Rutherford ■©75- THE CONSTITUTION Article I This Society shall be known as the Oregon State Teachers' Association, Western Division. Article 11 Its object shall be to promote the interests of Public Education, to advance the standards of the teaching profession, and to secure the conditions necessary to the greatest efficiency of teachers and schools. Article III Any persons actively engaged in any branch of educational work, including those who are preparing for the same, may become active members of this Association upon the payment of annual dues. Article IV The officers of this Association shall be a Presi- dent, one Vice-President, a Secretary-Treasurer, and an Executive Committee of eight members, of which committee the President, Vice-President and Secretary-Treasurer and retiring President shall be ex-officio members. Article V 1. All officers of this Association except the Secretary-Treasurer shall be nominated by the Repre- sentative Council and reported on the floor of the General Assembly of the Association. Additional nominations may be made from the floor. Election shall be by ballot; but by unanimous vote the Secre- tary of the meeting may be authorized to cast the ballot of the meeting for any candidate. 2 FEB ff I9ir 2, The Secretary-Treasurer shall be elected annually by the Executive Committee, and may receive compensation in the discretion of the Execu- tive Committee. He shall furnish a bond in the sum to be fixed by the Executive Committee. 3, Two members of the Executive Committee shall be elected each year, to serve for two years. 4. At the opening session of the annual meeting of the Representative Council the President shall appoint a committee of five, to present nominations for the positions of President, Vice-President and members of the Executive Committee. This committee shall secure the approval of its report by the Repre- sentative Council before submission to the General Assembly of the Association. 5. The Executive Committee shall have the power to fill all vacancies occurring after the annual meeting. Article VI The officers of this Association shall perform such duties and make such reports as customarily pertain to their respective offices and such other duties as may be required of them, or may be required by resolution of the Representative Council or of the Executive Committee. Article VII There shall be appointed by the President of the Association at the first session of the annual meeting, the following standing committees : 1. A Finance Committee of three members to be chosen from the Executive Committee whose duty it shall be to audit the Treasurer's report, and all bills presented to the Association for payment. No bill shall be paid by the Treasurer except on written approval of the President and the Chairman, or a majority of the Finance Committee. 3 2, A committee of five members on Resolutions, the report of whieli shall be submitted to the General Assembly of the Association. 3. A committee of seven members on Credentials of Delegates to the Representative Council, which shall serve at the next annual meeting of the Council. Article Vm The authority to transact the business of this Association at the annual meeting shall be vested in a Representative Council which shall consist of the following classes of members : 1. At least one representative from each county in the State chosen by the teachers in annual institute or in such manner as the teachers in such county shall determine. The more populous counties of the State shall have one additional representative in the council for each additional hundred teachers after the first and major fraction thereof. 2. Any regular association of teachers having more than fifteen members and having at least three regular meetings each year shall be entitled to a member on the Representative Council. Associations having a membership of more than one hundred members one year after organization shall be entitled to one representative for each additional hundred members and major fraction thereof. 3. Each chartered college, university and normal school in the State of Oregon and such other educa- tional institutions, including scientific associations, as the Representative Council shall see fit to include in the list, shall be entitled to one representative on the Council. 4. Any county or State organization of school officers consisting of not less than fifteen members and having at least one regular meeting each year shall be entitled to one member on the Representative Council. 5. The main functions of the Representative Council shall be: (a) to conduct investigations aiming to promote the general progress of education; (b) to improve the financial condition, the tenure and general conditions of the teachers' work ; and ( c ) such other aims as the Council may determine. 6. The Representative Council shall establish permanent committees on legislation and on investiga- tion of educational problems in addition to special committees on such topics as the administration of rural schools, teachers' pensions, provision for civic education, etc. Any member of the Association may be appointed to serve on special or permanent com- mittees without regard to his or her membership in .the Council, but the chairman of each committee shall be a member of the Council. 7. The Representative Council shall meet on the day previous to the opening general sessions of the Association. No general sessions or sectional meetings shall be scheduled on the same day with the meetings of the Representative Council. 8. Delegates shall not be entitled to seats in the permanent organization of the Representative Council until credentials in the form of a certificate of elec- tion signed by the secretary or chairman of the units entitled to representation, shall have been approved by a committee on credentials appointed by the President of the Association. 9. All officers of the general Association shall be ex-officio officers of the Representative Council. Article IX 1. Meetin:-:s of the Executive Committee shall be held at the call of the President, due notice being given, and meetings of the Committee shall be called by the President upon written request of three mem- bers of the Committee. 5* 2. The Executive Committee, subject to the pro- visions of this Constitution, and to the direction of the Representative Council, shall have general charge of the work of the Association, and shall have power to do all that may be necessary to fulfil the purposes of the Association as herein set forth. It shall advise and assist the President in the preparation of pro- grams and in arrangements for meetings of the Association or its sections. It shall make all appro- priations and authorize all expenditures and contracts. The Secretary of the Association shall keep a perma- nent record of all its proceedings and shall present to the Assembly of Delegates an annual report of its action and recommendations. The Executive Com- mittee shall each year compile a detailed financial, report and file the same together with the minutes of its meetings with the State Superintendent of Public Instruction at Salem. Article X The annual meeting of the Oregon State Teachers' Association shall be held in the city of Portland at a time determined by the Executive Committee. Article XI The President with the advice of the Executive Committee shall have charge of arranging the general programs for the annual meeting. Article XII The annual membership dues of all members shall be $1.00, and in case an official journal is published the membership dues shall not exceed $1.50, which amount shall include subscription to the journal. 6 Article XIU Twenty-five members of the Representative Council shall constitute a quorum for the transaction of business. Article XIV An official journal of the Association shall be established bj the Executive Committee and the pro- ceedings of the annual meeting shall be published therein. Article XV This Constitution may be altered or amended at any regular meeting of the Representative Council by a two-thirds vote of the delegates present, but any proposed change must be submitted in writing and read before the Representative Council at a previous session.
