He sliall judge of order, and decisJe there- upon without debate. He shali name all eonunittces, -except when any member of the Board may renjuirs that it be done by the Buard. He shall sign all or- ders upon the county treasurer, vyliich siiall be directed by the Board; and shall call special meetings when- ever, in his opinion, the business of the Board re- quires, or any two of the controllers make such a request. ■ The Secretary shall keep all accounts of th? Board of Control, as by law directed; also, fljir and regular minutes ot their proceedings, in a book provided for that purpose. He shall at every meeting read the 4 riminotes of the last meeting preceding, and such pa- ■pers as shall be required. He shall countersign all orders drawn in pursuance of the resolutions of the Board. He shall preserve all books and papers be- longing to his office, cause notice of each meeting of (he Board to be served upon tlie members, and shall inform the chairman of every comnuttee appointed bj the Board, of the appointment of such committee, with the names of the persons associated with him, giving at the same time an abstract of the resolution under which they were appointed. In case of the sickness or absence of the Presidents upon the request of any two members of the Board, the Secretary shall call a special nveeling of the con- trollers. The Stated Meetings of the Board shall be held on the Second Tuesday of every month, (except October, when the meeting shall be on the second Monday,) at 4 P. M. ORDER OF BUSINESS. 1. At the hour appointed for the meeting of the Board, or as soon thereafter as a quorum shali appear, the President shall take the chair and proceed to bu- siness. sy 2. The names of the controllers present shall then be taken by the clerk or secretary, and if any mem- ber of the Board shall afterwards appear, his name shall also be inserted. When the meeting is thus formed, no person shall retire without permission. 3. The minutes of the preceding meeting shall be read, and corrected if necessary. 4. Communications to the Board shall be received And considered. 5. Reports of Committees shall be called for and order taken thereon. 6. The unfinished business of the former meeting (if any) shall be taken up; after which any business may be proceeded on at the pleasure of the Board. 7. No debate shall be heard until amotion is made, «econded, and stated by the President, and all mo- tions shall be reduced to writing, if required. •8. When a motion is under consideration, no other motion shall be made, except to amend, to divide, to H «ommit, or postpoBe it---but a motion (to adjourn shall always be in order, and shall be dednled without de- bate. 9.
