CONSTITUTION OF THE Council of Jewish Women (Incorporated 1909) As amended at the Sixth Triennial Convention held in Philadelphia, Pa.. December, 191 1 PREAMBLE. We, Jewish Women, sincerely believing that a closer fellowship, a greater unity of thought and purpose and a nobler accomplishment will result from a widespread organization do therefore band ourselves together in a union of Workers to fur- ther the best and highest interests of humanity in fields Religious, Philanthropic and Educational. Article I. NAME This organization shall be called THE COUN- CIL OF JEWISH WOMEN. Article II. OBJECT The purposes of this organization are: To fur- ther united efforts in behalf of Judaism by supply- int*- means of study; by an organic union to bring about closer relations among Jewish women; to furnish a medium for interchange of thought and a means of communication and of prosecuting work of common interest; to further united ef- forts in the work of social betterment through Religion, Philanthropy and Education. Article III. OFFICERS Section 1. The officers of this organization shall be: a President, a First and a Second Vice- President, an Executive Secretary, a Recording Secretary, a Treasurer, an Auditor and a Board of ten Directors, all of whom, excepting the Auditor, together with the Chairmen of Standing Committees and of the Department of Im- migrant Aid shall form the Executive Committee. An Officer, Director or Member of a National Committee must be a paid member of the Section of the city in which she lives or, if there is none such, of a Section in the State, or she must be a Member-at-Large of the Council, or a Subscriber. Any woman who is a member of a Section in good standing or a Meml)er-at-Large of the Coun- cil from a city in which there is no Section or a Sul)scriber shall be eligible to any office in the National Organization. 6 The non-continuance of a Section as a member of the National Organization shall create a va- cancy in the offices held by any of its members, except in accordance with Art. Ill, Sec. 1. Section 2. The seven General Officers and the Directors shall be elected by ballot at the Trien- nial Convention. Five Directors shall be elected at each Triennial whose term of office shall be six years. Honorary Vice-Presidents may be elected at the Triennial Convention or at any meeting of the National Executive Committee on nomination of the National Executive Committee only. 'A Vice-President for each State, Territory or Country may be appointed by the President after consultation with the Presidents of Sections where any such exist; all such appointments shall be subject to the approval of the Executive Com- mittee. All Officers, Directors, and Chairmen of Stand- ing Committees and of the Department of Im- migrant Aid shall hold their respective offices until their successors shall have been elected or appointed. COMMITTEES Section 3. There shall be nine Standing Com- mittees which shall be appointed by the Presi- dent: on Religion, Religious Schools, Philan- thropy, Junior Sections, Reciprocity, Peace and Arbitration, Education, Purity of Press, and Finance, and a Department of Immigrant Aid. A Committee of three on Revision of the Con- stitution shall be appointed by the President in 7 April of the Triennial year. This Committee shall receive all proposed amendments to the Constitu- tion (Art. X., Sec. 2, P. 24) and shall send them to all Sections at least thirty (30) days before the Triennial. The Chairman shall present a report in writing at the Triennial of such amendments as have been recommended by her Committee but any Dele- gate may present to the Triennial any amend- ment which has previously been sent to the Sec- tions by the Revision Committee. Other Committees may be appointed by the President as occasion demands. The President and Executive Secretary shall be ex-officio members of all National Committees or Departments. NOMINATING COMMITTEE Section 4. At the Triennial Convention a Nom- inating Committee shall be formed composed of one member from each State, Territory or Coun- try represented in the Council, such member to be chosen at the Convention by a majority of the delegates present from that State. This (Commit- tee shall elect its own Chairman and shall present to the Convention a ticket of Officers and Direc- tors to be balloted for. Article IV. DUTIES OF OFFICERS President Section 1. It shall be the duty of the President to preside at all meetings of the Council and of the Executive Committee and to perform such other duties as usually pertain to her office. She 8 shall appoint all National Committees and may appoint a Vice-President for State, Territory or Country. Vice-President Section 2. It shall be the duty of the Vice- Presidents-at-large, in their order, to perform the duties of President in her absence. It shall be the duty of each Vice-President for a State, Ter- ritory or Country to appoint a Committee or Committees on Organization of which she shall be Chairman. These Committees shall organize Sections wherever possible, assist those Sections already formed and shall send to the Executive Secretary of the Council a bi-monthly report of progress and work done. Vice-Presidents for State, Territory or Country may attend the meet- ings of the Executive Committee and have all the privileges thereof, except that of voting. Recording Secretary Section 3. It shall be the duty of the Record- ing Secretary to keep the Minutes at the sessions of the National Executive Committee and of the Triennial Convention, and to read them at the following meetings to make from her Minutes an Order of Business for the use of the President and to keep all documents sent to her. She shall prepare a written report to be presented at the Triennial Convention. Executive Secretary Section 4. It shall be the duty of the Executive Secretary to conduct all correspondence of the Council, to attend to all notices and printing and to perform such other duties as usually pertain to 9 this office. She shall prepare a written report to be presented at the annual meeting of the Nation- al Executive Committee and at the Triennial Con- vention. She shall be Editor-in-Chief of the Bul- letin, the official organ of the Council. The Executive Secretary shall receive a salary to be fixed by the Executive Committee. Treasurer Section 5. It shall be the duty of the Treasurer to collect and receive the dues from the several Sections and the annual subscriptions from Sub- scribers, Patrons, etc. and all other moneys due or coming to the Council. She shall be the cus- todian of the funds of the Council, out of v^hich she shall pay only upon the order of the Presi- dent and Executive Secretary. She shall furnish a bond in such sum as the Executive Committee shall determine. She shall take and file vouchers for all disl^^irsements of moneys and shall keep an account of all receipts, remittances and ex- penditures. She shall make annually, in writing, a report to the Executive Committee, to be sent in duplicate to the President and Executive Secre- tary and shall prepare, in writing, a full report of the finances of the Council which she shall pre- sent at the Triennial Convention, which shall embody an itemized statement of dues from each Section and of receipts from other sources and an itemized account of expenditures. She shall make a similar accounting at any time on request of the President. She shall present her books for inspection to the Auditor at the close of the fiscal year and before May 15th. 10 Section 6. It shall be the duty of the Auditor to audit the accounts of the Treasurer annually, immediately at the close of the fiscal year, i. e., before May 15th and to send a written report in detail of such audit to the President and Execu- tive Secretary and to report to the annual meet- ing of the National Executive Committee and to the Triennial Convention. EXECUTIVE COMMITTEE Section 7. The Executive Committee shall have entire charge of the affairs of the Council and shall have power to enforce the Constitution. It shall fill all vacancies that may occur in its own body during a Triennial Period. The Executive Committee shall hold an Annual Meeting at such time and place as it shall decide. In case of the absence of the Recording Secretary it shall elect a Recording Secretary pro tem. A report of the result of its deliberations at its an- nual meeting shall be sent to all officers and Sec- tions of the Council through the Executive Secre- tary. BULLETIN It may issue a Bulletin as the official organ of the Council, quarterly or oftener, as it may de- termine, which shall be sent to every member of the Council free of charge. The Executive Secre- tary shall be the Editor-in-Chief of the Bulletin. Article V. DUTIES OF COMMITTEES AND DEPARTMENTS Religion Section 1. The Committee on Religion shall 11 consist of five (5) members the Chairman of which shall be ex-officio a member of the Exe- cutive Committee. It shall be the duty of this Committee, within two months after its appoint- ment, to prepare and submit for approval, in duplicate, to the President and Executive Secre- tary, a plan for study of Jewish Religion, History and Literature, which shall be used by the Sec- tions of the Council. The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections during the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. Religious Schools Section 2. The Committee on Religious Schools shall consist of five (5) members the Chairman of which shall be ex-officio a member of the Executive Committee. It shall be the duty of this Committee to make the condition and im- provement of Religious Schools its special study and work, to seek to provide classes and schools for the study of religion for all Jewish children not so provided and, within two months after its appointment, to prepare and submit for approval, in duplicate, to the President and Executive Sec- retary a plan of study and work which shall be used by the Sections of the Council. 12 The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections dur- ing the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. Philanthropy Section 3. -The Committee on Philanthropy shall consist of five (5) members the Chairman of which shall be ex-officio a member of the Exe- cutive Committee. It shall be the duty of this Committee within two months after its appoint- ment to prepare and submit for approval, in dupli- cate, to the President and Executive Secretary, a plan of study and work which shall be used by the Sections of the Council. The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections during the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. 13 Reciprocity Section 4. The Committee on Reciprocity shall consist of five (5) members the Chairman of which shall be ex-officio a member of the Exe- cutive Committee. It shall be the duty of the Committee to encourage and arrange for the in- terchange of visits of speakers betw^een the Sec- tions, to maintain a l)ureau where slides, papers and addresses delivered before the Sections shall be kept and from which they may be secured by the Sections; within two (2) months after its appointment it shall prepare and submit for ap- proval, in duplicate, to the President and Execu- tive Secretary, a list of available papers and slides, together with a plan for making its work effective. This Committee shall pass upon all papers sent to it as to their being worthy of a place in the Bureau. The Committee shall fur- ther be a medium for exchange of information be- tween the Sections. The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections dur- ing the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. Junior Sections Section 5. The Committee on Junior Sections shall consist of five (5) members the Chairman 14 of which shall be ex-officio a member of the Exe- cutive Committee. It shall be the duty of this Committee to organize Junior Sections of boys and girls between the ages of fifteen (15) and twenty-five (25) years. It shall organize a Reci- procity Bureau for the exchange of papers, etc. among Junior Sections within two months after its appointment. It shall prepare a plan of study and work for Junior Sections, which it shall sub- mit for approval, in duplicate, to the President and Executive Secretary and which shall be used by the Junior Sections. The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections dur- ing the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. Peace and Arbitration Section 6. The Committee on Peace and Arbi- tration shall consist of five (5) members the Chairman of which shall be ex-of^cio a member of the Executive Committee. It shall be the duty of this Committee, through the corresponding local committees, to arrange an annual meeting at which Peace and Arbitration shall be the subject presented to follow so far as possible the plans of the Committees on Peace of the National and International Councils of Women and also to IS co-operate with and report on other movements for peace. Within two (2) months after its ap- pointment it shall prepare and submit for approv- al, in duplicate, to the President and Executive Secretary a plan of work which shall be used by the Sections. The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections dur- ing the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. Immigrant Aid Section 7. It shall be the duty of the Depart- ment of Immigrant Aid within two (2) months after its appointment to prepare and submit for approval, in duplicate, to the President and Exe- cutive Secretary a plan of work for the protection, aid and education of immigrant girls and women and for co-operation between the Sections to this end, which plan shall be used by the Sections. The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections dur- ing the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual 16 Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. Education Section 8. The Committee on Education shall consist of five (5) members whose Chairman shall be ex-officio a member of the Executive Commit- tee. It shall be the duty of this Committee, with- in two (2) months after its appointment, to pre- pare and submit for approval, in duplicate, to the President and Executive Secretary, a plan of study and work which shall be used by the Sec- tions, The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections dur- ing the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. Purity of the Press Section 9. The Committee on Purity of the Press shall consist of five (5) members whose Chairman shall be ex-officio a member of the Ex- ecutive Committee. It shall be the duty of this Committee to seek to form a Public Opinion which shall demand the omission of objectionable matter from publications within two (2) months 17 after its appointment it shall prepare and submit, in duplicate, to the President and Executive Sec- retary a plan of work. The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of the work done by the Committees and by the Sections dur- ing the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. Finance Section 10. The Committee on Finance shall consist of five (5) members whose Chairman shall be ex-ofiicio a member of the Executive Commit- tee. It shall be the duty of this Committee to secure Patrons and Sul)scril:)ers to the Council for the purpose of securing funds payable into the National Treasury sufficient to extend its work. The Chairman shall prepare in writing an an- nual report to be sent, in duplicate, to the Presi- dent and Executive Secretary before the first day of June, which shall embody a report of work done during the year and suggestions for bettering the work for the ensuing year or years. She shall prepare a supplementary report for the Annual Executive Meeting and a similar report for the Triennial Period to be presented to the Triennial Convention. 18 Article VI. SECTIONS Senior Sections Section 1. Sections of this organization, to be known as the SECTION of THE COUNCIL OF JEWISH WOMEN, shall be formed in the cities of the Uni- ted States and wherever else possible. They shall have members whose due shall be Two (2) Dol- lars annually, payable May 1st in advance, one- half of which shall be paid into the National Treasury. Each Section shall be governed by the Constitution for Senior Sections and it shall ac- cept and sign, through its President and Secre- tary, the Constitution of The Council of Jewish Women and the Constitution for Senior Sections as amended at the last Triennial Convention. Section 2. No Section of the Council, Senior or Junior, shall take any action involving the Nation- al Organization or any of its ofificers, unless, at least ten days before the meeting, notification, in writing, of the proposed action shall have been sent to all members of the Section and to the. National Officers. Junior Sections Section 3. Junior Sections, to be known as the SECTION of THE COUNCIL OF JEWISH JUNIORS, shall be formed in the cities of the United States. Each Junior Section shall be governed by the Constitu- tion for Junior Sections and it shall accept and sign, through its President and Secretary, the Constitution of the Council of Jewish Women and for Junior Sections as amended at the last Trien- 19 nial Convention. Junior Sections shall have mem- bers whose due shall be One (1) Dollar annually, payable May 1st in advance, one-third of which shall be paid into the National Treasury. Article VII. DUTIES OF SENIOR SECTIONS Constitution Section 1. Each Section shall, through its President and Secretary, accept and sign the Con- stitution of the Council, and the Constitution for Senior Sections adopted at the last Triennial Con- vention. Section 2. No Section of the Council, Senior or Junior, shall take any action involving the Na- tional Organization or any of its officers unless, at least ten days before the meeting, notification, in writing, of the proposed action shall have been sent to all members of the Section and to the National Officers. Section 3. All matters of National or Interna- tional scope shall be referred to the President and Executive Secretary. No member of the Council or of any Section thereof, whether hold- ing or not holding an office, shall undertake to speak or write on matters National or Interna- tional in such a way as to involve the Council directly or indirectly. The Dues Section 4. Each Section shall, through its Treasurer, send one-half of its dues collected up to these dates on the first day of June, November, January, March and April, to the National Treas- urer. 20 Meetings Section 5. Each Section shall hold meetings at least once a month, from October to May inclus- ive, and such other meetings as shall be neces- sary to carry out the plans of the Council and Section. Reports Section 6. It shall, through its Corresponding Secretary, on blanks furnished by the Executive Committee of the Council and by the first day of November, January and March, send a report of its progress, work and plans and by the first day of May an Annual Report to the Executive Secretary of the Council. Work Section 7. Each Section shall carry into prac- tice the plans sent out 'by the Executive Commit- tee and the Department of Immigrant Aid and the National Standing and Special Committees. Delegates Section 8. Each Section shall send to the Tri- ennial Conventions of the Council the President and one delegate or their alternates. Triennial Section 9. At the Triennial Conventions of the Council each Section shall be entitled to two (2) votes to be cast by the President and delegate or their alternates. All members shall have the privilege of propos- ing questions and of participating in all discus- sions at the Triennial Conventions but not of making motions nor of voting. 21 Junior Sections Section 10. Junior Sections shall conform to the above sections of Art. VII. except that at the Triennial Convention they shall be entitled to but one (1) vote in the election of National Officers and to two (2) votes on matters concerning Jun- ior Sections to be cast by the President and del- egate or their alternates. Article VIII. THE DUES Section 1. The fiscal year shall be from May 1st to April 30th. Section 2. The dues for membership in a Sec- tion shall be Two (2) Dollars annually payable May 1st in advance, one-half of which shall be paid into the General Treasury of the Council. Members joining after March 1st of the current fiscal year shall be credited to the next fiscal year. On the first day of June. November, January, March and April, one-half of all Senior dues and one-third of all Junior dues collected up to these dates, shall be sent by Local Senior and Junior Treasurers respectively to the Treasurer of the Council. Out of this money the salary of the Executive Secretary shall be paid and the other expenses of the Council. Out of it shall also be paid the expenses incurred for and at the Trien- nial Convention and the meetings of the National Executive Committee. Section 3. Membership in the Council shallbe through Membership in the Sections, excepting only in such cities and towns in which there is no Section of the Council. Any woman living in a city or town in which there is no Section of the 22 Council may become a Member-at-Large by pay- ing the dues, Two (2) Dollars annually, payable May 1st in advance to the National Treasury. PATRONS OR SUBSCRIBERS Section 4. There shall be a graded system of annual subscribers to the Council, to be desig- nated as follows: Subscriber, $5.00; Patron, $10.00 to $25.00; Associate Donor, $25.00 to $50.00; Donor, $50.00 to $100.00; Friend, $100.00 or over, who shall be entitled to all privileges of the or- ganization, and at conventions to all privileges of delegates except that of voting. LIFE MEMBERS The payment of Five Hundred (500) Dollars shall constitute a life membership, which will en- title the holder to all privileges of the Council except that of voting. Article IX. MEETINGS Section 1. Conventions shall be held triennially at such place and time as shall be decided upon by the Executive Committee. Other meetings may be called for special purposes by the Execu- tive Committee. Section 2. Each Section of the Council shall send to the Triennial Convention the President and one delegate, or their alternates. Each Sec- tion shall be entitled to two (2) votes, to be cast by the delegates or alternates. The voting mem- bers of the Convention shall be: the General Offi- cers, viz.: President, First and Second Vice-Presi- dents, Vice-Presidents for States, Executive Sec- retary, Recording Secretary, Treasurer, Auditor, the ten Directors, the President and delegate of 23 each Section or their alternates, the Chairmen of National Committees and the Department of Immigrant Aid and the President and dele- gate of Junior Sections or their alternates, who shall, however, be entitled to vote only as pro- vided in Art. VII, Sec. 10. All members of the Council shall have the privilege of proposing questions and entering discussions at the Conven- tions but not of making motions nor of voting. The Chairmen of Special Committees appointed to report at any Triennial Convention shall be members of the Convention and entitled to in- troduce motions and to vote. EXECUTIVE COMMITTEE Section 3. The Executive Committee shall hold an annual meeting at such time and place as it shall determine. Special meetings shall be held at the call of the President or of any five members of the Executive Committee. Seven members of the Executive Committee shall constitute a quorum. Article X. AMENDMENTS Section 1. This Constitution may be amended by a two-thirds (2/3) vote of the voting members present at the Triennial Convention of the Coun- cil. Section 2. Any Section proposing amendments to the Constitution shall send such proposed amendments to the Chairman of the Revision Committee (Art. Ill, Sec. 3) at least sixty (60) days prior to the Triennial Convention. Section 3. Any man over twenty-one years old may become an Associate Member by paying Two (2) Dollars as annual dues for the current fiscal year, one-half of which shall be paid into the Na- tional Treasury. Article IV. THE DUES Section 1. The Fiscal Year shall extend from May 1st to April 30th. Section 2. The annual dues for Membership and for Associate Membership shall be Two (2) 26 Dollars, payable in advance May 1st of each year, one-half of which shall be paid into the National Treasury. Each new member shall pay to the Treasurer Two (2) Dollars, as his or her dues for the current fiscal year, before being recognized as a member. Members joining after March 1st shall be credited to the next fiscal year. Section 3. Any member who shall have failed to make two consecutive annual payments shall be considered to have withdrawn from the Sec- tion. Membership Ticket A uniform Membership Ticket shall be given in each Section as receipt for the dues. These Tick- ets shall be purchased from the National Treas- urer. Section 4. A member of any Local Section of the Council of Jewish Women taking up her res- idence in another city may, upon presentation of her membership ticket to the Secretary, become a member of the Section in that city for the cur- rent year. Article V. DUTIES OF SENIOR SECTIONS Constitution Section 1. Each Section shall, through its President and Secretary, accept and sign the Con- stitution of the Council and the Constitution for Senior Sections adopted at the last Triennial Con- vention. Section 2. No Section of the Council, Senior or Junior, shall take any action involving the Na- 27 tional Organization or any of its officers unless, at least ten days before the meeting, notification, in writing, of the proposed action shall have been sent to all members of the Section and to the National Officers. Section 3. All matters of National or Interna- tional scope shall be referred to the President and Executive Secretary. No member of the Council or of any Section thereof, w^hether hold- ing or not holding an office, shall undertake to speak or write on matters National or Interna- tional in such a way as to involve the Council directly or indirectly. The Dues Section 4. Each Section shall, through its Treasurer, send one-half of its dues collected up to these dates, on the first day of June, Novem- ber, January, March and April, to the National Treasurer. Meetings Section 5. Each Section shall hold meetings at least once a month, from October to May in- clusive, and such other meetings as shall be neces- sary to carry out the plans of the Council and Section. Reports Section 6. It shall, through its Corresponding Secretary, on blanks furnished by the Executive Committee of the Council and by the first day of November, January and March, send a report of its progress, work and plans and by the first day of May an Annual Report to the Executive Secre- tary of the Council. 28 Work Section 7. Each Section shall carry into prac- tice the plans sent out by the Executive Commit- tee, the National Standing and Special Commit- tees and the Department of Immigrant Aid. Triennial Section 8. Each Section shall send to the Tri- ennial Conventions of the Council the President and one delegate or their alternates. At the Triennial Conventions of the Council each Section shall be entitled to two (2) votes, to be cast by the President and delegate or their alternates. » Any Section proposing amendments to the Con- stitution shall send such proposed amendments to the Chairman of the Revision Committee at least sixty (60) days prior to the Triennial Con- vention. (Art. Ill, Sect. 3, P. 7.) All members shall have the privileges of pro- posing questions and of participating in all discus- sions at the Triennial Conventions, but not of making motions nor of voting. Article VI. OFFICERS Section 1. The officers of each Section shall be: a- President, a Vice-President or Vice- Presidents, a Secretary or Secretaries, a Treasurer, an Auditor and a Board of Di- rectors which shall be composed of as many members as the Section itself may determine. The officers (except the Auditor) and Board of Directors, together with the Chairmen of Com- 29 mittees corresponding- to National Committees and of other Standing Committees shall constitute the Executive Committee. Section 2. All officers shall be elected by ballot at the Annual Meeting in May. COMMITTEES Section 3. There shall be nine Standing Com- mittees: on Religion, Religious Schools, Philan- thropy, Junior Sections, Reciprocity, Peace and Arbitration, Immigrant Aid, Education and Purity of the Press, which shall be appointed by the President, and whose Chairmen shall be ex- officio members of the Executive Committee. Such o1:her Committees may be appointed by the President as occasion may demand. Section 4. A member of a Section holding an office in the Council shall by virtue of her office and during its duration have a seat in the Exe- cutive Committee of the Section of the city in which she lives and enjoy all the rights and privi- leges appertaining thereto. Article VII. DUTIES OF OFFICERS President Section 1. It shall be the duty of the President to preside at all meetings, to appoint all commit- tees within one month after her election and to perform the other duties usually pertaining to the office. She shall present a written report to the Annual Meeting, a duplicate of which shall be sent to the President of the Council and to the Vice-President for the State. 30 Vice-President Section 2. It shall be the duty of the Vice- President or Vice-Presidents in their order to perform the duties of the President in her ab- sence. Treasurer Section 3. It shall be the duty of the Treas- urer to collect and receive the dues and other moneys of and for the Section, and to be the custodian of all funds of the Section. She shall furnish a bond in such sum as the Executive Com- mittee shall determine. She shall send, on the first day of June, November, January, March and April, one-half of all dues collected up to these dates to the National Treasurer with a report and an accounting on blanks furnished by the Execu- tive Committee of the Council. She shall pay bills only upon the order of the Executive Com- mittee. She shall take and file vouchers and keep an account of all receipts, remittances and ex- penditures, and shall submit a written statement at the Annual Meeting, and at any other time on the request of the President or Executive Com- mittee. She shall present her books for inspec- tion to the Auditor immediately on the close of the fiscal year. She shall send to the National Treasurer a copy of her Annual Report to the Section as audited and as accepted by the Section at the Annual Meeting. Secretaries Section 4. It shall be the duty of the Record- ing Secretary to keep the Minutes of each meet- ing of the Section and of the Executive Commit- 31 tee and to read them at the following meeting-, to make from her Minutes an Order of Business for the use of the President and to keep all re- ports and documents sent to her. It shall be the duty of the Corresponding Sec- retary to conduct all correspondence of the Sec- tion, send out notices of meetings, and attend to press notices and printing. She shall send to the Executive Secretary of the Council and to the Vice-President for her State, monthly for the first year after organization, and thereafter by the first day of November, January, March and May (Annual Report), on blanks furnished by the Executive Committee of the Council, a re- port,, containing a list of nev^ members, an ac- counting of dues paid, and an account of the work and condition of the Section. She shall present a written report to the Annual Meeting in May, a duplicate of which shall be sent to the Execu- tive Secretary of the Council and the Vice-Presi- dent for the State. She shall keep a full and cor- rect list of members with their correct addresses, such list to be compared at least once a year with the Membership list of the Treasurer. Where there is only one Secretary she shall perform all the duties herein stated. Section 5. The Auditor shall audit the accounts of the Treasurer at the close of the fiscal year, and report at the Annual Meeting in May. EXECUTIVE COMMITTEE Section 6. The Executive Committee shall hold a meeting within one week after the first Monday in May (Annual Meeting), and monthly there- after with the exception of June, July and August. 32 special meetings may be held at the call of the President, or at the written request of three mem- bers. All vacancies in the Executive Committee shall be filled at the next regular meeting of the Section. The Executive Committee may deter- mine each year the number of members necessary to constitute a quorum of its own body, and of the Section. It shall report action taken at its meetings for approval at the next regular meeting of the Section. The following shall be the Order of Business at the meeting of the Executive Committee: 1. Roll Call. 2. Reading Minutes of previous meeting. 3. Reading of communications. 4. Report of the Secretary. 5. Report of the Treasurer. 6. Reports of Special Committees. 7. Reports of Standing Committees. 8. Unfinished Business. 9. New Business. The same Order of Business may be followed at the General Meeting, omitting roll call. Article VIII. DUTIES OF COMMITTEES Section 1. The Committees on Religion, Re- ligious Schools, Philanthropy, Reciprocity, Junior Sections, Peace, Immigrant Aid, Education, and Purity of the Press shall have at least three (3) members each, and shall put into practice the plans submitted by the like Committees or De- partments of the Council. 33 It shall be the duty of other Committees ap- pointed to co-operate with and to carry out the plans of their respective National Committees. CIRCLES Section 2. (a) It shall be the business of the Committee on Religion and of the Committee on Philanthropy to form "Circles for Reading and Study" of such size as is practicable (ten is rec- ommended as a good working number). In every circle one shall be chosen by the members of the Circle as Leader. LEADERS (b) The Leader, in consultation with the mem- bers of her Circle, shall arrange the place and time of meeting, which shall be at least fortnight- ly, and shall hold all communications with the respective local Committees. They shall report monthly to the local Chairman of their respective Committees work done and projected. RELIGION Section 3. It shall be the duty of the Commit- tee on Religion to carry out the plans of the Na- tional Committee on Religion. In addition to the formation of Circles it shall submit to the Execu- tive Committee of the Section subjects for papers to be prepared for and read at the general meet- ings. All official correspondence with the Circles shall be held with the leaders thereof. The Chair- man shall report monthly for the first year after organization and thereafter by the first day of November, January, March and May (Annual Report), on blanks furnished by the Executive 34 Committee of the Council, to the Chairman of the National Committee on Religion the nature, amount and success of work done, with sugges- tions for bettering the work for the ensuing year or years and shall send a duplicate of the report to the Executive Secretary of the Council. She shall present a written report to the Annual Meeting of the Section. RELIGIOUS SCHOOLS Section 5. It shall be the duty of the Commit- tee on Religious Schools to study the condition and needs of the Religious Schools, to establish classes in religion where none exist, to seek to provide all Jewish children with instruction in religion, and to carry out the plans of the Na- tional Committee on Religious Schools. They shall also endeavor to have members of the Sec- tion placed on local Religious School Boards. The Chairman shall submit to the Executive Com- mittee of the Section subjects for papers to be prepared for and read at the General Meetings. She shall report monthly for the first year after organization and thereafter by the first day of November, January, March and May (Annual Report), on blanks furnished by the Executive Committee of the Council, to the Chairman of the National Committee on Religious Schools the nature, amount and success of work done, with suggestions for bettering the work for the en- suing year or years and shall send a duplicate of the report to the Executive Secretary of the Council. She shall present a written report to the Annual Meeting of the Section. 35 PHILANTHROPY Section 6. It shall be the duty of the Commit- tee on Philanthropy, in addition to the formation of circles, to bring about organization of charities, or any other needed work in philanthropy and to carry out the plans of the National Committee on Philanthropy. The Chairman shall submit to the Executive Committee of the Section subjects for papers to be prepared for and read at the General Meetings. She shall report monthly for the first year after organization and thereafter by the first day of November, January, March and May (Annual Report), on blanks furnished by the Executive Committee of the Council, to the Chairman of the National Committee on Phil- anthropy, the nature, amount and success of work done and suggestions for bettering the work for the ensuing year or years and shall send a dupli- cate of the report to the Executive Secretary of the Council. She shall present a written report to the Annual Meeting of the Section. RECIPROCITY Section 7. It shall be the duty of the Commit- tee on Reciprocity to hold all communications with the National Committee on Reciprocity and to assist in making its work as effective as pos- sible. It shall pass upon, recommend and send to this Committee such papers as it deems desir- able for the Reciprocity Bureau. The Chairman shall report by the first day of November and May (Annual Report), on blanks furnished by the Executive Committee of the Council, to the Chair- man of the National Committee on Reciprocity, the nature, amount and success of work done, with 36 suggestions for bettering the work for the en- suing year or years and shall send a duplicate of the report to the Executive Secretary of the Council. She shall present a written report to the Annual Meeting of the Section. JUNIOR SECTIONS Section 8. It shall be the duty of the Commit- tee on Junior Sections to carry out the plans of the National Committee on Junior Sections. The Chairman shall report monthly for the first year after organization and thereafter by the first day of November, January, March and May (Annual Report), on blanks furnished by the Executive Committee of the Council, to the Chairman of the National Committee on Junior Sections, the na- ture, amount and success of the work done, with suggestions for bettering the work for the en- suing year or years and shall send a duplicate of the report to the Executive Secretary of the Council. She shall present a written report to the Annual Meeting of the Section. PEACE AND ARBITRATION Section 9. It shall be the duty of the Commit- tee on Peace and Arbitration to carry out the plans of the National Committee on Peace and Ar- bitration. The Chairman shall present a written report at the Annual Meeting, giving the nature, amount and success of work done, with sug- gestions for bettering the work during the ensu- ing year or years and the number of meetings held, and shall send duplicates of the report to the National Chairman on Peace and Arbitration and to the Executive Secretary by May 1st. IMMIGRANT AID Section 10. It shall be the duty of the Commit- tee on Immig^rant Aid to carry out the plans of the National Department of Immigrant Aid. The Chairman shall report monthly for the first year after organization and thereafter by the first day of November, January, March and May (An- nual Report), on blanks furnished by the Execu- tive Committee of the Council, to the Chairman of the National Department of Immigrant Aid the nature, amount and success of worls: done, w^ith suggestions for bettering the w^ork for the ensuing year or years and shall send a duplicate of the report to the Executive Secretary of the Council. She shall present a written report to the Annual Meeting of the Section. EDUCATION Section 11. It shall be the duty of the Commit- tee on Education to carry out the plans of the National Committee on Education. The Chairman shall report monthly for the first year after organization and thereafter by the first day of November, January, March and May (An- nual Report), on blanks furnished by the Execu- tive Committee of the Council, to the Chairman of the National Committee on Education the na- ture, amount and success of work done, with sug- gestions for bettering the work for the ensuing year or years and shall send a duplicate of the report to the Executive Secretary of the Council. She shall present a written report to the Annual Meeting of the Section. 38 PURITY OF THE PRESS Section 12. It shall be the duty of the Commit- tee on Purity of the Press to carry out the plans of the National Committee on Purity of the Press. The Chairman shall report monthly for the first year after organization and thereafter by the first day of November, January, March and May (An- nual Report), on blanks furnished by the Execu- tive Committee of the Council, to the Chairman of the National Committee on Purity of the Press the nature, amount and success of work done, with suggestions for bettering the work for the ensuing year or years and shall send a duplicate of the report to the Executive Secretary of the Council. She shall present a written report to the Annual Meeting of the Section. Article IX. MEETINGS Section 1. General meetings shall be held once a month, from October to May inclusive, at such time and place as the Executive Committee shall determine; at least once in three months a meet- ing shall be held at such time as shall suit the convenience of those occupied during the day. Such other meetings shall be held as are neces- sary for carrying out the work outlined by the Ex- ecutive Committee, the National Standing and Special Committees and the Department of Im- migrant Aid of the Council. Section 2. Special meetings shall be held on the call of the President, or upon the written re- quest of ten members. 39 Section 3. The Annual Meeting shall be held the first Monday in May, at such time and place as the Executive Committee shall determine. COMMITTEE ON NOMINATIONS Section 4. At the General Meeting in March the President shall appoint a Committee on Nom- inations, which shall consist of not less than three (3) members, one of whom shall be a member of the Executive Committee. Nominations shall be made from the floor and from among the names submitted and other names the Nominating Com- mittee of the Section may make a ticket or tickets. This Committee shall report at the April meeting and, not later than three weeks prior to the An- nual Meeting, shall send to the Secretary, in writ- ing, the ticket or tickets or a complete list of candidates for the offices of President, Vice-Pres- ident, Treasurer, Corresponding Secretary, Re- cording Secretary, Auditor and Directors whose terms expire. The Secretary shall cause the names submitted by the Nominating Committee to be printed in full with the announcement of the coming election upon the notices for the annual meeting in May. Section 5. The following Order of Business may be used for Annual Meetings: 1. Reading of Minutes of Annual Meeting and of last General Meeting. 2. Unfinished business. 3. Communications and other new business. 4. Report of the President, 5. Report of the Secretary. 6. Report of the Treasurer. 40 7. Reports of Standing Committees. 8. Reports of Special Committees. 9. Election of officers. Article X. ADDITIONS Additions may be made to this Constitution ac- cording to the needs of the Section, provided they do not conflict with its provisions and subject to the approval of the President and Executive Sec- retary of the Council. Such additions or amendments may be made at a general or special meeting by a two-thirds vote of the members present provided notification of the proposed amendments shall have been given at the meeting immediately preceding and shall have been sent to each member at least three days before action is to be taken. The meetings of this Association shall be gov- erned by Roberts' Rules of Order. STANDING RULE. When any Section undertakes any work in which it desires to interest the other Sections, it may send a statement to the Executive Secretary of the Council, whose duty it shall be to com- municate the matter to all Sections of the Council through their respective Presidents. 41 CONSTITUTION FOR THE SECTIONS OF THE Council of Jewish Juniors Amended at the Sixth Triennial Convention Philadelphia, Pa., December, 1911. Article I. NAME This organization shall be called the ' SECTION of THE COUNCIL OF JEWISH JUNIORS. 43 OBJECTS Article 11. "The purpose of this organization is to form an organic union of Jewish Juniors; to bring about a closer fellowship and a greater unity of thought and purpose and to further the highest interests of Judaism in fields Religious, Philanthropic and Educational." Article III. MEMBERSHIP Section 1. Any person between the ages of fif- teen (15) and twenty-five (25) years may become a member by sending to the Secretary his or her name and One Dollar as dues for the current fiscal year, and may remain a member until twenty-five (25) years of age if unmarried. DUES ^^*^^^^ ^V. Section 1. The fiscal year shall be from May 1 to April 30th. Section 2. This Committee shall report at the April meeting, and not later than three weeks prior to the Annual Meeting shall send to the Secretary, in writing, the ticket or tickets, or a complete list of candidates for the offices of President, Vice- President, Treasurer, Corresponding Secretary, Recording Secretary, Auditor, and Directors whose terms expire. The Secretary shall cause the names sent him or her to be printed in full, with the announcement of the coming election, upon the notices for the Annual Meeting in May. Section 5. The following Order of Business may be used for Annual Meetings: 51 1. Reading of Minutes of last General Meeting. 2. Reading- of Minutes of last Annual Meeting. 3. Report of the President, 4. Report of the Secretary. 5. Report of the Treasurer. 6. Reports of Special Committees. 7. Reports of Standing Committees. 8. Unfinished business. 9. Communications and other new business. 10. Collection of dues. 11. Election of Officers. Article X. ADDITIONS Additions may be made to this Constitution ac- cording to the needs of the Section provided they do not conflict with its provisions and subject to the approval of the Chairman on Junior Sections and the President and Executive Secretary of the Council. Such additions or amendments may be made at a General, Special or Annual Meeting, provided notification of the proposed amendments has been given at the meeting immediately pre- ceding or shall have been sent to each member at least three days before action is to be taken. The meetings shall be governed by Roberts' Rules of Order. STANDING RULE When any Section undertakes any work in which it desires to interest the other Sections, it may send a statement to the Executive Secretary of the Council whose duty it shall be to com- municate the matter to all Sections of the Council through their respective Presidents.
