The Tennessee Presbytery of the Cumberland Presbyterian Church met, pursuant to adjourn¬ ment, in the town of Winchester, Tennessee, at seven o'clock P. M., September 20th, 1860. Rev. W. D. Chadick, D. D., the Moderator, being absent, on motion of Rev. A. J. Baird, Rev. A. G. Smith was called to the chair; and on motion of same, Rev. G. W. Mitchell was requested to preach the opening sermon, which he did, from 2 Tim. ii. 2. After which, Presbytery was constituted by prayer by Rev. A. G. Smith. The roll was then called by the Clerk. Presbytery met pursuant to adjournment; opened by prayer by the Moderator. Spent half an hour in religious services, after which Presbytery resumed business. Members present as on last evening. Revs. W. D. Chadick, D.D., J. B. Warren, and D. L. Mitchell, and Elders W. A. "Walker, from Con¬ cord, Wm. Taylor, from Union Chapel, and A. K. Erwin, from Uew-Market, appeared, gave satis¬ factory reasons for their non-attendance at the opening of Presbytery, and took their seats. Jones, Commissioner to the last General Assembly, also submitted his report, which, on motion, was laid on the table for the first busi¬ ness after dinner. The appointment of the place for the next meet¬ ing of Presbytery was called up, and, on motion, was laid over until Saturday morning. On motion, Presbytery took recess ten minutes. Recess being out, Presbytery resumed business. Elder John Miller, representative from Goshen, appeared and gave satisfactory reasons for non- attendance at the opening of Presbytery, and took his seat. Rev. W. D. Chadick, Commissioner to the last General Assembly, submitted his report, which was concurred in. (Marked B.) A report was submitted from the Educational Society, which was concurred in, and the resolu¬ tions adopted. (Marked C.) Whereas, the Board of Education of Tennessee Presbytery has been dissolved; therefore, Resolved, That the officers of said Board be in¬ structed to deliver over to the Corresponding Secre¬ tary of the General Assembly's Board of Education, all the books and papers pertaining to the subject of our educational enterprise. According to the request of the General Assem¬ bly, Rev. G. W. Mitchell, M. H. Bone, and W. D. 7 Chadick, were appointed a Standing Committee on Education, to cooperate with the Assembly's Board. On motion, Presbytery took recess until three o'clock P. M. Recess being out, Presbytery resumed business. Members present as in the forenoon, except Revs. A. J. Baird and W. W. Estill. Elder John Frizzell presented an invitation from the Principal and Faculty of the Winchester Female Seminary, to the Tennessee Presbjdery, now in ses¬ sion, to visit the School on Monday, 24th inst., at ten o'clock A. M., and that an address be delivered to the school by some one of the body, who may be selected by said body; which invitation was ac¬ cepted, and, on motion of Elder John Frizzell, Rev. M. B. DeWitt was elected to deliver said address. The report of Elder W. B. Jones, Commissioner to the last General Assembly, was taken up, which, on motion, was concurred in, (marked D,) and the Treasurer ordered* to pay the travelling expenses, $9 80, and the remainder referred to a committee composed of Rev. M. H. Bone and Elder W. A. Walker. The Committee on Minutes of General Assembly submitted a report, which, on motion, was con¬ curred in. (Marked E.) The Committee on Minutes of Presbytery sub¬ mitted their report, which, on motion, was con¬ curred in. (Marked F.) Rev. G. W. Mitchell gave satisfactory reasons for his absence at the last meeting of Presbytery. 8 Rev. "W. "W. Estill asked a letter of dismission and recommendation from this Presbytery, which was, on motion of Rev. IT. T. Power, granted. Rev. J. A. Smith requested, through Rev. M. H. Bone, that the Stated Clerk be authorized to give him a letter of dismission and recommendation from this Presbytery when called for, which, on motion of Rev. M. H. Bone, was granted. Bro. John Kirkland, a candidate under the care of this Presbytery, requested, through Rev. G. "W". Mitchell, a letter of dismission and recommendation from this Presbytery, which, on motion of Rev. D. L. Mitchell, was granted. The Committee appointed at the last meeting of Presbytery, to examine the Licentiates and Candi¬ dates under the care of this Presbytery, submitted their report, which, on motion, was concurred in, and the resolutions adopted. (Marked G.) In view of the above resolution, (see Report G,) on motion of Rev. W. D. Chadick, D. D., three o'clock P. M. on to-morrow was set apart as the hour for the licensure of Bros. Tucker and McKen- zie, and that the Moderator perform the services. On motion of Rev. W. D. Chadick, L>. D., Elder Wm. Taylor was granted leave of absence the re¬ mainder of this session of Presbytery. On motion of Rev. W. B. Watterson, Presbytery adjourned, to meet to-morrow at half-past eight o'clock A. M. Prayer by Rev. W. D. Chadick, D.D. 9 Saturday, 8| o'clock A. M., Sept. 22. Presbytery met pursuant to adjournment, and was opened by prayer by the Moderator. Spent balf an hour in religious services, conducted by Rev. A. G. Smith. Roll called. Members present as on yesterday, except those having leave of absence. Minutes of yesterday read and approved. The appointment of the place for the next meeting of Presbytery was then taken up, and New-Market, Alabama, was selected as the place for the next regular meeting of this Presbytery. The Stated Clerk submitted his report, which, on motion, was concurred in, and the Treasurer ordered to pay the account. (Marked IT.) On motion of Rev. W. B. Watterson, Presbytery took recess for ten minutes. Recess out, President resumed business. The Moderator announced the appointment of a committee to examine the Probationers under the care of this Presbytery, at the next meeting thereof, at New-Market, Alabama, on Thursday before the fourth Sabbath in March next, at eight o'clock A. M.; said committee composed of Revs. M. H. Bone, N. T. Power, and "W". D. Chadick, D. D. Elder Ira Kiningham, Commissioner to the last General Assembly, submitted his report, which was, on motion of Elder John Frizzell, concurred in, and the Treasurer ordered to pay the account. (Marked I.) On motion of Rev. W. B. "Watterson, it was re- 10 solved that the Treasurer he requested to embrace in his report at this meeting of Presbytery, a state¬ ment of the indebtedness of each congregation to the Presbyterial contingent fund. The Committee on Written Discourses submitted their report, which, on motion, was concurred in, and the resolutions adopted. (Marked K.) On motion of Rev. D. L. Mitchell, Elders A. 3L Erwin and John Frizzell were appointed members of the Missionary Board. On motion of Rev. M. B. DeWitt, the Committee on the Death of Rev. H. Larkin were requested to take notice also of the death of Bro. M. A. Wisener, a candidate under the care of this Presbytery. On motion of Elder "W". A. Walker, Presbytery took recess until two o'clock P. M. Recess being out, Presbytery resumed business. The roll was called. Members present as in fore¬ noon. On motion of Elder John Frizzell, it was resolved that the Columbia Synod be requested at its next meeting to take some steps that will give the differ¬ ent Presbyteries therein correct information as to their exact boundaries. On motion of Rev. J. B. Tigert, Rev. D. L. Mit¬ chell and Elder John Frizzell were added to the Committee on Church Records, Overtures, and Petitions. On motion of Rev. A. G. Smith, Presbytery took recess until three o'clock P. M. Recess being out, Presbytery resumed business. 11 At "Winchester, Tennessee, the 22d day of Sep¬ tember, 1860, the Presbytery of Tennessee having received testimonials in favor of Bros. E. L. F. McKenzie, David Tucker, and T. J. Drake, of their good moral character, of their being in the com¬ munion of the Church, proceeded to take the usual parts of trial for their licensure. And they having given satisfaction as to their aptness to teach; as to their experimental acquaintance with religion; as to their internal call to the ministry; and as to their proficiency in divinity; the Presbytery did, and do hereby express their approbation of all these parts of trial. And they having adopted the Confession of Faith of this Church, and satisfactorily answered the questions appointed to be put to candidates to be licensed, the Presbytery did, and do hereby license them, the said E. L. F. McKenzie, David Tucker, and T. J. Drake, to preach the gospel of Christ, as probationers for the holy ministry, within the bounds of this Presbytery, or wherever God in his providence may cast their lots. On motion of Rev. W. D. Chadick, Bros. Sanders and Drake were granted leave of absence during the remaining sitting of this meeting of Presbytery. The Committee on Church Records, Overtures, and Petitions, submitted their report, which was taken up and considered item by item, all of which were concurred in, and the resolutions adopted. (Marked L.) The Committee on the Death of Rev. H. Larkin, and Bro. M. A. Wisener, submitted their report, 12 which was concurred in, and the resolutions adopted. (Marked M.) Rev. M. H. Bone offered the following preamble and resolutions, which, on his motion, were adopted —viz.: Whereas, Rev. E. B. Crisman having resided for several years past within our hounds, and he having stated before Presbytery that he had applied for a letter of dismission and recommendation from his former Presbytery, and that it had come to hand, but now misplaced, and this Presbytery having the fullest confidence in his statements, do resolve that said Rev. E. B. Crisman be, and he is hereby re¬ ceived as a member of this Presbytery. Rev. W. D. Chadick, D. D., asked and obtained leave of absence for the remainder of this afternoon. Whereas, Rev. E. B. Crisman is Principal of the "Winchester Female Seminary, and therefore often prevented, from said connection with said Institu¬ tion, from attending the meetings of this Pres¬ bytery, without detriment to said Institution; therefore, Resolved, That while it is his duty to endeavor to attend as often as it is practicable with his obliga¬ tions as such Principal, that he be at liberty to be absent at discretion, in view of said obligations, while Principal of said Institution. The Committee to whom was referred the five dollar account against this Presbytery by Elder W. B. Jones, submitted their report, which was con¬ curred in, and the resolution adopted. (Marked JS\) 13 On motion of Rev. M. H. Bone, a collection was taken up to pay a deficit of $17 on the expenses of the Donnell Monument; whereupon the sum of $26 50 was raised. On motion of Rev. 17. T. Power, Presbytery ad¬ journed to meet at half-past eight o'clock A. M. on Monday. Prayer offered by Rev. M. H. Bone. Monday Morning, 8\ o'clock, Sept. 24. Presbytery met pursuant to adjournment. Opened by prayer by the Moderator. Members present as on Saturday, except those having leave of absence. Spent half an hour in religious services, conducted by Rev. W. D. Chadick. Minutes of Saturday read, corrected, and approved. Rev. J. B. Tigert and Elder A. C. Martin asked and obtained leave of absence during the remaining sittings of this meeting of Presbytery. The hour (ten o'clock) having arrived, Pres¬ bytery repaired to the Winchester Female Semi¬ nary. After having arrived there, Rev. M. B. DeWitt, according to order of Presbytery, delivered an appropriate and eloquent address, after which Presbytery, on motion of Rev. M. B. DeWitt, took recess until two o'clock P. M. Recess being out, Presbytery resumed business. Members present as in forenoon. Rev. A. H. Bishop appeared, gave satisfactory reasons for absence up to this time, and took his seat. 14 Committee on Sabbath-Schools, Statistics, and State of Religion, submitted their report, which, on motion of Rev. W. D. Chadick, D. D., was con¬ curred in, and the resolution adopted. (Marked 0.) On motion of Rev. G. W. Mitchell, Rev. "W". B. "Watterson in the chair, Presbytery took recess for one hour and a half, after which, the Committee on Education submitted their report, which, on motion of Rev. G. W. Mitchell, was concurred in, and the resolution adopted. (Marked R.) The Treasurer submitted his report, which, on motion, was concurred in. (Marked P.) On motion of Elder John Frizzell, the following resolution was adopted—viz.: Resolved, That, in pursuance of the third By-Law of this Presbytery, no representative shall be re¬ ceived from the congregation in arrears to the con¬ tingent fund of the Presbytery, until all the arrear¬ ages due according to the Treasurer's report sub¬ mitted to this meeting of Presbytery shall have been fully paid. On motion of Elder John Frizzell, the following resolution was adopted—viz.: Resolved, That the third By-Law of this Presby¬ tery be so amended, as that for the future the Church sessions shall pay at each stated meeting of Presbytery the sum of one dollar for each twenty resident members in their communion, to create the contingent fund. The Committee on Overtures and Petitions sub¬ mitted their report, No. 2, which, on motion of Rev. 15 M. H. Bone, was concurred in, and the resolution adopted. (Marked Q.) The Board of Missions offered its report, which was, on motion of Rev. G. W. Mitchell, concurred in, and the resolution adopted. (Marked S.) The Committee on Conference offered their report, and, on motion of Rev. M. H. Bone, it was concurred in. (Marked T.) On motion of Rev. M. H. Bone, it was resolved, that Bro. C. B. Sanders he and he is hereby ordered to review the literary branches required by our Con¬ stitution, preparatory to Ordination, until our next regular meeting of Presbytery. On motion of Rev. M. H. Bone, it was resolved that the By-Laws of this Presbytery be appended to the Minutes of the present session of Presbytery. On motion of Rev. D. L. Mitchell, the ministers of this Presbytery were called on to answer whether or not they had complied with the requisitions of Presbytery, in relation to taking collections for mis¬ sionary purposes. Whereupon, Revs. A. G. Smith andD. L. Mitchell reported compliance in part, and gave reasons, which were satisfactory, for noncompliance in full. Rev. J. B. Warren reported noncompliance, and his reasons were received as satisfactory. Rev. R. T. Power reported noncompliance, and was excused. Rev. M. B. DeWitt reported compliance. On motion of Rev. W. B. Watterson, it was resolved that the Missionary Board of this Presby- 16 tery instruct its Treasurer to embody in Ms report to the Assembly's Board, the amount contributed by each congregation and individual, and their location. On motion of Rev. M. H. Bone, Presbytery adjourned, to meet in New-Market, Madison Co., Alabama, on Thursday before' the fourth Sabbath in March next, at seven o'clock P. M. Prayer offered by Rev. A. (A) I, as one of your Commissioners to the last General Assembly, which convened in Nashville, Tenn., May, 1860, would report, that I attended said Assembly, was present at its opening, and remained until its close: discharged my duty to the best of my ability. (B) I attended the late General Assembly of the Cum¬ berland Presbyterian Church, as one of your Commissioners, and performed my duties as such, as promptly and regularly as was practicable. (C) Your Board of Education would report, that some additional interest has been gained to your permanent fund, but submit for your consideration and adoption the following preamble and resolutions—viz.: Whereas, Our ministers being engaged in their fields of labor, so that it is exceedingly difficult to obtain that active 18 and efficient attention necessary to success, and also believing the plan adopted by the General Assembly's Board will with less labor meet all our wishes; therefore, Resolved, That the Tennessee Presbytery now dissolve her Board, and place all her notes, etc., in the hands of the Cor¬ responding Secretary of the Assembly's Board, and proceed according to the request of the General Assembly, under the Constitution of her Board of Education. McKenzie, Candidates, on Geography, English Grammar, and Theology. Upon the last two subjects these brethren passed a creditable examination, and Bro. McKenzie upon the first. Your Committee would earnestly say that it is the duty of all your licentiates and candidates to meet the Com¬ mittee of Examination at the time and place appointed by Presbytery. The Probationers under your charge have not punctually attended the examinations for several past sessions. Your 20 Committee recommend the adoption of the following resolu¬ tion : Resolved, That Bros. Tucker and McKenzie be at this ses¬ sion of Presbytery licensed to preach the gospel. (I) To the Tennessee Presbytery of the Cumberland Pres¬ byterian Church:—The undersigned, as a Commissioner to the General Assembly of our Church, which convened at Nashville in May last, attended its various sittings, and dis¬ charged his duty to the best of his ability. His expenses were $3 30. Respectfully, Ira Kiningham. report on written discourses. (K) Your Committee on Written Discourses have ex- 21 amined one prepared by Bro. T. J. Drake. This being the third discourse submitted by this brother, and all approved as highly creditable, and he having personally stood very favorably on examination on Theology, and having spent the last eighteen months pursuing his theological and literary studies as closely as his health would permit; and also hav¬ ing, to a good extent, exercised himself in exhortation, quite to the satisfaction of those who have heard him : your Com¬ mittee therefore recommend the adoption of the following resolution—viz.: Resolved, That this Presbytery proceed to license Bro. T. J. Drake, in connection with the other brethren of a previous resolution, to preach the gospel, as a further part of trial. A. J. Baird, Chairman. A. C. Martin. report on church records, overtures, etc. (L) The Committee on Church Records, Overtures, and Petitions, beg leave to report: 1st. That it has attended to the duty assigned, and find the records of the following congregations correct: Harmony, Mount Nebo, Goshen, New-Garden, Winchester, New-Market, Athens, and Fayetteville. 2d. The records of the Cane Creek congregation are cor¬ rect, except that it is stated that at two different times several persons were admitted to membership without giving their names, and without showing whether they were received by action of the Church-session, or whether the session was opened. 3d. The Committee have received the petition of the New- Market congregation for the ministerial services of the Rev. N. T. Power, for one-fourth of his time for the ensuing year, for which they agree to pay him one hundred dollars. The 22 Committee recommend that the prayer of the petitioners be granted. Petty, John Frizzell, report on the death of rev. h. larkin and bro. m. a. wisener. (M) The Committee appointed to report appropriate resolutions in relation to the death of Rev. H. Larkin, for¬ merly a member of Tennessee Presbytery, report, that from reliable information received, Bro. Larkin closed his career on earth, and left the Church militant for the Church tri¬ umphant, on the 14th of July last, in full prospect of his blessed reward, through Christ Jesus, in heaven. Your Committee recommend that your reverend body adopt the following resolutions as expressive of the high respect in which he was held by his brethren, while he was one of you in life, and the place that a recollection of his worth still occupies in memory—viz.: Resolved, 1. That in the death of our beloved Brother Larkin, this Presbytery has lost a pleasant and safe coun¬ sellor, our churches a sincere and honest advocate of truth, morality, and temperance, both by precept and example. Resolved, 2. That in said death we deplore his loss, yet bow with submission to the will of our common Lord Jesus Christ. Resolved, 3. That in the death of our brother we feel the 23 strength and force of our Lord's injunction, " Be ye also ready." Resolved, 4. That we most deeply and tenderly sympathize with his bereaved wife and family. Resolved, 5. That a funeral address be delivered in rela¬ tion to the Christian and ministerial life of Bro. Larkin, on Sabbath next, at half-past seven o'clock P. M., before this Presbytery and the Winchester congregation, and that said address be delivered by Rev. W. D. Chadick, D. D. Your Committee also report, that since your last meeting of Presbytery, God in his providence has removed by death Bro. M. A. Wisener, one of your candidates for the gospel ministry, in which your Committee, with your reverend body, are reminded of the uncertainty of human life, among the young as well as the old, and of the importance of the judi¬ cious improvement of life's short duration, according to the grace that is vouchsafed us in our common gospel. Jones, respectfully report, that having examined the Minutes of the General Assembly in the case, in which said Brother Jones paid said sum, are of opinion that it was done in re¬ sponse to a proposition for individual contributions to meet a debt due the Stated Clerk of the Assembly, after the treasury had been exhausted. (See Minutes, pages 38 and 95.) Your Committee state further, that they have conferred with others of your Commissioners, whose recollections concur with the above; and they further state, that Brother Jones did not 24 confer with them as to any amount the Tennessee Presbytery should donate, she having paid her annual proportion to the treasury, or whether she should donate any amount at all. Your Committee are of opinion, therefore, that while Brother Jones manifested becoming liberality, in connection with others who did likewise, in contributing the amount he did, and for the purpose in view, yet that your reverend body is under no sort of obligations to reimburse Bro. Jones. We recommend the adoption of the following resolution—viz.: Resolved, That this Presbytery does not acknowledge any obligations to pay the account of $5 presented by Bro. W. B. Jones, and therefore respectfully declines to do so. M. H. Bone, Chairman. W. A. Walker. report on sabbath-schools, statistics, etc. (O) Your Committee on Sabbath-schools, Statistics, etc., would report, that since your last meeting there has been in the congregation of New-Garden a Sabbath-school organized. This is the only new Sabbath-school reported. This cause should enlist the best feelings and efforts of all our ministers and members. As to the state of religion, we think, from the reports, that it is comparatively very good. There have been several interesting and precious revivals of religion within your bounds since last session of Presby¬ tery. The members of the Church have, we think, more generally than usual manifested interest in the good work. 25 statistics.
