affairs generally, out of which the world war is born, will influence the utmost power to remove forevermore the cancerous growth which is the cause for the moral and physical decline of the human race. (Revelation, Chapters xiii-xvii.) Man is made in the image and likeness of God. Denial of this great truth explains his fall, on the other hand acknowledgement is fulfillment and will enable him to rise again. The evidence herein is submitted for thoughtful consider- ation of all who believe the great truth that man is made in the image and likeness of God, that he can never separate his consciousness from his individuality — his being. By dis- tinguishing good from evil, true from false, rejecting all evil, his thoughts bring him into intimate relation with the Crea- tive Power. Conditions governing material affairs, in this dual state, are fulfilled by acceptance and obedience willingly to the enactments of the Deity in His administration of the destiny of man. Opposition is destruction ; recognition is construction — building of character until the truth becomes self evident to all the senses clothed in the physical body. To aid investigation to an intelligent understanding of natural, consequently scientific bodily existence, your attention is di- rected to the writings of Thomas Troward, considered, by the late Professor James, of Harvard University, and others, as foremost in philosophical and exegetical exposi- tion. Let it be admitted there has been conscientious well in- tentioned but much misdirected effort in behalf of the sci- ence of eugenics. Some writers fail entirely to concede the mandatory and imperative necessity on the part of mortals to give consideration to the spiritual forces, representative of the Power which renders decision, determining thereby whether or not unbreakable allegiance has been given to the cause known today as eugenics. Such allegiance means realiza- FULFILLMENT OF PROPHESY 17 tion and permanent fulfillment of the plan of life proclaimed by the Creative Power. M. F. Parmelee in a volume that certainly is entitled to the utmost consideration as a highly developed contribution to the science he specializes comprehensively, fails to become disentangled, in one section therein, as it appears to some from the convolved and complex — possibly to his mind sim- ple — scheme of evolution. The possibility of the Divine in the mortal, that the Celestial Hierarchy works through moral excellence in human endeavor, is an association apparently not understood. It is true that earthly conditions favorable for this work are variable, as must be evident upon examination of material realities in life today. Evidence is available, however, that progress, in the interests consecrated to the promulgation of knowledge, the last quarter of a century especially, is extend- ed to every section of the earth. The leaven of the Divine in life is soon to come into its own through the natural agency of universal education. The mortal family was designed by the Deity with that object in view and the Fall in the pre- historic age is seen in the conditions on earth today. The reader is asked not to permit the ingenuities of warped mentality or materialistic tendencies to lead him to undervalue conscientious efforts to understand the purposes of creation; furthermore, he is advised to remember that the great miracle of life — Divine life in material body — is the masterpiece of creation. CHAPTER II HT HE symbol nine in the Bible: Book of Revelation, Chapter * xiii, Verse 9, in correlation with events of ancient history and those of the present time. "Despise not prophesyings." — First Thessalonians 5 : 20. "Let him that hath under- standing count the number of the beast" — Revelation 13 : 18. By addition or multiplication, or both, the nine Arabic nu- merals when reduced to one numeral equal nine. 1, 2, 3, 4, 5, 6, 7, 8, 9. The addition is 45, and 4 plus 5 are 9. The multiplication is 45360 and 4 plus 5 plus 3 plus 6 are 18; and 1 plus 8 are 9. There are twenty-six letters in the alphabet from A-l to Z-26, and each letter has a number corresponding to its position in the alpha- bet. In other words, each letter has a numerical representa- tion ; for example, the letter B is represented by number 2; H by number 8; L by number 12 — each letter in the alphabet having its corresponding number. By an analysis of the figures, numbers and phrases re- lating to the description of the last prophetic narrative in the Bible, and by application of the result of such analysis to certain marked events in the present epoch, there are at once revealed a series of reciprocal relations, and coincidences. These in extent and analogy denote the revelation, amazing and astounding though it may be, that contemporary history is the period mentioned and described in the Books of Daniel and Revelation. The numerical representation of Daniel is 45, which reduces to 9. Is it a coincidence the words in the ten commandments and the numerical representation of the alphabet are of the same number? That the number of commandments and the letters of the alphabet point to the numbers of the Book, chapter, verse, words and letters in the verse of the Symbol? That the letters in MENE MENE TEKEL UPHARSIN PERES (Daniel V) are the same number as those of the alphabet? From the covenant of God in Horeb, to the Nativity of Jesus Christ, the number of years are considered 72 score, which is the number of the score of the letters in the ten commandments. Singular it is also to ascertain that the let- ters in the ten commandments, and those in the two great commandments in the New Testament, added to the numeri- cal representation of the alphabet, number 1917 — the year of the entry of the oldest neutral Democracy in the New World into the world war. The score, twenty, in Greco-Roman times, was employed generally. In its application today, in association with events recorded in the Book of Revelation, is it significant that the number of score in the period of days of power of the beast is 63? It is the number of the Congress of the United States the year the Kaiser declared war. The numerical representa- tion of the word KAISER is 63, the same as PERES, and portentous is the suggestion of doom to the dynasty of degra- dation. The number 666 indicates in months the age of the chief of the present dynasty of autocracy in the German Empire, at the time of his declaration of war. The ninth Prussian dynasty is in score 96, of the Christian Era and the figures here are the symbol and the six, and the result by multiplication of these figures reveals the Books 27 in the Old and New Testa- ments and these figures reduce to 9. The number 33, it is reverently stated, is the year A. D., of the Passion of Christ. These four results of nine each are the six sixes, the thirty-six verses in the only chapters in the Book of Revelation containing 18 verses each, namely 13 and 17. Chapter 17 tells the reason for the depraved social and unlawful economic forces of the present day and the conditions which have led to the world war. The synonym of AUTOCRAT is KAISER. One of the six sixes is for each letter in the word KAISER, and the re- sult is 36. As herein before mentioned, 63 — the reverse of 36 — is the numerical representation of KAISER; also of PERES, in Book of Daniel, Old Testament, in which is pro- nounced the punishment for the AUTOCRAT and the PLUTOCRAT. Observe carefully this numerical representa- tion 63 and the result to follow when added to the three sixes — 666. The figures are 7 2 9, and these units added make 18, which is the number of the verse of the "beast." Multiply 7X2X9 and significant is the meaning, as will be seen, in the result 126. The addition of 36 to 63 make 99, and these two units (9 and 9) added make 18 — the verse in the Chapter of the Sym- bol ; multiplied, the result is 81 — the cipher of the Battle of the MARNE, which number is the reverse of the number in the Bible of that verse containing the 666 — signifying reversal — loss of power of the beast — the autocrat. Furthermore, 99 reveals the numerical representation of AUTOCRAT. 1 21 20 15 3 18 1 20=99 AUTOCRAT Combine the numerical representation of KAISER, 63, with that of PERES, 63, and the result, 126, reveals the numerical representation of PLUTOCRAT. 16 12 21 20 15 3 18 1 20=126 P LUTOCRAT Thus Book 27 of the Old Testament and Book 27 of the New foretell the fall of the KAISER-AUTOCRAT and the PLUTOCRAT. By adding the numbers of each of these two Books of the Bible, namely 27 and 27, to the 99 (Auto- 32 THE GREAT SYMBOL NINE crat) and the result is 153— MENE TEKEL PERES. By adding the numbers of either one of these Books of the Bible to 126 (Plutocrat) the answer again is 153— MENE TEKEL PERES, the handwriting on the wall, the banishment of au- tocracy and plutocracy from the earth. The reverse of the numerical representation of the letters of the alphabet is 153, and the reverse of the number of words in the ten command- ments is 153, together they make 306, which figures signify the Great Symbol and the three sixes. The foremost propitious material event, so regarded by many, in the history of the New World, in its relation with the Old, is the arrival of an American army on the continent of Europe ; "An American Army Lands in France." That the news of this achievement was first made public in the United States on the 27th day of the 6th month of the year, in a cable message containing just six words and twenty- seven letters, will be regarded by many doubtlessly, and naturally, as an incident less than insignificant. Although the day and the month is only another illustration of the re- ciprocal relation of present events with the three sixes and the symbol of the prophets ; still it may be a matter of some interest to know that the numbers of the day, month and year, added together reduce to the sum of nine Arabic numerals and then to the nine of the Symbol. Furthermore: By addition of the seven figures (day 27; month 6; year 1917;) 2+7+6+1+9+1+7 the result is 33 — the symbol number and the six — 3X3=9 — 3+3=6 — 96. Thirty-three is the number of letters in MENE TEKEL PERES KAISER WILLIAM SECOND, and it's the number of the Presidential term of the American Commonwealth. Finally, the name of the leader of the Army of the Ameri- can Democracy in France is 16 5 18 19 8 9 14 7=96 PERSHING Again the symbol number and the six — 9x6=54, the number of the two Books ; Daniel and Revelation : The date of the birth of the Kaiser (autocracy) and the number of States in his Empire. The story and the glory of the great symbol nine has now advanced to the period of the lottery of the Divine, the great- est known in history. The draft is to insure completion of the democratization of the world; to establish universally the THE GREAT SYMBOL NINE 33 socialism of Christianity as expressed in the two great com- mandments of Jesus (Matthew xii, 37-40). The lottery de- veloped four commanding characteristics the subject of uni- versal comment throughout the Nation, namely : number of total numbers drawn, first number, last number, number that failed to be drawn. These four numbers are, respectively, 10499, 258, 3217, 5794. By interposition, singular and un- precedented, the urn of the lottery numbers contained one blank. Why this happened is not yet disclosed, if known. It is possible that the number of blanks might have been two, three, four or more, but there was one only, the extent of the precaution to prevent it notwithstanding. The numbers drawn, 10,499, by addition and multiplication, respectively, produce 23 and 324, and both of these numbers have marked significance supplementing the testimony that the days of the present is the period in the Books of Daniel and Revelation which foretell the World War. This is clearly demonstrable, the number of the verses are established, and reveal the year 1914 when autocracy began the war, and the year 1917, when the Power of the American Republic, from its birth a democracy, enters into the war. The verses are 11 and 12 (23) in Book 27 Old Testament, and verses 5 and 18 (23) in Book of the symbol, 27 of New Testament, together comprising the four verses of the numbers, expressing the number 23, which is the addition of digits of 1 4 9 9, the total numbers drawn. They are the only verses in the Bible that specifically and directly reveal the number of the years, 1914 and 1917. The verses of the numbers are 4, and the employment of 4 in di- vision of 324 — see above — produces the cipher of the Battle of the Marne (81), the highest multiple of a single unit (9). Furthermore, the addition of each figure, in single sequence, in the four verses of the numbers produce 48 (12+12+6-1-18 =48) the number of States in the American Union, the sub- ject later possibly, of another revelation. The first number drawn in the lottery — 258 — contains the Symbol nine and the six — no more or less. Why another number, with figures to equal the Symbol and the six was not drawn first is not in evidence. The last number drawn, 3 2 17, clearly expresses the Book, chapter and verse of the Symbol, and verse five, of the "forty-two months' power of the beast." This number, 3 2 1 7 by addition make 13, the number of the chapter of the Symbol; by multiplication 42, the number signifiying the period of power of the Deast. Why the blank in the lottery was not drawn later or earlier in the series, and as a result another number com- puted — if possible — other than 5 7 9 4 is not revealed. It is admittedly possible that the blank might have been drawn 34 THE GREAT SYMBOL NINE earlier or later, but it is sufficient to state it was not. The completed analogy, in chronological order, now to be dis- closed, would be impossible with any other number in the entire series of ten thousand four hundred and ninety- nine drawn numbers. Without regard to the chronological order there were two chances only, the one above and 4 9 7 5, but this number would place the chapter in Revelation before the one in Daniel whereas it should follow. The lottery has already revealed the verses in the Bible that tell the number of the years of the beginning of the war and the entry of the American Republic therein. It now remains by correla- tion and analogy to reveal the numbers of the chapters in the Bible, which contain the four verses of the numbers. The 5 and 7 above make 12 (Daniel xii) and the 9 and 4 make 13 (Revelation xiii). In sequence they read 5 7 9 4. Note the first and last figures from left to right and you have 54, and from right to left, 45, the former identifying Books 27 in the Old and New Testaments, the latter the numerical representa- tion of the word DANIEL, and the sum of the nine Arabic numerals. The two figures 7, 9, in the number 5 7 9 4, bv multiplication of the 7 and the 9 make 6 3, which is the num- erical representation of the word KAISER, and PERES, the punishment for the Autocrat, as revealed in the hand writing on the wall. Thus is concluded the demon- stration that the cause in which the lottery is employed is divine. It remains to be stated in closing that this narrative will achieve the object sought, if careful attention is given to the fundamental truth — the association of the Divine in human affairs. Full appreciation is acknowledged of the wonderful development in material discoveries and in the sciences. What is lamentably stupid, if not inexcusable, is failure of many to recognize the source of all knowledge and to compre- hend that intelligent application of same establishes the King- dom of Heaven on earth. The subject herein is not treated mechanically, it is not a mechanized creation, not simply a chance arrangement of figures. "None are so blind as those who will not see." The division of Bible chapters into verses long after the Christian era began is of no concern here be- yond the statement that none, who believe in a Deity, will deny that the wisdom of the Deity can establish division of chapters, through human agencies, by the same procedure He has revealed how to transmit the wireless messages and to design the aeroplane. A simple and elemental truth is the knowledge that the period for the destruction of the products of nature is regu- lated by circumstances governing material changes and can be predicted with accuracy. Is it to be denied the Deity of THE GREAT SYMBOL NINE 35 the Universe, and the Council in charge of the affairs of the Solar System, in which this planet is a division, cannot fore- see the period required to complete the economic adjust- ments, momentous in their meaning, by war or peaceful revolution and thus to insure regeneration of the world. The Creative Power at the time of the preparation of the messages in the Books of Daniel and Revelation, by logic invincible it is evident, understood the period to transpire in the regeneration process to create a condition in planetary affairs experienced at the present time. In lesser degree, in a far more elementary way, though gradually expanding, the human being can foretell events : What is to be the con- dition of the harvest if it remains uncut, in one, two or three years — the disintegration. In this there is no mystery. It is not mysticism. That which appears, apparently, to some as mystic is the knowledge that the mind, given by the Creator, fails to see the first object of the gift, but the cause of this blindness by others is understood. The quantity or number of elements employed herein are not calculated or considered. It may be of interest to some to know that possibly as many as five thousand different numbers are obtainable in groups of two, and in three figures. It will be seen from this that the possible combinations are not only so few, or so small, that the. correlations established are simply and easily the consequence of chance solely, and not the revelation of prophesy. Furthermore reflection upon the considerable quantity of possible combinations, and the ac- curacy of the analogies drawn therefrom, may impress the sensualist especially and his associate, the materialist, that the ways of the Creator from their point of view are past understanding. The conclusion is at hand to what may appear to some as a singular narrative, and the cipher of the Battle that saved Christianity and Civilization, that is to destroy autocracy — the beast 666 — is considered established. The evil conditions have arisen by breaking the commandments of God. "If any man have an ear to hear let him hear." The development of the beast on this planet is attributed to the attempt to redesign the divine human being under materialistic, pseudo-religious and pseudo-scientific doctrines and practices, ignoring the commandments in the Old and New Testaments, disregard- ing the injunctions therein. Innumerable messages, signs and symbols are in evidence accordingly. A number of ways are found to remind the multitude, who are indifferent or igno- rant, that the ways of God are divine, and to some, tempo- rarily, they are past understanding. As has been stated, one of the many revelations of this truth is indicated in the dia- gram of the years of the beginning of the war. By 36 THE GREAT SYMBOL NINE some this will be considered a coincidence, that has no significance, as will be said, of all that has preceded. The value of the illustration is not destroyed if the prophesies in the Book of Daniel are a myth. The Deity works in ways mysterious to some and not to others. The Power that es- tablishes the juxtaposition of planets at defined intervals of time, can express warning and a lesson in reciprocal relation of material events, without appealing to superstition. The problem is to understand your relation to God. You must not expect God to do for you what He has ordered shall be done through you. The inverted use of the creative power of thought explains the terrible condition on the earth today. The right use establishes the freedom of mankind, and this freedom, through instruction, should be promulgated with rapidity, by conscription methods, if necessary, in every dis- trict in the world. REVELATION OF THE PREDICTION OF THE DIS- COVERY OF THE WESTERN HEMISPHERE AND THE BIRTH OF THE UNITED STATES IN THE BOOKS DANIEL AND REVELA- TION IN THE BIBLE. In the fifth chapter of Daniel the three verses 2 6, 2 7 and 2 8 contain MENE TEKEL PERES. The numbers of these three verses added make 8 1. Verse 3 5 1 in the Book of Daniel is the verse of the "Time times and an half." The number 8 1 added to 3 5 1 make 4 3 2. The three words MENE TEKEL PERES numerically are 1 5 3, a number which is the inversion of both the numerical alphabet and the number of the verse in the Book of Daniel quoted above. The number 81 added to 1 5 3 make 23 4 — the inversion of the number 4 3 2 mentioned above. The numbers 4 3 2 and 2 3 4 added make 6 6 6, the number which is emblematic of autocracy and plutocracy. The number 2 3 4 is emblematic of world freedom to follow the ending of the world war. Turn to page 27 and read that the statue of Freedom on the dome of the Capitol of Washington expresses the number 2 3 4 in the unit of measurement. Seventy-two is the number of verses in the Book of Daniel that contain the name DANIEL, and in these 7 2 verses the name DANIEL appears 8 1 times. A remarkable association is found upon addition of 7 2 to the 8 1 as the result is 1 5 3— MENE TEKEL PERES— the hand writing on the wall. The addition of the chapters in Daniel — 7 8 — to the number of verse — 7 — in the last chapter and the words in the verse— 68 — is 15 3. The year of the entry of the American Republic into war to insure perpetuation of democracy and Christianity. Read the verse 3 5 1. Listen to the message: "And I heard the man clothed in linen, which was upon the waters of the river, when he held up his right hand and his left hand unto heaven, and sware by him that liveth for ever that it shall be for a time, times and an half, and when he shall have accomplished to scatter the power of the holy people, all these things shall be finished." The power of the holy people is extended — scattered — to all sections on earth. Within the past two decades the seed of democracy and spirit of Christianity is scattered every- where. In the year 1872 the exploration of the unknown reaches of Africa was completed. Add the number of the numerical DANIEL — 4 5 — to the number of each verse in the last chapter in which the word DANIEL appears and the addition of the three results is 1 5 3— MENE TEKEL PERES. Read the interpretation of these three words : The fall of autocracy and plutocracy. "God hath numbered thy kingdom, and finished it." "Thou art weighed in the balances, and art found wanting." "Thy kingdom is divided, and given to the Medes and Persians." The numerical representation of the two words MEDES and PERSIANS is identical with that representing the cipher of the battle of the MARNE and FREEDOM. The fulfillment of the prophecy in the verses 2 6, 2 7 and 2 8 is through democracy and freedom. DEMOCRACY and FREEDOM numerically is 15 3. Singular is the reciprocal relation of the numbers. The Books of Daniel and Revelation contain the prophesy of the advent of Christianity in the Western Hemisphere and the year 1492 is specified. The first year of the first nation in the world at birth a Christian democracy is 17 7 6 and this year is also foretold specifically. The world war; partici- pation therein by the United States; and the prodigious events relating to the conditions antecedent, and to the con- duct of the war, is the, major subject of Daniel and Revela- tion. Search and it shall be revealed unto you. The number of Books from the beginning of the Bible to and inclusive of the Book of Daniel is 2 7. Daniel is also Book number 2 7. In the New Testament similar conditions exist in respect to THE GREAT SYMBOL NINE 39 the number of Books which is 2 7, and Revelation is Book 2 7. The number of the Books from the beginning of the Old Testament to the Book of Daniel inclusive as above stated is 2 7 : this number added to the numbers of the Chap- ter 5, verse 5, and the fingers 5 (see the verse) in the Book of Daniel, make 4 2. Consult Diagram of the years of the world war and you will find 2 7, 2 3, 2 7. 2 3, added these four numbers make 10 0; and 100 added to 4 2, the result is 142. Again the number 14 2 but in a different way. Daniel Book 2 7, chapter 5, verse 5, Chapter 1 2, verses 7, 1 1 and 12; and Revelation Book 2 7, Chapter 13, verses 5 and 18. All these verses are none other than those which from the contents, as clearly evident, relate to the prophecy of the period of the coming together of the nations of the earth. The addition of these numbers make 14 2. The verification of this number 142 is obtained by con- sulting Daniel V-5, which is verse 14 2 in the Book of Daniel. Momentous and tragic is the story that begins in verse 14 2. "In the same hour came forth fingers of a man's hand, and wrote over against the candlestick upon the plaister of the wall of the king's palace: and the king saw the part of the hand that wrote." Turn now to Daniel viii-14. This verse reads: "And he said unto me, Unto two thousand and three hundred days then shall the sanctuary be cleansed." The sanctuary of the old world would be in need of cleansing, as subsequent events have demonstrated, and a step to that end was the re-dis- covery of the new world, and the building of a nation to be dedicated at birth to Christianity. There are four modes of scriptural interpretation ; literal, allegorical, tropological and anagogetical. Students are privi- leged to establish new classifications as shall suit their con- venience in explanation of the data herein and each can decide how many coincidences and correlations of events through a symbolic number are necessary in the verification of interpretation of Bible prophesy. Seeing the conscience of peoples everywhere in the world awake and rise in an immense protest against the atrocities of which we are the victims, we feel more keenly that we are fighting not only for ourselves and for our allies, but for something immortal (applause), and that we are laying the foundations of a new order. Thus our sacrifices will not have been in vain ; the generous blood' poured out by the sons of France will have sowed fertile seeds in the ideas of justice and of liberty fundamentally nec- essary to concord between nations. And we can say : "The growth of the crime brings ven- geance ; after the harvest of suffering comes the harvest of justice!" (Loud applause.) The cry of the women and children from the depths of the abyss where hideous wickedness flung them echoed from one end of the earth to the other. Washington and Lincoln trembled in their graves ; their great spirit has roused America. (Loud applause.) And is it a question only of avenging Americans? Is it a question only of punishing the violation of treaties signed by the United States? No; the eternal truths proclaimed in the Declaration of 1776, the sacred causes which La Fayette and Rochambeau defended (applause), the ideal of pure con- sciences from which the great Republic was born — honor, morality, liberty — these are the supreme values which shine in the folds of the Star-spangled Banner. (Loud applause.) Descendants of the Puritans of New England, brought up on the precepts of the Gospel, and who under the eyes of God are about to punish the infernal creation of evil, false- hood, perjury, assassination, profanation, rape, slavery, mar- tyrdom, and all kinds of disasters ; Catholics, struck to the heart by curses against their religion, by outrages against their cathedrals and statues, reaching a climax in the destruc- tion of Louvain and Rheims ; university professors, trust- worthy guardians of law and learning; industrialists of the East and Middle West, farmers and agriculturalists of the West ; workmen and artisans, threatened by the torpedoing of vessels, by the interruption of commerce, revolted by the insults to their national colors — all are arrayed against the mad arrogance which would enslave the earth, the sea, the heavens, and the souls of men. (Prolonged applause and cheers.) At a time when, as in the heroic times of the American Revolution, the Americans are to fight with us, let us repeat once more : We wish to prevent no one from living, working, and trading freely ; but the tyranny of Prussia has become a peril for the New World as for the Old, for England as for Russia, for Italy as for Austria, and for Germany itself. (Applause.) To free the world, by a common effort of all democratic peoples, from the yoke of a feudal and military caste in order to found peace upon right, is a work of human deliverance and universal good. The French Republic, across the ruins of its cities and its monuments, devastated without reason or excuse by shameful savagery (loud applause), sends to its beloved sister Republic in America the palms of the Marne, the Yser, and of Verdun and the Somme, to which new victories will soon be added. VIVIANI'S SPEECH FOLLOWS : Mr. President and Senators : Since I have been granted the supreme honor of speaking before the representatives of the American people, may I ask them first to allow me to thank this magnificent Capital for the welcome it has accorded us? Accustomed as we are in our own free land to popular manifestations, and though we had been warned by your fellow-countrymen who live in Paris of the enthusiasm burn- ing in your hearts, we are still full of the emotion raised by the sights that awaited us. I shall never cease to see the proud and stalwart men who saluted our passage; your women, whose grace adds fresh beauty to your city, their arms outstretched, full of flowers ; and your children hurrying to meet us as if our com- ing were looked upon as a lesson for them — all with one accord acclaiming in our perishable persons immortal France. And I predict there will be a yet grander manifestation on the day when your illustrious President, relieved from the burden of power, will come among us bearing the salute of the Republic of the United States to a free Europe, whose foundations from end to end shall be based on right. It is with unspeakable emotion that we crossed the threshold of this legislative palace, where prudence and bold- ness meet, and that I for the first time in the annals of America, though a foreigner, speak in this hall which only a few days since resounded with the words of virile force. So soon as the common peril was made manifest to you, with simplicity and within a few short days you voted a formidable army was to be raised. President Wilson's commentary on his acts, which you made yours, remains in the history of free peoples the weightiest of lessons. Doubtless you were resolved to avenge the insults offered your flag, which the whole world respected ; doubtless through the thickness of these massive walls the mournful cry of all the victims that criminal hands hurled into the depths of the sea has reached and stirred your souls ; but it will be your honor in history that you also heard the cry of humanity and invoked against autocracy the right of democracies. And I can only wonder as I speak what, if they still have any power to think, are the thoughts of the autocrats who three years ago against us, three months ago against you, unchained this conflict. Ah ! doubtless they said among themselves that a de- mocracy is an ideal government ; that it showers reforms on mankind ; that it can in the domain of labor quicken all economic activities. And yet now we see the French Re- public fighting in defense of its territory and the liberty of nations and opposing to the avalanche let loose by Prussian militarism the union of all its children, who are still capable of striking many a weighty blow. And now we see England, far removed like you from conscription, who has also, by virtue of a discipline all accept, raised from her soil millions of fighting men. And we see other nations accomplishing the same act; and that liberty not only inflames all hearts, but coordinates and brings into being all needed efforts. And now we see all America rise and sharpen her weapons in the midst of peace for the common struggle. Together we will carry on that struggle, and when by force we have at last imposed military victory our labors will not be concluded. Our task will be — I quote the noble words of President Wilson — to organize the society of nations. I well know that our enemies, who have never seen before them anything but horizons of carnage, will never cease to jeer at so noble a design. Such has always been the fate of great ideas at their birth; and if thinkers and men of action had allowed themselves to be discouraged by skeptics, man- kind would still be in its infancy and we should still be slaves. After material victory we will win this moral victory. We will shatter the ponderous sword of militarism ; we will establish guaranties for peace ; and then we can disappear from the world's stage, since we shall leave at the cost of our common immolation the noblest heritage future genera- tions can possess. WORLD DEMOCRACY GREAT BRITAIN Address on the fifth day of May, 1917, of the Right Hon- orable Arthur J. Balfour, Secretary of Foreign Affairs of the United Kingdom of Great Britain and Ireland, and head of the British Commission, in the House of Representatives in the United States. Mr. Speaker, Ladies and Gentlemen of the House of Representatives: Will you permit me, on behalf of my friends and myself, to offer you my deepest and sincerest thanks for the rare and valued honor which you have done us by receiving us here today? We all feel the greatness of this honor; but I think to none of us can it come home so closely as to one who, like myself, has been for 43 years in the service of a free assembly like your own. I rejoice to think that a member — a very old member, I am sorry to say — of the British House of Com- mons has been received here today by this great sister assem- bly with such kindness as you have shown to me and to my friends. Ladies and gentlemen, these two assemblies are the greatest and oldest of the free assemblies now governing great nations in the world. The history indeed of the two is very different. The beginnings of the British House of Commons go back to a dim historic past, and its full rights and status have only been conquered and permanently secured after centuries of political struggle. Your fate has been a happier one. You were called into existence at a much later stage of social development. You came into being complete and perfected and all your powers determined, and your place in the Constitution secured beyond chance of revolution ; but, though the history of these two great assemblies is different, each of them represents the great democratic principle to which we look forward as the security for the future peace of the world. All of the free assemblies now to be found governing the great nations of the earth have been modeled either upon your practice or upon ours or upon both combined. Mr. Speaker, the compliment paid to the mission from Great Britain by such an assembly and upon such an occasion is one not one of us is ever likely to forget. But there is something, after all, even deeper and more significant in the circumstances under which I now have the honor to address THE WORLD DEMOCRACY 49 vou than any which arise out of the interchange of courtesies, however sincere, between the great and friendly nations. We all I think, feel instinctively that this is one of he great and 'free peoples for mutual protection against the ae-s-ression of military despotism. g I am not one of those, and none of you are among those who aresuch bad democrats as to say that democracies make no mistakes All free assemblies have made blunders; some- tjmpc thev have committed crimes. Why is it" then, that we look forward to the spread of free institutions throughout the world, and especially among our or^sent enemies, as one of the greatest guaranties of the ?utu?eTeace of the world? And mark you, this evil, this menace under which we are now suffering, is not one which diminishes with the growTof knowledge and the progress of material civiliza- tion, but, on the contrary, it increases with them. When I was young we used to flatter ourselves that progress inevitably meant peace, and that growth of knowi- ng! was always^ccompanied as its natural [fruit by the growth of good will among the nations of the earth Un- happily we know better now, and we know there is. such a tmng in the world as a power which can with unvarying per- sistence ocus all the resources of knowledge and of civiliza- tion into the one great task of making itself the moral and material master of the world. It is against that danger that we, the free peoples of westlrndXaUon, have banded ourselves together It is in that great cause that we are going to fight, and are now fighting this very moment, side by side. In that cause we shall surely conquer, and our children will look back to this fateful date as the one day from, which d^mo?racies can feel secure that their progress, their civiliza- tion their rivalry, if need be, will be conducted, not on German lines, but in thai friendly and Christian spirit which really befits the age in which we live. m Mr Speaker ladies and gentlemen, I beg most sincerely to replat^how heartily I thank you fo^ the cordial wd cnme which vou have given us today, and to repeat my Pound sense of the significance of this unique meeting. WORLD DEMOCRACY UNITED STATES Flag Day Address, fourteenth day of June, 1917, of the President of the United States to the Democracies of the World. My Fellow Citizens : We meet to celebrate Flag Day because this flag which we honor and under which we serve is the emblem of our unity, our power, our thought and purpose as a nation. It has no other character than that which we give it from generation to generation. The choices are ours. It floats in majestic silence above the hosts that execute those choices, whether in peace or in war. And yet, though silent, it speaks to us — speaks to us of the past, of the men and women who went before us and of the records they wrote upon it. We celebrate the day of its birth, and from its birth until now it has witnessed a great history, has floated on high the symbol of great events, of a great plan of life worked out by a great people. We are about to carry it into battle, to lift it where it will draw the fire of our enemies. We are about to bid thousands, hundreds of thousands, it may be millions, of our men, the young, the strong, the capable men of the nation, to go forth and die beneath it on fields of blood far away — for what? For some unaccustomed thing? For something for which it has never sought the fire before? American armies were never before sent across the seas. Why are they sent now? For some new purpose, for which this great flag has never been carried before, or for some old, familiar, heroic purpose for which it has seen men, its own men, die on every battlefield upon which Americans have borne arms since the Revolution? These are questions which must be answered. We are Americans. We in our turn serve America, and can serve her with no private purpose. We must use her flag as she has always used it. We are accountable at the bar of history, and must plead in utter frankness what purpose it is we seek to serve. It is plain enough how we were forced into the war. The extraordinary insults and aggressions of the Imperial German government left us no self-respecting choice but to take up arms in defence of our rights as a free people and of our honor as a sovereign government. The military masters of Germany denied us the right to be neutral. They filled our unsuspecting communities with vicious spies and conspirators and sought to corrupt the opinion of our people in their own behalf. THE WORLD DEMOCRACY 51 When they found that they could not do that, their agents diligently spread sedition amongst us and sought to draw our own citizens from their allegiance — and some of these agents were men connected with the official embassy of the German government itself here in our own capital. They sought by violence to destroy our industries and arrest our commerce. They tried to incite Mexico to take up arms against us and to draw Japan into a hostile alliance with her — and that, not by indirection, but by direct suggestion from the Foreign Office in Berlin. They impudently denied us the use of the high seas and repeatedly executed their threat that they would send to their death any of our people who ventured to approach the coasts of Europe. And many of our own people were corrupted. Men began to look upon their own neighbors with suspicion and to wonder, in their hot resentment and surprise, whether there was any community in which hostile intrigue did not lurk. What great nation in such circumstances would not have taken up arms? Much as we had desired peace, it was denied us, and not of our own choice. This flag under which we serve would have been dishonored had we withheld our hand. But that is only part of the story. We know now as clearly as we knew before we were ourselves engaged that we are not the enemies of the German people and that they are not our enemies. They did not originate or desire this hideous war or wish that we should be drawn into it, and we are vaguely conscious that we are fighting their cause, as they will some day see it, as well as our own. They are themselves in the grip of the same sinister power that has now at last stretched its ugly talons out and drawn blood from us. The whole world is at war because the whole world is in the grip of that power and is trying out the great battles which shall determine whether it is to be brought under its mastery or fling itself free. The war was begun by the military masters of Germany, who proved to be also the masters of Austria-Hungary. These men have never regarded nations as peoples, men, women and children of like blood and frame as themselves, for whom governments existed and in whom governments had their life. They have regarded them merely as serviceable organizations which they could by force or intrigue bend or corrupt to their own purpose. They have regarded the smaller states, in particular, and the peoples who could be overwhelmed by force as their natural tools and instruments of domination. Their purpose has long been avowed. The statesmen of other nations, to whom that purpose was incredible, paid little attention ; regarded what German professors expounded in 52 THE WORLD DEMOCRACY their classrooms and German writers set forth to the world as the goal of German policy as rather the dream of minds de- tached from practical affairs, as preposterous private concep- tions of German destiny, than as the actual plans of responsi- ble rulers ; but the rulers of Germany themselves knew all the while what concrete plans, what well advanced intrigues lay back of what the professors and the writers were saying, and were glad to go forward unmolested, filling the thrones of Balkan States with German princes, putting German officers at the service of Turkey to drill her armies and make interest with her government, developing plans of sedition and re- bellion in India and Egypt, setting their fires in Persia. The demands made by Austria upon Serbia were a mere single step in a plan which compassed Europe and Asia, from Berlin to Bagdad. They hoped those demands might not arouse Europe, but they meant to press them, whether they did or not, for they thought themselves ready for the final issue of arms. Their plan was to throw a broad belt of German military power and political control across the very centre of Europe and beyond the Mediterranean into the heart of Asia, and Austria-Hungary was to be as much their tool and pawn as Serbia or Bulgaria or Turkey or the ponderous states of the East. Austria-Hungary, indeed, was to become part of the Central German Empire, absorbed and dominated by the same forces and influences that had originally cemented the Ger- man states themselves. The dream had its heart at Berlin. It could have had a heart nowhere else! It rejected the idea of solidarity of race entirely. The choice of peoples played no part in it at all. It contemplated binding together racial and political units which could be kept together only by force — Czechs, Magyars, Croats, Serbs, Rumanians, Turks, Armenians — the proud states of Bohemia and Hungary, the stout little commonwealths of the Balkans, the indomitable Turks, the subtle peoples of the East. These peoples did not wish to be united. They ardently desired to direct their own affairs, would be satisfied only by undisputed independence. They could be kept quiet only by the presence or the constant threat of armed men. They would live under a common power only by sheer compulsion and await the day of revolution. But the German military statesmen had reckoned with all that, and were ready to deal with it in their own way. And they have actually carried the greater part of that amazing plan into execution. Look how things stand ! Aus- tria is at their mercy. It has acted not upon its own initiative or upon the choice of its own people, but at Berlin's dictation ever since the war began. Its people now desire peace, but THE WORLD DEMOCRACY 53 cannot have it until leave is granted from Berlin. The so- called Central Powers are in fact but a single power. Serbia is at its mercy, should its hands be but for a moment freed. Bulgaria has consented to its will, and Rumania is overrun. The Turkish armies, which Germans trained, are serving Ger- many, certainly not themselves, and the guns of German war- ships lying in the harbor at Constantinople remind Turkish statesmen every day that they have no choice but to take their orders from Berlin. From Hamburg to the Persian Gulf the net is spread. Is it not easy to understand the eagerness for peace that has been manifested from Berlin ever since the snare was set and sprung? Peace, peace, peace has been the talk of her Foreign Office for now a year and more; not peace upon her own initiative, but upon the initiative of the nations over which she now deems herself to hold the advantage. A little of the talk has been public, but most of it has been private. Through all sorts of channels it has come to me, and in all sorts of guises, but never with the terms disclosed which the German government would be willing to accept. That government has other valuable pawns in its hands besides those I have mentioned. It still holds a valuable part of France, though with slowly relaxing grasp, and practically the whole of Belgium. Its armies press upon Russia and overrun Poland at their will. It cannot go further; it dare not go back. It wishes to close its bargain before it is too late, and it has little left to offer for the pound of flesh it will demand. The military masters under whom Germany is bleeding see very clearly to what point Fate has brought them. If they fall back or are forced back an inch their power both abroad and at home will fall to pieces like a house of cards. It is their power at home they are thinking about now more than their power abroad. It is that power which is trembling under their very feet, and deep fear has entered their hearts. They have but one chance to perpetuate their military power or even their controlling political influence. If they can secure peace now with the immense advantages still in their hands which they have up to this point appar- ently gained they will have justified themselves before the German people ; they will have gained by force what they promised to gain by it — an immense expansion of German power, an immense enlargement of German industrial and commercial opportunities. Their prestige will be secure, and with their prestige their political power. If they fail their people will thrust them aside; a govern- ment accountable to the people, themselves will be set up ir Germany as it has been in England, in the United States, ir 54 THE WORLD DEMOCRACY France and in all the great countries of the modern time except Germany. If they succeed they are safe and Germany and the world are undone; if they fail Germany is saved and the world will be at peace. If they succeed America will fall within the menace. We and all the rest of the world must remain armed, as they will remain, and must make ready for the next step in their ag- gression ; if they fail the world may unite for peace and Germany may be of the union. Do you not now understand the new intrigue, the intrigue for peace, and why the masters of Germany do not hesitate to use any agency that promises to effect their purpose, the deceit of the nations? Their present particular aim is to de- ceive all those who throughout the world stand for the rights of peoples and the self-government of nations, for they see what immense strength the forces of justice and of liberalism are gathering out of this war. They are employing liberals in their enterprise. They are using men, in Germany and with- out, as their spokesmen whom they have hitherto despised and oppressed, using them for their own destruction— Socialists, the leaders of labor, the thinkers they have hitherto sought to silence. Let them once succeed and these men, now their tools, will be ground to powder beneath the weight of the great military empire they will have set up ; the revolutionists in Russia will be cut off from all succor or cooperation in Western Europe and a counter revolution fostered and sup- ported ; Germany herself will lose her chance of freedom, and all Europe will arm for the next, the final, struggle. The sinister intrigue is being no less actively conducted in this country than in Russia and in every country in Europe to which the agents and dupes of the Imperial German gov- ernment can get access. That government has many spokes- men here, in places high and low. They have learned discre- tion. They keep within the law. It is opinion they utter now, not sedition. They proclaim the liberal purposes of their masters ; declare this a foreign war which can touch America with no danger to either her lands or her institutions; set England at the centre of the stage and talk of her ambition to assert economic dominion throughout the world ; appeal to our ancient tradition of isolation in the politics of the nations, and seek to undermine the government with false professions of loyalty to its principles. But they will make no headway. The false betray them- selves always in every accent. It is only friends and partisans of the German government whom we have already identified who utter these thinly disguised disloyalties. The facts are patent to all the world, and nowhere are they more plainly THE WORLD DEMOCRACY 55 seen than in the United States, where we are accustomed to deal with facts, and not with sophistries ; and the great fact that stands out above all the rest is that this is a peoples' war, a war for freedom and justice and self-government amongst all the nations of the world, a war to make the world safe for the peoples who live upon it and have made it their own, the German people themselves included, and that with us rests the choice to break through all these hypocrisies and patent cheats and masks of brute force and help set the world free, or else stand aside and let it be dominated a long age through by sheer v/eight of arms and the arbitrary choices of self-constituted masters, by the nation which can maintain the biggest armies and the most irresistible armaments — a power to which the world has afforded no parallel and in the face of which political freedom must wither and perish. For us there is but one choice. We have made it. Woe be to the man or group of men that seeks to stand in our way in this day of high resolution, when every principle we hold dearest is to be vindicated and made secure for the salvation of the nations ! We are ready to plead at the bar of history, and our flag shall wear a new lustre. Once more we shall make good with our lives and fortunes the great faith to which we were born, and a new glory shall shine in the face of our people.
