As a. tribute, to the memory of Oolonel Henry King Burgwyn, Jr., the heroic young commander of the Twenty-sixth North Car- olina Regiment, who was slain at the Battle of Gettysburg, this organization shall be known as " Harey Burgwyn Camp, No. 166, United Sons of Confederate Veterans." ARTICLE II. The chief objects of this Camp shall be : Section 1. To hand down to future genera- tions the record of the unsurpassed bravery, the heroic fortitude, and the devotion to duty displayed by the soldiers and sailors of the South during the struggle for independence in which the Confederate States of America engaged between the years 1861 and 1865. Sec. 2. To receive and preserve such rec- ords, relics and other property as shall from time to time be committed to the care of the Camp by any individual or organization — es- pecially the Oamp of United Confederate Veterans of Ealeigh, when death shall have disbanded their society. Sec. 3. To instill into our descendants a proper veneration for the spirit and glory of their Confederate ancestors, and to bring them into association with our organization, that they may aid us in accomplishing our objects, and finally succeed to and take, up our work where we may leave it. Sec. 4. To cultivate the ties of friendship that should exist among those whose ances- tors have shared common dangers, sufferings and privations. Sec. 5. To use our best efforts in upholding the honor and advancing the welfare of our re-united country. AETICLE III. MEMBEKS. All male descendants, eighteen years of age or upwards, of those who served in the Confederate Army or Navy to the close of the war, or were honorably retired, or discharged, or died in the service, shall be eligible to membership in this Camp : Provided, that the Camp shall have the right to reject the appli- cation of any person who may not be accept- able to it. ARTICLE IV. ADMISSION. Section 1. Application for membership shall be made upon a printed form provided for this purpose, and shall set forth fully the record of the applicant's ancestor in the War between the States. The record must be certified to when practicable by the Committee on Rec- ords of any Veteran Gamp, or by some mem- ber of the ancestor's command, or by the at- tachment of sufficient historical or documen- tary evidence to satisfy the Committee on Application of its correctness. These records shall be carefully preserved. Sec. 2. An application for membership shall be filed by applicant with the Adjutant, who shall refer it to the Committee on Application, and, if approved, it shall be acted upon at the next meeting of the Camp. Sec. 3. Election of members shall be by ballot. A negative vote of three shall consti- tute the rejection of an application. ARTICLE V. OFFICERS. The officers shall be Commandant, First and Second Lieutenant Commander, Adjutant, Surgeon, Quartermaster, Chaplain, Treasurer, and Color Sergeants. ARTICLE VI. DUTIES OF THE COMMANDANT. The Commandant shall preside at all meet- ings of the Camp, and preserve in strict exer- cise the rules established by parliamentary usage. He shall appoint all committees, and sign official letters and documents ; command the Camp in all parades, be a member ex officio of all committees, and have such other duties as are hereinafter set forth. ARTICLE VII. DUTIES OF THE LIEUTENANT COMMANDERS. In the absence of the Commandant, one of the Lieutenant Commanders shall discharge the duties incumbent upon the position. In their absence, the next ranking officer shall perform these duties. ARTICLE VIII. DUTIES OF THE ADJUTANT. The Adjutant shall perform all the duties belonging to the. position of Secretary. He shall write and sign official letters and docu- ments, keep minutes of all meetings of the Camp and Executive Committee, and be the custodian of all manuscripts, etc., belonging to the Camp. To assist him, he is empowered to appoint as many members of the Oamp as may be necessary. ARTICLE IX. DUTIES OF THE SURGEON. The Surgeon shall attend to the physical needs of the members on all encampments and the like. ARTICLE X. DUTIES OP THE QUARTERMASTER. The Quartermaster shall have charge of all arrangements, and shall discharge all duties ordinarily required of such officer. The Com- mandant shall appoint a special committee, of which the Quartermaster shall be chair- man, who shall aid in the arrangement for any banquet ordered by the Camp. ARTICLE XI. • QUALIFICATIONS AND DUTIES OP CHAPLAIN. The Chaplain shall be a regularly ordained clergyman of a Christian denomination, and shall attend to the spiritual needs of the Camp. He shall also officiate at all funerals of members when requested. AKTIOLE XII. DUTIES OF THE TEEASURER. Section 1. The Treasurer shall collect all funds due the Oamp. He shall give bond to the Oamp, if required, in such amount and with such sureties as may be required by it. At each annual meeting he shall make a full report. Disbursements shall require the writ- ten approval of the Commandant. Sec. 2. His books and accounts shall be sub- ject to examination at each annual meeting by a committee appointed for the purpose. AETIOLE XIII. COLOR SERGEANTS. Whenever the Camp participates in a pa- rade or other ceremony, the Commandant shall have power to appoint Color Sergeants to^ carry the flags of the Camp. AETICLE XIV. MEETINGS OF THE CAMP. Section 1. On the 15th day of the months of January, July and October in each year, the Oamp shall meet for the transaction of business. Sec. 2. On the first day of May in each year the annual meeting for the election of officers 9 and transaction of other business shall be held. Sec. 3. Special meetings may be called at any time by the Commandant, and it shall be his duty to call a special meeting when re- quested in writing by six members of the Camp. Sec. 4. When the day set for meeting falls on Sunday the meeting shall be held on the Monday following. Sec. 5. Five members present at any meet- ing shall constitute a quorum. Sec. 6. Notice of the meetings shall be given in the daily papers of the City of Raleigh. ARTICLE XV. the executive committee. Section 1. The Commandant, Lieutenant Commanders, Adjutant, Quartermaster, and Treasurer, shall be an Executive Committee, of which the Commandant shall be Chairman, with full authority to manage the financial affairs of the Camp, and generally to look after and have charge of all other affairs of the Camp, and to report from time to time the condition of its finances. Sec. 2. Should any office become vacant between the regular meetings of the Camp, and it be necessary to fill the same at once, the Executive Committee shall appoint a 10 temporary officer, subject to the approval of the Oamp at its next regular meeting. AETICLE XVI. DUTIES OF COMMITTEE ON APPLICATION. The Committee on Application shall exam- ine into, and report upon all applications for membership ; and, so far as practicable, verify the record of the applicant's ancestor. This committee shall consist of three, and shall be elected by the Oamp, or appointed by the Commandant. ARTICLE XVII. DUTIES OF COifMITTEE ON MEMBERSHIP. The Membership Committee shall see that all eligible persons are extended an invitation to join the Camp. This committee shall con- sist of so many as shall be deemed necessary by the Commandant, and shall be appointed by him. ARTICLE XVIII. ELECTION OF OFFICERS. Section 1. The officers shall be elected by ballot on May 1, in each year. Sec 2. The committees shall be elected by the Oamp or appointed by the Commandant on May 1, in each year, to serve for one year. 11 ARTICLE XIX. FUNDS. Section 1. Each member shall pay an ini- tiation fee of One Dollar, which amount shall be handed in with his application, or same cannot be considered. Said fee shall cover all dues for the current year. Sec. 2. The yearly dues shall be Fifty Cents, which sum shall be due and payable in ad- vance on the 15th of April in each year. Sec. 3. If upon joining the Camp, a mem- ber shall pay the sum of Ten Dollars, it shall constitute him a Life Member, and no initia- tion fee, or dues for the remainder of his life, shall be charged against him. If a person already a member becomes a Life Member, no deduction on account of past payments shall be made from the amount of his life membership fee. Sec. 4. It shall be the duty of the Treasurer to formally notify any member who is in arrears one year, and if the amount due be not paid in thirty days after such notifica- tion, his name shall be dropped from the roll of the Camp, and the Adjutant shall notify him that his name has been dropped. A member, whose name has been dropped, may (in the discretion of the Camp) be reinstated upon payment of all dues for the time inter- 12 vening between his suspension and reinstate- ment. Sec, 5. No letter of resignation shall be con- sidered until all dues are paid. ARTICLE XX. MEMORIAL DAY. On Memorial Day, May 10, in each year, the Camp shall meet upon call of the Command- ant to take part in the Memorial services. ARTICLE XXI. SPONSOR. There shall be a Sponsor selected by the Commandant to represent the Camp at re- unions, gatherings, etc. She must be a de- scendant of one who served in the Confederate Army or Navy. ARTICLE XXII. BADGE. The Official Badge of the Camp, to be worn by members, shall be as provided by the Gen- eral Constitution. ARTICLE XXIII. EXPULSION. AVhen any member of the Camp shall be guilty of conduct unbecoming a gentleman 13 or man of honor, or wilfully acts in a manner detrimentral to the welfare of the Oamp, the Camp shall have power by a three-fourths vote to expel him from membership. A per- son who has been expelled may be restored to membership by the unanimous vote of the Oamp at any meeting. ARTICLE XXIV. PROHIBITED MATTTERS. At no meeting of the Camp shall current politics be discussed, nor shall the Camp offi- cially endorse any person for public office. ARTICLE XXV. AMENDMENTS. Any additions or amendments to these by- laws may be made at the annual meeting of the Camp, by a three-fourths vote of the mem- bers present : Provided, that written notice of the proposed amendment shall have been given at some regular meeting within a year preceding the annual meeting at which the amendment is offered.
