M., for the election of a President, to fill vacancies on the Board of Governors, to consider proposed amendments to the Constitution, which jou will find here- with, and other business. The Annual Fall Field and Track Handicap meeting will take place on Analostan Island, Saturday, Oct. 5, at 3 P. M. Admission to the Island will be by card only, for which a charge of twenty-five (25) cents will be made, to include fer- riage. Competitors will be supplied with tickets for them- selves. Suitable prizes will be awarded the winners. It is desired that the members will interest themselves in this meeting, so that it may be the most successful the Club has held. The entries close with the Secretary Oct. 2, and are open to Club members only. A fee of 50c. must accompany each entry. The Handicaps will be posted on the Club bulle- tin. It is hoped the prizes will be presented at the special meeting of the Club, when the prizes won in the Tennis tour- nament will also be given to the winners. The Articles to be amended are printed in full, and then follow the Articles as they will read, with the proposed amendments italicized. Article III. Section i. This Club shall be composed of active, life, honorary, and non-resident members, who shall be ama- teurs. Section i. All applications shall contain a promise that, if elected, the applicant will support the Con- stitution, By-Laws, Rules, and Regulations of the Club. Skc. 12. If, upon ballot for active membership, two (2) black balls appear, the applicant shall be declared rejected, and a second application from him shall not be entertained until after the expiration of six (6j months from the date of his rejection, and no change in the result of any ballot on the election of a member shall be permitted after the result is announced. Sec. 12. An active member, not indebted to the Club, in- tending to leave the District of Columbia for an absence of six months or more, may, upon written application to the Board of Governors, be placed upon the non-resident list, without dues during such absence ; but upon his return to the District of Columbia he shall notify the Board of Gov- ernors (through the Secretary) of such return, and his dues will commence from the first of the month of his return. Failure to give due notice of return w^ill be sufficient cause for suspension, and continued neglect to pay dues cause for dismissal. Sec. i6. An active member, not indebted to the Club, in- tending to leave the District of Columbia for an absence of six months or more, may, upon written application to the Board of Governors, be placed upon the non-resident list, without dues during such absence ; but upon his return to the District of Columbia, to remain for one month or more^ he shall notify the Board of Governors (through the Secretary) of such return, and his dues will commence from the first of the month of his return. Failure to give due notice of return will be sufficient cause for suspension, and continued neglect to pay dues cause for dismissal. Any visiting member may, by a majority vote of the Board of Governors, be transferred to the list of active 7neinbership upon payi7ig the differ e7ice betxveeti the i7iitiation fee of the two grades at the ti7ne of such transfer ; and a7iy active 7ne7nber 7nay, by like vote, be tra7isferred to the visiti7ig list. (New Section.) Sec. 3. The inttiatio7i fee for visiting membership shall be ten dollars^ and the yearly dices ten dollars ('$10), payable semi-annually in advance. Article V. Sec. 2. At the end of each month the Financial Secre- tary shall notify each member indebted to the Club, other than for monthly dues, of the amount of such indebtedness, and if the same is not paid within ten daj^s after such notifi cation the member so in arrears shall be debarred from fur- ther credit, and his name and the amount due shall be posted on the Club bulletin; and if he fails to pay said indebtedness within twenty days after posting, his case shall be referred to the Board of Governors for such action as it may deem proper, subject to the provisions of Sec. 7, Art. XI. Sec- 2. The Co7)imittee 07t Elections, after the closi7ig of the 7i077ti' 7iations, shall cause to be printed different ballots for each office to be voted for, such ballots to C07itai7i the 7iames of all the ca7ididates for such office, with directio7is distinctly printed thereon ; that the voter shall erase all the 7ia7nes except the 07ie or owes to be voted for, a7id that a7i i7ifor)nal ballot shall be considered bla7ik ; a7id shall also provide a different ballot-box for each officer to be elected ; the Board of Governors^ in every instance^ to be considered one office^ and one ballot to be cast cotitaining the names of all the mem- bers to be voted for. After the closing of the nominatio7is^ and before the day of the election^ the Board of Gover?tors shall elect from the members of the Club seven '' Inspectors of Electio7t^^^ who shall not be either officers, mejnbers of the Board of Governors, or candidates for a7iy office. Said I?i- spectors, or a majority of them, shall be present during the tvhole time of balloting, a?id shall at the close of the polls count the ballots cast for the different candidates and imme- diately report the result to the annual meeting of the Club. The polls shall be opened at 7ioon on the day of election and shall be kept open until eight P. M. , at which time they shall close. Should the report of the Inspectors show that there had not been a 7najority cast for a7iy 07ie or 7nore offices to be filled, then the failure to elect shall be co7isidered as creating a va- cancy, to be filled as provided i7i the 7iext section. All officers shall hold office until the 7iext a7inual 7neeti7ig^ or tin til their successors are elected. Sec. 3. All officers shall be elected by ballot, separately, and must receive a majority of all the ballots cast, blank bal- lots being counted, and they shall hold office until the next annual meeting, or until their successors are duly elected. The government and management of the Club shall be confided to a committee of sixteen (16) of its members, known as the Board of Governors, of which a majority shall form a quorum ; and a majority of the Board of Governors shall vote in the affirmative to adopt any proposition. The President, Vice-President, Secretary, and Treasurer shall be members of the Board of Governors. Section i. Sec. 2. To appoint, semi-annually, the following commit- tees : (a) A sub-committee of three (3) to be called the House Committee, whose duty it shall be, subject to the direction and control of the Board of Governors, to direct and manage the housekeeping affairs of the Club House, and to make proper purchases for that purpose, and to receive and act upon complaints and suggestions of members, reporting monthly to the Board of Governors, (d) An Auditing Com- mittee of three (3), the approval of which shall be necessary before the payment of any bill, (c) A Committee o?i Admis- sions of three {3), to tv/iom all applications for membership shall he referred^ a?id %vhose duty it shall he to consider the same and report to the Board of Gover?iors. [d) An Athletic Committee of eleveii (11) to he appoi7ited annually^ of which the Director of Athletics shall he chairmafi^ and the Secre- tary of the Cluh Recorder, who shall have supervision over the athletic iiiteresis of the Cluh, with the power to appoint suh com?nittees. Article XIII. Meeti7igs of the Club. Section i. The first meeting of the Club shall be held on April 6, 1887, ^"<^ thereafter an annual meeting on the first Wednesday of January in each year, for the election of offi- cers, the Board of Governors, reception of annual reports, and such other business as may be brought before it : Pro- vided, That when the first Wednesday of January falls on a legal holiday the meeting shall be held on the next succeed- ing Wednesday. Such introduction shall not confer on such stranger the right of entrance at any other time ; but the Board of Governors may, at its discretion, give to such stranger a written invitation entitling him to the privileges of the Club for ten days, which may be renewed by any member of the House Committee; but no resident of the District of Columbia can be introduced more than once in six months.
