It is believed that this Manual will be of inestimable value to Planning Board members and other muni¬ cipal officials in determining the scope of local planning studies desired and the proper method by which they should be carried out. Therefore, the State Planning Board, as sponsor of the State-wide Municipal Planning Project, recommends the use of this Manual of Procedure on Selected Municipal Planning Studies by all municipalities contemplating or engaged in the compilation of basic data, both graphic and tabular, which will serve as the foundation in the preparation of a Community Master Plan. Material Covered - The Key map of the Tax Assessment Atlas and other existing maps. Complete or Partial Coverage - Complete coverage. Sourcc of Data: The municipal Tax Office or Engineering Department will furnish a copy of the index sheet of the local tax atlas. Working Procedure: Prepare a basic map of.the municipality on a certain scale ( 200 feet to 800 feet -t inch) showing municipal ooundary line, existinc streets, highways, railroads, principal streams, and other codies of water, DIRECT TRACING 1. The first step in the preparation of this map is for the sponsor to select a suitable key map from which the basic map js to ue drawn. 2. this map should be reasonably accurate and up to date; also of such a scale that it may be traced directly on tracing cloth. Rescale and Tracing 3. If key map is not of a uniform scale to conform with the predetermined basic map scale, then the basic map will have to be prepared oy rescaling the key map by use of proportional dividers or pantographing. if this method |s necessary, care and consideration must oe given to the key map to determine if it is capable of enlarge¬ ment to a scale desired for the qas1c map without undue distortion or loss of accuragy, 1|. uniform crid system i s to be laid out on the key map and also on basic map. this work is to ue done by use of a hard leao'pencil only and not de inked in on either map. tage xxvii 5.
