PROCLAMATION!
Whereas, the PORT OF SABINE PASS, ON THE OOAST OF TEXAS, has
ceased to be actually blockaded by the capture of the enemy's fleet near the same,
I hereby issue this proclamation, inviting- friendly neutral nations to resume commer¬
cial intercourse with this port until an actual blockade has been re-established with the usual
notice demanded by the law of nations.
