(2) To carry out the injunction of Washington in his farewell address to the American people, "To promote, as an object of primary importance, institutions for the general diflFusion of knowl- edge," thus developing an enlightened public opinion, and affording to young and old such advantages as shall develop in them the largest capacity for performing the duties of American citizens. (3) To cherish, maintain and extend the institutions of American freedom, to foster true patriotism and love of country and to aid in securing for mankind all of the blessings of liberty. ELIGIBILITY AND ADMISSION. Section 1. Campbell, then regent, voted to give to the Evening Press Newsboys' Association, on the following Flag Day, June 14th, a Michigan state flag to complete their stand of colors. Research was then made as to the origin of the Coat-of-Arms in use on the state flag and the official authority for such use. Inves- tigation by the Regent, Mrs. James II. Campbell, showed an infinite variety of devices in use uniform only in the motto. MHien the flag for the newsboys came, it bore on its shield a soldier and tent on a peninsula, the manufacturers assuring us that it was as correct as could be made with the kno\\iedge they possessed. Comparison with the State Seal in Lansing showed an entirely difi'erent design. An original copy of the proceedings of the first Constitutional Conven- tion, held in Detroit May 11 to June 24; 1835, proved that Gen. Lewis Cass had on June 3, 1835, presented to the Constitutional Convention a device for the Great Seal of the State, with its description and that it was adopted by the convention and filed with the Secretary of State by John Biddle, president of the convention, June 34, 1835. Diligent search in the vaults of the capitol resulted in the finding of the valuable Constitution of 1835, but the device and inscription were missing. \'isits were made by the Regent, Mrs. Campbell, to various libraries and historical societies, many letters written and advertise- ments issued for old documents bearing the Great Seal. At last consecutive documents, from 1838 to 1874 were found that proved that the same seal had been used during that period and that it was not the seal in present use. It was also found that the State had no official State flag. The Chapter voted to have a flag and State Coat- of-Arms law introduced in the legislature. It was drafted and taken by the Regent, Mrs. Campbell, to Lansing, March 30, 1911. It placed the Cass device upon the State flag and made its use legally imperative upon all State departments and publications either as seal or State arms and required the use of the design of 1838. The bill passed the senate. The business of the session was congested, adjournment was set for iVpril 19th. The Regent went to Washington, and there after many inquiries, she foimd in the office of the Secre- tary of the Senate the credentials of Lucius Lyon, one of the two first senators from Michignn. They were signed by Gov. Stevens T. Mason, November 18th, 1835, and bore the Great Seal, its earliest known use. The credentials of every senator from that date to and including one senator in 1883, showed the same seal. This last im- print showed the seal to be greatly worn. The next credential showed a new device. April 17, 1911, the Regent telegraphed the news to F. C. Martindale, the Secretary of State, who had been greatly in- terested in the search and the result. It residted in the passing of the Flag Law by the House on the day of adjournment, April 19th, 1911. The Board of Auditors then ordered a new State Seal based upon the early seal. The follo\\'ing October the missing original design, the descrip- tion in the writing of Gen. Cass and the letter of John Biddle, dated June Sith, 1835, were found in the State archives. Wlien the State Commission having in charge the placing of the Chandler statue in the Hall of Fame at Washington decided on placing a Michigan State Seal in its pedestal, they requested the Chapter to furnish them with the correct design. This the com- mittee, comijosed of Mrs. James H. Campbell, Mrs. Edwin F. Sweet and Mrs. I. Piatt Powell, did. This committee also in behalf of the Chapter requested the State Board of Auditors to replace the in- correct seal on the pedestal of the Cass statue in the Hall of Fame with the official seal. This request was granted and Mr. Charles H. Niehaus of New York, the sculptor of the Chandler monument, was authorized to make a second bronze casting of the seal to be used on the Cass monument. In June, 1913, when the State University of Michigan celebrated its seventy-fifth anniversary, the Sophie de Marsac Campau Chapter of Grand Rapids, with the enthusiastic endorsement of the State Regent, Mrs. Arthur M. Parker, took the initiative in asking the Michigan Chapters to unite in presenting a bronze copy of the Great Seal to the University. One member from each of the five oldest Chapters, viz: Detroit, Grand Rapids, Ann Arbor, Ypsilanti and Lansing, served as a committee of arrangements, Mrs. Campbell act- ing as chairman. Arrangements were promptly made with Mr. Niehaus to have a third bronze casting made from his model of the State Seal. This was mounted on a beautiful white marble slab and the following inscription cut in the marble: "The Great Seal of the State of Michigan, presented by Lewis Cass to the first Constitutional Convention, June H., MDCCCLV. This cojiy by Charles H. Niehaus, is tlie gift of the Michigan Chapters, Daughters of the American Revolution to the LTniversity of Michigan on its seventv-fifth anni- versary, A. D. MDCCCCXil." On June 25th in Memorial Hall, at Ann Arbor, fitting exercises attended its presentation. Owing to the absence from the State of the State Regent, Mrs. Arthur 5l. Parker, and to the death of the brother of Mrs. James H. Canij)bell, Chairman and Honorary Life Regent of the Sophie de Marsac Campau Chapter, the presentation was gracefully made by Mrs. I. Piatt Powell, Regent of the Sophie de Marsac Campau Chap- ter. It was unveiled by Mrs. Frederick B. Stevens of Detroit, and accepted on liehalf of the LTniversity by Mr. Luther I^. AVright, Superintendent of Public Instruction. But for the Daughters of the American Revolution presenting to the Newsboys' Association a State flag, the work of the restoration of the Great Seal of the State, the adoption of a State Flag Law, the rectifying of the mistake on the pedestal of the Cass statue and the unique distinction of j^resenting to the University of Miciiigan on its seventy-fifth anniversary, the Great Seal of the State might never have been undertaken or achieved. The Peo'ple of the State of Michigan enact: 1 Section 1. The device and inscriptions of the Great Seal of the 2 State of Michigan, A. D. 1835, presented by Lewis Cass to the 3 forthcoming State, through the Constitutional Convention and 4 adopted June -2, 1835, and filed with the Secretary of the Terri- 5 tory, June 24, 1835, and illustrated by a seal with said device and 6 inscriptions attached to a State document, bearing date 1838, 7 omitting the legend "The Great Seal of the State of Michigan, 8 A. D. 1835," is hereby adojited as the coat-of-arms of the State. 1 Sec. 2. The coat-of-arms shall be blazoned as follows: 2 Chief, Azure, motto argent Tuebor; 3 Charge, Azure, sun, rayed, rising, sinister, proper, lake wavey, 4 proper, peninsula dexter, grassy, proper, man dexter on penin- 5 sula, rustic, habited, dexter turned, sinister arm with gun stock 6 resting, all proper; 7 Crest, On a wreath azure and or, an American eagle rising to 8 the dexter, tips of wings partly lowered to base, all proper, dexter 9 talon holding an olive branch with thirteen fruit, sinister talon 10 holding a sheaf of three arrows, all proper. Over liis head a sky 11 azure environed with a scroll gules with the motto "E Pluribus 12 Unum" argent, 13 Supporters ; 14 Dexter, An elk rampant, proper; 15 Sinister, A moose rampant, projier; 16 Mottoes, On the scroll unending, superior, narrow, argent, in 17 sable, the motto "Si qujeris peninsidam, amoenam." 18 On the scroll unending inferior broader, argent in sable the 19 motto "Circumspice." 20 Observations : 21 Scroll support and conventional leaf design between shield and 22 scroll superior or, 23 Escutcheon supporters rest on the scroll supports and leaf design. 1 Sec. 3. The State flag shall be blue charged with the arms of 2 the State. 1 Sec. 4. The Governor's flag shall be white charged with the 2 arms of the State. 1 Sec. 5. The device of the arms of the State corresponding to 2 the blazon hereinbefore given shall be painted on some suit- 3 able background and hung upon the walls of the executive cham- 4 her, the office of tlie Secretary of State, the supreme court room, 5 the Senate chamber and hall of the House of Representatives. 1 Sec. 6. No pictorial device other than the arms of the State 2 shall be used in the public offices at the capitol for letter head- 3 ings and envelopes used for official business. Persons printing 4 and circulating public documents under the authority of the 5 State, when they use a vignette, shall place upon the title pages 6 of the documents the device of the State Arms herein prescribed 7 without alterations or additions. 1 Sec. 7. The flag of the United States and the State flag bear- 2 ing the arms of the State, shall be displayed upon the capitol 3 building during the daily sessions of the Legislature and of the 4 supreme court, and on public occasions. The Board of State 5 Auditors shall see that the flags are so displayed and that the 6 necessary flag staffs shall be placed and flags supplied. The ex- 7 pense thereof shall be allowed by them and paid by the State 8 Treasurer upon proper warrant. 1 Sec. 8. It shall be unlawful for any person to display the 2 State coat-of-arms, or flag, or both, for advertising purposes, or 3 in connection with any advertising reading matter, picture or 4 device, or to place upon either the coat-of-arms or the flag, or 5 upon both, any inscription, letter, picture or device other than 6 those specified in this act. Any person ofi'ending against the 7 provisions of this section siiall be guilty of a misdemeanor, and 8 upon conviction thereof before a court of competent jurisdiction 9 shall be punished by a fine of not less than five nor more than 10 twenty-five dollars, or imprisonment for not less than one nor 11 more than thirt_y days in the county jail of the county in which 12 such conviction is had, or by both such fine or imprisonment, in 13 the discretion of the court. This flag was presented to the Brady Guards of Detroit, by our first gov- ernor, Stevens T. Mason, exactly 75 years ago this 25nd day of February. At her request the State Board of Auditors sent it by Mr. Huntley Russell to Mr. H. E. Sargent, curator of the Kent Scientific Museum, at Grand Rapids. It was brought in a hat box. Today the flag, 6 feet 10 inches by 7 feet 6 inches, mounted between two sheets of plate glass, with its portraits of Governor Mason and General Brady and the Michigan Coat-of-Arms painted by Alvin Smith, is one of the restored historic treasures of the State.
