WHITE, Sixty-Fifth Annual Communication of the SOVEREIGN GRAND LODGE of the Independent Order of Odd Fellows, Columbus, Ohio, September 21, 1889. Rep. Sloan, of Missouri, from the Special Committee on Public Installation of Officers of Subordinate En- campments and Revising Ceremony for the Installation of Encampments, made the following report, which was adopted : To the Sovereign Grand Lodge of the Independent Order of Odd Fellows : Your Special Committee, to whom were referred the reports of the Committees on "Public Installation of Officers of Subordinate En- campments," and "Bevising Ceremony for the Installation of En- campments," appointed at the last session of this Body, respectfully report having carefully considered the same, and recommend the adoption of the form, hereto attached, submitted by Beps. Merri- man, Glidden, and Woodbury, with the following resolution : Resolved, That in view of the fact that D. D. Grand Patriarchs of Subordinate Grand Jurisdictions are not permitted to have Subor- dinate Encampment Bituals, which contain the Degree Work and the Installation, that the Installation Ceremonies be printed in book form, such book to contain nothing except the Installation W 7 ork and Dia- grams, and which shall be furnished to Subordinate Grand Juris- dictions at a price to be determined, in order that the several D. D. Grand Patriarchs may have an opportunity to learn or memorize the Work of Installation. Bespectfully submitted, E. M. SLOAN, E. H. LINCOLN, EDWIN L. PILSBUBY. No Public Installation shall take place unless the same is authorized by the Grand Encampment under whose jurisdiction the Subordinate exists. Public Installations must be conducted by one or more of the elected officers of the Grand Encampment, or a District Deputy Grand Patriarch, and the form prescribed by the Sovereign Grand Lodge must be used. Should the Grand Patriarch be present and officiate, the Instal- lation will be said to be in "Ample Form.*' If conducted by a Dis- trict Deputy Grand Patriarch, in " Regular Form.'" If conducted by any Past Grand Officer, it shall be in "Form.'" All Grand Officers pro tern, will be designated by the office they represent. The officer officiating for the Grand Patriarch, in his absence, will be addressed by his own proper title; any other Grand Officer pro tern. ,, who may be appointed by the Installing Officer, will be designated by the office he represents. The Installing Officer may invite a Canton, or a number of Chevaliers, to act as his escort, when visiting an Encampment for the purpose of performing the Installation Work. INSTALLATION CEREMONY FOR Subordinate Encampments, 1, 0. 0. F. The Installing Officers shall consist of the following, either in per- son, or their representatives : Grand Patriarch, Grand High Priest, Grand Senior Warden, Grand Scribe, Grand Treasurer, Grand Junior Warden, Grand Sentinel, and a Deputy Grand Sentinel. Only P. C. P's, and P. H. P's as may have been provided by local law, shall be eligible to perform these ceremonies as representatives of the elected Grand Officers. The In- stallation Ceremony shall have precedence over all routine or other business of a Subordinate Encampment after opening. The Grand Junior Warden shall announce his pr es- sence at the inner door by * The Inside Sen- tinel shall demand : — Who comes here ? Grand Junior Warden. The Grand Junior Warden of the Grand Encampment of Inside Sentinel. {To Chief Patriarch.) Chief Patri- arch, the Grand Junior Warden of Chief Patriarch. Admit him. [The Grand Junior Warden shall be met at the inner door by the Junior Warden of the Encampment, who shall escort him into and out of the Encampment. The Grand Junior Warden having entered in due form, shall make the following announcement:] * At a Public Installation the alarm shall be omitted. 7 8 INSTALLATION CEREMONY, Grand Junior Warden. Chief Patriarch, I am di- rected to inform you that (A. B.) Grand Patriarch (or District Deputy Grand Patriarch), of the jurisdiction of attended by a delegation of Grand Officers, is in waiting for the purpose of installing the officers of this Encampment; and lam directed to ascertain whether they have been duly elected, and are free from all charges on the books of the Encampment, pecuniary or otherwise; to ask if the Charter of the Encampment is in the Encampment-room; to inquire if the term reports have been made out, and, together with the term dues, forwarded to the Grand Scribe;* and to notify you that he is now ready to proceed with the ceremonies. Chief Patriarch. Grand Junior Warden; you will present my compliments to (A. B.) Grand Patriarch (or District Deputy Grand Patriarch), and assure him it is with great pleasure I learn of his visitation for official purposes; inform him that the officers for the ensuing term have been duly elected, and are free from all charges on the books of the Encampment; that the Charter is in the Encampment-room; that the term reports and dues have been forwarded to the Grand Scribe, and that the Encampment is now ready to re- ceive him. [Grand Junior Warden retires, attended to the inner door by the Junior Warden.] * In case the report and dues have not been forwarded, the Install- ing Officer may, upon satisfactory evidence that they have been in- closed in an envelope sealed, directed to the Grand Scribe and stamped, consider them in transit, and proceed with the Installation. Junior Warden; you will pre- pare for the reception of the Grand Patriarch (or Dis- trict Deputy Grand Patriarch), and delegation of Grand Officers. Junior Warden. Guards of the Tent: fall in! [Junior Warden places the Guards of Tent at the inner door with Wands crossed. The Installing Officers shall form before entering as shown in] DIAGRAM I. The inner door being opened, the Grand Junior Warden shall announce : Grand Junior Warden. The Officers of the Grand Encampment of [As the Grand Officers enter, the Junior Warden takes position on the left of the Grand Junior Warden (at X, Diagram I), and leads the left file, until the Grand Officers, by file right and left, form a line across the hall, the Grand Patriarch in the center. He then resumes his station in the Encampment. The Guards of Tent [with Wands crossed over the Grand Officers as they enter] fall in at the rear of the Grand Patriarch [or District Deputy Grand Patriarch], and when the Installing Officers have formed the line, the Guards of Tent march to their stations. * Addressing the Chairs by the Grand Officers follows, when the Grand Junior Warden, advancing two paces to the front, says :J Grand Junior Warden. The Grand Patriarch (or District Deputy Grand Patriarch), and accompanying Grand Officers. [*Honors of the Order should now be given. The Grand Patriarch (or District Deputy Grand Patriarch) advancing two paces, and in line with the Grand Junior Warden, proceeds as follows :] * At a Public Installation the "Addressing of the Chairs " and " Honors of the Order " must be omitted. 12 INSTALLATION CEREMONY, Grand Patriarch. Chief Patriarch, attended by a, delegation of Grand Officers, I appear here for the purpose of ascertaining whether your term reports and dues have been properly forwarded, and to induct into their several chairs the officers of this Encamp- ment. Having found that your term reports and dues have been forwarded to the Grand Scribe, you will now direct that the present officers vacate their stations to the Grand Officers, and, as a recognition of your services in this Encampment, you will take rank as a Past Chief Patriarch, which is a most honorable dis- tinction among your brethren. The High Priest will take rank and honor as provided for one who has faith- fully served as such officer. Chief Patriarch. Officers of Encampment, you will surrender your chairs to the Grand Officers. [While the Encampment officers are vacating their chairs, and clothing themselves in proper regalia, the Grand Junior Warden escorts the Grand Patriarch (or District Deputy Grand Patriarch) to the Chief Patriarch's chair, and takes his position at the Junior Warden's station. The Grand Patriarch continues :] Grand Patriarch. The delegation of Grand Officers will assume the duties of their office. [Each Grand Officer takes his station without escort, and the Grand Patriarch seats the Eacampment.] Grand Patriarch. Grand Junior Warden, you will prepare for installation by ascertaining whether the Holy Bible, Rituals,* Regalia, and Jewels of Office, the Crooks, Swords, and Wands are in their proper places; * When the Installation is public, the word Rituals must be omitted. (door.) 14 SUBORDINATE ENCAMPMENTS. 15 after which you will retire to the ante-room with the elected officers, ascertain if each is qualified for the office to which he has been elected, and then present them to this station. [In retiring with the elected officers the Grand Junior Warden takes position on the side of the center of the hall fronting, and to the left of the Grand Patriarch, and directs the elected officers to form on his left, and after addressing the Grand Patriarch proceeds to the ante-room, and informs himself as to their qualifications. [The elected officers return to the Encampment hall, escorted by the Grand Junior Warden, in single rank, and in the following order : Junior Warden. Treasurer, Financial Scribe, Recording Scribe, Senior Warden, High Priest, Chief Patriarch, and are conducted to a position as shown by DIAGRAM II. [As they march slowly around the room, the following ode may be sung, members standing :] AIR.— "Aniioch." We come, to greet this chosen band, With joyful glad acclaim; Who in response to our demand, Appear in Friendship's name. Our Chief, our Wardens, one and all, With Love in every heart, Have come, in answer to our call, To fill each chosen part. We hail them now, and offer here, In Truth to each our love; And hope our aid, their hearts may cheer, And they may worthy prove. Should Friendship, Love, and Truth but deign, Each Patriarch to guide, Good feeling in our midst will reign, And peace with us abide. 1 6 INSTALLATION CEREMONY, Grand Junior Warden. Grand Patriarch (such officer rising) ; the elected Officers of Encampment, No. . . . , for Installation. I present them duly qualified for the offices to which they have been elected. Grand Patriarch. Patriarchs; you have been selected from among your brethren for most honorable dis- tinction, and I have the assurance that you are fully qualified for the duties before you. You are each to take an active part in Initiating, Advancing, and Ex- alting those who are to stand side by side with you in the Encampment; and many of them will soon be found actively engaged in its work, — practicing and exemplifying its principles, As their first impressions of Encampment Odd Fellowship will be received from you, let your conduct on all occasions and under all circumstances, teach them that the mission of the Sub- ordinate Lodge is here continued and intensified in its ardor and beneficence. Gentlemanly and dignified de- portment should be your constant aim. He who knocks at yonder door for additional lessons in the mysteries of our Order, founded as it is on the eternal attributes of Friendship, Love, and Truth, should never, by any act of yours, have his Faith dimmed, his Hope cloud- ed, or his Charity impaired, while passing step by step into the profound teachings of our institution; nor will he, if you are true to the work committed to your care, and faithful in the exercise of your official duties. Let me impress upon you the necessity of per- fection in whatever work or station you may permit yourselves to assume. Each of you can judge of his own SUBORDINATE ENCAMPMENTS. 17 capabilities; and surely the advancement and pros- perity of your Encampment ought not to be em- barrassed through any inability on your part to per- form the duties incumbent on you in the office to which your brethren may have elevated you. Your own sense of your unfitness — if unfortunately you are un- fitted — should prompt you to remove such obstruction at once. Your duties well performed will make others am- bitious to emulate or excel you. Whatever you do, let it be done cheerfully, promptly, and effectively. Acquaint yourselves fully with the requirements of the Constitution, By-laws, and General Regulations of our Order, so that you may be safely guided to success in the administration of the affairs of the Encampment. Chief Patriarch elect, while your associate officers will undoubtedly render you their fullest assistance, yet the responsibility of the concerns of this Encamp- ment rests largely with you, and you will be held to strict accountability as its representative head. Your own perception of the fitness of things, and the fact that your brethren have exalted you to the highest office in the Encampment, should so fully impress you with your duties that none of them will be neglected. Grand Junior Warden; you will conduct the officers elect to a position facing the Grand High Priest, and present to me for installation the Chief Patriarch elect. [The Grand Junior Warden will Eight Face the Officers elect, and conduct them to the side of the hall opposite the Grand High Priest, as shown in 18 INSTALLATION CEREMONY, DIAGRAM III. [When in position, the Grand Junior Warden proceeds by rear of the line of elected Officers to the Chief Patriarch elect, and escorts him to, and in front of, the Grand Patriarch.] Grand Junior Warden, Grand Patriarch; in com- pliance with your request I present to you Patriarch A. B., whom the Patriarchs of this Encampment have chosen as their Chief. Grand Patriarch. Chief Patriarch elect, I con- gratulate you upon your elevation to the highest office in this Encampment. Consider the heavy responsi- bility of office which now rests upon you ! It is easy to accept official position. It is hard indeed to fulfill its demands. Many a brother has reached this station, having the full confidence of his brethren, yet lament- ably failed when the crucial test came. Mistaken con- fidence has elevated many a man to a position of renown who proved himself, in no small degree, incompetent. But, my Brother Patriarch, I have been assured that you have often been tried and never found wanting. Such a character among one's as- sociates is cause for rejoicing; and we do rejoice, and are exceeding glad at your commendable attainments in Odd Fellowship. He who has gained the supreme confidence of his fellow-men is in duty bound to main- tain it. Let me admonish you to observe the Laws, Rules, and Regulations of our Order from this time forward with double diligence. SUBORDINATE ENCAMPMENTS. 21 performance of these duties; for which purpose you will place your right hand on your left breast, say I, pronounce your name, and repeat after me : [Calls up Encampment.] I, (A .... B ,) in the presence of these as- sembled brethren, and fully conscious of the duties re- quired of me, in the office into which I am about to be installed, do solemnly declare, promise, and avow, that I will support and maintain the Constitution and By- laws of this Encampment, the Constitution, By-laws, and Regulations of the Grand Encampment of this jurisdiction, and of the Sovereign Grand Lodge of the Independent Order of Odd Fellows; that I will not recognize or admit within this Encampment of Odd Fellows any person who has not been admitted, ad- vanced, and exalted in a regularly constituted En- campment of Patriarchs; that I will not admit, ad- vance, or exalt any candidate not duly qualified and in accordance with the regulations of this Order of Odd Fellows. I furthermore promise and declare, that I will not add to or take from, change or abridge the forms, ceremonies, charges, or instructions, written or unwrit- ten, belonging to Patriarchal Odd Fellowship, nor al- low, cause, or permit it to be done by others if I can prevent it. And I furthermore promise, that I will endeavor, to the utmost of my power, to conform to the established usages and ceremonies of this Order ; act impartially in all matters which shall properly come before me, as Chief of this Encampment, and promote its welfare and interests to the extent of my 22 INSTALLATION CEREMONY, ability. To the true and faithful performance of this r my obligation, I do now, in the most solemn manner, pledge my honor as an Odd Fellow, and my honor as a man. [Seats Encampment.] Grand Patriarch. ( Continuing.) Grand Junior War- den; you will invest the Chief Patriarch in the regalia of his office. Grand Junior Warden. By command of the Grand Patriarch, I invest you with this collar and jewel, the regalia of your office, Grand Patriarch. Chief Patriarch, you will be seat- ed at my left. [Being seated, the ceremony continues as follows :] Grand Patriarch, Grand Junior Warden; you will present the other Officers elect to the Grand High Priest for the necessary obligation. [Note. At the time of the presentation of these officers to the Grand High Priest for O. B., they shall advance two paces toward that officer, in line, and remain in that position until presented by the Grand Junior Warden at their station, where each shall be invested with the regalia of office, and charged by the Grand Officer. ] Grand Junior Warden. Grand High Priest; I am directed by the Grand Patriarch to present these Officers elect to you for obligation. Grand High Priest. Officers elect; {Grand Patri- arch calls up Encampment) you will place your right SUBORDINATE ENCAMPMENTS. 23 hand on your left breast, say I, pronounce your name, and repeat after me: I , in the presence of these brethren of the Order of Odd Fellows, and with a full knowl- edge of the solemnity of the obligation I am now tak- ing, do sincerely promise, declare, and say, that I will faithfully perform the duties incumbent on me, in the office into which I am about to be installed; that I will not knowingly wrong a brother, this Encampment, the Grand Encampment of this jurisdiction, nor the Sovereign Grand Lodge of the Independent Order of Odd Fellows, in any manner whatever. I will strictly conform to the Constitution and By-laws of this En- campment; familiarize myself with the work, so as to promptly and efficiently perform the same. And I do further promise, that I will not add to, or take from, nor omit any portion of such work, or that which my office requires me to do, or to perform, or allow, per- mit, or cause any other person so to do, if in my power to prevent it. I furthermore promise, that the solemnities of the ceremonies of Patriarchal Odd Fel- lowship shall be conscientiously observed by me. and that at the end of my term of office, either by termi- nation, resignation, or expulsion, I will surrender it, and all that to it pertains, to my successor; and will perform such other duties in my office as the Chief Patriarch, and the good of the Order may require of me. You have no doubt been selected and chosen for this exalt- ed position because of the good and honorable charac- ter you bear among your brethren, as well as for your ability. You are no doubt familiar with the important duties of the office you have accepted; but I would call your attention to the necessity of your not only assisting the Chief Patriarch in the affairs of his office, but of fully acquainting yourself therewith; as it is your duty, when he is absent, to preside in his stead and perform all the duties he has obligated himself to do. Your prompt attendance is therefore necessary for the dis- patch of business. You are to receive from the (Financial) Scribe all moneys paid to him on account of this Encampment, giving him a receipt therefor, and keep a true account of the same ; and you will pay out these moneys according to the order of the Chief Patriarch approved by the Encampment, or otherwise dispose of them as the By-Laws of your Encampment may provide. You will take the Constitution and By-Laws of your Encamp- ment for your guide, keep your accounts duly and cor- rectly posted, so they will pass the scrutiny of the most vigilant eye at all times.
